    US Army sets timeline for long-range assault helo prototypes

    By: Jen Judson WASHINGTON — The U.S. Army is still considering two different paths to build prototypes for its future long-range assault aircraft following an industry day earlier this month, but is pushing toward a contract award in fiscal 2022, according to the service's FLRAA program manager. While the Army continues to sift through industry feedback to help it choose a route, the service remains on track to publish a draft request for proposals by the end of the year, followed by a finalized RFP in FY21, Col. David Phillips told reporters July 24. The Army chose Bell and Lockheed Martin's Sikorsky to enter into a competitive demonstration and risk reduction effort ahead of the start of the FLRAA program of record. The service is on a tight timeline to field a brand-new, long-range assault aircraft by 2030. The CDRR effort will consist of two phases that will last roughly one year each. Bell and a Sikorsky-Boeing team respectively designed, built and flew technology demonstrator aircraft as part a Joint Multi-Role Technology Demonstration phase prior to entering the CDRR effort. The companies will deliver initial conceptual designs, an assessment of the feasibility of requirements and trade studies using model-based systems engineering. “Due to the success of phase one (awarded on 16 March) the Army is looking at the scope of a second phase which would refine the digital designs from the system to subsystem level and further burn down risk as FLRAA enters into the [program of record,” Phillips said in a written statement to Defense News on July 27. The Army provided two schedules to get through the design and prototyping phase in an RFI in May to gain industry feedback. The first schedule lasts 52 months, putting the end of the prototyping period somewhere in the ballpark of early summer 2026. The schedule allows for a preliminary design review for just the air vehicle from the winning team — picked in the second quarter of FY22 — eight months after the contract award. The team would then have another preliminary design review for the weapon systems 17 months past contract award, which roughly falls around August 2023. The Army would hit the engineering and manufacturing development phase around October 2023, followed by a critical design review in early 2025. The first prototype would be delivered in the summer of 2025, with five more prototypes delivered through the summer of 2026. The alternative schedule would allow for a preliminary design review for both the air vehicle and the weapon systems at the same time at roughly 10 months following a contract award. This approach aims to get to an engineering and manufacturing development decision around March 2023. A critical design review would follow at the start of 2024, with a first prototype delivery expected around February 2025. All six prototypes should be delivered to the Army by roughly March 2026. The total time frame for the second option is 48 months post contract award. While the difference in schedules is just roughly four months, every week counts as the Army works to field new capabilities as fast as possible. Army leaders have often said that schedule is king when it comes to fielding the service's top modernization priorities. FVL is the third-highest priority, preceded only by a Next-Generation Combat Vehicle and Long-Range Precision Fires. The Army is driving toward entering a production and deployment phase in 2028 ahead of the first unit receiving the aircraft in 2030. “We believe FLRAA's design and requirements approach is inverting the defense procurement paradigm.     UAE could get up to 50 F-35s in $10B sale

