New, Low-Cost Air Force ISR Drone Prototype Flies 2.5 Days

The Air Force Research Laboratory believes it's on to something when it comes to long-endurance drone flight.

WASHINGTON: While other commercial and military drones have flown longer, the two and a half day flight of the Air Force's latest unmanned aircraft prototype this week does represent a kind of breakthrough for the US military: proving that commercial technology can be adapted to build affordable long-endurance and highly capable surveillance drones.

And the Air Force Research Laboratory (AFRL) in Dayton, Ohio is convinced that the new, autonomous Ultra-Long Endurance Aircraft Platform (Ultra LEAP) will be able to stay in the sky for longer in future flight tests.

“Developing a UAS with this level of endurance is an incredible achievement for future warfighting and battlefield success,” said Paul Litke, the AFRL project engineer for Ultra LEAP. In an Air Force announcement yesterday, Litke explains that since the system employs many commercial off-the-shelf components, Ultra LEAP will dramatically reduce the costs for high performance intelligence, surveillance and reconnaissance (ISR) drones.

The “2.5-day Ultra LEAP mission is a significant milestone in solving the tyranny of distance problem for ISR systems,” said Dr. Alok Das, director of AFRL's Center for Rapid Innovation (CRI). “It will provide immediate benefit to our warfighters while at the same time paving the path for future low-cost, multi-day endurance ISR systems.”

Ultra LEAP is based on a commercially available “sport-class” commercial airframe — sport aircraft cost anywhere between $20,000 and $140,000. An AFRL spokesman told Breaking D today that the service could not release the name of the company providing the chassis “for security reasons.”

The basic airframe was souped up by AFRL to carry a “customizable suite of ISR tools” that feature “secure, easy to use navigation employing anti-jam GPS and full global operational access via a satellite-based command and control and high-rate ISR data relay link.” The aircraft body was further “converted to a fully automated system with autonomous takeoff and landing capabilities,” the press release said.

The high level of automation it provides will enable greatly reduced operator training requirements for the Air Force. Smaller support crews will also lead to lower operating costs, according to AFRL.

“As the Air Force balances current readiness with long-term modernization, Ultra LEAP represents an affordable approach that supports both existing and future force needs,” said Maj. Gen. William Cooley, AFRL commander, adding that the “enhanced UAS capabilities along with the cost savings offers the military a winning solution.”

The Ultra LEAP effort evolved from an earlier AFRL experiment, just called LEAP but with the A standing for aircraft, started in 2016.

Then AFRL Commander Robert McMurry testified to Congress in September 2016 that the program, managed by CRI, was designed to provide “a revolutionary, low-cost, low acoustic signature, persistent aerial ISR capability to address Combatant Command and U.S. Special Forces ISR gaps by converting a proven, fuel-efficient Light Sport Aircraft into an UAS.” Four of the original LEAP aircraft were deployed in early 2016 in conjunction with Special Operations Command, he said.

McMurry added that “LEAP significantly bends today's ISR cost-performance curve and enables needed counter- insurgency capability and ISR capacity at a fraction of the cost of comparably performing systems.”

The original LEAP was capable of missions up to 40 hours and has completed more than 18,000 combat flight hours.

Using the same commercial customization strategy as the original LEAP, CRI developed Ultra LEAP from concept to first flight in less than 10 months, the AFRL release explained, and the system could be ready for operational fielding as soon as 2020.

The Air Force is interested in developing a range of long-endurance ISR drones, and in August 2018 issued its Next Generation Intelligence, Surveillance, and Reconnaissance Dominance Flight Plan. The plan sets out the service strategy for “a shift from a manpower-intensive permissive environment to a human-machine teaming approach in a peer threat environment.”

For example, the Air Force issued a $48 million contract to Boeing's Aurora Flight Sciences subsidiary for its Orion drone in January 2018. Orion has an endurance of 80 hours.

In May of this year, AFRL worked jointly with Lockheed Martin to enhance its Condor eXtended Endurance and Payload (XEP) — improving its endurance from two hours to four. The team also improved the small drone's fuselage to accommodate multiple payload types, according to a May 22 Lockheed Martin press release.

The current record for the longest flight time by an unmanned aerial vehicle is held by the pseudo-satellite (an airframe that flies very, very high in the stratosphere) called Zephyr, developed by Airbus Defense and Space. It flew for more than 25 days in the fall of 2018.

The US military's most famous drone, the armed MQ-1 Predator made by General Atomics, has an endurance of 40 hours.

