    By: Mark Pomerleau Air Force Brig. Gen. Timothy Haugh has assumed command of U.S. Cyber Command's Cyber National Mission Force. As one of CYBERCOM's four main headquarters elements, the CNMF is in charge of deterring and disrupting cyberspace operations to defend the nation. CNMF components include cyber support teams that provide intelligence support, cyber protection teams that specialize in defending the Department of Defense Information Network, and national mission teams that help protect the DoDIN and, when ordered, other U.S. cyberspace. NMTs are also aligned against specific nation-state actors. With potential changes to the construct of CYBERCOM's cyber teams writ large, some have indicated that the CNMF construct is a good model. “The way the Cyber National Mission Force is organized, having ... mission teams, support teams and CPTs, that is an ideal construct for doing full-spectrum operations,” Brig. Gen. Maria Barrett, who formerly served as deputy of operations at CYBERCOM, said. Senators have previously pushed CYBERCOM to be more aggressive in using NMTs to deter malicious cyber activities in the U.S., particularly those conducted by Russia. “With the authority or the direction of the president of the United States national mission teams can disrupt these attacks at the point of origin, is that correct?” Sen. Jack Reed, D-R.I., asked during a February congressional hearing. While they could be tasked to do that, the former commander of CYBERCOM, Adm. Michael Rogers, was careful to say it depends on specifics not wanting to overpromise. Haugh, who took over June 4, was most recently the director of intelligence at CYBERCOM. Previous holders of this role include Gen. Paul Nakasone, who is now the commander of CYBECOM and director of the NSA, as well as most recently Vice Adm.     Funding for naval drones in the NDAA will encourage innovation

    By: Brian Wynne Unmanned maritime systems are increasingly allowing military and commercial users alike to go farther and deeper than ever before. Initially proven by the military for their dependability and reliability, they are now also disrupting the commercial sector and enabling applications from mapping to surveillance to port security. In recognition of the many benefits UMS stand to offer, the president's budget for fiscal 2021 requested strong support for the U.S. Navy's unmanned programs. Now, as Congress considers the National Defense Authorization Act for FY21, it should fully fund UMS research and development efforts to allow innovation to flourish and for military and commercial operators alike to reap the benefits. As president and CEO of the Association for Unmanned Vehicle Systems International, I have witnessed the growth in UMS innovation firsthand. Our membership includes organizations from across the defense industrial base that support the growing integration of unmanned and autonomous systems in the force protecting the United States. Their investments have led to substantive achievements in the development of autonomy, reliability, propulsion and integration of advanced payloads and sensors. Fielding UMS will ensure continued U.S. naval dominance and support the industrial base. Unfortunately, Congress is currently considering disrupting funding to the research and development of this vital technology. Both the House and Senate versions of the NDAA drastically cut R&D funding for medium and large unmanned surface vessels, with the Senate eliminating all requested funding for the program entirely. The severe reduction in funding considered in the FY21 NDAA would eliminate jobs, drive many small companies out of business, and cause larger companies to shift their R&D investments to more stable opportunities. AUVSI is also taking issue with Congress' misunderstanding of UMS operations, focusing on the reliability of individual components rather than that of the system as a whole, ignoring the operational context in which the UMS will be used. Unmanned systems have well-documented reliability in the commercial sector performing in a range of demanding and complex environments, including deep-water exploration. If Congress attempts to apply unique reliability requirements to UMS use by the U.S. Navy, it will only serve to drive up cost, decrease competition and significantly delay fielding of the systems to the war fighters that need them. While Congress has previously demonstrated its support for the growth and integration of unmanned systems in the future Navy fleet architecture, its reliability concerns and proposed funding cuts in this instance are misplaced. Industry has determined that the wholeness of autonomy is critical to mission duration and success, and the emphasis on testing reliability should be on that wholeness rather than focusing on individual components. What's more, the Navy's R&D effort is already working to field systems that can prove reliability in a realistic operational context. The utilization of unmanned technology is inevitable and timely, but appropriate levels of R&D funding are needed to field this critical capability. Industry has invested significant resources to support the Navy's UMS programs thus far and will continue to do so if these programs are adequately funded by Congress. Conversely, proposed funding cuts will drive industry to move its investments away from UMS to other markets, drive small, developing businesses out of the unmanned maritime business, and cost jobs throughout the developing unmanned industrial base.     Companies are lining up to build a replacement for the MQ-9 Reaper drone

