Nammo signs major ammunition contract with Sweden

April 16, 2020 - Nammo has signed a contract with the Swedish Defence Materiel Administration for delivery of small caliber ammunition worth SEK 670 million. Covering deliveries from 2020-22, the contract builds on a framework agreement signed in 2017, and will enable to Swedish Armed Forces to strengthen its levels of training and readiness.

”We are honored that the Swedish Armed Forces have placed their trust in us as their primary supplier of small caliber ammunition. Customers like Sweden accept only the best, and also have some very specific requirements that we have to fulfil, so in our view this is a major achievement by Nammo's product and manufacturing teams,” said Reijo Bragberg, Nammo's Executive Vice President for Small and Medium Caliber Ammunition.

This contract is the second issued under the 2017 framework agreement, and covers six different ammunition types, both for training and combat. Going forward, Nammo is looking to expand its cooperation with the Swedish government in line with the strategic partnerships it has developed with both of Sweden's Nordic neighbors. Nammo CEO Morten Brandtzæg sees this kind of collaboration between industry and governments as essential in dealing both current and future security challenges.

”Recent events have again underscored the need to ensure security of supply in all situations, ranging from peace to crisis, conflict and even war. In our view this relies on both industry and governments cooperating more closely, and we stand ready to support from our side,” said Brandtzæg.

    Did F-35 Testing for Extreme Weather Conditions Fall Short?

    By Oriana Pawlyk SALON DU BOURGET, PARIS -- More than 400 F-35 Joint Strike Fighters are operating from 17 bases worldwide. From the near-Arctic region of Ørland, Norway, to a recent deployment in the Middle East, the fifth-generation jet is expanding its reach. But a recent news report shows that weather conditions have some effect on the Pentagon's stealthy fifth-gen fighter, raising concerns about its performance in extreme climate locations. In a recent Defense News report series, the outlet obtained documents showing that cold weather triggered a battery sensor in an F-35 Lightning II in Alaska. While the battery was not affected, the weather "overwhelm[ed] the battery heater blanket" that protects it, prompting the sensor to issue a warning and causing the pilot to abort his mission and land immediately, Defense News said. "We have already developed an update to the software and the battery's heater control system to resolve this issue, and this updated software is available for users today to load on their aircraft in the event they will be conducting extreme cold weather operations," Greg Ulmer, vice president of Lockheed's F-35 aircraft production business, said in an interview with Military.com at the Paris Air Show, adding the update will be in new planes by 2021. The U.S. military anticipated taking the Lockheed Martin-made F-35 around the world, with partners and allies flying the plane in both hot and cold regions, including some that are changing. "The [F-22 Raptor] and plenty of other aircraft have flown out [to Alaska] just fine for decades," Rebecca Grant of IRIS Independent Research told Defense News. Grant is a former director of the Mitchell Institute for Airpower Studies at the Air Force Association. "The F-35 should have had all that sorted out in the climatic lab." Ulmer, however, said all necessary steps were taken in lab testing, and the issue identified was a normal part of the design and development process. "You do the best you can relative to the engineering, understanding of the environment, to design the part. And then you actually perform, and [you realize] your model was off a little bit, so you have to tweak the design ... to account for it," Ulmer said. An F-35A from Hill Air Force Base, Utah, was on static display here during the show. "We're confident in the F-35s performance in all weather conditions," he said. The battery issue was first discovered during extreme cold weather testing at -30 degrees and below at Eielson Air Force Base, Alaska, in February 2018, he added. Ulmer explained there are various tests points done before the plane heads to the McKinley Lab at Eglin Air Force Base, Florida, for robust experiments. The lab is responsible for high-range weather testing of military and commercial aircraft, munitions and weapons. The lab's refrigeration chamber can go as low as -70 degrees, lab chief Dwayne Bell told Military.com during a visit to the facility in 2017. He said at the time that the F-35 program had been one of the most expensive programs tested in the lab to date. There's a wide range of testing costs, but they average roughly $25,000 a day, he said. It cost about $7 million to test the Marine Corps' B-model from the Patuxent River Integrated Test Force, Maryland, over a six-month period, Bell said. The Lightning II was put through major weather testing -- the lab can do everything but lightning strikes and tornadoes -- such as wind, solar radiation, fog, humidity, rain intrusion/ingestion, freezing rain, icing cloud, icing build-up, vortex icing and snow. It handled temperatures ranging from 120 degrees Fahrenheit to -40 degrees, officials said in 2017. But even testing at McKinley is limiting, Ulmer said. "What doesn't happen is that they don't stay there a long time, so once we released [Block] 3F [software] capability, now the operational fleet can actually" test new extremes, he said, referring to both speed and temperature changes. Defense News also found that supersonic speeds caused "bubbling and blistering" on the JSF's low-observable stealth coating, and that hot environments impeded sufficient engine thrust to vertically land the Marine variant. "So they take it" to new environments "and they expose it more than flight test exposed the airplane. I'm an old flight test guy. You expect to learn in the operational environment more than you do in the [developmental test] environment because you don't necessarily fly the airplane [in that environment] all the time," Ulmer said. "So we learned a little bit, and you refine the design, and you solve it," he said, adding that the design and maintenance tweaks are ongoing. "The probability of the issue reoccuring on aircraft in the operational fleet is very low and with minimal impact to safety of flight or operational performance." Thirteen Category 1 deficiencies were found and reported by operators, according to the for-official-use-only documents Defense News obtained. Cat 1 is a label for problems that would directly impact safety or the mission. Those ranged from coating fixes; pressure anomalies in the cockpit that gave pilots ear and sinus pain; and washed-out imagery in the helmet-mounted display, among others. The Air Force, Navy and Marine Corps each fly a variant of the aircraft designed for different scenarios, from landing on conventional runways on land, to catching arresting cables on aircraft carriers, to landing like a helicopter on amphibious assault ships. Responding to the Defense News article series, Lockheed Martin said each deficiency "is well understood, already resolved or on a near-term path to resolution." "We've worked collaboratively with our customers, and we are fully confident in the F-35's performance and the solutions in place to address each of the items identified," the company said in a statement June 12. Growing pains with new planes and weapons programs are common. But the F-35 program has been under scrutiny since its inception, mainly for cost-effectiveness and functionality. A new estimate suggests that operating and supporting fighters for the next 60-plus years will cost the government $1.196 trillion. The older F-22 Raptor has had similar issues, especially with its stealth coating, which officials have said is more cumbersome to fix than the F-35, which was built with a more functional and durable coating in mind. "The [low-observable] system has significantly improved on the F-35 when compared to the F-22," Ulmer said Tuesday.     Navy Awards Contract for First Vessel In Its Family of Unmanned Surface Vehicles

