THALESRAYTHEONSYSTEMS ET LEONARDO RENFORCENT LEUR COOPÉRATION SUR LES ACTIVITÉS DU SYSTÈME DE CONTRÔLE ET COMMANDEMENT AÉRIEN (ACCS) DE L’OTAN

MASSY, 10 septembre 2019 - ThalesRaytheonSystems et Leonardo renforcent leur coopération sur l'ensemble du périmètre ACCS. Cette coopération portera sur le soutien du système sur site, le déploiement de l'ACCS sur de nouveaux sites et les rétrofits de sites actuels. Elle permettra aussi de faire bénéficier l'ACCS de plusieurs innovations développées par Leonardo dans le domaine des C2, des communications, des traitements radar et de la défense antimissile balistique.

Via cet accord, ThalesRaytheonSystems, Leonardo et leurs partenaires proposeront à l'OTAN et aux opérateurs des Nations membres le meilleur des technologies disponibles sur le marché. Ces nouvelles coopérations vont permettre de gérer de façon plus dynamique et innovante les évolutions d'ACCS. L'ACCS est opérationnel en Italie depuis mars 2015 et le système est en cours de transition dans 10 pays de l'OTAN. La composante anti-missile est opérationnelle depuis 2012 et la composante déployable de l'OTAN est utilisée depuis 2015 dans un certain nombre de pays de l'Alliance.

Le système de contrôle et commandement aérien aide les nations membres des pays de l'Alliance à renforcer la souveraineté de leurs territoires, la protection de leurs populations et de leurs forces armées contre toute menace aérienne, y compris les missiles balistiques. Pour les aider à assurer cette mission, ThalesRaytheonSystems développe ACCS, un système unique de commandement et de contrôle aérien unifié et interopérable qui permettra aux pays membres de gérer tous types d'opérations aériennes, tant au-dessus du territoire des pays européens de l'OTAN que lors de déploiements extérieurs. Une fois pleinement déployé, l'ACCS de l'OTAN couvrira 10 millions de km² d'espace aérien.

Depuis le début du programme ACCS, plus de 40 entreprises de 15 Nations de l'OTAN ont participé au projet. Leonardo est un partenaire historique fournissant le composant essentiel de fusion des données de plus de 50 types de radars appartenant aux pays membres de l'OTAN.

    U.S. Small Businesses May Get More COVID-19 Emergency Funding

    Sean Broderick WASHINGTON—The Trump Administration has asked Congress for an additional $250 billion in small-business payroll loan funding, providing more cash to the coronavirus pandemic emergency funding program that many small aerospace suppliers are expected to tap. U.S. Treasury Secretary Steve Mnuchin tweeted the news April 7, confirming that, “at the direction of President Trump,” he has asked Democrat and Republican leaders in both the House of Representatives and Senate for more Paycheck Protection Program (PPP) funding “to make sure small businesses get the money they need!” The PPP, part of the March 27 Coronavirus Aid, Relief, and Economic Security (CARES) Act, was set up to quickly get funds to eligible businesses to cover eight weeks of payroll costs as well as most rent, utility and mortgage-interest expenses. Companies can apply for a one-time PPP loan of up to 2.5 times their average monthly 2019 payroll, up to a maximum $10 million. So long as 75% of the funds are used for payroll costs, the loans do not have to be repaid, making them de facto grants. The CARES Act allocates $349 billion to the program, but early popularly suggests that more funding may be needed to meet demand. The Small Business Administration (SBA) processed more than $70 billion in loans in PPP's first three days after the program opened April 3, though it did not say how much of that has been funded. Some 250,000 small businesses, out of an estimated 30 million, have applied for PPP funds. Mnuchin said he has spoken with Congressional leaders and is confident that he has bipartisan buy-in. “We look forward to the Senate passing that on [April 9], and the House passing that on [April 10]” Mnuchin told reporters during an April 7 media briefing. Additional funding could be approved quickly. Senate Majority Leader Mitch McConnell (R-Kentucky) said in a statement that he would work with Mnuchin and fellow Senate leaders to approve further funding within days. House Democrats are already working on a larger bill, which leader Nancy Pelosi calls CARES 2, that includes more PPP funding. PPP loan applications, submitted through the SBA Small Business Administration (SBA) and funded by participating lenders, began rushing in as soon as the program opened April 3. SBA Mnuchin said April 7 that more than 3,000 lenders are onboard, with additional institutions expected to participate. The program experienced some early hiccups, due in part to its scale and how quickly it has come together. CARES became law on March 27, and interim rules on how PPP would work were issued late April 2, just hours before applications were set to start. The PPP's broad applicability, lack of requirements for guarantees or other collateral, and de facto grant properties—the loans become forgivable if guidance is followed—have made it a catch-all for many small businesses. The general SBA limit for a small business is 500 employees, but it is based on staff or revenue limits set in the North American Industry Classification System. Many aviation businesses, aircraft and engine parts makers and maintenance providers, have limits above 500 employees.     TERMA AND SCANDINAVIAN AVIONICS SECURE F-35 SUSTAINMENT CONTRACT

