    Pentagon tests first land-based cruise missile in a post-INF treaty world (WATCH)

    By: Aaron Mehta WASHINGTON — The United States has tested a new ground-based cruise missile that is capable covering 500 kilometers in range, less than three weeks after officially exiting an arms treaty that banned such systems. The test occurred 2:30 PM Pacific time Sunday at San Nicolas Island, California, according to a Pentagon announcement. The missile “exited its ground mobile launcher and accurately impacted its target after more than 500 kilometers of flight,” the release said. “Data collected and lessons learned from this test will inform the Department of Defense's development of future intermediate-range capabilities.” The United States exited the Intermediate-Range Nuclear Forces (INF) treaty Aug. 2, following through on a decision made late last year that the treaty no longer benefited American interests. The INF was a 1987 pact with the former Soviet Union that banned ground-launched nuclear and conventional ballistic and cruise missiles with ranges of 500 to 5,000 kilometers. However, the United States and NATO allies have for years declared Russia in violation of the agreement. American officials have stressed they do not plan on building a nuclear ground-based cruise missile capability, but Secretary of Defense Mark Esper has said his department will “fully pursue the development of these ground-launched conventional missiles as a prudent response to Russia's actions and as part of the joint force's broader portfolio of conventional strike options.” Imagery of the test shows the weapon was launched from a Mark 41 Vertical Launch System, the same launcher used in the Aegis Ashore missile defense system. That is notable, as Russia has often claimed the Mk41 presence in Europe as a violation of the INF treaty, with the belief that the Aegis Ashore systems in Poland and Romania could be converted to offensive systems. “The launcher used in Sunday's test is a MK 41; however, the system tested is not the same as the Aegis Ashore Missile Defense System currently operating in Romania and under construction in Poland," Lt. Col Robert Carver, a Pentagon spokesman, said. “Aegis Ashore is purely defensive. It is not capable of firing a Tomahawk missile. Aegis Ashore is not configured to fire offensive weapons of any type.” The weapon itself is a variant of the Tomahawk Land Attack Cruise Missile, and was made by Raytheon, Carver said. During a recent trip to the Pacific, Esper also said he would like such weapon systems to end up in Asia as a deterrent to China. The governments in both Australia and South Korea quickly denied that any discussions about such a deployment had occurred, and Esper later downplayed his comments as a future objective. Congress will have a say in how such systems are developed or deployed. On Capitol Hill, a flashpoint in the fight is $96 million the administration requested to research and test ground-launched missiles that could travel within the agreement's prohibited range. The Democrat-controlled House passed a spending bill that would deny the funding ― and a defense authorization bill that would deny it until the administration shares an explanation of whether existing sea- and air-launched missiles could suffice.     U.S. Cyber Command looks to grow its acquisition capacity

    By Lauren C. Williams The Defense Department's newest combatant command is nearly a decade old but still doesn't steer its own acquisitions. That could change in fiscal 2019, however, as U.S. Cyber Command staffs up its contracting office and seeks a bigger acquisition budget. "Acquisition authority is limited at the moment. It's capped at $75 million and has a sunset date, currently, of 2021," said Stephen Schanberger, command acquisition executive for U.S. Cyber Command during a panel at the Billington Cybersecurity Summit Sept. 6. "So the command is actively pursuing getting that increased on the ceiling amount as well as the sunset date." Cyber Command has only had acquisition authority for two fiscal years, but Congress extended that authority through 2025 in the fiscal year 2019 National Defense Authorization Act. That advances the authority four years from the original sunset date of 2021. Cyber Command awarded only one contract in fiscal 2017, Schanberger said, partly because it lacked a contract writing system and technical personnel to get things done. Things improved this year with $40 million in contract awards and Schanberger expects to reach the $75 million cap sometime in 2019. "We are really hamstrung at the moment in relying on the current [contracting] vehicles out there from others," he said. "And in some cases we've had to adjust our scope to match up to the contract versus waiting for them to put another whole contract vehicle or task order onto a contract." Schanberger seeks to more than triple Cyber Command's acquisition to $250 million to allow for multi-year contracts. Congressional scrutiny has been the main impediment to securing additional acquisition funds because the command needs to prove its contracting abilities, but Schanberger said increasing staff and getting things right will help. "Congress would like us to show that we actually can use our authority the way it's supposed to be and start to stand on the backbone of what it takes to be a contracting organization," particularly regarding contract types, use other transaction authorities, competitive bids versus sole source, and partnering with small businesses, he said. Schanberger told FCW he wasn't concerned about additional congressional scrutiny surrounding the Defense Department's use of other transaction authorities because "our efforts are nowhere near the big efforts that they're looking for." But overall, Cyber Command's contracting office is growing. Schanberger now leads a team of about five people, including himself, consisting of a contracting officer, specialist, and supporting contractors. He hopes to double the team's capacity by year's end. "We are in our infancy from an acquisition perspective, we are putting down the foundation of the personnel and the skills," he said, with the goal "to be able to activate, put together solicitation packages, plan our contracting strategy for [multiple] years, and be able to effectively implement and put out RFPs on the street without making a mess out it." Schanberger said they are looking at capabilities that can benefit all of the service components, such as analytic development. Cyber Command released a request for proposals for an analytic support program dubbed Rainfire on Sept. 4.     Five European allies sign on to build NATO’s next medium-lift helicopter

    STUTTGART, Germany – Five NATO member nations have signed on to build the alliance's next-generation helicopter, planned to replace existing fleets starting in 2035. France, Germany, the United Kingdom, Italy and Greece each signed letters of intent to participate in the program, dubbed “Next-Generation Rotorcraft Capability,” or NGRC, per a Nov. 19 statement issued by NATO. Over the coming years, these partners will work together to develop “an entirely new helicopter capability” that would replace a variety of medium multi-role rotorcraft fleets that are expected to retire between 2035 and 2040. The program was launched on the margins of the virtually held defense ministerial meeting in October, the alliance said. “By investing our resources and channeling our development initiatives through a multinational framework, we are making sure allies are equipped with the best available capabilities, which helps to maintain NATO's technological edge,” NATO Deputy Secretary-General Mircea Geoană was quoted as saying in the release. The letters of intent are non-binding documents, and the initial cooperation effort is in principle open to other NATO allies and partners, subject to the approval of the existing participants, a NATO official said in an email to Defense News. Details including cost, work share between the five nations and specific timelines have not yet been released. NATO envisions defense ministers from participating countries will sign a legally binding memorandum of understanding for the initial concept phase around 2022. In the meantime, the allies will develop a statement of requirements to inform that concept phase, and hash out a cooperation plan to define, develop and field the next-generation helicopter. The NATO official noted that it will be critical to “get the intellectual foundation for NGRC right,” and that 2021 discussions to establish an initial common statement of requirements will not require “substantial” capital expenditures. Next year's efforts will provide “a robust starting point for the participants to discuss and design the subsequent concept phase and agree on the associated funding requirements for the following years,” the official said. As a medium multi-role rotorcraft, this new capability would assist NATO allies in missions including insertion and extraction of special operations forces, and transporting small- and medium-sized cargo and troops within operational theaters. It would also be used in medical evacuation, search and rescue, and anti-submarine warfare. NATO is launching this effort just as the U.S. Army is firming up requirements for its own new medium multi-role rotorcraft, via the Future Long-Range Assault Aircraft (FLRAA) competition. A draft request for proposals for this capability – part of the service's next-generation Future Vertical Lift family of systems – is expected by the end of 2020.
