    US Army wants help with radios that integrate with augmented reality

    Andrew Eversden ASHINGTON — The U.S. Army wants to know if there are additional radio vendors that can compete on an integration effort involving the service's Integrated Visual Augmentation System, or IVAS. According to a request for information posted last week, the Army's Program Executive Office Command, Control, Communications-Tactical is seeking single-channel data radios that can “support and integrate” with IVAS. The IVAS program, led by the Soldier Lethality Cross-Functional Team, provides soldiers with artificial intelligence-enhanced goggles that assist with navigation, targeting, and advanced night and thermal vision. The current vendors are Silvus and Domo Tactical Communications. The RFI states that the Army will need about 100,000 radios, with procurement starting in the first quarter of fiscal 2022 and delivered to soldiers beginning in June 2022. Paul Mehney, communications director for PEO C3T, said there will be multiple awards. “We believe that the technology has matured in the commercial space and we believe that there's additional vendors that can compete. We've also, through the soldier touchpoints, learned about how these radios are going to be potentially used and in what configuration they'll be used,” Mehney told C4ISRNET. “Initially these radios were intended only to be at the squad level to form a squad network. Now we believe that we can bring that up to the platoon level because the waveforms and the radios themselves have matured in the commercial sector to allow us to bring more nodes into the network, and we may even take a look at bringing them up to the company level as well.” The single-channel data radios, working with IVAS, will provide a small form-factor solution to transport Tactical Assault Kit data between dismounted soldiers to increase situational awareness.     DOD Seeking More COVID-19 Stimulus Funding, Esper Says

    Lee Hudson The Pentagon intends to request additional stimulus funding from Congress to support the defense industrial base in the wake of the COVID-19 pandemic, Defense Secretary Mark Esper says. The funding would go to small suppliers that have been hit hard by the spread of the novel coronavirus, Esper said May 4 during a Brookings Institution event. In recent weeks, Congress has passed about $3 trillion in emergency funding bills related to COVID-19. The Senate is in session this week, but the House has postponed votes. It is unknown when the next stimulus package will wrap up. “We anticipate the likely need for additional monies ... because we see again greater demand with regard to medical supplies and equipment,” Esper said. But House Armed Services Committee Chairman Adam Smith (D-Wash.) said the Pentagon should not receive stimulus funding from the Coronavirus Aid, Relief and Economic Security Act because the public health sector needs it more. Last week, Pentagon acquisition executive Ellen Lord said the Pentagon may have wiggle room to use some of its own operations and maintenance funding to pay for COVID-19-related efforts. Lord cautioned that the Pentagon may not have the fiscal flexibility to pay for new demands on the agency to battle COVID-19. “I will say that we continue to look at gaps in funding we have for specific issues. We continue to work with [the Office of Management and Budget] on that, and we will continue to talk to Congress about what we assess as our needs to really carry out our missions,” Lord said. The Defense Department (DOD) wants to continue supporting the defense industry by issuing progress payments to help with cash flow, Esper said. “DOD is not an island. We really rely heavily on the private sector, and so many of our private sector workforce has been affected by COVID-19,” Esper said. Some defense contractor personnel are infected with the virus, while others are working in states with shutdown orders and management does not want them coming into work because of tight quarters, he said.     DARPA Launches Social Media Platform to Accelerate R&D

    DARPA aims to apply the power of social networks to research and development via a novel social media platform purpose-built to quicken the pace of U.S. technology development. Polyplexus, which was recently launched as a public platform, is designed to increase access to scientific evidence and accelerate hypothesis development, research proposal generation, and research sponsor engagement. The platform's real-time interactions and functionality are designed to dramatically shorten the time between the emergence of concepts and the submission of worthy proposals. The platform facilitates connections among experts across academic disciplines so they can propel novel research opportunities together. Beta-launched for academics only in 2018, Polyplexus is now open to the broader research and development community and features an initial offering of research topics for collaboration and potential funding. DARPA seeks participation from anyone who is interested in sharing and learning about emerging science and technology including researchers, practitioners, and even retirees. “Crowdsourcing on the internet works when the solution exists and can be found,” said John Main, program manager in DARPA's Defense Sciences Office. “However, no amount of crowdsourcing will ever work if it's a research and development problem that must be solved, because the solution does not yet exist. That's why we built Polyplexus as a productivity platform rather than a crowdsourcing platform.” Polyplexus is composed of three integrated components: a public information feed where users can promote interesting research and connect it to other research via tweet-like summary statements called micropubs; a private tool for synthesizing new ideas, known as micropub portfolios; and an incubator environment. Incubators allow research sponsors in government and industry to post specific topics of interest and find research and development specialists to address their challenges. Following a 2018 test phase that was restricted to academic researchers, Version 1 of Polyplexus is now open to the public. Researchers and research sponsors across disciplines and industries are invited to sign up and become “Plexors” at https://polyplexus.com/users/login. During the Beta test phase, DARPA awarded funding to multiple proposals generated by founding members on the platform. Recipients included researchers from the University of Arkansas, Arizona State University, University of North Carolina, University of Miami, and Rensselaer Polytechnic Institute. With the public launch of Polyplexus, DARPA's Defense Sciences Office intends to fund up to 30 one-year seedling efforts developed through Polyplexus incubators over the next 18 months. These funding opportunities are capped at a maximum of $100,000 each. They will roll out at a pace of approximately two per month. Plexors can also contribute suggestions for new features that will be included in Polyplexus Versions 2 and 3, which are planned for development over the next 18 months. “Polyplexus maintains a balance between public information exchange and protection of private intellectual property,” Main said. “It also creates an avenue for broader participation in DARPA research and development, including by those who aren't looking for a research project but who have knowledge to contribute, such as retirees.” Researchers should monitor the announcement and evolution of each individual incubator on the platform to fully understand the topic, opportunity, and requirements.