    Pentagon Plans to Cut Procurement, Boost R&D in 2020

    By Jon Harper The president's fiscal year 2020 budget request for the Defense Department would reduce procurement of existing systems while increasing research-and-development spending as the Pentagon pursues new technology to take on advanced adversaries. The Trump administration is asking for $718 billion for the Pentagon, including a whopping $164 billion in overseas contingency operations funding, also known as OCO, and $9.2 in “emergency spending” for border wall construction and post-hurricane reconstruction efforts, according to budget documents released March 12. The documents note that $98 billion of the OCO funding is for base budget needs. Putting base money in OCO accounts, which aren't subject to 2011 Budget Control Act caps, is a long standing gimmick that the executive branch and Congress have used in recent years to get around military spending limits. The proposed topline would be see a $33 billion boost relative to what was enacted in fiscal year 2019, a gain of 4.9 percent in nominal terms and 2.8 percent real growth when accounting for inflation. The Army would see the largest budget increase of $12.5 billion. The Air Force and Department of the Navy — which includes the Marine Corps — would see gains of $11.8 billion and $9.9 billion, respectively. Defense-wide accounts would decrease by $930 million. The administration is asking for a total of $750 billion in defense spending, which includes nuclear weapons programs and various projects carried out by the Department of Energy and other agencies. That is $34 billion, nearly five percent, more than was enacted in 2019. Officials said the 2020 budget request reflects a renewed focus on great power competition with adversaries such as Russia and China. “The national defense strategy has made it very clear that to preserve the peace, we must be prepared for the high-end fight against peer competitors,” David Norquist, the Pentagon's acting deputy secretary of defense, told reporters during a briefing at the Pentagon. “Future wars will be waged not just in the air, on the land or at sea, but also in space and cyberspace, dramatically increasing the complexity of warfare. This budget reflects that challenge.” It includes the largest research, development, test and evaluation funding request in 70 years, Norquist noted. “We have increased ... RDT&E and we have decreased procurement to reflect our focus on modernization,” Deputy Undersecretary of Defense (Comptroller) Elaine McCusker said. Under the budget blueprint, RDT&E funding would grow by more than $9 billion to $104.3 billion, nearly a 10 percent boost relative to 2019, according to budget documents. That includes $12.4 billion for the Army, $46.1 billion for the Air Force, $20.4 billion for the Department of the Navy and $25.4 billion for defense-wide projects. Spending on emerging technologies highlighted in the budget documents include: $3.7 billion for “unmanned/autonomous projects to enhance freedom of maneuver and lethality in contested environments;” $927 million in artificial intelligence/machine learning investments for initiatives like the new Joint Artificial Intelligence Center and advanced image recognition; $2.6 billion for hypersonic weapons development; and $235 million for directed energy capabilities to support implementation of directed energy for base defense, enable testing and procurement of multiple types of lasers, and increase R&D for high-power density applications. Meanwhile, total procurement across the department would decrease by $4.2 billion, or about three percent relative to 2019, to $143.1 billion. The decrease is largely driven by reductions in procurement quantities for the F-35 joint strike fighter, C-130 cargo aircraft, AH-64 Apache helicopter and KC-46 tanker, according to budget documents. The Army would see a $1.3 billion cut in procurement, while the Army and Department of the Navy procurement accounts would essentially stay flat with only $66 million and $64 million growth, respectively. Defense-wide programs would face a $3.1 billion decrease. Cyber capabilities would see $9.6 billion in spending across the department to support offensive and defensive cyber operations, cybersecurity technology and cloud computing initiatives. That is an increase of about 10 percent over 2019, according to Army Lt. Gen. Anthony Ierardi, director of force structure, resources and assessment on the Joint Staff. For procurement and RDT&E, space systems — including launch, satellites and support — would receive $11.9 billion, a $2.6 billion jump. About $72 million would resource the initial establishment of a new United States Space Force that President Donald Trump is calling for, according to budget documents. Total spending on the space enterprise would total $14.1 billion, a 15 percent increase relative to 2019, Ierardi said. Aircraft programs would receive $57.7 billion, a $2.5 billion increase compared to 2019. That would including 78 F-35s, which are being acquired by the Air Force, Navy and Marine Corps — a decrease of 15 joint strike fighters compared to the number procured last year. The budget also includes $1.1 billion for eight F-15EX fighters, a souped-up version of legacy F-15 platforms. Ground systems would receive $14.6 billion, about $1.3 billion less than 2019. That includes $1.6 billion for more than 4,000 joint light tactical vehicle that the Army and Marine Corps are buying. Shipbuilding and maritime systems would receive $34.7 billion, a $1.6 billon bump. Missiles and munitions investment would total $21.6 billion, a $900 million increase. High priority munitions such as the joint air-to-surface missiles, long range anti-ship missile, standard missile-6, joint direct attack munition, Hellfire and small diameter bomb are fully funded at the maximum production rate, budget documents noted. Missile defense and defeat systems would get $11.6 billion in acquisition accounts, a $400 million drop. However, there will be a total of $13.6 billion for these types of capabilities once spending on related initiatives are factored in, McCusker said. Nuclear programs would receive $31 billion in funding including $14 billion for next-generation systems such as the B-21 bomber, Columbia-class submarine and ground-based strategic deterrent. Command, control, communications, computers and intelligence systems would get $10.2 billion, a $200 million increase. Science and technology efforts would grow $400 million to a total of $14.1 billion for initiatives such as AI, offensive and defensive hypersonic capabilities, directed energy and quantum sciences. Mission support activities would receive $70.9 billion. In a move that is certain to be controversial, the budget request includes $3.6 billion for border wall construction, as well as another $3.6 billion to backfill construction projects that were delayed in 2019 because money was reprogrammed for Trump's promised border wall after he declared a national emergency, McCusker said. Analysts have attacked the idea of including money in the Pentagon budget to build barriers on the U.S.-Mexico border. American Enterprise Institute defense analysts Mackenzie Eaglen and Rick Berger said the border wall funding was “inappropriately included,” adding that the “real budget” for defense would be about $743 billion excluding the $7.2 billion for wall funding and backfilling delayed military construction projects. “That's basically just growth with inflation from 2019, and it continues a flat spending trajectory for years to come,” they said in a note to reporters. Looking longer term over the course of the future years defense program, the Defense Department topline would see relatively slow nominal growth, decreasing to $713 billion in fiscal year 2021, before increasing to $727 billion in 2022, $742 billion in 2023 and $747 billion in 2024, according to budget documents. Eaglen and Berger also criticized the Pentagon's focus on R&D while cutting procurement. “This strategy continues years of cutting existing weapons programs for the promise of future technological breakthroughs,” they said. “The military not only requires more advanced weapons to compete with Russia and China, but also needs immediate recapitalization for decades-old equipment.     By: Aaron Mehta WASHINGTON — The U.S. State Department has cleared Canada to purchase a package of upgrades for its fleet of CF-18 Hornets, including upgraded radars and weapons, intended to serve as a bridge between the legacy fleet and Canada's future fighter. The package, which comes with an estimated price tag of $862.3 million, would fulfill the requirements for Canada's “Hornet Extension Project Phase 2,” which was announced last year. The program seeks to upgrade the “sensors, weapons, survivability, security and mission support to maintain parity with evolving threats” for 36 of Canada's Hornets, with initial delivery in 2023, according to a statement on the Canadian military's website. Canada has 80 CF-18s in inventory and is in the midst of a long attempt to replace the aging fighters with 88 newer designs — one of which has been marred with restarts and political challenges. The Phase 2 extension is designed to help bridge the capability gap until new jets come online. Among the upgrades included in this potential package: 50 Sidewinder AIM-9X Block II tactical missiles; 38 APG-79(V)4 active electronically scanned array radars; 38 APG-79(V)4 AESA radar A1 kits; 46 F/A-18A wide-band RADOMEs; upgrades to the Advanced Distributed Combat Training System; and technical assistance to support the upgraded jets. “This sale will provide Canada a 2-squadron bridge of enhanced F/A-18A aircraft to continue meeting NORAD and NATO commitments while it gradually introduces new advanced aircraft via the Future Fighter Capability Program between 2025 and 2035,” said a statement from the Defense Security Cooperation Agency, using an acronym for the U.S.-Canadian North American Aerospace Defense Command. “The proposed sale of the capabilities, as listed, will improve Canada's capability to meet current and future warfare threats and provide greater security for its critical infrastructure,” it added. Work would be performed by Raytheon in its El Segundo, California, location; General Dynamics Mission Systems in Marion, Virginia; Boeing's St. Louis, Missouri, facility; and Collins Aerospace in Cedar Rapids, Iowa. Any industrial offset agreements will be sorted out in the future.     General Dynamics rolls out new TRX ground robot at AUSA

