    Cyber Solarium Commission outlines recommendations for strengthening the supply chain

    Mark Pomerleau WASHINGTON — On the heels of its capstone March report, the Cyberspace Solarium Commission has released a detailed follow-up with recommendations for how to secure the information and communications technologies supply chain. The commission is a bipartisan organization created by Congress in 2019 to develop a multipronged U.S. cyber strategy. It delivered a report in March, advocating for multiple cyber deterrence efforts. The whitepaper, released Monday, is one of several add-ons to the original report that go into greater depth on a particular topic or recommendation from the March report. This specific whitepaper solely focuses on the recommendation that Congress should direct the U.S. government to develop and implement a strategy for the information and communications technology industrial base to ensure more trusted supply chains and the availability of critical information and communications technologies. The whitepaper frames in stark terms that the United States lacks a strategy vis-a-vis China. “Over the past two decades, China has mobilized state-owned and state-influenced companies to grab a dominant position in markets for several emerging technologies, including the market for telecommunications equipment,” the report noted. “This is no accident but rather the result of a concerted, strategic effort by the Chinese government to capture these markets through a mix of government-led industrial policy; unfair and deceptive trade practices, including state-led intellectual property theft; the manipulation of international standards and trade bodies; a growing network of influence built on the back of diplomatic and trade negotiations; and significant investments in research and development in ICT.” As a result, the whitepaper is the commission's effort to help lay out a strategy for the government to better compete in this space, become less reliant upon manufacturing and resources in Asia, and thus spur greater security. “We're doing a lot but we lack a north star or a strategic approach that weaves or stiches it all together,” Robert Morgus, senior director for the commission, told C4ISRNET ahead of the whitepaper's release. “Without that north star, U.S. federal government efforts are uncoordinated.” The paper lists a five-pronged strategy to build trusted supply chains: Identify key technologies and equipment through government reviews and public-private partnerships to identify risk. Ensure minimum viable manufacturing capacity through strategic investment. Protect supply chains from compromise through better intelligence, information sharing and product testing. Stimulate a domestic market through targeted infrastructure investment, and ensure the ability of companies to offer products in the United States similar to those in foreign markets. Ensure global competitiveness of trusted supply chains, including American and partner companies, in the face of Chinese anti-competitive behavior in global markets. Moreover, the paper lists a series of recommendations to achieve the strategy, which include a variety of ways to streamline information sharing and efforts that could be taken within the federal government. The report couches supply chain security in both economic and national security terms, which Morgus noted cannot be decoupled. “The simple fact that we aren't competing with China on that front creates that security issue. ... The economic issue here is leading to a national security and a cybersecurity issue, and the two issues really can't be disentangled,” he said. “The fact that we don't have trusted suppliers or a robust network of trusted suppliers that can compete has created a security issue where we are reliant on Chinese manufacturing or companies with manufacturing presence in China, which is a potential security issue from the trustworthiness and the availability of those goods and services.” Among one of the key pillars of the strategy to build a stronger supply chain, the report suggests greater intelligence sharing between allies and partners to disseminate intelligence on risks, which is also beneficial to the private sector. The paper recommends Congress direct the president to create or designate a national supply chain intelligence center that would integrate supply chain intelligence efforts from across the government with other members of the public and private sectors.     GA-ASI and UK MoD Sign Contract for Protector RPAS Production

    San Diego – July 15, 2020 – General Atomics Aeronautical Systems, Inc (GA-ASI) has signed a contract with the UK Ministry of Defence (MoD) for the manufacture and delivery of Protector RG Mk1 Remotely Piloted Air Systems (RPAS). “This is a major milestone for the MQ-9B system and the Protector Program,” said Linden Blue, CEO, GA-ASI.“We look forward to delivering this new generation of MQ-9 to the Royal Air Force (RAF).” GA-ASI's MQ-9B SkyGuardian® is the baseline system that will become the Protector RG Mk1 when configured for the RAF. This configuration includes X-band satellite communications (SATCOM) and UK weapon systems. The contract covers a total of 16 aircraft (initial order of three platforms with an option for an additional 13) and sevenGround Control Stations (GCS), together with associated ground support equipment. The first system will be delivered in 2021, though it will remain in the U.S. to be utilized in the test and evaluation program. “Protector will be deployed in wide-ranging Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) operations where its ability to fly consistently for up to 40 hours will offer a vastly improved ISTAR capability. Given that it is designed to fly in non-segregated, civil airspace, the Protector RPAS will also be able to support multiple civilian missions, including search and rescue and disaster response missions,” said Group Captain Shaun Gee, the RAF's Director Air ISTAR Programmes. GA-ASI's development of MQ-9B began in 2014 as a company-funded program to deliver an RPA that meets the stringent STANAG-4671 UAV System Airworthiness Requirements, which provide the basis for type certification by NATO member-state military airworthiness authorities. The MQ-9B is provisioned for the GA-ASI-developed Detect and Avoid System (DAAS) and is built for adverse weather performance with lightning protection, damage tolerance, and de-icing system. It features rapid integration of new payloads with nine hard points. The aircraft can “self-deploy” using SATCOM-enabled Automatic Takeoff and Landing, which eliminates forward-based launch-and-recovery equipment and personnel. In addition to the SkyGuardian, MQ-9B is also available as the SeaGuardian® for maritime missions. The MQ-9B has also been selected by the Australian Defence Force and received considerable interest from civil and military customers around the world. The Government of Belgium has also approved Belgian Defense to negotiate the acquisition of MQ-9B.     B-21 Development Applying Tough Lessons From B-2

