SAIC awarded a $325 million Department of Homeland Security SETA III multiple award IDIQ contract

Reston, Va., January 27, 2020 – Science Applications International Corp. (NYSE: SAIC) has been awarded a multiple award indefinite-delivery, indefinite- quantity contract worth a ceiling value of $325 million with the Department of Homeland Security for Systems Engineering and Technical Assistance (SETA) support to the Science and Technology Directorate.

SETA III provides professional, scientific and technical services to DHS's Science and Technology Directorate.

SAIC will provide technical assistance for mission-critical engineering and technology tasks including:

  • Technology scouting
  • Program planning
  • Project justification and defense
  • Vulnerability and risk assessment and mitigation
  • Budgets and performance
  • Project execution
  • Transition and commercialization
  • Program evaluation and analysis

SAIC is one of five awardees of the DHS SETA III contract and will compete for task orders to support the Science and Technology Directorate's mission to meet the research and development needs of the DHS components.

The contract has a five-year period of performance and SAIC will help DHS with researching and organizing scientific, engineering, and technological resources and leveraging these existing resources into technological tools to help protect the homeland.

    Interview: Finland’s defense minister talks air defense, EU procurement regulations

    By: Aaron Mehta WASHINGTON — Finland's defense minister, Jussi Niinistö, visited the Pentagon May 8 to sign a letter pledging greater trilateral cooperation between his nation, the United States and Sweden. After the event, he talked with Defense News about his goals for the meeting, shared concerns about the European Union's new defense initiative and Finland's relationship with NATO. Finland just signed a new statement on trilateral defense cooperation with the U.S. and Sweden, but it's fairly broad language. What do you see as the most concrete part of the agreement? Firstly, I have to say it is not a “trilateral agreement,” in a legally binding way. It is a statement of intent, and there is a big difference with that. I think the most important part of the statement of intent is the exercise part. We have had good exercise cooperation with the United States and Sweden lately. For instance, last year, Sweden arranged a multinational exercise called Aurora, [in] which both U.S. and Finland participated. For instance, right now in Finland there is an Army exercise called Arrow, there are U.S. Marines taking part in that. In the autumn, there will be a big exercise in Norway called Trident Juncture ― high-visibility exercise. Finland will be taking part with 1,500 or up to 2,000 soldiers, and also Sweden is taking part in that big exercise. Remember that in 2021, Finland will be arranging a similar kind of exercise like Sweden did with the Aurora exercise, so we will have over 20,000 soldiers in Finland, and the most important partners in that exercise are the Untied States and Sweden. But the 2021 exercise has been in the works for a while. So does this change that at all? Well, it is a cooperation done on a win-win basis. We go to exercise, for instance, to Sweden or the United States, Finnish Air Force is taking part at Red Flag exercise in October this year. This is the first time in Finnish Air Force history that we take part in this biggest exercise in the world. The United States comes to our exercise. So everybody hopes to benefit in this cooperation. Finland has been very supportive of the EU Permanent Structured Cooperation on Security and Defence initiative, but the U.S. has been wary. Did that topic come up during your talks with U.S. Defense Secretary Jim Mattis? Yes, it was a topic. PESCO is a topic, I guess. Every time Secretary Mattis meets with a European counterpart, he will talk about PESCO. And I understand it. We talk with the same voice on this issue because, for instance, the United States defense industry is worried about this PESCO project, [if it will] lead to the fact that every country in the European Union has to buy defense products from the European Union. And Finland doesn't want it to be like that. We have a strong opinion that we want to buy the best available defense material, wherever we want, because since 1992, when Finland decided to buy F-18 fighter planes, we have been practically married with United States defense technology, and we buy a lot of stuff, from Israel also. So for a country like Finland, which is militarily nonaligned and has territorial defense, [it] has to take care of defense on her own if needed. Of course we hope partners [will come to our aid], but alone if needed. It's very important that PESCO is not excluding [non-EU industries]. Finland is in the early process of buying a new fighter. How do you balance between quantity and quality when looking at the new fighter? We have money for €7-10 billion (U.S. $8-12 billion), and we are going to buy 64 fighter planes. We have been always counting on quality: quality on planes and quality on training our pilots. Our pilots are the best in the world, let me say that, because they are trained so well. We have our own special program. We train them in Finland, and they get along very well in international [exercises]. I am thrilled to see what happens in the Red Flag exercise, what is the level of expertise of Finnish pilots now, because it has been very good during the recent years. Sweden is looking to buy Patriot, and some of the Baltics have limited networked air-defense capabilities. Would you want an interoperable system among all Baltic nations for air defense? No. No. We are not exploring that kind of possibility. But we have done cooperation when it comes to radar with Estonia. For instance we bought medium-range radars, we purchased 10 and Estonia two, so we bought them together. So we do that kind of cooperation. And it was a couple of years ago. Could you see that expanding to other nations or areas? We can buy together. For instance, we bought ― last year I was able to buy surplus material from South Korea, K9 Thunder self-propelled howitzers, 48 pieces. At the same time, we negotiated the same deal for Estonia, who is going to buy [the same]. So we do that kind of cooperation all the time, [but] Estonia is part of NATO, we are a militarily nonaligned country. We make materiel procurements together, but it doesn't bind us. What do you want to see happen from the upcoming NATO summit? There are issues to be discussed inside NATO, for instance, the command structure. But of course we are looking forward to taking part in the Resolute Support mission, and the political dialogue all in all is important for us. We want to be part of that, and I know Sweden does too. Anything you will specifically be pushing for? Well, Finland is not going to push in a NATO summit. We just hope that we can take part in these summits in the future and have this important political dialogue together and to be partners in NATO, enhanced-opportunities partners.     Turkey provides tax breaks, loans to attract investment in local defense programs

