    Security and defence cooperation: EU will enhance its capacity to act as a security provider, its strategic autonomy, and its ability to cooperate with partners

    Today, foreign affairs ministers and defence ministers discussed the implementation of the EU Global Strategy in the area of security and defence. The Council then adopted conclusions which highlight the significant progress in strengthening cooperation in the area of security and defence and provide further guidance on next steps. Permanent structured cooperation (PESCO) The Council adopted today a common set of governance rules for projects within the PESCO framework. The sequencing of the more binding commitments undertaken by member states participating in PESCO is expected to be defined through a Council recommendation, in principle in July 2018. An updated list of PESCO projects and their participants, including a second wave of projects, is expected by November 2018. The general conditions for third state participation in PESCO projects are expected to be set out in a Council decision in principle also in November. Capability development plan and coordinated annual review on defence (CARD) The Council approved the progress catalogue 2018, which provides a military assessment of the prioritised capability shortfalls and high impact capability goals to be achieved in a phased approach. It forms a key contribution to the EU capability development priorities. These priorities are recognised by the Council as a key reference for both member states' and EU defence capability development initiatives. The aim of CARD, for which a trial run is being conducted by the European Defence Agency, is to establish a process which will provide a better overview of national defence spending plans. This would make it easier to address European capability shortfalls and identify new collaborative opportunities, ensuring the most effective and coherent use of defence spending plans. European defence fund The European Defence Fund is one of the key security and defence initiatives by the Commission, reaffirmed in its proposal for the future multiannual financial framework (2021-2027), with a proposed envelope of €13 billion. The European Defence Fund aims to foster innovation and allow economies of scale in defence research and in the industrial development phase by supporting collaborative projects in line with capability priorities identified by Member States within the CFSP framework. This will strengthen the competitiveness of the Union's defence industry. Under the current financial framework, with the same objectives, the European Defence Industrial Development Programme (EDIDP) was agreed by the representatives of the co-legislators on 22 May 2018. The Council welcomes this agreement. The EDIDP should aim at incentivising collaborative development programmes in line with defence capability priorities commonly agreed by EU member states, in particular in the context of the capability development plan. European peace facility The High Representative for Foreign Affairs and Security Policy proposed the creation of a European Peace Facility in the context of the future multiannual financial framework, an off-EU budget fund devoted to security and defence. The aim of the facility would be: funding the common costs of military operations under the Common Security and Defence Policy (currently covered by the Athena mechanism); contributing to the financing of military peace support operations led by other international actors (currently covered by, for example, the African Peace Facility); and providing support to third states' armed forces to prevent conflicts, build peace and strengthen international security. The Council takes note of the proposal and invites the relevant Council preparatory bodies to take the work forward and present concrete recommendations on the proposed facility. Military mobility The aim of improving military mobility is to address those obstacles which hinder the movement of military equipment and personnel across the EU. The High Representative and the Commission presented a joint communication on improving military mobility in the EU on 10 November 2017 and an action plan on 28 March 2018. The Council welcomes this action plan and calls for its swift implementation. As a first step in this direction, the Council approves the overarching high-level part of the military requirements for military mobility within and beyond the EU. The Council also stresses that improvement in military mobility can only be achieved with the full involvement and commitment of all member states, fully respecting their national sovereignty. The conclusions also touch on other strands of work in the field of EU security and defence, including strengthening civilian CSDP, developing a more strategic approach for EU partnerships on security and defence with third countries, and increasing resilience and bolstering capabilities to counter hybrid threats, including further developing the EU's strategic communication approach together with member states. Background On 14 November 2016, the Council adopted conclusions on implementing the EU Global Strategy in the area of security and defence. These conclusions set out three strategic priorities in this regard: responding to external conflicts and crises, building the capacities of partners, and protecting the European Union and its citizens. Since then, the EU has significantly increased its efforts in the area of security and defence. Progress was noted and further guidance provided through Council conclusions on 6 March 2017, on 18 May 2017 and 13 November 2017. Council conclusions on strengthening civilian Common Security and Defence Policy (CSDP) were adopted on 28 May 2018.     Some F-35 suppliers are having trouble delivering parts on schedule, and Turkey’s departure could make that worse