    By Lee Hudson PALMDALE, California— The U.S. Air Force is taking lessons learned from the plagued B-2 Spirit bomber development program and applying them to the next-generation B-21 Raider. While it is unknown when the B-2 will retire, the aging stealth bomber may end up flying alongside the B-21. The B-2 bomber flew its inaugural flight 30 years ago from the Plant 42 runway here. Today, the Northrop Grummansite is preparing for development of the Raider and two newly erected beige buildings have popped up, likely tied to the next-generation bomber. Although technical and acquisition problems inundated B-2 development, the classified B-21 is taking a different approach. Many details remain classified, but the company and service officials acknowledge the team is being run by the Rapid Capabilities Office instead of a traditional program office. B-21 development appears to be progressing; the Air Force's No. 2 officer—Air Force Vice Chief of Staff Gen. Stephen Wilson—has said first flight is slated for December 2021. But House Armed Services seapower and projection forces subcommittee Ranking Member Rep. Rob Wittman (R-Va.) alerted the public last year that there was a problem with the inlet design for the B-21's Pratt & Whitney-manufactured engines. Wittman says those issues were fully addressed and the program has made tremendous progress. “I've been pretty impressed by what both the Air Force and what Northrop Grumman have done in addressing these particular issues and I think we're on the right course,” he says. “Getting those things right to begin with and setting the tone and path I think is critically important.” An Air Force illustration issued in 2016 of the B-21 design suggests it may closely resemble the B-2. “The B-2 will be setting the path course for the B-21,” says Janis Pamiljans, aerospace systems sector president at Northrop Grumman. “What we've learned on B-2 are finding themselves baselined in the design for B-21 for supportability, sustainability, [and] mission capable rate.” The aging B-2s must be overhauled every nine years and are taken off the flight line for up to 12 months. Maintenance includes modifications and upgrades to antenna technology, avionics and software systems, costing U.S. taxpayers an average of $60 million for each aircraft, says Richard Sullivan, vice president and B-2 program manager at Northrop Grumman. Separately, the Air Force is funding the $3 billion B-2 Defensive Management System Modernization (DMS-M) program to enhance the aircraft's direct attack capability and upgrade its integrated air defense systems. The current DMS was designed in the 1980s and has not received any upgrades. “By leveraging ‘state-of-the-art' electronic warfare antennae, processors, controller and displays, B-2 aircrews will realize unprecedented situational battlespace awareness and dynamic, real-time threat avoidance in the most complex radio frequency emitter environments,” the Air Force says. “The inherent increased sensitivity of the modernized DMS over the legacy system, with increased processing power, will build a battlespace picture that could be shared with joint force platforms by onboard communication systems.” DMS-M is facing a possible eight-month delay as the service works with Northrop Grumman to implement an agile software development framework, Air Force acquisition executive Will Roper told lawmakers in March. Engineering and manufacturing development for the effort goes through July 2022, according to fiscal 2020 budget documents. Lawmakers acknowledge it is important that the nation's only operational stealth bomber remain relevant. But the House Armed Services Committee is concerned about DMS-M schedule delays, according to a report accompanying the lower chamber's mark of the fiscal 2020 defense policy bill. “Unless the B-2 DMS-M program makes significant changes, there may continue to be delays that will impact the success of the program,” the report says. The committee directs the Air Force to brief members on sufficient government software development expertise; contract definitization schedule; delivery schedule; determination of software baseline; and an assessment of related DMS-M-related program support. The Senate Armed Services Committee also is asking for answers regarding the U.S. bomber force. The upper chamber is requesting a brief on an updated bomber road map and plans for B-2 life cycle sustainment, among other items, according to a report accompanying the Senate's mark of the fiscal 2020 defense authorization bill. The upper chamber also would require details on Raider basing. To date, the service has been “real[ly] happy with the way Northrop has approached” the B-21 program, says Maj. Gen. James Dawkins, Eighth Air Force commander and overseer of the Joint-Global Strike Operations Center.
