    SkyAlyne: A True Canadian Collaboration for FAcT

    In May 2018, CAE and KF Aerospace joined together to form SkyAlyne Canada – a 50/50 joint venture to focus on developing and delivering military pilot and aircraft training in Canada. These two companies currently deliver all phases of pilot training to the Royal Canadian Air Force through the NATO Flying Training in Canada (NFTC) program and the Contracted Flying Training and Support (CFTS) program. These programs will come to an end in the next few years and Canada is looking to award a new contract to renew its existing aircrew training services through the Future Aircrew Training program (FAcT). Vanguard recently had the opportunity to speak with Peter Fedak, Program Solutions, SkyAlyne Canada. Can you tell us a little more about this joint venture between CAE and KF Aerospace? Peter Fedak: CAE and KF Aerospace are the current providers of all phases of military pilot training and air combat system operator training in Canada. Since we have the knowledge, experience, and credibility with the RCAF in providing these training services to them, we thought that by joining together we can provide the best solution for Canada. The best way to do that was to create an entirely new entity – a 50/50 joint venture – with two leading air training Canadian companies. That led to the birth of SkyAlyne, a true collaboration to bring the best solution for the future, provided by a truly Canadian organization. The expertise that we possess – right here in Canada – is a real benefit to Canadians and the RCAF. What are some of the top training challenges with the current programs? PF: With any government program, the most important thing to taxpayers is cost. In Canada, we have some unique environmental challenges that drive the cost up, like the weather, flying below 40 degrees Celsius or above 40. This requires infrastructure, aircraft requirements, and personnel to operate in these extreme temperatures. Another challenge is timing. The NFTC program will expire in 2023, with an option year to 2024. The timeline to engineer the transition, planning, and infrastructure is a challenge that we and the government recognize, but we are ready to face it. With our ongoing programs, we are well situated to seamlessly make the transition for Canada. If SkyAlyne is selected for the FAcT program, what are some of the capabilities that this joint venture will bring to the table? PF: A key part in the lead up to FAcT will be to maintain the existing training programs while transitioning to the new program. We have the employees, technical and infrastructure base with the current programs and the ability to seamlessly move between the two. The most valuable resource is people and under NFTC and CFTS, we have a true core human resources capability of trained, qualified and professional people that work under these programs every day and are committed to the success of the pilot training program for the RCAF. Having these personnel is a real core capability for us to maintain the production of pilots while moving forward. Can you share with us some of the lessons or takeaways from the CFTS program that you think would be important to incorporate into the FAcT program? PF: The key lesson is the relationship. We didn't create this program and then offer it to the RCAF. We are here because of the RCAF and the Government of Canada. We are here to support them by understanding the culture and people and building on that by working closely with them to keep the program moving forward. This is truly a long-term relationship, like a marriage. We are here for 22 years under this contract and looking for another 25 years. So, it's a matter of establishing and maintaining that trust going forward. That's the only way you can get through these long-term complex contracts – building a good relationship.     RCAF participates in highest-level simulated mission circling the globe

    by Bill Brown From Sept. 9 to 20, 2019, personnel from Royal Canadian Air Force's (RCAF) Aurora CP-140 fleet participated Exercise Coalition Virtual Flag (CVF) 19-4, which is led by the United States Air Force (USAF). More than 450 joint and coalition warfighters, located at 23 sites and on three different continents, participated. Canadian participants used the Aurora procedure crew trainer (PCT) mission simulator located in 404 Long Range Patrol and Training Squadron's Thorney Island Simulation Centre at 14 Wing Greenwood, N.S., to participate in the virtual exercise. Using distributed mission training (DMT) architecture, the PCT was connected to dozens of combat missions and flight simulators throughout Canada, the United States, the United Kingdom and Australia. The exercise was hosted by the 705th Combat Training Squadron (CTS) at Kirtland Air Force Base in New Mexico. “Coalition Virtual Flag is an opportunity for our coalition and joint partners to get together. It's a theatre-level exercise that we can practice our tactics, techniques and procedures,” explained the United States Air Force's LCol Angela Messing, commander of 705th CTS. “It takes place in the virtual and simulated world with environment generators that replicate the exact threats that we're facing.” Canadian planning for the annual complex, joint warfare simulation started