The Army has outlined a technology wish list

The Army is looking to expand industry partners and technologies in the next five years to inform its pilot multidomain task force.

The task force will test new concepts the Army believes will be needed to fight future near-peer adversaries in areas such as long-range precision fires, cyber and electronic warfare.

In a notice to industry Dec. 18, Army Pacific, which is running the pilot, is in the process of assessing the industrial base for state-of-the-art technologies that can enable the pilot.

In the run up to joint exercises in the 2018-2021 time frame, Army Pacific wants to hear from industry how its solutions can provide enhanced or new capabilities to the multidomain experimentation plan.

Specific solutions named in the notice include:

  • Integrated joint/partner fires targeting (lethal and non-lethal);
  • Long range cross-domain fires;
  • Land-based anti-ship missile capabilities;
  • Long range strike capabilities from air, surface and maritime platforms;
  • Multidomain artillery;
  • Integrated intelligence;
  • Cyber and Electromagnetic Activities;
  • Space effects at operational and tactical levels;
  • Organic over-the-horizon surveillance and targeting (including elevated sensors and unmanned aerial systems);
  • Integrated and layered (short, medium and long range) air and missile defense capabilities and low-cost effectors;
  • Mobile and survivable sensors (active, passive, seismic, etc.);
  • Camouflage, concealment and deception across multi-spectral; visual, infrared, cyber, active radio frequency, etc.;
  • Multidomain common operating picture;
  • Survivable UAS (point launch/recovery, low observable) with modular/multi-payload options: ISR, EW, SIGINT, Kinetic);
  • Advanced logistics and sustainment;
  • Assured Communications, PNT, on and offshore datalink transmission;
  • Manned-Unmanned Teaming; and
  • Development of agile leaders (human dimension).

    Pentagon Pumps $3B Into Industry As COVID-19 Delays Loom

    PENTAGON: The Pentagon's acquisition chief today said she expects major defense programs to be delayed by around three months due to COVID-19 closures and disruptions, while DoD rushes to pump $3 billion into the defense industry to bolster programs at greatest risk. Speaking to reporters here this morning, Lord said she expects to have to ask the White House and Congress for “billions” more to reimburse contractors affected by work delays and broken supply chains. “We believe it will cost us something,” she said, declining to get any more specific than “billions” of dollars. The months-long delays to programs will likely be spread throughout the defense industry as small parts suppliers shut down operations for days or weeks at a time. “We're looking at schedule delays and inefficiencies and so forth: this isn't about a particular program.” Lord singled out “a slowdown in the shipyards, to an extent. Aviation is actually the most highly impacted sector we have right now.” It's unclear what programs are at highest risk, but the Navy has been bullish on speeding up its new frigate program to award contracts some time this summer. If work slowdowns continue, that could be pushed further down the road. The Army and Navy have also been moving ahead on their nascent hypersonic weapons program, with a series of critical tests planned this year. Lord pointedly suggested that large defense companies need to start pushing more money into their supplier base to ensure small parts suppliers don't go out of business, further impacting new programs and ongoing maintenance efforts. She did praise Lockheed and Boeing for increasing cash flow to lower-tier suppliers, then not-so-subtly says, she is “hoping for similar public announcements from other major primes.” Last month, Lockheed said it would advance more than $100 million to suppliers hurt by the slowdown, and this week Boeing said it was reopening the Philadelphia-area facility where it makes the Chinook, the V-22 Osprey and other helicopters. The Pentagon is starting to award higher progress payment rates this week, pumping $3 billion dollars in increased cash flow to industry. “We try to anticipate the problems and work with the companies to keep going to the greatest degree possible,” Lord said. As part of that effort, DoD's first priority is the modernization process of the nuclear triad, she said: “we look at the Missile Defense Agency, we look at the critical capabilities. We're looking where the greatest pain points are.” While she singled out Lockheed and Boeing, shipbuilder Huntington Ingalls is making a push to speed up contracts and get money into the hands of sub-tier suppliers early, in order to ensure companies way down the supply base food chain can continue chugging along. In a recent interview, company representatives told me they've reached out to over 2,000 suppliers in 48 of the 50 US states. “We need their products today, but we also need them in 90 days, so we want to help them brave the storm,” said Lucas Hicks, vice president of new construction aircraft carrier programs. “We've actually changed some payment terms on some of our supplier contracts to try to make sure that we can front them what they need to stay afloat.     New policy addresses 3D parts for Army aircraft

