    Canada, NATO allies discuss COVID-19 response in face of world security issues

    OTTAWA — Canada and its NATO allies wrestled Thursday with responding to the COVID-19 crisis while reining in potential new Russian mayhem-making and helping war-torn Iraq and Afghanistan. The discussion unfolded via secure video links — a first in the alliance's seven decades — among the alliance's foreign ministers, including Canada's Francois-Philippe Champagne, as well as NATO's political and military chiefs. They discussed the need to combat “disinformation” as well as providing support to various partners, including the World Health Organization, the United Nations and the European Union, the alliance said in a post-meeting statement. Canada is leading NATO's military training mission in Iraq and has troops in Latvia as part of the deterrence efforts against Russia, which breached Europe's border by annexing part of Ukraine in 2014. Thursday's meeting was also looking at ways to further support the non-NATO countries of Ukraine and Georgia, the alliance said. A senior Canadian official, speaking on the condition of anonymity because of the sensitivity of the discussions, said despite the COVID-19 pandemic, Canada's priority is for the alliance to keep its eyes on the challenges already on its plate before the outbreak. “The COVID-19 pandemic is a test for all of us and highlights the crucial role NATO continues to play,” Champagne said in a statement. The competing challenges were reflected in the declaration NATO released following the morning talks, which were to include Secretary-General Jens Stoltenberg and NATO's Supreme Allied Commander Europe, Gen. Tod D. Wolters. “Even as we do the absolute maximum to contain and then overcome this challenge, NATO remains active, focused and ready to perform its core tasks: collective defence, crisis management, and co-operative security,” the communique said. David Perry, a defence analyst, said NATO faces some of its own health challenges, among them the fact that the USS Theodore Roosevelt aircraft carrier is out of commission because of a virus outbreak, while Poland's army chief tested positive last month. “How much of the alliance is actually fighting fit is changing pretty fast, negatively,” said Perry, a Canadian Global Affairs Institute vice-president. “It's improbable other ships or assets aren't already impacted.” The NATO communique said the alliance is airlifting medical supplies around the world, providing people and goods and “vital equipment from military and civilian sources, and harnessing our medical, scientific, and technological knowledge” to deal with the pandemic. “Allies are also working together to ensure public access to transparent, timely, and accurate information, which is critical to overcoming this pandemic and to combating disinformation,” it said. The statement made no direct mention of Russia, but it affirmed that the alliance's “ability to conduct our operations and assure deterrence and defence against all the threats we face is unimpaired.” A day earlier, Stoltenberg said in Brussels that the alliance had made the necessary adjustments to address Russian military manoeuvres close to NATO's borders. Russian planes have flown close to Canadian and American airspace in the Arctic recently, for instance. Karlis Eihenbaums, Latvia's ambassador to Canada, said the pandemic has done nothing to stop the “wars and tensions” NATO was already dealing with. “We can even see that there are some who are using this challenging time to play their cynicism in full and to use this pandemic for their spreading of propaganda and disinformation. In essence, they are playing with people's lives because disinformation can kill,” said Eihenbaums. “We are still receiving report after report of a war going on in Europe, as attacks against Ukraine never stopped.” Andriy Shevchenko, Ukraine's ambassador to Canada, said offers by Russia to send medics and supplies to Italy mask a malevolent intent. He said that amounts to “humanitarian wars, or humanitarian special operations” on Russia's part. The Kremlin has denounced criticism that it is using the crisis for political gain. “Russia has the experience of lying on an industrial scale, and also interfering into other nations' lives with their information tools,” said Shevchenko. “It's something we know so well from our Ukrainian experience, and it's something that Canadians should be concerned about as well.” Thursday's meeting also looked at stepping up the NATO training mission in Iraq and strengthening the alliance's partnerships in the Middle East, North Africa and Afghanistan, the alliance said in a statement today. The meeting was the first for the alliance's newest member, North Macedonia, which joined last Friday, expanding NATO's ranks to 30 countries.     Matt Gurney: Is it any wonder the U.S. is steamed at us over our fighter jet fiasco?

