Texas A&M to lead $100m hypersonic research consortium for Pentagon

The US Department of Defense (DoD) has awarded Texas A&M University's Engineering Experiment Station a 5-year contract worth $20 million per year to establish and manage the University Consortium for Applied Hypersonics.

The consortium will coordinate research and development efforts for technologies needed for hypersonic flight, such as new propulsion and guidance systems. It is also intended to help develop expertise in hypersonic flight within the USA, but also with allied nations Australia, Canada and the UK.

The University Consortium for Applied Hypersonics is expected to start operating this fall. It will coordinate joint projects between the US companies, universities, military services, defence research agencies, as well as other US government organisations, such as NASA and the Department of Energy, says the Pentagon on 26 October.

“The consortium will concentrate on developing hypersonic technologies, investigate efficiencies related to the industrial base, and strengthen partnerships with small and large companies to transition technology and reduce system development timelines,” it says.

Ultimately, the DoD wants to transition academic research to operational weapons faster by joining with research institutions that have modelling and testing capabilities.

“We often have difficulty transitioning [Defense] Department-funded basic research from universities through industry to operational applications,” says Mark Lewis, acting deputy under secretary of defense for research and engineering. “It is a particular challenge in hypersonics, where multiple disciplines must intersect precisely to move forward. The consortium will help us link a deeper understanding of our operational requirements to the exceptional research being conducted across the nation.”

While Texas A&M Engineering Experiment Station, a state-run research centre located in College Station, will lead the effort, the consortium will also be guided by a board of national experts. Those additional experts will be drawn from the California Institute of Technology, the Massachusetts Institute of Technology, Morgan State University, Georgia Institute of Technology, Purdue University, University of Arizona, the University of California-Los Angeles, the University of Illinois at Urbana-Champaign, the University of Minnesota, and the University of Tennessee Space Institute.

Texas A&M Engineering Experiment Station says it has heard from 41 additional institutions committed to participating in the consortium. The DoD anticipates participation will grow further to include institutions from Australia, Canada and the United Kingdom.

Those countries are members of The Five Eyes intelligence sharing alliance with the USA (New Zealand is the fifth alliance member, but wasn't mentioned as part of the consortium). Typically, Five Eyes allies are trusted with the most sensitive national intelligence information, in this case the latest research on hypersonic technology.

    Airbus prepares for ‘Eurodrone’ contract signing in early 2021

    By: Vivienne Machi   STUTTGART, Germany — The cogs are churning for the four-nation Eurodrone unmanned aerial system program, with a development contract approved last month and formal contract signing expected early next year, an Airbus official said Dec. 9. Speaking at the company's annual trade media briefing, Airbus' Unmanned Aerial Systems director Jana Rosenmann shared that the company reached an agreement Nov. 19 with the Organisation for Joint Armament Cooperation (OCCAR) to develop the next-generation medium-altitude, low-endurance drone. OCCAR is managing the Eurodrone program on behalf of the four European partners: Germany, France, Spain and Italy. The program's industrial team, composed of lead contractor Airbus Germany, along with Dassault Aviation and Leonardo, submitted a bid for the program in June. Since then, the companies have been involved in “very interesting and very lively discussions” with OCCAR, Rosenmann said during the briefing, which was held virtually. “I believe that what we have now, today on the table, is a fair and reasonable offer for both sides, both for the customer, as well as for industry,” she said. While a formal contract signing is expected in nearly 2021, the industry teams will now prepare for the Eurodrone program's ramp-up, to include filling 7,000 new technical positions around the continent. Rosenmann also revealed that the Eurodrone's final assembly will take place at Airbus' hub in Manching, Germany. “We will only have a single final assembly line,” she said. “This is for efficiency purposes, and clearly also for cost reasons for our customers.” Certain elements may be manufactured elsewhere, and then transferred to Manching for final assembly and ground testing. The delivery center will also be located in Manching, she noted. The aircraft fuselage will be fully integrated and assembled in Spain, before being transferred to Germany, Rosenmann added. Meanwhile, questions remain on who will supply Eurodrone's 120 total engines. “As we are in a competitive process at the moment, we're not at liberty to reveal any further details,” Rosenmann said. The COVID-19 pandemic caused significant disruption to industries around the world, and Airbus was not exempt, Rosenmann noted. But the UAS division began to pick up steam once again at the end of calendar year 2020, and is eager to maintain momentum on its portfolio of programs, including Eurodrone, she said. While the company awaits the formal contract signing, Airbus anticipates Eurodrone's first flight in 2025, and deliveries to begin in 2028, per Rosenmann. The current contract provides for 20 Eurodrone systems, each of which will include three aircraft for a total of 60 twin-engine air platforms. Currently, Germany as the program's lead nation is on contract for seven systems, while Italy has committed to five systems.     DIU awards $45M contract for weapon systems cybersecurity

    Andrew Eversden The Defense Innovation Unit awarded a $45 million to a Silicon Valley-based tech startup to perform cybersecurity testing on Defense Department weapon systems' applications, the company announced May 11. The company, ForAllSecure, has been prototyping its cybersecurity testing platform, known as Mayhem, with DoD components for more than three years. DIU made the award on the five-year contract April 23, a ForAllSecure spokesperson said. ForAllSecure is working with the Air Force 96th Cyberspace Test Group, the Air Force 90th Cyberspace Operations Squadron, the Naval Sea Systems Command (NAVSEA) and the U.S. Army Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR). The same DoD users have worked with ForAllSecure throughout the prototyping process for the company's platform, which finds bugs in applications and shows the user how they can be triggered. The platform will allow for a continuous testing for vulnerabilities in weapons systems. “One of the problems that [the department] run[s] into is this idea that there's a point in time when you're done" with cybersecurity," said David Brumley, chief executive officer of ForAllSecure. "It all comes down to how quickly can you test and retest.” In the last few years of prototyping, the company went through 10 iterations of Mayhem. One significant piece the company added to those iterations were cybersecurity tutorials for users. ForAllSecure's work on Mayhem started before a troubling report from the Government Accountability Office that highlighted several cybersecurity challenges and shortfalls that the Defense Department's weapons systems faced in light of potential advanced cyberattacks. “If you look at the GAO report, they simply weren't embedding cybersecurity testing in the process at all," Brumley said. “So this is adding this common sense measure and it's automating it.” In 2016, the company's Mayhem platform won the Defense Advanced Research Projects Agency's Cyber Grand Challenge, an automated defensive cybersecurity competition. That victory came with a $2 million prize. Since that victory, Brumley said that the company has run into a few unique challenges working with other DoD components, particularly around installing the platform. “When DARPA has their contest, it really only has to work for the developers,” Brumley said. “When you go to a product, you have to go to an unknown site, you have to install.
