Ottawa on track to invest less on new military kit than promised for second year

OTTAWA — For the second year in a row, the federal government is expected to spend billions of dollars less on new military equipment than promised because of a combination of good and bad news: cost savings on some projects and delays in others. The Trudeau government in 2016 released a new defence policy that included dramatic increases in spending on new aircraft, ships, armoured vehicles and other military equipment over the next 20 years. The investments are vital to replacing the Canadian Forces' fighter jets, ships and various other types of aging equipment with state-of-the-art kit. Yet while new budget documents filed in the House of Commons show the Department of National Defence has so far been given authority to spend $4 billion this fiscal year, the policy had predicted total spending of $6.5 billion. The department does have until March 31 — when the federal government's fiscal year ends — to make up the $2.5-billion difference, but its top civilian official, deputy minister Jody Thomas, admitted Thursday that a large shortfall is likely. Part of the reason is that the department expects to save about $700 million on various projects that ended up costing less than planned, Thomas told The Canadian Press following a committee appearance on Parliament Hill. “We've delivered things more efficiently than was anticipated and so we don't need the money,” she said. “And we can apply it to projects, either new projects or projects that have a cost overrun.” But delays moving some projects through the military procurement system have also caused their fair share of problems, Thomas said, and the department is expecting to have to put off $1 billion to $1.3 billion in purchases it had planned to make this year. “We'd like to (spend) $6 billion every year. Can I guarantee to you that we're going to do that? No, there's slowdowns in projects, there's slowdowns with suppliers, there's changes in scope. Things change,” she said. “I'm hoping to get it below $1 billion. I'm not committing to getting it to below $1 billion. ... We're driving projects to get it as low as possible and spend funds efficiently and effectively. We're not wasting money.” The government spent $2.3 billion less than planned last year. That was also largely because of delays in projects such as the government's multibillion-dollar plan to buy new warships, though also because some things ended up costing less than expected. The government does deserve credit for having increased investments in equipment to levels not seen since the height of the war in Afghanistan in 2010 and 2011, said defence analyst David Perry of the Canadian Global Affairs Institute. “And if they can actually move as much as the deputy (minister) was saying, and they only leave $1 billion on the table, that will be the best year in the last several decades,” said Perry, who has previously warned that delays in the procurement system could derail the defence policy. “But there are a bunch of impacts from not being able to spend money on schedule. One is you don't have the actual gear to do what you want. And project budgets lose purchasing power when money is not spent on schedule. So it's not good to have delays.”

    Canadian Armed Forces equipment delivered late half the time, auditor general finds

