    Northrop Grumman Receives $4.8 Billion Contract for USAF Global Hawk Modernization

    Northrop Grumman has been awarded a $4,800,000,000 contract for Global Hawk surveillance drone development, modernization, retrofit and sustainment activities for all Air Force Global Hawk variants, a Pentagon contract announcement said. This contract provides for management, including program, business and technical areas; configuration management, data management, reliability, availability and maintainability. Technical refresh; studies and analyses; design, development, integration, test and evaluation; contract/production line closeout/shutdown; training; sparing; overseas contingency operations support; fielding; cyber security/information assurance; interoperability support; facilities modifications/renovation; integrated logistics support; requirements management specification management; and quality assurance. Guidance will be included within each individual delivery order/task order statement of work and performance work statement regarding these and other tasks. This contract provides flexibility to accommodate the broad enterprise of activities associated with the Global Hawk program. Work will be performed in San Diego, California, and is expected to be completed Sept. 30, 2030. Global Hawk drones provide the US Air Force with wide area surveillance.     Navy Exploring Options for Multi-Engine Training Aircraft to Replace T-44

Burgess, Senior Editor ARLINTON, Va. — Naval Air Systems Command is looking at options for an aircraft to replace the T-44C Pegasus multi-engine training aircraft, but the ultimate choice may not be “new.” The Navy is exploring options for adapting an existing aircraft design to the service's Multi-Engine Training System (METS). According to a draft request for information (RFI) posted May 26, the Navy is looking at existing twin-engine aircraft to replace the service's fleet of 54 T-44Cs used to train Navy, Marine Corps, and Coast Guard pilots to fly aircraft such as the V-22 Osprey, E-2C/D Hawkeye, P-8 Poseidon, P-3 and EP-3 Orion, C-130/KC-130/HC-130 Hercules, E-6 Mercury, C-40 Clipper, HC-27 Spartan and HC-144 Ocean Sentry. The T-44A, a variant of the Beech King Air 90 business aircraft, first entered service in 1980. The existing T-44As all have been modified to the T-44C configuration. The Navy said the METS should have an FAA type certification for single- and dual-pilot operations under day and night visual flight rules and under instrument flight rules. It shall cruise at speeds greater or equal to 195 knots and shall be able to operate at a minimum of 20,000 feet above sea level. The aircraft also should have an endurance of 3.5 or more flight hours. The pressurized aircraft cockpit will have side-by-side seating, as well as a jump seat for an instruct. The cockpit will be equipped with multifunction displays with digital moving map; redundant VHF and UHF radios; an integrated GPS/inertial navigation system; Automatic Dependent Surveillance-Broadcast; flight management system; weather radar, radar altimeter, and a cockpit data recorder.     US Navy must be able to compete in ‘gray zone’ conflict, says top service officer

Larter WASHINGTON — The U.S. Navy has to be able to confront great powers in areas short of open warfare, the service's top officer said Wednesday at the second annual Defense News Conference. China and Russia have employed tactics to harass neighbors and challenge the U.S. Navy, from the former's island building projects in the South China Sea to the latter's harassment of U.S. forces at sea, which it has used to score political points with its population. Chief of Naval Operations Adm. John Richardson told the crowd that competition with other great powers has to be seen on a spectrum and that the Navy must compete in all realms to stay ahead. “This competition is [defined] by a spectrum,” Richardson said. “You've heard terms like ‘gray war,' ‘competition below the level of conflict': All of these sorts of phrases try to grasp at this very smooth spectrum, from competition all the way to conflict. Our response to that going forward is going to be key to ensure that we are not only competitive but ahead. It's not sufficient to be competitive, we want to be winning.” The Navy has to be competitive in all its warfare domains to achieve the objectives laid out in the recent National Defense Strategy, spearheaded by Defense Secretary Jim Mattis, that moves the military away from low-end counterterror operations and refocuses on high-end conflict.
