    Study: Counter-Drone Systems Proliferate, Challenges Endure

    Graham Warwick Counter-drone systems continue to proliferate on the market, but technical and operational challenges in countering small unmanned aircraft systems (UAS) have not yet been fully surmounted, says a new report by the Center for the Study of the Drone at Bard College, New York. The second edition of the Center's Counter-Drone Systems report lists 537 systems marketed by 227 companies in 38 countries, up from 235 in the first edition published in February 2018. This is despite removing 24 products from the database that no longer appear to be available. Citing a March 2019 solicitation by the Pentagon's Defense Innovation Unit which said “it has proven difficult to identify and mitigate threats using currently fielded technologies,” the report says “dozens of background interviews with military and law enforcement personnel have validated this assertion.” The challenges extend beyond the issue of effectiveness “and include complex questions around safety, practicality, policy and legality,” says the report's author, Arthur Holland Michel, founder and co-director of the Center. When it comes to detection effectiveness, radar may struggle to pick up small UAS flying close to the ground, while cameras might confuse a drone with a bird or aircraft and be degraded by poor weather, low visibility and strong sunlight. Electromagnetic interference may degrade the detection performance of radio-frequency sensors, with many potential sources of interference in urban areas. Radar, some RF systems and electro-optical/ infrared (EO/IR) sensors require line of sight to the drone, which can be problematic in urban areas. Acoustic sensors and RF detection systems rely on a library of sounds and signals emitted by known drones, but given the rapid rate at which drones are emerging on the market “even libraries that are updated often will never cover 100% of the drones that might be operating,” the report says. A major detection issue is the level of false negatives and false positives, the report said, noting that results of FAA testing of counter-drone systems showed distinguishing true positives from false positives in cluttered environments required a high level of manpower. Distinguishing between legitimate and illegitimate drone use is another issue. Remote identification technology and the FAA's pending Remote ID rulemaking, “may go a long way to addressing this issue once implemented, but it will not be a total fix,” the report says. There is a short time window available in which to respond to a drone threat and potential dangers posed to bystanders by some counter-drone interdiction techniques. Long-range systems such as lasers and high-power microwaves “could pose a serious threat to aircraft operated above the targeted drone.” In terms of interdiction effectiveness, the report points to results of a 2017 counter-UAS event staged by the U.S. Joint Improvised Threat Defeat Organization that showed the drones were resilient against damage. “More recent C-AUS exercises indicate this problem remains an enduring one,” it says. Jammers have no effect against drones operating autonomously without an active RF link; many signal jammers have an effective range of only a few hundred meters; spoofing systems may not be universally effective; and all kinetic systems may struggle against drones moving fast or in unpredictable patterns. Drone technology, meanwhile, is not standing still, the report says, noting research underway on UAS that can operate in GPS-denied environments, negating jamming, and are capable of actively defeating jamming or spoofing attacks. Consumer drones may soon be controllable via mobile LTE networks rather than an RF link, the report says. LTE drones could be operated at essentially unlimited range and “would be difficult or dangerous to interdict with jamming systems without interfering with ubiquitous cellular communications,” it says. The proliferation of counter-UAS systems will inevitably accelerate the development of technology to render them less effective, the report concludes, by programming drones to maneuver in patterns that make them hard to detect by automatic target algorithms. The report also highlights the challenges posed by drone swarms. “A swarm doesn't have to be dynamic or truly autonomous to achieve these effects: 10 individual drone operators flying 10 drones in unison may just be as difficult to defend against as a true autonomous swarm of 10 aircraft,” it says. https://aviationweek.com/defense-space/study-counter-drone-systems-proliferate-challenges-endure

