New partnerships formed in quest to snag US Army Stryker up-gunning deal

Industry is bracing for surprise entries and team changes in the US Army's up-gunning competition with at least one big switch up: Pratt Miller partnering up with Rafael Defence and Oshkosh Defence.

After a two-and-a-half-month deadline extension, all Medium Calibre Weapons System (MCWS) programme proposals and bid samples are due to the army on 24 August. Although many vendors are remaining tight lipped over whether they are still competing, Janes has confirmed with multiple, wholly separate, sources that Pratt Miller is no longer teaming up with CMI Defence and is now saddled up with Rafael and Oshkosh for its bid.

The service declined to comment on any team changes and said specific vendor information, including system performance and on-going participation, are considered “source selection sensitive”.

“The US [government] does not and has not provided vendor direction on who to partner with or what systems to utilise to protect the integrity of the competition,” Ashley John, director for public and congressional affairs for the Program Executive Office for Ground Combat Systems, told Janes on 12 August. “Each vendor partnership is independent of government input and has been developed directly from party to party.”

Under the competition, the army wants to select a team to outfit Stryker vehicles with 30 mm cannons. Service plans called for a two-phased, concurrent approach involving a design integration study phase to help inform requirements development and the acquisition strategy, and a separate Stryker MCWS request for proposal (RFP).

(NASDAQ: IRDM) today announced that it has been awarded a $738.5 million, seven-year, fixed-price contract with the United States Department of Defense through the U.S. Air Force Space Command (AFSpC) to provide unlimited satellite services from its unique Low Earth Orbit (LEO) constellation.     US Air Force delays full-rate production decision for KC-46 aircraft

    By: Valerie Insinna WASHINGTON — The U.S. Air Force will delay a full-rate production milestone for the KC-46 aerial refueling tanker to the end of fiscal 2024 to correspond with a fix for one of the aircraft's key systems, the service announced late Monday. The Pentagon's independent weapons tester — Director of Operational Test and Evaluation Robert Behler — intends to conclude operational testing of the KC-46 only after prime contractor Boeing fixes the tanker's critical deficiencies and has finalized its production configuration. “Accordingly, the Air Force will defer the KC-46 full rate production decision until after the completion of [initial operational test and evaluation], and the receipt of the statutorily-required Beyond Low Rate Initial Production report from [Behler],” the Air Force said in a statement. The KC-46 program has several remaining category 1 deficiencies, the term used by the Pentagon to describe the most serious form of technical problems. Two of the deficiencies involve the aircraft's remote vision system, which is a series of cameras and sensors used by the boom operator to see outside the KC-46 and refuel other aircraft. The Air Force has contended that the RVS does not properly function in all weather and lighting conditions; the service has refused to deploy the KC-46 until the problem is fixed. Boeing in April agreed to completely redesign the system on its own dime, which will take until at least 2023. One other issue involves the KC-46 boom, which was developed to meet NATO-specific requirements but cannot refuel the A-10 aircraft. The Air Force is paying to redesign the boom actuator, as the service signed off on the original design and did not realize until afterward that it did not meet the specifications needed to refuel the A-10. In March, the Air Force announced an additional category 1 deficiency after maintainers found fuel leaking between the tanker's primary and secondary fuel protection barriers. It is unclear whether this is still a problem, as Boeing had already developed a fix and began retrofitting aircraft when the issue was revealed. “Given its confidence in deficiency resolution timelines for both the aerial refueling boom and Remote Vision System, the Air Force is rescheduling the KC-46's Full Rate Production Decision milestone to late Fiscal Year 2024,” the service stated. The Air Force notes that delaying the full-rate production decision will not affect the program's cost — which is locked into place courtesy of a firm, fixed-price deal with Boeing that holds the contractor financially responsible for cost overruns;nor will it cause the service to alter its current delivery schedule. Boeing is already producing KC-46s at “full rate,” which for the program is 15 tankers per year. It delivered the first KC-46 to McConnell Air Force Base, Kansas, in January 2019. Since then, Altus Air Force Base, Oklahoma, and Pease Air National Guard Base, New Hampshire, have also taken on new KC-46s. Boeing is set to produce 179 KC-46s over the program of record.     DSEI: Unleash the hornets: Combat vehicles and robots get new kit to increase standoff

    By: Jen Judson LONDON — A FLIR System that deploys tiny unmanned aerial vehicles from a ruggedized container affixed to the front of a vehicle is helping to shape how advanced teaming can be used on the tactical edge against near peer threats. At DSEI — a major defense exposition in London — the system that deploys Black Hornet UAVs, which is the system chosen by the U.S. Army for the Soldier Borne Sensor program, made its appearance in several variations around the showroom floor. Rheinmetall had it built onto the front of its Mission Master Unmanned Ground System representing a surveillance variant. At Kongsberg, the system is integrated with a remote weapon station. The idea is that the package of tiny UAVs can be forward deployed from a combat vehicle while soldiers stay inside and maintain standoff from enemy forces. The UAVs can perform reconnaissance and possible targeting assistance so the vehicle knows where it can shoot. The data from the UAVs tiny camera can feed right back into the vehicle's weapon station providing intel to the gunner, for instance. The concept was first unveiled in a prototype at the Association of the U.S. Army's annual conference in Washington in 2018, but it is now a full-up system ready for the market, according to Ole Aguirre, FLIR senior director of UIS Strategic Initiatives and Partnerships in the company's unmanned systems and integrated solutions division. The system accommodates four Black Hornets in four individual compartments, which close up to protect the little drones. Two UAVs can be deployed at once while the other two charge using power from the vehicle, Aguirre said. The entire box that can be attached to the front of the vehicle is ruggedized to the level it can withstand the environment of a tank, he added. The system can be controlled from inside the vehicle using the remote weapon station or a tablet or the traditional controls that go with the U.S. Army's Soldier Borne Sensor. It has been built using NATO standards so it can be integrated into command and control systems. Placing the box of UAVs outside of the vehicle is important so that a soldier wouldn't have to open up the hatch on a vehicle to throw one out and space is highly limited inside most tanks and combat vehicles. The Black Hornet's range is roughly a 2,000 meter radius, but FLIR is looking at how to extend the range of the UAV to meet a requirement defined by a pacing threat of 3,000 meters, Aguirre said. Because the system is versatile, it can be used on small UGVs all the way up to tanks and so FLIR sees opportunity across the U.S. Army's many vehicle modernization programs and also with current systems. The company is investing heavily in evaluating utility for the U.S. Army, Aguirre added, but there is also strong international interest in Europe and the Middle East particularly. The system is a step forward in conceiving feasible integration concepts for advanced teaming between UAVs and manned and unmanned ground vehicles. Two years ago at DSEI, there was a striking lack of integration of unmanned aircraft systems into vehicle concepts. For example, Finnish defense company Patria was the only one to display a concept integrating a drone with a vehicle — mounting the hand-launched Black Hornet atop a little stick on the roof of the back end of its armored modular vehicle. Eurosatory in 2018, held in Paris, showed a little more evolution in advanced teaming between aerial systems and vehicles.