    Matt Gurney One can only imagine the astonishment in Ottawa when a letter arrived from Washington, reminding the Canadian government that military procurement projects are about procuring military equipment, not creating Canadian jobs. I like to imagine flabbergasted bureaucrats reading the letter over and over, before finally putting it down, rubbing their temples and musing aloud, “Don't the Americans realize how things are done here?” They do, it seems. And they don't like it. On Monday, the Macdonald-Laurier Institute published a new report, “Catastrophe: Assessing the Damage from Canada's Fighter Replacement Fiasco.” The title tells you most of what you need to know about the tone of the report. Author Richard Shimooka recaps the long and embarrassing history of Canada's inability to properly replace our rapidly aging and slowly attritting fleet of almost-40-year-old CF-18 jets. The report mostly covers a story that's been oft-told, including here in the National Post. But it did break some news: apparently, Washington's frustration with Canada is boiling over, and it's not keeping quiet about it anymore. Shimooka recaps the long and embarrassing history of Canada's inability to properly replace our rapidly aging ... CF-18 jets Shimooka's report reveals the existence of two letters previously unknown to the public, sent last year by American officials to Canadian counterparts. The specifics of the complaints involve fairly legalistic and technical aspects of Canada's membership in the international consortium that helped finance the development of the F-35 stealth fighter. Suffice it to say that Canada, as a participating nation, gets access to a rock-bottom price for the fighter (meaning the same cost paid by the U.S. military) and Canadian firms have been part of the production of the planes from the very beginning. That's the deal. It's a pretty good one. But Canada wants a different deal. Specifically, it wants the same kind of deal it always insists on when buying military equipment from abroad. We want any foreign company we're purchasing equipment from to invest heavily in Canada, so that even a contract signed with a foreign supplier can be shown to have helped Canadian jobs, and the middle class, and those working hard to join it. Even this is only a second-best option, a procurement Plan B. Canadian politicians would much rather have stuff built in Canada by Canadians, no matter how much that ends up costing us in terms of cost overruns and delays. But when that's simply not possible, we'll settle for industrial offsets from foreign companies. You'll note that in the above paragraph on military procurement, there was very little emphasis on actually successfully procuring equipment for the Armed Forces. Ottawa is much too sophisticated for that kind of concern. The real action is in the jobs, the industrial benefits, the gigantic novelty cheques, the ribbon cuttings, the question period talking points and the partisan mailers crowing about all the money flowing to Canadian firms. That's what military procurement is really for, at least in the eyes of Canadian officials. That's why our national shipbuilding strategy was to first build out a shipbuilding industry and then build some ships, almost as an afterthought, when we could have bought them faster and almost certainly cheaper from an ally. The Americans, it seems, have had enough, and are threatening to pull the F-35 from consideration in Canada's upcoming program to select our next fighter. To their mind, Canada has already been offered an objectively good deal: access to one of the world's most advanced fighter jets at the same cost the U.S. military pays, and billions in industrial benefits. It's true that the F-35 program has been troubled, but most of those problems are now behind it. These jets are entering service in large numbers in the U.S. military and in allied forces, as well. The F-35 isn't perfect but it's available, now, and Canada has already paid the cost of entry to the club. Angling for a better deal than everyone else is getting, is a slap in the face to the Americans and all the other allied nations who are part of the process. There's nothing wrong with Canada trying to get the best deal for itself. In general, I have an open mind to this kind of argument. But Canada isn't a business. It's a country that has signed alliances and agreements with our democratic peers, theoretically in good faith. We have our own interests, to be sure, but we also have obligations. Canada's membership in the F-35 consortium does not obligate us to buy F-35s. We'd retain the industrial benefits even if we select another fighter. But certainly it obligates us to at least honour the agreement we've already made? The Liberals have never been keen on the F-35. Before the past election, they actually pledged to never purchase them, before realizing that that was an impossible pledge to keep if we actually intended to hold a fair and open competition to select the next plane. The prime minister himself once dismissively described the F-35 as a plane that didn't work, even as the United States was putting its first squadron into active service. Part of me wonders if the Liberals are deliberately structuring our selection process to make it impossible for the U.S. to sell us F-35s. That would certainly solve that particular problem for the Liberals. Alas, the more realistic answer is probably, as ever, the simplest one. The Canadian government is probably baffled that the Americans would object to us behaving as we always do. Military procurement in Canada isn't about procurement, or the military, or honouring our commitments to our friends. It's about political booty that can be flung around the country come election time. That's just the way we do things here.     Joint Support Ship cost up by $1.1 billion - taxpayers will now spend $3.4 billion on project

    DAVID PUGLIESE, OTTAWA CITIZEN Taxpayers will have to spend $1.1 billion extra on new navy supply ships that are going to be built starting this summer, the Liberal government now acknowledges. Previously the cost of building the two ships at Seaspan shipyards in Vancouver, BC had been pegged at $2.3 billion. But the government ordered a review of that cost figure and in an email to Postmedia, Procurement Minister Carla Qualtrough's office now confirms the cost for the Joint Support Ships, or JSS, is set at $3.4 billion. Pat Finn, the head of procurement at the Department of National Defence, said the new price tag came as the government decided to do an additional analysis of the project and include other items it had not previously included. In some cases equipment for the ship has been purchased so there are better costs available on those items, Finn said in an interview Monday. Also taken into account was new infrastructure and the delays with the program, which, in turn, drove up the price as the cost of material increased over the years. “The build period has changed quite dramatically,” Finn acknowledged. At one point, the first ship was supposed to arrive in 2012. That has been changed a number of times with the government later hoping for a 2018 delivery and then a 2019 arrival for the first vessel. The Department of National Defence is now hoping for the delivery of the first ship in 2022 or 2023. Construction will begin at Seaspan this summer of some initial portions of the vessels, Finn said. The government hopes starting construction on the supply ships in the summer will head off any potential layoffs of skilled employees at Seaspan. Finn said of the $3.4 billion figure, the actual cost of building the two ships accounts for a little more than 60 per cent. Finn said the new costing model for the JSS is more akin to the one used by the parliamentary budget office. That office had an even higher estimate for JSS when it concluded in 2013 that the final tally for taxpayers would be $4.13 billion. The Joint Support Ships are critical for the navy as they provide fuel and supplies for warships at sea. But the Royal Canadian Navy retired its last two aging supply ships years ago. One was damaged beyond repair in a fire. The other was removed from service because of excessive corrosion. The Canadian military had been relying on the Spanish and Chilean navies to provide supply vessels for short periods of time to help fuel up Canadian warships at sea. Because of the delays in the JSS program, the previous Conservative government entered into agreement with Davie Shipyards in Quebec to lease a commercial vessel that had been converted into a refueling and supply ship. That ship, the MV Asterix, is at the heart of federal government's case against Vice Admiral Mark Norman. Norman has been accused by the RCMP of warning Davie in the fall of 2015 that Liberal cabinet ministers wanted to derail the Asterix project. Word of the Liberal plan leaked out to the news media and the resulting embarrassment forced the Trudeau government to back down on its plans and the conversion of Asterix proceeded. Norman was put under investigation and Prime Minister Justin Trudeau predicted on two occasions the officer would ultimately end up in court. In March, the RCMP charged Norman with a single count of breach of trust. A date for the trial has not yet been set. Norman denies the charge and has said he looks forward to clearing his name. Asterix is considered a rare achievement in Canadian military procurement in that it was delivered on time and on budget.