    Avionics Test Center Denmark (ATCD) formed by Terma and Scandinavian Avionics in collaboration with the U.S. will be responsible for repair and maintenance globally of avionics components. Copenhagen, Monday 18 February 2019 - U.S. Department of Defense F-35 Joint Program Office announced Avionics Test Center Denmark to be responsible for maintenance of avionics (16 components) for the F-35 fighter aircraft. During the period of 2021-2025 Avionics Test Center Denmark (ATCD) formed by Terma and Scandinavian Avionics in collaboration with the U.S. will be responsible for repair and maintenance globally of avionics components. “We are very proud to be selected by the F-35 program to play an essential role in the global F-35 sustainment network. It is a great day for both Terma and for Danish industry since the perspectives for Denmark now being part of the F-35 operational setup in decades to come are huge,” said Mr. Lars Hedemann Hilligsøe, Senior Vice President, Terma Support and Services. From 2025 ATCD will be responsible for regional repair and maintenance of avionics components within Europe. ATCD's sustainment work will take place in Denmark. Major General Henrik R. Lundstein, Director of the Fighter Aircraft Program in Danish Ministry of Defence Acquisition and Logistics Organization (DALO) says: "It is very satisfying that the Danish Defence' close collaboration with the industrial consortium consisting of Scandinavian Avionics and Terma has resulted in Danish industry now being awarded the first major F-35 maintenance contract. This shows that the Danish defense industry is able to compete with the largest companies in the market on competitive terms, i.e. price, time, delivery security, and quality.” In April 2018, the Danish companies Terma and Scandinavian Avionics submitted a joint response, to a so-called Request for Information (RFI), on maintenance of F-35 components. For this purpose, the two companies established Avionics Test Center Denmark, which has now been selected to carry out the task. The RFI that ATCD has won parts of is the second procurement of F-35 components repair to be published. The initial RFI (Tier 1) covers – together with the RFI for Tier 2 – approx. 60% of all the F-35 components published for repair. The remaining approx. 40% will be published among the F-35 Partnership countries later this year and in 2020. Danish Industrial Partnership Within the framework of the Industrial Partnership, the F-35 Joint Strike Fighter Program represented by the Danish Ministry of Defence has been supporting the answers from ATCD. The Industrial Partnership was established as part of Denmark's procurement of F-35 Joint Strike Fighters.     Air Force quietly, and reluctantly, pushing JSTARS recap source selection ahead

    By: Valerie Insinna WASHINGTON — Congress is waging a public battle on the fate of the JSTARS recap program, but behind the scenes, the Air Force is quietly taking steps that will allow them to award a contract for a program that leaders say they don't need. The service received final proposal revisions for the JSTARS recap program on June 22, confirmed Air Force spokeswoman Maj. Emily Grabowski in a statement to Defense News. “The Air Force wants to be postured to move forward with JSTARS recap, if required. Therefore, we are continuing source selection while we continue to work with Congress on the way forward,” Grabowski said in a statement. Usually, the government solicits final proposals and pricing information from competitors just weeks before making a final downselect. Thus, if Congress decides to force the Air Force to continue on with the program, it's likely the service will be able to award a contract in very short order. The Air Force began the JSTARS recap program as an effort to replace its aging E-8C Joint Surveillance Target Attack Radar System ground surveillance planes with new aircraft and a more capable radar. The initial plan was to buy 17 new JSTARS recap jets from either Boeing, Lockheed Martin or Northrop Grumman. However, the service announced during February's fiscal year 2019 budget rollout that it preferred to cancel the JSTARS recap program and fund an “Advanced Battle Management System” that would upgrade and link together existing aircraft and drones, allowing them to do the JSTARS mission. The Air Force's continued source selection efforts are necessary due to Congress, which is split on the issue of whether to continue to the program. Both Senate defense committees have sided with the Air Force, and would allow it to kill JSTARS recap as long as it continues to fund the current JSTARS fleet. The Senate version of the defense spending bill also includes an additional $375 million to accelerate the ABMS concept with additional MQ-9 Reapers and other technologies. Meanwhile, the House version of the bill would force the Air Force to award an engineering and manufacturing development contract for JSTARS recap to one of the three competitors, which had been valued at $6.9 billion. However, some lawmakers have said they might be willing to accept a truncated recap program to bridge the way until ABMS is fielded. “All of the committees understand the need for moving to the advanced battle management system,” Gen. Mike Holmes, head of Air Combat Command, told reporters in June. “If there are disagreements between the committees, it's about whether we can move straight to that and hold onto our legacy JSTARS as a way to bridge until we do that, or do we need to do one more recap of that system” The timing of final proposal revisions actually puts source selection for JSTARS recap ahead of that of the still ongoing T-X trainer jet program, which as of late June had not reached that stage. However, Congress will likely need time to resolve the JSTARS recap issue — meaning a contract decision is far from imminent. The House and Senate armed services committees began the conference process in June, which could allow them to reconcile differences in the defense policy bill as early as this summer. However, only appropriations bills can be used to fund government programs like JSTARS recap, and spending legislation could be stuck in limbo for months past that. If deliberations stretch out, “the Air Force will continue to assess contract award timelines and approvals. If necessary, the Air Force will request an extension of proposal validity or updated pricing as appropriate,” Grabowski said. Meanwhile, lawmakers continue to debate the case in the public eye. In a July 3 editorial for The Telegraph, Republican Rep. Austin Scott, one of the biggest proponents of the recap program, argued that it would be more economical to proceed with JSTARS recap than to continue to do extensive depot maintenance on the legacy aircraft. “After 10 years of work, the Air Force is considering canceling the JSTARS recap program,” wrote Scott, whose district in Georgia is home to Robins Air Force base, where the JSTARS aircraft reside. “Their arguments do not take into account the significantly improved capabilities and increased capacity that the new aircraft will provide.