Published on Jul 8, 2020 10:32am Half of all late requests for military materials and equipment arrived in Canadian soldiers' hands more than two weeks behind schedule because of a problem-ridden supply chain that often forced the military to incur extra shipment costs, a new report from the Auditor General has found. “We concluded that National Defence often did not deliver on time the materiel the Canadian Armed Forces requested, and that it did not have the right controls in place to determine whether it avoided needless transportation costs,” said the report authored by Auditor General of Canada Karen Hogan, which was released on Wednesday. During the period of the audit, there were approximately 1 million requests for materiel — military materials and equipment — submitted and fulfilled by National Defence. The audit oversaw all materiel covered by the National Defence Act, with the exclusion of ammunition, bombs, missiles and large equipment like aircraft, vessels and vehicles. The Auditor General found that 50 per cent of all late materiel requests were delayed by at least 15 days and 25 per cent were at least 40 days late. Of the highest priority requests — of which there were about 86,000 observed — 60 per cent were late. Fifty per cent of all were at least six days late, and 25 per cent were at least 20 days late. The Auditor General found that 162,000 requests, about 16 per cent of all it tracked during its audit, were more than one year late, having been stalled at some point in the supply chain. The goal of National Defence's supply chain is to “fulfill materiel requirements in the most economical and timely manner possible,” the Auditor General's report says. It attempts to achieve this by keeping equipment nearby where it thinks it will eventually be used. However, most equipment bought by the military is initial delivered to Canadian Armed Forces supply depots in Edmonton and Montreal. They then supply regional warehouses, which supply smaller localized military units. Materiel is transferred at units' requests, which are made in a number of ways, but are defined as being of one of three levels of priority — high priority, essential and routine. “We found that National Defence's systems and processes often did not ensure the timely and efficient delivery of military supplies to the Canadians Armed Forces,” Hogan's report says. Stock shortages caused delays, National Defence poorly managed priorities and costs for transportation were bungled. Per it's report, the Auditor General made three recommendations. It suggested that National Defence review its materiel forecasting to ensure it sufficiently stocks items at the correct locations, that it improve its oversight of high-priority requests so that the categorization is only used when necessary, and that it provide clear guidance on how to select the proper mode of transportation for items to ensure that decisions about shipments are based on fully understanding how much it'll cost. In a statement released shortly after the Auditor General's report, Defence Minister Harjit Sajjan said he “welcome(s)” its findings and accepts all recommendations. Similar concerns were raised a few years ago by the Auditor General's office about National Defence's equipment supply. In the fall of 2016, it raised issues with the military's ability to properly account for its inventory. The same fiscal year, National Defence announced a 10-year inventory management plan to address the Auditor General's concerns. The Trudeau government also released its multi-decade defence policy in the spring of 2017. One of the focal points of Strong, Secure, Engaged was to ensure the military was properly equipped. “Providing (the women and men of the Canadian Armed Forces) the training, equipment and care they deserve is the most important objective of this policy,” reads a line from the opening paragraph of Sajjan's opening message in more than 100-page policy. Upon being re-elected, Sajjan was again reminded of his responsibility to “ensure the Canadian Armed Forces have the capabilities and equipment required to uphold their responsibilities,” in the mandate letter assigned to him by Trudeau. In an emailed statement to iPolitics, Conservative Defence Critic James Bezan said “effective and efficient supply chains are crucial to the operating capability of the Canadian Armed Forces.” “Our military heroes rely on these supply chains to defend Canadians at home and abroad. It is clear that more work needs to be done in order to make these supply chains better for our men and women and uniform,” Bezan said. “The delivery of supplies must be timely so that materiel reaches military members when they need it,” Hogan's recently released report said.     By: Valerie Insinna WASHINGTON — As the U.S. Air Force looks increasingly toward virtual reality for speeding up and cutting the cost of pilot training, Canadian defense firm CAE is stepping forward with own courseware and virtual reality system with the hopes of attracting interest from the U.S. and international militaries. CAE will debut its CAE TRAX Academy curriculum and Sprint Virtual Reality trainer this week at the Interservice/Industry, Training, Simulation and Education Conference. Throughout the show, the company plans to conduct T-6 flight demonstrations using both products. CAE was inspired by the U.S. Air Force's Pilot Training Next program, which uses virtual reality and other cutting-edge simulation technologies to immerse new pilots in flight training, allowing airment to move more quickly and effectively through training. But CAE is hoping to build on the principles of Pilot Training Next and package it to be purchased by the U.S. Air Force and international militaries, said Phillipe Perey, the head of technology for CAE's defense business. “With Pilot Training Next, everyone is looking with big eyes saying, ‘Wow, oh wow,' but [some generals] are sort of like, ‘Would you really embrace this and do that for your entire air force?'” he said. “So perhaps this is a way of taking the great mission of Pilot Training Next and bringing into that environment with many of the key capabilities that customers have been used to, [such as] true aircraft simulation and many other aspects like a force-feedback stick.” All of the Sprint virtual reality trainer's hardware — including the Varjo VR-2 headset — are commercial off-the-shelf products and can be modified or swapped with a different device to meet the customer's needs. The real value, Perey said, is the software and courseware of TRAXX Academy, in which students progress from mobile apps and VR trainers to a higher fidelity flight simulator. “I think it really drives efficiencies at two levels. One, it reduces costs because the students in there are able to progress at their own pace. Them being alpha personalities; they don't want to be average. They want to be top of class, and they will see how other students are performing and they will be able to pick up their pace,” he said, adding that a six month class could take four months or less to complete if students are driven to complete the coursework. Secondly, the use of self-paced tools and virtual instructors decreases the need for human instructors that could be filling other needed functions within an air force, Perey said. In developing the Sprint VR trainer, CAE started with same kit as used in the Pilot Training Next program, and tweaked it to create “a better self-paced learning environment," he said. CAE made a number of adjustments: Using the same software on the virtual reality trainer as the full flight simulator, substituting a joystick that better simulates G forces, and adding haptics so that pilots can feel vibration or other sensory feedback that they would normally expect while operating the aircraft.
