The Marine Corps wants three types of amphib vehicles ― including one with a 30mm cannon

The Marine Corps is looking to plus up the firepower aboard its new amphibious combat vehicle with a 30mm cannon.

Officials with Marine Corps Systems Command posted a request for information on the government website FedBizOpps on Monday. The ACV will replace the aging assault amphibious vehicle, which entered service in the early 1970s.

The Marines want three variants of the ACV ― a command and control configuration, a recovery and maintenance setup and ACVs with 30mm medium-caliber cannons.

The older AAV had space for a 40mm grenade launcher, but in direct vehicle-on-vehicle fighting the 30mm cannon offers fast, high-volume direct fire.

BAE Systems was selected in 2018 to produce the ACV, which is expected to reach initial operational capability by fiscal year 2020. The company has built amphib vehicles for the military since 1941.

The ACV is a chief “connector” from ship to shore for Marine amphibious operations. it will include mine resistant ambush protected-level armor, and able to “negotiate two-foot significant wave height and four-foot plunging surf,” according to Program Executive Office-Land Systems.

The 30mm-cannon arming follows suit with making existing and future ground combat vehicles more lethal. The Army began upgunning its Stryker vehicles with a 30mm cannon, replacing its twin .50-caliber machine guns.

In 2018, the Army also put in place the common remotely operated weapon station for the Javelin missile on the Stryker, keeping soldiers inside the vehicle when firing the missile.

Those upgrades began first in Germany as a counter to increased capabilities in the Russian ground formations.

The Marines have also started upgrading their light armored vehicle, also a decades-old platform, to include a better powerpack, drive train and digitized instrument panels.

Late last year the Corps was still only looking at two ACV variants, according to official postings: the turreted assault vehicle and the command and control version.

At the annual Modern Day Marine Military Expo at Quantico, Virginia, John Swift, program director for BAE's amphibious vehicles, told Marine Corps Times that they expect to have 30 vehicles built by the end of summer 2019 to go through testing and modifications as the Corps decides the composition of the ACV fleet. Those will be basic testing platforms.

This most recent posting gives some indications of what the Corps needs.

Most recently the Corps was asking for 704 ACVs when full production begins in 2022. Those are expected to be done within six years.

And a previously ongoing contract with another company to perform survivability upgrades on an estimated 392 AAVs was cancelled last year in a move of funding from that program to more rapid modernization priorities.

The legacy AAV is a tracked vehicle, while its replacement will be an eight-wheel vehicle.

    Saab to build new plant in Indiana for T-X trainer jet

    By: Valerie Insinna WASHINGTON — Swedish aircraft manufacturer Saab will build a T-X production facility in West Lafayette, Indiana, where it will manufacture its portion of the Air Force trainer jet it is developing with Boeing, the company announced Wednesday. The company plans to invest $37 million in the site, which will produce “major structural sections” and conduct final assembly of Saab's piece of the jet, according to a Saab news release. Then those elements will be sent to Boeing's facility in St. Louis, Missouri, to be mated with the rest of the trainer. Construction on the new facility will begin in 2020, and Saab intends to hire at least 300 full-time employees from the area during the initial years of the site's operation. The announcement, made Wednesday during a ceremony at West Lafayette-based Purdue University, fulfills a promise Saab officials made in 2017 to establish a new manufacturing center in the United States once the Boeing-Saab team had won the T-X contract. At the time, Saab President and CEO Håkan Buskhe said the company was still considering site locations, as well as whether to repurpose an existing production facility or construct a new campus. However, he was confident at least 90 percent of the jet could be made in the United States — an important qualifier under the Trump administration, which has touted “Buy American” policies. Indiana Governor Eric Holcomb, Purdue University President Mitch Daniels and Buskhe attended the ceremony on Wednesday. “After careful consideration, we have chosen West Lafayette, thanks to the visionary leadership of both the State of Indiana and the world-leading Purdue University,” Buskhe said. “Today's announcement is a part of our growth strategy in the United States, and deepens our relationship with the U.S. customer. We see great possibilities here for this facility and our partnerships.” In addition to building the new facility, the Swedish company will partner with Purdue University, a hub of engineering talent in the Midwest, to conduct research on advances in sensors, artificial intelligence and autonomous technologies. During the ceremony, Buskhe noted the scope and level of investment of these activities has not been decided. Under the T-X program, Saab and Boeing will produce at least 351 trainers for the U.S. Air Force. The Navy and Marine Corps is also interested in buying the jet, and the Air Force is considering its use for simulating adversaries during combat and for light-attack missions — a prospect that could land the Saab-Boeing team additional sales in the hundreds.     For the US Navy, the future of shipbuilding (and warfare) is in the power plant

