    © 2018 FrontLine Defence (Vol 15, No 5) The Canadian Surface Combatant program is the largest and most complex procurement to be undertaken by the Canadian Government to date. This program intends to replace the existing Royal Canadian Navy (RCN) frigates (specializing in anti-submarine capabilities and multi-role mission support) and the now-retired destroyers (providing anti-air capabilities) with a fleet of 15 versatile new warships that will be in service to the mid 21st century, if not longer. As outlined in its defence policy, the Government remains committed to replacing the Navy's surface fleet with 15 surface combatants, which will all be built by Irving Shipbuilding as part of the “combatant” portion of the National Shipbuilding Strategy. Although rumours are swirling about the possibility of two variants on a common platform, a DND spokesperson confirms that “the current requirement is that all 15 CSC ships will have the same capabilities: anti-air warfare, anti-submarine warfare, anti-surface warfare, electronic warfare as well as command and control.” The DND email to FrontLine goes on to say that “Funding has been set aside to deliver the full complement of ships the Royal Canadian Navy needs, in order to provide capability across the full range of operations.     Purchase of three spy planes from the U.S. could cost Canada $140 million more than planned

    DAVID PUGLIESE, OTTAWA CITIZEN Canadian companies had wanted to provide the aircraft, but the Canadian military decided it needed the planes quicker than they believed Canadian firms could deliver The cost of three small surveillance aircraft Canada is buying from the U.S. could be $140 million more than the Canadian military had originally estimated. The three Beechcraft King Air planes, to be based at CFB Trenton in Ontario, will be outfitted with sensors and equipment to intercept cell phone and other electronic transmissions. Canadian special forces and, potentially, other government departments will use them for missions overseas and in Canada. On Oct. 1 the Canadian Forces told Postmedia the three outfitted planes and initial in-service support would cost between $100 million and $249 million, as outlined in the Liberal government's defence policy documents. However, on Oct. 4 the U.S. Defense Security Cooperation Agency revealed the final tally, informing Congress that the deal was underway with an estimated cost of US $300 million — around $389 million. Canadian companies had wanted to provide the aircraft and on-board equipment, and several have formed alliances with U.S. firms who supply the Pentagon with the same or similar aircraft. But the Canadian military decided it needed the planes more quickly than they believed Canadian companies could deliver, and that U.S. security regulations governing the on-board sensor equipment might cause delays. As a result, it determined the U.S. government was the only supplier capable of providing the planes. The Canadian Forces says it hopes to get a better deal. The cost the U.S. government agency presented to Congress is not the final tally and the “final cost is anticipated to be much lower,” the Canadian Forces claimed in an email. “Over the coming months, we will work to more clearly define our interests and requirements for the purchase, and negotiate an acceptable price with the U.S.,” the email said. Department of National Defence spokeswoman Ashley Lemire said in an email to Postmedia that the delivery of the first plane would take place sometime between 2020 and 2021. The final delivery of the three aircraft would be wrapped up by 2022. The main contractor is Beechcraft in Wichita, Kan. The Canadian government will run a separate program to allow companies to compete to provide in-service support for the planes. The government expects to ask for bids for that 20-year contract sometime in the spring of 2019, said Lemire. DND declined to provide an estimate of what that long-term support would cost taxpayers. Industry representatives have complained over the years that the Canadian Forces cut domestic firms out of the project and reduced the role they could play.     CAE, Jazz and Seneca launch first cadet pilot training program in Canada

    CAE, Jazz Aviation, and Seneca have teamed up to develop Jazz Approach, an innovative Canadian program to provide Jazz with a pipeline of top-quality first officers. Cadets will receive a letter of employment from Jazz upon selection into the program, allowing for a direct path to join the airline as first officers conditional upon successful completion of the program. The parties involved have signed a five-year partnership agreement and the first cohort is set to begin training in April 2020. “CAE creates over 1,500 new pilots yearly over 30 cadet training programs globally, and we are thrilled to add a first Canadian cadet pilot training program to our list of curricula,” said Nick Leontidis, CAE's group president, Civil Aviation Training Solutions. “The demand for pilots has never been so high. With over 300,000 pilots needed globally over the next decade, CAE is working closely with airlines around the world to come up with pilot creation solutions. This program is a one-of-a-kind program, and a great example of how the Canadian aviation industry is working closely together to come up with innovative solutions to face that challenge. We thank Jazz for its trust, we are honored to help expand upon its pipeline of future pilots and we look forward to training them alongside Seneca.” Jazz Aviation's pilots have been training in CAE's network in Canada since 2003. The Jazz Approach program embeds Jazz Aviation standard operating procedures (SOPs) and threat and error management strategies. Under the terms of this program, CAE will conduct recruitment, assessment and selection of the cadets according to Jazz's defined criteria. The cadets will undergo the integrated airline transport pilot license (ATPL) training over 18 months at Seneca's School of Aviation in Peterborough, Ont. Following completion, CAE will provide a CRJ200 type rating at CAE Toronto, leveraging CAE's innovative training equipment. Upon successful completion of the training program and subject to certain conditions, the first graduates will join Jazz Aviation as first officers by the end of 2021.