    By: Joe Gould , Aaron Mehta , and Valerie Insinna WASHINGTON — The U.S. State Department is backing the sale of as many as 50 F-35 joint strike fighters to the United Arab Emirates in an arms deal worth an estimated $10.4 billion, according to multiple reports. The news came as the Trump administration informally briefed Congress on its plan to sell the advanced F-35 fighter to the United Arab Emirates Thursday. It follows weeks of speculation and behind-the-scenes debates about how to structure an F-35 deal with the UAE without cutting into Israel's qualitative military edge. If the sale is permitted by Congress and the UAE opts to buy the full number of F-35A conventional takeoff and landing variants covered by the deal, it would have parity with Israel, which has 50 F-35 “Adir” jets under contract, although the country is considering buying 25 more. (The quantities and values of such deals often change from initial estimates.) Amid reports the Trump administration is fast-tracking the F-35 sales, key Democratic lawmakers are continuing to urge a deliberate approach, citing concerns for Israel's security and the security of the warplane's sensitive technology. “This technology would significantly change the military balance in the Gulf and affect Israel's military edge," House Foreign Affairs Committee Chairman Rep. Eliot Engel, D-N.Y., said in a statement. "The F-35 Joint Strike Fighter is a game-changing stealth platform boasting advanced strike capability and unique sensor technology. The export of this aircraft requires very careful consideration and Congress must analyze all the ramifications. Rushing these sales is not in anyone's interest.” The consultations came days after Israel said last week it will not oppose the U.S. sale of “certain weapon systems,” widely considered to mean the F-35. That followed an agreement between Israel and the United States to upgrade its capabilities to preserve its edge. Engel said he plans to weigh the U.S. legal obligation to maintain Israel's military superiority in the region, as well the question of whether the sale would drive demands from other Middle Eastern nations to buy the F-35 in exchange for normalized ties with Israel. (The Trump administration recently brokered such a pact between Israel and the UAE.) “Israel currently has exclusive access in the region to the F-35, which has guaranteed its military edge over the last several years. As Congress reviews this sale, it must be clear that changes to the status quo will not put Israel's military advantage at risk,” Engel said. “This technology also must be safeguarded from our greatest global adversaries. With Russia and China active in the region, the American people will require unimpeachable assurances that our most advanced military capabilities will be protected.” For decades, the State Department has informally consulted with the Senate Foreign Relations and House Foreign Affairs committees before formally notifying Congress of sales, which affords lawmakers a chance to block them. Though lawmakers typically consider such deliberations sensitive and rarely speak publicly about them, Engel broke the news Congress had been informally notified. Assistant Secretary Bureau of Political-Military Affairs R. Clarke Cooper told reporters Wednesday the department plans to honor that process. Though Reuters has reported there is a goal to have a letter of agreement between the U.S. and the UAE by Dec. 2, Cooper said “there are no dates associated with the work that's being done.” He declined to provide specifics of a potential deal and the State Department declined to comment on Thursday. F-35 prime contractor Lockheed Martin referred questions to the State Department. Israeli opposition would be fatal to the deal in Congress, where Israel enjoys strong support. Two key Democrats introduced legislation earlier this month that would place restrictions on F-35 sales to Middle Eastern nations to address their concerns about both the Israel's security and the security of F-35 technology.     The Navy's Surprise Unmanned Fighter Is a Glimpse of War's Near Future

    In a surprise announcement, the U.S. Navy revealed on Tuesday that it had successfully flown tests involving unmanned versions of the EA-18G Growler electronic attack fighter. The tests involved a single manned EA-18G controlling two unmanned versions of the same aircraft, opening up the possibility that the U.S. Navy could fly armed unmanned aircraft sooner than originally thought. The test, conducted by the U.S. Navy and Boeing, was undertaken by the U.S. Navy's flight test wing at Naval Air Station Patuxent River, Maryland. According to a C4ISRNET, a single EA-18G Growler controlled two unmanned Growlers in the air. The test is notable for several reasons. One, the Navy was not known to be working on unmanned systems other than the MQ-25 Stingray, a future drone tanker set to join the fleet in the mid-2020s. Second, the ability to convert a manned fighter such as the EA-18G Growler into an unmanned aircraft was also previously unknown. The EA-18G Growler is an electronic attack airplane. The EA-18 is based on the F/A-18F Super Hornet, has a crew of two, and is designed to escort Super Hornets on high risk air strikes. The Growler carries both a jamming pod designed to interfere with enemy radars and communications, preventing enemy air defenses from acquiring inbound aircraft and coordinating their attacks. The Growler also carries HARM anti-radar missiles, which detect the probing beams of enemy air defense radars and follow them to their source, destroying them. Without radars to guide them, many types of air defense missiles become unusable in combat. The Growler's electronic warfare mission is particularly high risk, placing the jet and its crew between the strike fighters it escorts and enemy missiles. That makes it a good candidate for the unmanned mission, where the loss of an aircraft won't result in the loss of a crew. The Growler and the Navy's main strike fighter, the Super Hornet, share 90 percent of their parts and systems. This makes it simpler to maintain both aircraft and allows the Growler to keep up with Super Hornets on missions. It also likely means that the Super Hornet can be unmanned, and possibly controlled by other Super Hornets. This test also reinforces the Navy's seriousness about unmanned aviation. The service caught considerable flak in the 2010s after testing the X-47B unmanned aerial vehicle—and then promptly shelved it. The service greenlighted the new MQ-25 Stingray carrier-based drone, but made it a tanker instead of a fighter or strike aircraft. Now we know that there's been an interest in unmanned aviation all along. But instead of building new unmanned aircraft, the Navy decided to leverage its fleet of hundreds of manned aircraft, devoting resources into converting them into unmanned platforms. Now it seems unmanned aircraft will almost certainly be an important weapon in the Navy's arsenal for future missions. Although drones can be controlled by crews on the ground on the other side of the planet, enemy electronic attack forces will be doing their best to interfere with U.S. forces, attempting to jam communications between a drone and its controllers. A manned aircraft could control multiple drones, providing instructions through unjammable short range communications.
