    Defense Agency Wants To Acquire UAS Services For Use In Disaster Relief

    By Calvin Biesecker The Defense Department's agency charged with providing logistics support to warfighters is seeking information from vendors capable of providing unmanned aircraft systems (UAS) that can deliver food and water to people in remote areas following a disaster. The Defense Logistics Agency (DLA) in an information request lists key capabilities and requirements for its UAS needs as part of a forthcoming acquisition for the services in the East and Gulf Coasts of the U.S. “This is in support of Defense Logistics Agency Troop Support's Subsistence Contingency Operations and Natural Disaster relief efforts,” the DLA says in a Jan. 10 Request for Information on the government's FedBizOpps site. In addition to supporting warfighters with their supply needs, DLA also provides support to the Department of Homeland Security's Federal Emergency Management Agency (FEMA), which supports disaster response to U.S. states and territories. Support for FEMA is “becoming more routine,” a DLA spokesman told Defense Daily on Thursday. The DLA announcement doesn't specify a specific event or series of disasters that is driving the need for remote delivery of food and water by UAS but it does follow a series of dramatic storms and wildfires over the past 16 months. In particular, Hurricane Maria, which hit the U.S. Virgin Islands on Sept. 19, 2017, and Puerto Rico the day after. Maria impacted 100 percent of the populations of Puerto Rico and the U.S. Virgin Islands. The Caribbean islands of Puerto Rico and the U.S. Virgin Islands are both U.S. territories located a 1,000 or more miles from Florida. The devastation in Puerto Rico made deliveries of relief supplies difficult. “Hurricane Maria severely damaged or destroyed a significant portion of both territories' already fragile critical infrastructure,” FEMA said in a July 12, 2018 after-action report on the 2017 hurricane season. “Maria left Puerto Rico's 3.7 million residents without electricity. The resulting emergency response represents the longest sustained air mission of food and water delivery in Federal Emergency Management Agency history.” Rather than acquire the systems outright, DLA wants a contactor that can provide the delivery services through a “turnkey deployment” based on a performance-based concept of operations developed as part of a research effort. Capabilities must be in place within one to two days of an event, the agency says. It also says the drones must be non-developmental and be able to operate beyond visual line of sight in austere conditions. Payloads on the UAS will weigh between 250 and 500 pounds and “typically” consist of cases of bottled water, Meals-Ready-to Eat, and other related operational items that will be released remotely without damage to the supplies. For the deployments, the drones must be able to operate from maritime vessels to land, land to sea vessel, and land to land. DLA says that sea-based operations “will be coordinated with the U.S. Coast Guard.” In the late summer of 2017, before Maria hit, Texas was hit by Hurricane Harvey, which was followed by Hurricane Irma, which slammed into Florida, Puerto Rico and the U.S. Virgin Islands. Harvey affected 30 percent of the population in Texas and Irma affected 85 percent of the combined populations of Florida, Puerto Rico and the U.S. Virgin Islands. Around the same time the three storms hit the U.S. and its territories, another hurricane interfered with maritime operations in the Caribbean Sea and FEMA also supported California's response to “some of the most devastating wildfires to ever impact the state,” the after-action report said. The DLA wants responses to its Request for Information by Jan. 25.     Germany’s plan to boost defense spending hits a snag

    By: Sebastian Sprenger COLOGNE, Germany — Germany may be unable to deliver on its pledge to increase the defense budget due to smaller-than-expected economic growth, according to a new Finance Ministry analysis. The projections peg the military budget to be several billion euros short of the trajectory to meet the government's goal of reaching 1.5 percent of gross domestic product by 2024. Analysts even see the current spending curve unable to sustain 1.35 percent in the years ahead. NATO members in 2014 agreed to boost their defense spending to 2 percent of GDP within 10 years. Germany's defense budget is roughly €43 billion (U.S. $49 billion) for 2019, or about 1.2 percent of GDP. That is a boost of €4 billion over the previous year. Defence Minister Ursula von der Leyen on Monday said Germany remains committed to hitting the self-declared 1.5 percent target in 2024. She portrayed the Finance Ministry's analysis as a mere first step toward a budget proposal negotiated by Cabinet secretaries. The government is expected to unveil such a plan in late March. The Trump administration has often criticized Germany for underspending on defense, arguing Berlin rides on American coattails when it comes to security. News that the country's spending target is at risk is sure to embolden the narrative in Washington that Europe is somehow taking advantage of the United States. It could weaken the negotiating position of German government delegates at two high-profile events in mid-February: a meeting of NATO defense ministers in Brussels, and the Munich Security Conference. The Finance Ministry's economic outlook estimates that agencies will have to reconcile new spending priorities within their previously established budget targets.     What’s standing in the way of multidomain operations?

    By: Daniel Cebul WASHINGTON — Mutlidomain operations are set to become standard for the U.S. armed services in the coming years, but technical, doctrinal and organizational hurdles remain. One impediment to multidomain operations involves issues in linking the service's disparate communication and information networks to share targeting data and communications. Rebecca Grant, a national security analyst with IRIS Independent Research, identified her “No. 1 problem" as “the communications architecture.” This stuff is not there yet," she said Wednesday at the Defense News Conference. "I'm less worried about the platforms, we've got some magnificent platforms. We've got to have that communication architecture. All the ability to do that is there, whether that's secure waveforms or the [radio frequency] links, but we have to take the plunge now, immediately, to go out and experiment with this next year.” The need for an integrated communications network was echoed by L3 Technologies' vice president of communications technology. “You need a network that can take all the networks we have right now, a systems-of-systems-level approach, that can tie these disparate networks together because you don't want to get rid of that install base because its too expensive to replace,” Keith Gentile said. Another challenge involves changing the services' doctrinal approaches to operations, especially as each branch becomes more dependent on one another. Gentile said that if the U.S. plans to quickly respond to enemy developments, doctrine surrounding operations in the domains must change. “There's a role mission and function issue that needs to be addressed when you talk about cross-domain or multidomain capabilities because each of the services operates in different domains," he said. "You got to go ahead and get away from the parochial pieces of service stovepipes, mission roles and functions — and realize you are talking about cross-domain capabilities.” Jaret Riddick, the director of the Vehicle Technology Directorate at the Army Research Laboratory, cited the service's recently stood-up Futures Command as one example of change within the services. “I would not downplay the steps the Army is making in standing up Futures Command.