    By: Valerie Insinna WASHINGTON — Lockheed Martin's F-35 Joint Strike Fighter is on the verge of full-rate production, with a decision slated for early 2021. But a congressional watchdog group is concerned that as the company ramps up F-35 production, its suppliers are falling behind. And those supply chain problems could get even worse as Turkish defense manufacturers are pushed out of the program, the Government Accountability Office said in a May 12 report. According to the GAO, the number of F-35 parts delivered late skyrocketed from less than 2,000 in August 2017 to upward of 10,000 in July 2019. The number of parts shortages per month also climbed from 875 in July 2018 to more than 8,000 in July 2019. More than 60 percent of that sum was concentrated among 20 suppliers, it said. “To mitigate late deliveries and parts shortages — and deliver more aircraft on time — the airframe contractor has utilized methods such as reconfiguring the assembly line and moving planned work between different stations along the assembly line,” the GAO said. “According to the program office, such steps can cause production to be less efficient, which, in turn, can increase the number of labor hours necessary to build each aircraft,” which then drives up cost, the GAO added. Those problems could be compounded by Turkey's expulsion from the F-35 program, which was announced last year after the country moved forward with buying the Russian S-400 air defense system. Although Turkey financially contributed to the development of the F-35 as a partner in the program, the U.S. Defense Department has maintained that Turkey cannot buy or operate the F-35 until it gives up the S-400. The Pentagon has also taken action to begin stripping Turkish industry from the aircraft's supply chain, a process that involves finding new companies to make 1,005 parts, some of which are sole-sourced by Turkish companies. Ellen Lord, the Pentagon's undersecretary for acquisition and sustainment, had hoped to stop contracting with Turkish suppliers by March 2020, but in January she said that some contracts would extend through the year, according to Defense One. While the Defense Department has found new suppliers to manufacture the parts currently made in Turkey, it is uncertain whether the price of those components will be more expensive. Furthermore, as of December 2019, the new production rates for 15 components were lagging behind that of the legacy Turkish producers. “According to program officials, some of these new parts suppliers will not be producing at the rate required until next year, as roughly 10 percent are new to the F-35 program,” the GAO said. “Airframe contractor representatives stated it would take over a year to stand up these new suppliers, with lead times dependent on several factors, such as part complexity, quantity, and the supplier's production maturity. In addition, these new suppliers are required to go through qualification and testing to ensure the design integrity for their parts.” The F-35 Joint Program Office disagreed with the GAO's recommendation to provide certain information to Congress ahead of the full-rate production decision, including an evaluation of production risks and a readiness assessment of the suppliers that are replacing Turkish companies. In its statement, the JPO said it is already providing an acceptable number of updates on the program's readiness for full-rate production. Hard times for the F-35's engine supplier Not all F-35 production trends reported by the GAO were bad for the aircraft. Since 2016, Lockheed has made progress in delivering a greater proportion of F-35s on schedule, with 117 of 134 F-35s delivered on time in 2019. However, one of the biggest subsystems of the F-35 — the F135 engine produced by Pratt & Whitney — drifted in the opposite direction, with a whopping 91 percent of engines delivered behind schedule. At one point in 2019, Pratt & Whitney stopped deliveries of the F135 for an unspecified period due to test failures, which also contributed to the reduction of on-time deliveries. According to the Defense Contracts Management Agency, “there have been 18 engine test failures in 2019, which is eight more than in 2018, each requiring disassembly and rework,” the GAO wrote. “To address this issue, the engine contractor has developed new tooling for the assembly line and has established a team to identify characteristics leading to the test failures.     US Air Force gets ready for decision on commercial aerial-refueling services

    By: Valerie Insinna ORLANDO, Fla. — The U.S. Air Force will know by the end of this month whether it will kick-start a competition for aerial-refueling services, the head of Air Mobility Command told Defense News. The service is in the final stages of a feasibility study that is evaluating whether the Air Force should buy commercial tanking services to support day-to-day needs for training and testing, said Gen. Maryanne Miller in an exclusive Feb. 28 interview. “The interest is high on the commercial side. The commercial companies who are considering this are really waiting to see the feasibility study, which will be completed in March,” she said. “The interest is high on the outside. I talked to a few vendors yesterday that was asking me when the study is going to be done. We're all waiting for that.” The study will help the Air Force determine whether it is cost-effective to use commercial aerial-refueling services as well as help set parameters on how a contract could be structured. However, Miller said, industry-operated tankers would not conduct combat or other overseas operations, and instead would be used exclusively for tasks in the continental United States such as augmenting training or for test and evaluation missions that AMC does not always have the capacity to fill. AMC believes its requirement will amount to about 6,000 hours per year, although the study could influence that number. Currently 14 companies have indicated interest in competing for the opportunity, she said. If the service decides to move forward with a competition, it believes it will be able to move from a contract award to an initial operating capability using a few aircraft in about a year, Miller said. “I love the idea. I hope the feasibility proves positive for us. That way we can get our requirements out there, we can start receiving proposals and then work that process as defined. We're optimistic,” she said. “That would be exciting to relieve some of the tension and stress on our force.” Getting Congress to agree to fund aerial-refueling services could be a hard sell, especially as the service considers paring back some of its own capacity. To free up funds for other priorities, the Air Force proposed retiring 16 KC-10s and 13 KC-135s in fiscal 2021. However, the idea has come under fire from U.S. Transportation Command — which has sought funds to buy back 23 of those tankers — as well as lawmakers who question whether the Air Force would be taking on too much near-term risk. But Miller contended that having the flexibility of commercial aerial-refueling services could relieve pressures on the military's own tankers, filling the gap for U.S. missions when there is high demand abroad. “It really just relieves and fills that market of the service missions we just don't get to today. Some of that is readiness-related,” she said.