    Valerie Insinna WASHINGTON — As the U.S. Air Force embarks on a new effort to field a replacement for the MQ-9 Reaper drone, multiple defense companies are stepping up with new, long-range, stealthy design concepts for the emerging MQ-Next competition. On Sept. 11, Northrop Grumman and Lockheed Martin released renderings of their respective offerings for the Air Force's MQ-Next program. Northrop made public its swarming SG-2 concept, and Lockheed announced its flying-wing design. General Atomics put out a concept drawing of a next-generation uncrewed aerial system on Sept. 14 to correspond with the first day of the Air Force Association's Air, Space and Cyber Conference. For the past two decades, the Air Force has relied on the MQ-1 Predator and then the MQ-9 Reaper — both made by General Atomics — as its workhorse drones for surveillance and strike missions in the Middle East. But as more commercial drone makers enter the fray, it may become more economical and effective to operate a family of UAVs, with some built for high-end penetrating strike and reconnaissance missions, and others for low-end surveillance from commercial off-the-shelf manufacturers, said Will Roper, the Air Force's top acquisition official. “You might make the case that the Department [of the Air Force] needs both,” he said during a Sept. 15 roundtable with reporters. “But I wanted to give our team time to discuss with industry options that exist on both sides of that divide. We've got a lot of interesting responses, and I'm in discussions right now with the operational side of the Air Force about what they think the requirement is going to be.” The Air Force issued a request for information to industry on June 3, seeking market research on available technologies as well as conceptual designs. Boeing and Kratos each confirmed they responded to the request for information but have not released concept art for their potential offerings. General Atomics, Lockheed and Northrop have begun to shed light on their respective designs. Northrop's flying-wing design bears a close resemblance to the X-47B the company designed for the Navy, including using the same Distributed Autonomy/Responsive Control flight management system, which allows for operators to task multiple drones to fly autonomously according to parameters set by the user. However, the aircraft in the rendering is just one potential concept that Northrop could develop for the MQ-Next family of systems, said Richard Sullivan, the company's vice president of program management. “The customer didn't really give us strict requirements. We know that the [National Defense Strategy] scenario calls out environments with a pretty significant threat scenario. And so, what would we do to mitigate those?” he said. “We looked at those things, and we came up with a family of concepts ... trying to solve the problem across the landscape in terms of the ranges, the threats and the costs.” The General Atomics concept features a stealthy, long-winged, jet-powered air vehicle — a departure from the turboprop-powered MQ-9 Reaper. Dave Alexander, president of General Atomics Aeronautical Systems, told Defense News that the aircraft's survivability and endurance, which is “significantly longer” than the Reaper, will be defining characteristics for the company's offering. Alexander also pointed to internal investments made by the company's aeronautics division and its Electromagnetic Systems Group on advanced propulsion systems, though he declined to say more about potential engine advancements. Keeping costs down will also be an important factor, he said. “Some platforms that get up to super high costs, even though they're unmanned — you can't afford to lose them. So they're not attrition-tolerant, and we want to hang on to that piece of it.” Lockheed Martin's operational analysis has found that an optimal-force mix of drones will require high-end aircraft and low-cost, expendable systems that can operate in swarms, according to Jacob Johnson, the company's unmanned aerial systems program manager. The company's next-generation UAS concept art features a tailless, stealthy, flying-wing design geared toward the high-end fight, although Johnson said Lockheed may put forward less exquisite systems depending on the Air Force's final requirements. “Over the last few years, with a lot of the [drone] shootdowns across the globe, one of the trends that I think is hard to ignore is what used to be considered permissive airspace. [It] is becoming increasingly contested,” he said. “Survivability is really the key to almost any mission, and I think that trend is going to continue into the future.” However, survivability alone will not be enough, Johnson said. The Air Force has made clear that any future air system must plug into the service's Advanced Battle Management System and export data across that system.
