    Pentagon’s Second Multibillion Cloud Contract to Be Bid in Coming Months

    Officials say the Defense Department's multibillion Defense Enterprise Office Solutions contract is expected to be bid out in the fourth quarter of this fiscal year. Much of the oxygen in the federal contracting community has gone to the Pentagon's Joint Enterprise Defense Infrastructure contract in recent months, but the Pentagon is very close to bidding out a second major cloud contract that may rival it in size. Defense officials said last month that the Defense Enterprise Office Solution acquisition, valued at approximately $8 billion, could be bid out later this month, with an expected award issued by the second quarter of 2019. The contract will have a five-year base period with five one-year options. DEOS is the Pentagon's attempt to “unify and modernize” some of its legacy systems, including enterprise email, collaboration services, voice and video services, messaging, content management and other productivity capabilities for more than 3.5 million users. Brian Herman, the Defense Information Systems Agency's unified capabilities portfolio manager, said the Pentagon isn't interested in developing new capabilities but rather wants to take advantage of existing commercial capabilities in use across industry today. “Our goal is to take the capabilities that are available now, change the way we work to take advantage of these commercial services, and receive all of the upgrades and improvements that industry brings to their commercial customers,” said Herman, speaking at the Armed Forces Communications and Electronics Association's Defensive Cyber Operations Symposium in Baltimore May 16. In the commercial world, many companies have opted for cloud-based delivery of collaborative and email services. Delivered at scale across the Defense Department's massive enterprise, Herman said the approach could significantly reduce costs and improve security and efficiency. DEOS could eventually replace the Defense Enterprise Email, Defense Collaboration Services, and Defense Enterprise Portal Service, and potentially other legacy systems currently maintained by the Pentagon's IT wing. “We've had feedback from the DOD management, financial, and technical leaders. They've looked at the services used by [DOD agencies] and said, ‘You need to change the way you use these services. It's no longer necessary for every application to be on your desktop. Perhaps you can have web-based access to some of these capabilities and both improve the security and reduce the cost of these capabilities,” Herman said. DEOS will offer services through the Pentagon's unclassified and classified networks, meaning potential bidders must have provisional authorization to operate at Impact Level 5 to bid on it. Currently, only a few cloud service providers, including Microsoft, IBM, Amazon Web Services and General Dynamics, have achieved this status. Meanwhile, the Pentagon has not yet released a final solicitation for JEDI, which some industry estimates have pegged at $10 billion. The contract has drawn scrutiny from industry and Congress because of the Defense Department's decision to award it to a single cloud service provider.     Windsor police unveil new crime fighting drone

    TREVOR WILHELM It's a bird. It's a plane. It's the Windsor Police Service. Windsor police officially launched their new drone program Wednesday with a show-and-tell at their Sandwich Street training facility. Before sending one into the sky outside the Major F.A. Tilston Armoury and Police Training Centre, officers stressed they will not be using drones to randomly watch people. “We will not be going out there to do traffic stops,” said Staff Sgt. Sue Garrett, who runs the operational support unit. “We will not be putting it out there for routine policing on a daily routine. It will always have the proper judicial authority in order to use that. We will not be doing random surveillance or anything like that.” Citing operational reasons, police would not reveal how many drones they have. Without giving a reason, they also refused to reveal how much the program costs. They bought the equipment from Aeryon Labs, a company based in Waterloo that makes “unmanned aircraft systems” for military and police use. Six Windsor officers are trained to operate the drone. They will be pulled from their regular units to run it part time as needed. The drone — police call it a Remotely Piloted Aircraft System (RPAS) — has a two-kilometre range and lasts 50 minutes on a single battery charge. It can fly in light rain and snow, sustained winds of 50 km/h, and wind gusts up to 90 km/h. The aircraft has an optical zoom camera and an infrared night vision camera that pick up movement police can't see on the screen. It is also loaded with software that can reconstruct a crash scene with photos and measurements in 15 to 20 minutes. Other potential uses include search and rescue, taking aerial photos of crime scenes, and helping with marine emergencies. It will also be the eyes for police in dangerous situations such as bomb calls, hostage situations, and hazardous material spills. “The RPAS will assist multiple units within the Windsor Police Service, and it will increase the quality of our investigations as well as help to ensure the safety of our community,” said acting Chief Pam Mizuno. “The RPAS will enhance the Windsor Police Service's response to emergencies and it's going to provide our officers with the ability to lawfully gather intelligence prior to developing safe action plans.” https://windsorstar.com/news/local-news/windsor-police-unveil-new-crime-fighting-drone

    Missileer Improvements Hit Mark, but Still More to Do

COHEN Performance and professionalism in the Air Force's nuclear ranks has improved in the last few years following a spate of personnel issues, but there's always more work to be done to ensure the men and women who watch the arsenal are at their best, the service's top uniformed officer said this week. “I believe we've come a long way,” Air Force Chief of Staff Gen. David Goldfein said at a June 26 AFA Mitchell Institute breakfast. “We've all had to make sure that we keep our foot on the gas on this. I'm optimistic, but I'm not comfortable.” Nuclear operators have hit rough patches over the past several years: low morale and lost focus coupled with reports of drug use, weapons mismanagement, a proficiency test cheating scandal, and frequent staff turnover. In response, theservice launched programs to revamp training and regulations and to keep missileers in their jobs longer, rather than send them to other specialties after a few years. The Air Force has also made a conscious effort to offer bonuses, tout missileers' work, and visit the three nuclear missile bases spread across rural Wyoming, North Dakota, and Montana. Now, the service wants to develop its missile-managing employees' leadership skills at the same time as it develops new nuclear weapons and Northrop Grumman's B-21 bomber. Some airmen at Air Command and Staff College are taking a yearlong course focused on the nuclear enterprise in one effort to bolster leadership in those career fields. “One of the tasks I gave them was to ... give us some fresh thinking on, how do we do command and control if nuclear weapons were inserted into a conventional fight?” Goldfein said. “We built our nuclear command and control to be separate from our conventional command and control.” If the Russians deployed a low-yield, “tactical” nuclear weapon in combat, regional commanders would need the ability to integrate nukes into their otherwise conventionally armed battle plan. However, Goldfein emphasized that a “nuclear weapon is a nuclear weapon,” saying many don't believe there is such a thing as a tactical nuke. “Our command-and-control systems right now are not as agile as they need to be,” he continued. “This group of scholars have been doing some extraordinary work, writing papers and thinking about what is the command-and-control mechanism and how does that need to feed into [nuclear command, control, and communications]?” The Air Force's NC3 Integration Directorate has been mulling the idea of dual-use command and control for at least two years, and points to the concept as one of the most complicated security hurdles it faces in bringing the NC3 enterprise into the digital age.
