    NGA looking to academia and industry to boost research efforts

    Nathan Strout The National-Geospatial-Intelligence Agency issued a new Broad Agency Announcement July 6, giving researchers and academics a new pathway to present intelligence solutions to the agency. NGA is responsible for delivering geospatial-intelligence to war fighters, policy makers and the intelligence community. Under this announcement, the agency is looking for solutions from industry and academia to help them accomplish that mission. “The release of this BAA will help accelerate our research endeavors and provide NGA with the ability to expand and diversify its research performer base, while giving us better flexibility and agility in research contracting efforts,” said Cindy Daniell, director of research and NGA, in a statement. The BAA is seeking research and development concepts that address one or more of the following topics: Foundational GEOINT; advanced phenomenologies, and analytic technologies. Foundational GEOINT - The creation of always accurate, high-resolution, continually updated representations of the earth's properties, available on demand. Advanced Phenomenologies - The use of novel methods and efficient strategies to deliver spatially, spectrally and temporally resolved data from a growing number of traditional and non-traditional sources. Analytic Technologies - The ability to leverage new data sources and new analytics techniques to add geospatial intelligence to multi-intelligence analytics in an effort to address emerging threats and mission domains. More details on each technical domain can be found in the BAA. According to the announcement, NGA plans to make multiple awards, which may take the form of procurement contracts, grants, cooperative agreements or other transactions for prototypes and follow-on production. The agency will be issuing response dates for individual topic areas within the three stated technical domains periodically.     SUE GORDON, THE principal deputy director of national intelligence, wakes up every day at 3 am, jumps on a Peloton, and reads up on all the ways the world is trying to destroy the United States. By the afternoon, she has usually visited the Oval Office and met with the heads of the 17 intelligence agencies to get threat reports. The self-described “chief operating officer of the intelligence community” has a lot to worry about, but the nearly-30-year veteran is generally optimistic about America's future. Now, she says, she just needs Silicon Valley to realize that tech and government don't have to be opposed. On a recent trip to Silicon Valley, Gordon sat down with WIRED to talk about how much government needs Silicon Valley to join the fight to keep the US safe. She was in town to speak at conference at Stanford, but also to convince tech industry leaders industry that despite increasing employee concerns, the government and tech have a lot of shared goals. “I had a meeting with Google where my opening bid was: ‘We're in the same business'. And they're like ‘What?' And I said: ‘Using information for good,'” Gordon says. That's a hard sell in Silicon Valley, especially in the post-Snowden years. After Snowden's leaks, tech companies and tech workers didn't want to be seen as complicit with a government that spied on its own people—a fact Gordon disputes, saying that any collection of citizen's information was incidental and purged by their systems. This led to a much-publicized disconnect between the two power centers, one that has only grown more entrenched and public in 2018, as Silicon Valley has undergone something of an ethical awakening. Gordon agrees with and supports a broader awareness that technology can be abused, but came to Silicon Valley to explain why government and tech should solve those problems hand in hand. Pairing Up Gordon knows from public-private partnerships. The CIA's venture capital accelerator In-Q-Tel—which for nearly 20 years has invested in everything from malware-detection software to biochemical sensors to micro-batteries—was Gordon's idea. Groundbreaking at its conception, In-Q-Tel directly funds startups that could be of interest to national security, without limits on how that money can be used, and without owning the intellectual property. Among other successful investments, In-Q-Tel backed a company called Keyhole, which Google would go on to acquire and turn into Google Earth.     FLIR Surveillance awarded $12.6M for sensors aboard littoral combat ships

    Aug. 16 (UPI) -- FLIR Surveillance Inc. received a $12.6 million contract for supplies, repairs and upgrades to sensor systems aboard U.S. Navy littoral combat ships. The contract, announced Thursday by the Defense Department, refers to FLIR's Saffire III Electro-Optics Sensor Systems. The systems offer image stabilization, long-range and thermal imaging and color and low-light cameras. The systems are useful in search and rescue operations, reconnaissance, border and coastal patrol and target identification, the manufacturer said. Thousands of the ball-shaped 22-pound systems, which attach to horizontal planes of a vessel or aircraft, have been affixed to helicopters and fixed-wing aircraft, as well as on the shallow-water littoral combat ships. The unit includes an optional sensor system for chemical, biological, radiological and nuclear detection. In May, the company received a $48.1 million contract with the U.S. Army for reconnaissance vehicle sensor suite upgrades.