    By Courtesy As the Army explores the potential of some advanced manufacturing methods and 3D-printed parts to maintain and sustain its aviation fleet, recently published guidance aims to strike a balance between safety, improvements to readiness and escalating costs. Advanced manufacturing refers to new ways of making existing products and the production of new products using advances in technology. Advanced manufacturing includes additive manufacturing, a process of joining materials to make parts from 3D-model data. Additive manufacturing differs from the traditional subtractive process that cuts away material to shape and produce parts. The U.S. Army Aviation and Missile Command recently published a policy memorandum addressing advanced manufacturing for Army aircraft parts, components and support products. “Evolving technologies create a unique challenge as we determine the airworthiness of parts when the data is immature, incomplete or even non-existent,” said AMCOM Commander Maj. Gen. Todd Royar, who serves as the Army's airworthiness authority, responsible for ensuring the safety of the service's aircraft components. As enduring aircraft, like the UH-60 Black Hawk helicopter, continue in service, the supply system with face challenges with obsolescence, meaning parts that are difficult to acquire or receive no bids from potential vendors to manufacture. As the Army keeps pace with technology, advanced manufacturing creates opportunities to optimize long-term sustainment efforts. The Army established a partnership recently with Wichita State University's National Institute for Aviation Research (NIAR) to create a “digital twin” of an aging Black Hawk model. “One of the primary tasks in this effort is to convert all legacy 2D drawings of this aircraft into modern 3D parametric models,” said John Tomblin, senior Vice-President for Industry and Defense Programs and Executive Director of NIAR at Wichita State University. “This will allow the Army to source parts that are out of production as well as use advanced techniques, such as additive manufacturing, to produce parts.” The digital twin opens a door to the 3D modeling and more opportunities to use parts made through additive manufacturing. The NIAR project is not the Army's only effort. Army Aviation is already using advanced manufacturing methods and 3D-printed parts to solve specific challenges. When several CH-47 helicopters experienced structural cracks at a certain portion of the frame assembly, an initial solution was to replace the entire frame assembly. “Replacing the entire assembly is a time-consuming task that also poses logistical challenges because replacements are difficult to obtain,” said AMCOM's Aviation Branch Maintenance Officer, Chief Warrant Officer 5 Michael Cavaco. Instead, engineers designed a solution to restore the cracked frames to their original strength by creating repair fittings using Computer-Aided Design models. “After five iterations of 3D-printing prototypes, test fit and model adjustments, a final design solution was achieved,” Cavaco said. Additionally, 3D printers have created several tools and shop aids that have benefitted the field. Many of these stand-alone items that support maintenance operations are authorized within Army technical manuals, depot maintenance work requirements or similar publications. While too early to predict overall cost and time savings, the advantages of advanced manufacturing are significant. The use of advanced manufactured parts will eliminate wait time on back-ordered parts that, ultimately, delay repairs. A key focus of AMCOM's AM policy is on inserting evolving technologies into enduring designs that have relied on traditional manufacturing processes throughout their acquisition lifecycle. However, future Aviation are benefiting as well from advanced manufacturing. The Improved Turbine Engine Program (ITEP) includes a number of advanced manufacturing elements. “ITEP benefits from advanced manufacturing include reduced cost, reduced weight, increased durability, and enhanced performance when compared to traditional manufacturing methods,” said Col. Roger Kuykendall, the project manager for Aviation Turbine Engines. “The benefits of AM stem from the unique capability to produce more complex hardware shapes while simultaneously reducing part count.” The fine details of airworthiness expectations asserted in this policy were crafted by a team of engineers at the U.S. Army Combat Capabilities Development Command Aviation and Missile Center, led by Chris Hodges, the current acting associate director for Airworthiness-Technology. Hodges said the new policy was drafted after his team collaborated with stakeholders from across the aviation enterprise, reaching across Army organizations and out to sister services and the Federal Aviation Administration. “We considered a lot of input and ultimately organized expectations and requirements by category, spanning from tools and shop aids to critical safety items,” Hodges said. “The resulting policy sets a solid foundation with room to grow and fill in details as the story evolves.” For Army aviation applications, advanced-manufactured parts and components will be managed under six categories that range from articles that support maintenance operations to those aviation critical safety items, whose failure would result in unacceptable risk. The designated categories prescribe for engineers and manufacturers the allowed materials and appropriate testing methodology for each particular part. The new guidance is not intended as a replacement for other existing policies that address advanced manufacturing. “We intend to be in concert with Army policies and directives that pertain to readiness, maintenance and sustainment,” Royar said. “Our policy provides a deliberate approach to ensure airworthiness and safety while determining where research and efforts may best supplement the supply chain and improve performance while balancing cost.” AMCOM Command Sgt. Major Mike Dove acknowledged the methodology must continue to mature in multiple areas before confidence grows in the ability to measure airworthiness qualification requirements for advanced-manufactured parts. “We fully support the maturation requirements for advanced-manufacturing technology, but not at the expense of flight safety,” Dove said.     Air2030: A la rencontre de SAAB et du Gripen E