    Navy to Contract New Class of Unmanned Surface Vehicle by Year’s End

    By: Sam LaGrone The Navy is moving fast to acquire a new class of unmanned surface vehicles and hopes to award a contract for USV designs by the end of the year, USNI News has learned. In the next two months, the service is set to issue a request for proposals for a new class of medium USV, up to 50 meters long, according to an unclassified readout of the program reviewed by USNI News. A Wednesday USNI News request to Naval Sea Systems Command for additional details related to the competition was acknowledged but immediately returned. According to a notional list of requirements, the medium USV will function as a sensor and communications relay as part of a family of unmanned surface systems being developed by the service. The craft will be able to carry a payload equivalent to a 40-foot shipping container, will operate on its own for at least 60 days before needing to return to port, and be capable of refueling at sea. The craft will have to also be able to autonomously operate under the rules of the maritime road at a cruising speed of about 16 knots with a minimum range of about 4,500 nautical miles and operate via a government-provided communication relay system. The size of the MUSV – 12 to 50 meters – ranges from about the size of the service's 11-meter rigid hull inflatable boats (RHIBs) to the Navy's Cyclone-class patrol craft (PCs). It's unclear what the price per hull of the craft will be, but the modular focus of the Navy's USV vision would place the bulk of the costs in the modular payload rather than the hull itself.     Watchdog says Pentagon needs better planning for IP update 17 years after first attempt

    Andrew Eversden A federal watchdog found that poor planning by the Department of Defense has blurred the department's understanding of the risks and costs associated with upgrading the system that routes internet traffic across the globe, known as Internet Protocol version 6 (IPv6). According to a June 1 report from the Government Accountability Office, the Pentagon needs to improve its transition planning for the most recent effort, which began in April 2017. The DoD has tried twice previously to implement IPv6 in 2003 and 2010, but stopped those transitions after identifying security risks and lacking adequately trained personnel. The problem for the DoD is that IPv4, the IP management system the DoD uses, is running out of address space. IPv4 only has room for 4.3 billion addresses. In contrast, IPv6, created in the 1990s, provides about 340,000,000,000,000,000,000,000,000,000,000,000,000 (undecillion) IP addresses. The Defense Department owns approximately 300 million IP addresses with about 59.8 million unused and planned for use by future DoD components. The department estimates it will run out of its unused IP addresses by 2030. The department's IPv6 implementation plan from early 2019 listed 35 actions needed to switch over from IPv4. Eighteen of those steps were scheduled to be completed by March 2020. The report said six of the 18 tasks were completed on time. Upgrading to IPv6 would increase connectivity, add security, improve the warfighter's connection and communications on the battlefield, and preserve interoperability with allied systems, the GAO wrote. The watchdog found that the department was not compliant with several IPv6 transition requirements from the White House's Office of Management and Budget. The DoD hasn't completed a cost estimate, developed a risk analysis or finished an inventory of IP compliant devices, the report said. Pentagon officials told the GAO that they knew their time frame for the transition was “optimistic," adding that they thought the pace was reasonable "until they started performing the work,” the GAO wrote. “Without an inventory, a cost estimate, or a risk analysis, DOD significantly reduced the probability that it could have developed a realistic transition schedule,” the GAO wrote. “Addressing these basic planning requirements would supply DOD with needed information that would enable the department to develop realistic, detailed, and informed transition plans and time frames.” The Department did meet OMB's requirement to name an official to lead and coordinate the agency planning. But because the Pentagon failed to complete the other three OMB requirements. the move is at risk. “Without an inventory, a cost estimate, or a risk analysis, DOD's plans have a high degree of uncertainty about the magnitude of work involved, the level of resources required, and the extent and nature of threats, including cybersecurity risks,” the GAO wrote. Among the DoD's goals it did complete are several IPv6 training programs, information sharing opportunities and a program management office. The GAO recommended that Defense Secretary Mark Esper direct the DoD chief information officer to complete an inventory of IP-compliant devices, develop a cost estimate and perform a risk analysis. The DoD agreed that it needed to develop a cost estimate and risk analysis but didn't concur that it needed to inventory devices, citing new guidance from OMB and calling an inventory “impractical” because of the department's size. “The lack of an inventory is problematic due to the role that it should play in developing transition requirements,” the GAO wrote. https://www.c4isrnet.com/it-networks/2020/06/02/watchdog-says-pentagon-needs-better-planning-for-ip-update-17-years-after-first-attempt/