almost a year ago, with 404 Squadron's modeling and simulation experts working closely with the Royal Canadian Navy's Distributed Mission Operations Centre, the RCAF Aerospace Warfare Centre's modelling and simulation co-ordination team, and modelling and simulation planners Distributed Mission Operations Center at Kirtland Air Force Base. 404 Squadron and 405 Long Range Patrol Squadron provided two crews to complete the five missions. Crew planning took place over several days, and included preparing for authentic anti-surface and anti-submarine warfare tasks. The Aurora crews faced a multi-threat, open conflict simulation scenario, and worked alongside allies from the United States Air Force, the United States Navy, the Royal Australian Air Force and the Royal Air Force. Exercise Coalition Virtual Flag represents the highest level of training that can be achieved through simulation. The crews must fight together or fail together. Miscommunication on and off their own aircraft can have deadly results, with friendly units engaged by opposing force weapons systems. The Aurora is a very capable surveillance and reconnaissance aircraft and, using its advanced sensors, has abundant tactical information to share with supported fighting forces. Adding to the opportunity of exercising in a coalition DMT environment, crews conducted tactics development and confirmation for two tactical electronic warfare instructor course mentors. With the centre of excellence residing in 404 Squadron's Simulation Flight, the CP-140 fleet will continue to advance its simulation training capabilities.     Talon Helicopters of Richmond, B.C., is ready to take on nighttime fire attack missions with its night vision goggle (NVG) approved Airbus AS365 N2 Dauphin — the only Transport Canada approved NVG night fire attack medium helicopter in Canada. The nine-passenger aircraft, configured with a night vision cockpit and cabin, has been approved for day and night fire attack operations with the Simplex Model 301 belly tank, which can hold up to 901 litres (238 gallons) of water. Peter Murray, president of Talon Helicopters, said the company is taking advantage of the benefits and safety factors of NVGs, and “the ability to not have a grounding time.” Talon's AS365 is approved to fight fires at night with the Simplex Model 301 belly tank, which can hold up to 901 litres of water. Heath Moffatt Photo He added: “With doing initial attack at night... if a fire starts at 11 p.m. and you're on it at 11:30 p.m., of course you're going to reduce the impact the fire makes if you're on it six or eight hours earlier than if you got on it in the daylight. . . . So we're right on the leading edge of all this.” The NVG certification for the Dauphin has been a multi-year project for Talon. Murray said the company has had the capabilities to fight fires at night for just under a year now, but recently received approval from Transport Canada for all part 702/703 operations with NVGs, which includes flying passengers at night. All of the company's pilots have completed basic NVG training, and “the AS365 pilots have done advanced NVG [training],” said Murray, “so they can go into remote areas and land at night with NVGs.” Murray said the Dauphin outfitted with the Simplex tank is 30 per cent faster than other belly tank-equipped mediums. “It's a fast tank for this machine. With the snorkel stowed, it's 140 knots VNE. . . . With the snorkel on its 120 [knots]. If you're going out to do initial attack and go a distance, you're going to go there at 140 knots and you're going to get there faster,” he said. The Simplex tank has an easy install process with four hard points on the aircraft, and can be removed just as easily for a different mission configuration. “You can probably do the whole hook change and remove the tank within 20 minutes or a half-hour,” said Murray. In place of the belly tank, the Dauphin can be equipped with a 350-gallon FAST Bucket for daytime wildfire operations. A multi-mission helicopter, Talon's Dauphin is also used for medevac, search and rescue, aerial lift work and passenger transport operations. “We call it the Swiss Army knife of helicopters because we have a full approved stretcher kit (we got that approved in Canada), and then we have the hoist as well; we're approved for day and night hoisting” using Transport Canada approved crew harnesses and evacuation equipment, and a 300-foot hoist cable with a 600-pound load limit. Along with its night fire attack and nighttime hoist certifications, Talon is approved for night hover entry/exit. The aircraft has a number of STC'd avionics upgrades including the Garmin GTN 750 touchscreen navigator, helicopter terrain awareness warning system, traffic collision avoidance systems, and automatic dependent surveillance-broadcast. Building on the company's NVG firefighting capabilities, Murray said Talon is looking into collecting data on daytime and nighttime fire attack operations to evaluate the difference in the cost of fighting the fires and the cost of losing resources like trees, as well as structures. For example, “what would happen if we put 20,000 litres of water around one burning tree at nighttime... what would we have in the morning? Would it be a mop up for a couple of days, instead of a two-month production?” he said.
