The federal government is looking at splitting up maintenance work on the Canadian navy's frigates between an east coast shipyard and one in Quebec, but is facing objections from Halifax workers and Irving Shipbuilding who warn the change will mean lost jobs in Nova Scotia.
There are seven frigates that will need maintenance on the east coast over a five-year period. But military and Department of National Defence officials are concerned the Irving yard in Halifax won't be able to handle all the work as it will also be in the midst of building the new fleet of Canadian Surface Combatant warships.
Each of the aging Halifax-class frigates will require about a year of maintenance work, and in 2020 the navy expects maintenance will be needed on two frigates at the same time. Irving won the original maintenance contract in 2011 but that deal is nearly expired.In order to keep the navy at sea, federal procurement officials are proposing splitting up the work between Irving and its rival, Davie Shipbuilding in Levis, Que.
Pat Finn, assistant deputy minister of materiel at DND, said that while no final decision has been made, discussions are taking place about splitting up the work. “We have to do this maintenance,” he told Postmedia. “We've got a fair bit to do. We have to keep the navy operational.”
Finn said the government's shipbuilding strategy is producing new vessels for both the navy and coast guard, all of which will have to be maintained in the future — a large task. “If we don't have two maintenance and repair facilities for the navy and the coast guard we're going to have a strategic problem,” he said.
Union officials at the Halifax shipyard and, defence-industry sources say, Irving itself have been lobbying the Liberal government to stop the plan to send some work to Davie.
Irving did not offer comment for this story, but Lana Payne, the Atlantic Regional Director for Unifor, the union representing around 900 employees at the Irving yard, said her organization is worried that as many as 300 staff could face layoffs if some of the work is transferred to Davie.
“The Halifax-class has been historically (maintained) at the Halifax yard and the loss of that work will create a major problem for our membership,” she said. “Our understanding is that this is work they can easily do.”
Unifor has brought its concerns to Nova Scotia Liberal MPs and other members of the Liberal government.
The government will spend several hundred million dollars per frigate for each maintenance period.
To date, Irving Shipbuilding Inc. has received more than $3.4-billion in contracts under the government's shipbuilding strategy. That includes contracts for the Arctic and Offshore Patrol Ships and initial work on the surface combatant program. That also includes more than $511 million for repair, refit and maintenance contracts, according to federal government figures.
The surface combatant program will result in an estimated $30 billion in build contracts for Irving, with work continuing into the 2040s.
Sources within the federal government told Postmedia they do not see widespread layoffs arising from any decision to split the work between the yards. The government is also examining a plan to fast-track some aspects of the surface combatant program so the Irving yard is working at high capacity.
Irving raised similar concerns in August after Davie received a contract to refit and upgrade three medium-size icebreakers purchased by the federal government.
At the time, Irving noted that it and Seaspan Shipyards in Vancouver had been selected to build Canada's future fleets. “We call upon the Federal Government to confirm to Irving Shipbuilding, our shipbuilders and their families, the Province of Nova Scotia, and all Atlantic Canadians that the National Shipbuilding Strategy remains intact and, therefore, construction of the ships for Canada's Navy and Coast Guard will be done exclusively by Irving Shipbuilding and Vancouver Shipyards,” it pointed out in its statement.
Treasury Board President Scott Brison, a Nova Scotia MP, said at the time that Irving's role in the shipbuilding strategy is secure but it has always been the case that other shipyards can compete for maintenance and refit work.