    Alexis Pfefferlé Lancement des rencontres BtoB Jeudi 11 octobre 2018, Lausanne. Première journée incontournable pour l'industrie suisse de la défense. A l'initiative du Groupe romand pour le matériel de Défense et de Sécurité (GRPM) , de Swissmem, l'association faîtière des PME et des grandes entreprises de l'industrie suisse des machines, des équipements électriques et des métaux (industrie MEM) et du Bureau des affaires compensatoires à Berne, se tenait la première journée BtoB (Business to Business) dans le cadre de l'appel d'offre du programme Air2030. Pour rappel, le programme Air2030 est en substance le projet d'acquisition par l'armée suisse de nouveaux jets de combat et d'un nouveau système de défense sol-air de longue portée sous la forme d'un arrêté de planification pour un coût maximal de 8 milliards de francs. Au contraire de la votation de 2014 sur le Gripen, le peuple ne se prononcera cette fois pas sur le modèle d'avion mais uniquement sur l'enveloppe budgétaire souhaitée par le Département de Guy Parmelin. Suite à l'appel d'offre lancée par Armasuisse en juillet 2017 pour la partie avions de combats, cinq constructeurs sont entrés dans la course. Saab et son Gripen E, Dassault et son Rafale, Boeing et son FA 18 Super Hornet, Lookheed Martin et son F-35A et Airbus avec l'Eurofighter. Particularité de cet appel d'offre, l'achat de nouveaux avions de combat devra faire l'objet d'une compensation industrielle à 100%, à savoir que le pays vendeur devra compenser l'achat de la Suisse par des achats d'un montant équivalent auprès de l'industrie suisse. Dans le jargon, on appelle cela les affaires compensatoires ou l'offset industriel. C'est ainsi que dans le cadre de l'acquisition des nouveaux avions de combat, les cinq constructeurs sont appelés à rencontrer les sociétés suisses avec lesquelles ils pourront potentiellement conclure des contrats. L'enjeu est de taille, ces affaires compensatoires représentent près de CHF 8mia pour l'industrie suisse (dont 30% espérés en Romandie) et des possibilités très intéressantes de partenariats à long terme. Par le biais de ce blog, j'ai décidé de partager avec vous quelques détails de ces journées incontournables pour l'industrie suisse de la défense. SAAB en première ligne Retour donc à Lausanne le 11 octobre, à 0800 comme disent les militaires. L'ambiance est sobre, voire médicale, bien loin de l'image d'Épinal de la foire aux canons avec hôtesses slaves en pantalon treillis et kalachnikov. Les femmes, j'en compte 2 sur 200, sont en tailleur et ça parle beaucoup suisse-allemand, quand bien même la même réunion s'est tenue la veille à Berne. Après une introduction par le Président du Groupe romand pour le matériel de Défense et de Sécurité, c'est au Président du Switzerland Business Unit de SAAB d'entrer en scène. Le discours est rodé, court, impactant. Le Gripen E, version monoplace, est un avion de dernière génération, économique et facile à manœuvrer et à manutentionner. Il peut notamment être ravitaillé en essence et munitions en 10 minutes par une équipe réduite et décoller sur une piste de 800 mètres. Pour une présentation en Suisse, l'exemple est parfait. On en vient ensuite directement à la question