    Jen Judson WASHINGTON — General Dynamics Land Systems debuted its new medium-class robotic combat vehicle — Tracked Robot 10-Ton, or TRX — at the Association of the U.S. Army's annual conference, which came together using AI-enhanced design and lightweight materials. TRX is an independent research project that GDLS has been working for over year that builds on the technologies from its successful Small Multipurpose Equipment Transport (SMET) robotic vehicle program, a GDLS spokesperson told Defense News in an interview ahead of AUSA. GDLS won the SMET competition this year after a recompete followed by a protest. GDLS also won the original contract. The 10-ton vehicle has a light chassis that can carry a lot by using some advanced design technologies that the company has developed with partners as well as some unique manufacturing technologies and advanced materials, according to GDLS. The platform is designed to meet a variety of critical missions such as direct and indirect fires, autonomous resupply, complex obstacle breaching, counter-unmanned aerial systems, electronic warfare and reconnaissance. The robot can conduct semi-autonomous operations and is fast enough to keep up with high-speed maneuver formations like the Stryker Brigade Combat Team and the Armored BCT, GDLS said. In GD's virtual exhibit booth at AUSA, the TRX represents an indirect fires configuration that showcases its partnership with drone-maker Aerovironment. The vehicle sports a large payload consisting of a variety of Switchblade loitering munitions. In 2018, GDLS and Aerovironment announced its partnership at AUSA, revealing an armored reconnaissance vehicle for the Marine Corps competition with Switchblade and Shrike 2 unmanned aerial systems incorporated. The goal was to do something similar for the Army's Optionally Manned Fighting Vehicle (OMFV). GD is also providing footage of its combat robot paired with a manned vehicle at the platoon- or company-level at its virtual booth. While the Army did not select GDLS to build medium-class RCV prototypes to be used to determine the feasibility of integrating unmanned vehicles into ground combat operations, the company is prepared for when the Army moves forward with a competition to acquire those types of robots once it has defined requirements through experimentation over the next several years, according to company officials.