    By: Burak Ege Bekdil ANKARA, Turkey — In an effort to boost indigenous defense programs, Turkey is providing incentives, which include generous tax breaks, tax reductions and exemptions from import duties. The incentives include additional levies and soft loans. In just the first two months of 2018, the government incorporated 13 defense investment projects submitted by 12 companies into its incentives program. These investments are worth $350 million. The largest investment program benefiting from the incentives during the January/February time frame was Roketsan's new production line. The state-controlled missile maker's investment plan is worth $217 million. Military electronics specialist Aselsan, Turkey's largest defense company, has won incentives support for its new $35 million investment in electronic systems and new $40 million investment in aerial and missile systems. Official figures show a boom in private defense investment, too. According to the Ministry of Economy, $1.9 billion of defense investment by private companies will be subsidized by government incentives this year. These investment plans include a total of $220 million for armored vehicles, a laser gun and unmanned land vehicles; and $125 million in diesel tank engines by armored vehicle producer BMC, a Turkish-Qatari private joint venture. Private firm Most Makina will receive government incentives for its planned $385 million investment in steel equipment for defense systems. Turkish Aerospace Industries, or TAI, will invest $1.2 billion in its TF-X program, an ambitious plan for the design, development and production of Turkey's first indigenous fighter jet.     Navy Looking to Buy Aircraft Engines as Civilian Demand Dwindles

    By: Megan Eckstein The Navy is moving forward with its plans to take advantage of a commercial aviation slowdown by accelerating new orders, buying spare parts and conducting depot maintenance – all in conjunction with the other services, to get the maximum benefit of what the industry has to offer even while combating the COVID-19 pandemic. Navy acquisition chief James Geurts told reporters today that, both because customers are avoiding commercial air travel and because aviation manufacturing sites are being hit by the coronavirus, “commercial aviation is still remarkably challenged, and remarkably important because we do get a lot of benefit in the DoD from commercial aviation sector, from those companies that work in both areas. So we're working closely with them.” Geurts had said two weeks ago that the Navy was early in the process of identifying what opportunities might exist to keep aviation-related production lines moving despite limited commercial demand, while also building up Navy readiness by boosting the inventory of spare parts or getting ahead of schedule on acquisition or maintenance efforts. After Geurts made those remarks, his counterpart, Defense Department acquisition chief Ellen Lord, said that aviation was the hardest-hit sector in the defense industrial base due to the COVID-19 pandemic and response. Today, asked what opportunity there was to get ahead on aviation acquisition and maintenance even amid the sector's great disruptions, Geurts told USNI News during a media teleconference that the effort is moving forward and that aviation propulsion would be a key focus. “We're working closely with our partners in the other services so we have a whole-of-DoD approach to those companies in those efforts,” he said. He added that his focus would be less about awarding new contracts and instead looking at rephasing or accelerating work, connecting companies with grants and loans they might not otherwise have access to, and more. “We're looking at the full tools we have available and then trying to rapidly tailor those tools and the right mix to each individual sector and each individual situation,” he said. “I don't see a giant DoD-level contract. I think it's more about synchronizing efforts and working closely with my counterparts in the other services so that we're working together to get the maximum benefit, and I think that's more an alignment of strategies and tools than in a large new kind of joint contract.” For example, the Navy is looking at construction programs where “we may not have planned to buy the engine for three months, but maybe we can buy it now and gain some efficiency.” On programs like the P-8A Poseidon, a military version of the popular Boeing 737, the Navy could find money within the program to stock up on parts, or to leverage Boeing depot repair capabilities not being used by commercial planes. “There will be a natural limitation of funding and whatnot, so we can't do that infinitely, but we're looking to leverage all the different toolsets we have,” Geurts said. Outside the Navy budget, Geurts said the Navy has been trying to help its smaller suppliers get connected with the Small Business Administration to apply for loans so they can keep their production moving or even accelerate. And in the Navy's own Small Business Innovative Research, the service has $250 million in awards that Geurts is trying to get out to industry as quickly as possible over the next couple months. More broadly, Geurts said the Navy had already been taking a close look at its domestic and international supply chain and is in a good position now to be making informed decisions as the entire world faces disruptions from this pandemic. In hard-hit Italy, for example, companies that make parts for the Marine Corps' amphibious combat vehicle (ACV) – which BAE Systems builds in partnership with Italian defense contractor Iveco, which designed the vehicle for the Italian Navy – have had to shut down. “Everybody is working very aggressively to manage around it,” Geurts said, adding “there's nothing I would put in a crisis mode yet, we're just keeping an eye on it.” He said for ACV and other programs that rely on international suppliers, the program offices are looking to rephrase elements of construction to account for certain components being delayed, or may look at using spare parts for already-fielded vehicles to support construction.