    By: David B. Larter WASHINGTON — The U.S. Navy wants to buy a next-generation large surface combatant by the end of the 2030s, but its not being built for a new kind of sensor or weapon system. The newly dubbed DDG(X) is being built for power. The Navy has, of course, built ships around advancements in engineering systems before: Nuclear power or steam engines, for example, have led to big leaps in naval design. But the large surface combatant is being built around a significant challenge. Weapons systems of the future such as high-powered electronic warfare systems, laser weapons, and high-powered radars and sensors will put an uneven and sometimes even unpredictable load on a ship's power system. That's pushing the Navy toward an integrated power system, says Rear Adm. Paul Schlise. “We're going to incorporate an Integrated Power System that has the ability to power up the weapons and sensors of the future,” Schlise said during the Surface Navy Association's virtual annual symposium. “[That's] the key to the realm here. It's DDG-1000-like, in some respects in that it'll have that integrated power system, but the most important thing is including the space, weight, power and cooling — reestablishing those margins to incorporate future systems that are not yet mature. “There's a lot of promise in some of those systems, but that integrated power system is the key to incorporating those feature systems that we're looking at, that we think are going to be part of that class of ship.” What is an integrated power system? Mark Vandroff, a former senior director of the National Security Council and a retired Navy captain who was the program manager for the Navy's new DDG Flight III program, said it's a major break from the kind of system used on Arleigh Burke-class destroyers. “A major advantage of a ship with an integrated power system is that the power generated by any of the ship's engines can be used for either propulsion or electricity, rather than having engines solely dedicated to one or another.” On today's destroyer, and on the Ticonderoga-class cruisers, the ship has separate systems that power the twin propulsion shafts, which turn the ship's propeller and generators that work exclusively to power the ship. An integrated power system, similar to what is on the Zumwalt-class destroyers, uses all the ship's engines to make electricity that turns the propellers and powers the weapons and sensors. The integrated power system on Zumwalt is a new layout that uses advanced induction motors to produce up to 78 megawatts of electrical power, far more than any previous destroyer or cruiser. But the issue with the large surface combatant is a little more complicated than just producing a ton of power. What energy weapons or advanced electronics systems do is put a huge tax on the electrical system of a ship, often requiring more power than the ship is able to produce at one time. So while the integrated power system isn't new, the kinds of demands these new systems will place on the power grid meant to run everything is a new kind of challenge, said Matthew Collette, associate professor of naval architecture and marine engineering at the University of Michigan. Therefore, the Navy must figure out how to best store energy so it can be available to meet unpredictable demands. “The issue is, this is different than integrated electric propulsion, which we've had on cruise ships and offshore supply vessels for two decades at this point, and it works really well,” Collette said. “But on those ships, all the electrical loads are pretty well behaved: They rise and fall slowly, and there's no issues with the stability of the electrical system. “High-powered radars, high-powered electronic warfare, certainly rail guns, the lesser extent lasers — they all ask for power really quickly, faster than a mechanical generator can suddenly produce it. So now you have to think about whether [you] use batteries or flywheels or capacitors or other techniques to get the energy available on the timescale that the load needs.” It's not an insurmountable problem, and it is one the Navy has used elsewhere. The electromagnetic launch system on the Ford-class, which has had its share of technical problems, operates off a flywheel energy storage system. But the new power system already has Congress nervous, and lawmakers are pressuring the Navy to build a land-based engineering site to test out the power and propulsion system before getting too deep into the design work for the ship.