Jens Stoltenberg n'a pas cité les États ou les groupes impliqués dans ces prises de contrôle, mais la mise en garde vise surtout les importants investissements réalisés par la Chine dans les infrastructures portuaires et les télécommunications en Europe. « La vente d'infrastructures stratégiques par les pays les plus vulnérables pourrait saper la capacité de résistance des pays de l'Alliance en cas de nouvelle crise », a estimé le secrétaire général de l'OTAN. Les pays de l'OTAN ont « besoin d'infrastructures et de télécommunications fiables en temps de crise », a souligné le Norvégien. Jens Stoltenberg a également insisté sur la nécessité de combattre la désinformation sur les actions menées par les alliés et leur unité. « Nous devons contrer les campagnes de désinformation menées par des acteurs étatiques et non étatiques sur les réseaux sociaux qui visent à nous diviser et à nous fragiliser avec de fausses informations sur l'aide mutuelle que nous nous apportons », a-t-il dit. « La meilleure réponse passe par une presse libre qui vérifie les faits et pose des questions parfois difficiles », a-t-il soutenu. « Il est encore trop tôt pour tirer les enseignements de cette crise, mais nous devons être préparés pour la prochaine », a-t-il affirmé. « La croissance est touchée et les dépenses publiques également », a-t-il reconnu. Les membres de l'Alliance se sont engagés à consacrer 2 % de leur PIB national à leurs dépenses de défense en 2024. Jens Stoltenberg a toutefois expliqué l'importance des investissements dans les capacités militaires, car elles viennent « comme une capacité d'appoint ». « L'OTAN n'est pas le principal intervenant en cas de crise sanitaire, mais elle peut soutenir les efforts du secteur civil », a-t-il soutenu. « La principale leçon de cette crise est le lien étroit entre les efforts civils et la capacité de soutien des forces militaires. Prime Minister Justin Trudeau announced July 23 that Gen. Jonathan Vance would leave the position as chief of the defence staff, the job he has held since July 2015. Trudeau said he expected a new CDS to be named in the coming months. Defence and government sources say interviews for the position were held this week with a number of candidates. Lt.-Gen. Christine Whitecross, who is heading into retirement, is considered the front-runner for the job if she wants it. Whitecross still has an office at defence headquarters at Carling Avenue and there is an interest in the Liberal government to have a woman in the job of defence chief for the first time. The view that Whitecross has strong support within the Liberal government was further solidified when Trudeau took the unusual step on July 18 of singling out the lieutenant general on Twitter. He thanked the officer for her three decades of service in the Canadian Forces and for “being a strong voice for gender equality in the military.” Among the other individuals considered to be candidates for the chief of defence staff job are Lt.-Gen. Mike Rouleau, who recently took over as second-in-command of the Canadian Forces, navy commander Vice Adm. Art McDonald, air force commander Lt.-Gen. Al Meinzinger and army commander Lt.-Gen. Wayne Eyre. Vice-Admiral Darren Hawco's name has also been mentioned. At least eight individuals were to be interviewed, according to various government sources. But the new CDS is expected to face the challenge of dealing with significant budget cuts because of the financial strain on federal coffers created by the novel coronavirus pandemic. Spending on various emergency relief programs has resulted in Canada's deficit increasing to $343 billion this year, according to the federal government's economic snapshot released in early July. Trudeau has acknowledged that the full economic impact of the pandemic is unknown. A second COVID-19 wave could further worsen the economic situation. Department of National Defence deputy minister Jody Thomas said in a June 5 interview with The Canadian Press that she hasn't seen any indication defence spending, and the government's defence policy called Strong, Secure, Engaged, or SSE, will even be affected at all by COVID-19. There have been no slowdowns and the DND and Canadian Forces has been aggressively pushing forward on implementing SSE, according to Thomas. Behind the scenes, however, there is significant concern within some quarters in the military about the cuts expected in the coming years. Some organizations within National Defence headquarters have already told staff to prepare for a rocky road in the future. The Canadian Armed Forces and Department of National Defence, with the largest source of discretionary funds in the federal government, is a ripe target for cost-cutting. DND's current budget is listed as $21.9 billion. SSE has been billed by the Liberal government and its supporters as “a historical investment in Canada's military” since it promises $497 billion for the Canadian Armed Forces over 20 years. But the policy was always built on shaky foundations, as was the previous Canada First Defence Strategy brought in by the Conservative government and largely undercut by funding reductions at that time. Despite defence analysts' cheerleading on both policies, the fact is that such strategies only promise future spending. There is no guarantee and plans can be jettisoned as fiscal circumstances change. In 1994 the Liberal government of Prime Minister Jean Chretien embarked on significant cost-cutting measures throughout the federal government as it struggled to deal with the deficit. The Canadian Forces and the DND were a prime target during that period. Equipment was mothballed. Military and civilian staff were cut. The coming years could see a replay of similar cost-reduction measures.