des affaires compensatoires. On est là pour faire des affaires, ce n'est pas aujourd'hui que l'on vend l'avion. Sur ce point, le discours est stratégique avec deux concepts martelés tout au long de la présentation, implantation à long terme et partenariats plutôt qu'achats. Et SAAB soutient le discours par du concret, 25% des sociétés suisses présentes dans la salle sont déjà des fournisseurs de SAAB, et ce malgré l'échec de 2014, et un autre 20% est en cours de négociation. De plus, SAAB possède des participations dans au moins quatre sociétés suisses actives dans l'industrie de défense et comme SAAB produit, en plus de ses avions, des voitures, des tanks, des bateaux et même des sous-marins, le potentiel de collaboration est énorme. Sur l'aspect partenariat, les promesses sont alléchantes. Les sociétés suisses qui participeront au développement du Gripen E, si celui-ci était retenu, verront leurs technologies et produits intégrés au programme Gripen E et donc vendus aux autres pays intéressés par l'avion. Avec 60 avions en commande pour la Suède, 36 pour le Brésil et trois appels d'offres en cours en au Royaume-Uni, en Finlande et en Bulgarie, le “contrat suisse” pourrait faire des petits. Fin de la présentation, nous sortons boire un café ou un jus de pommes. Je vois s'activer les représentants des sociétés suisses qui, dans quelques minutes, débuteront leur BtoB avec l'avionneur. Quinze minutes par société en tête à tête pour conclure, dans une sorte de speed-dating technique en col blanc. GRIPEN E, points forts et points faibles Pour conclure sur le Gripen E, j'ai retenu quelques points forts/faibles au terme de cette première présentation. Points forts Forte implantation suisse de SAAB, tant en matière industrielle qu'en terme de lobbyisme ; Fort potentiel de partenariats en matière industrielle, militaire et civile ; Investissements historiques en Suisse et accroissement souhaité sur le long terme ; Transparence accrue dans les pays du Nord, notamment en matière de défense. Points faibles Faible poids de la Suède au sein de l'Europe dans une perspective géopolitique ; Marché de la défense à l'export plus petit et plus faible que d'autres concurrents, notamment dans la perspective d'affaires compensatoires dans d'autres domaines que l'aviation. Et si le Souverain disait non ? Avant de quitter les lieux, voyant toutes ces personnes peaufiner leur speech et les organisateurs régler les derniers détails, me vient à l'esprit cette réflexion : Et si tout ça n'aboutissait à rien ? En effet, ces rencontres BtoB, fruits de plusieurs mois de travail acharné des organisateurs et des industriels présents précèdent l'analyse des offres par l'armée et plus encore, le probable référendum. Au bout du compte, il se pourrait bien que tout ce temps et cet argent investis ne servent à rien en cas de nouvel échec devant le peuple. Ce qui m'amène à la réflexion suivante, pourquoi diable le Département fédéral de la défense et des sports n'a-t-il pas pressé pour que l'on vote avant l'appel d'offre ? Venir en 2020 devant le peuple avec l'argument que tout est déjà réglé et qu'il ne manque que la signature du souverain, c'est prendre un énorme risque. Espérons qu'il soit calculé.