    By: Sam LaGrone July 14, 2020 8:48 PM • Updated: July 15, 2020 6:38 AM The Navy has awarded a contract for the first unmanned surface vessel it will design and build on its own, a key milestone for the eventual family of unmanned systems that will be a key component of the future surface fleet, according to a Monday contract announcement from the Pentagon. L3 Technologies won a $35-million contract to develop a prototype medium unmanned surface vehicle (MUSV) on Monday, which could grow to $281 million if options for eight follow-on craft are exercised, Naval Sea Systems Command announced. The contract calls for delivering the first prototype by the end of the Fiscal Year 2023, according to a release from NAVSEA. “The president's 2021 budget request for the Navy includes additional funding for a second MUSV prototype in FY23. The acquisition strategy for the FY23 vessel is to be determined, however, for flexibility, the development contract contains options for additional USVs,” read the statement. The award to L3 for MUSV is the Navy's first bite at the apple for developing a USV. DARPA contracted for two Sea Hunter vessels in what was originally the Anti-Submarine Warfare (ASW) Continuous Trail Unmanned Vessel (ACTUV) program but has since shifted its focus to be the predecessor to MUSV. A Pentagon office also contracted for two Large USVs as part of the Overlord program, and the Navy will also take those vessels and use them to shape an eventual LUSV program of its own. The Navy envisions a family of unmanned systems that will be the backbone of a future fleet of netted “attritable” platforms that will provide lower-cost options compared to manned surface combatants like the Arleigh Burke-class destroyer or the new FFG(X) frigate program. “The initial focus is on the design, fabrication, testing and support of funded MUSV prototype vehicles. Rapid prototyping efforts will inform procurement of additional MUSV units,” Navy spokesman Capt. Danny Hernandez told USNI News on Tuesday. “The Navy will continue to assess the MUSV acquisition plan and has the option to conduct new or additional competitions, if warranted.” According to a notional list of requirements reviewed by USNI News in 2019, the MUSV would “function as a sensor and communications relay as part of a family of unmanned surface systems being developed by the service. The craft will be able to carry a payload equivalent to a 40-foot shipping container, will operate on its own for at least 60 days before needing to return to port, and be capable of refueling at sea,” reported USNI News. “The craft will have to also be able to autonomously operate under the rules of the maritime road at a cruising speed of about 16 knots with a minimum range of about 4,500 nautical miles and operate via a government-provided communication relay system.” L3 served as a subcontractor for Leidos, the lead contractor for the Sea Hunter program that DARPA contracted for before passing it off to the Navy. However, the next version of the MUSV will be different from the Sea Hunter, Navy officials told USNI News this week. “The MUSV and the existing Sea Hunter vessel have differing missions and requirements. The existing Sea Hunter vessel was designed and built with the mission of anti-submarine warfare and would be capable of tracking and following submarines using a hull-mounted sonar array over long distances. The MUSV will provide and improve distributed situational awareness in maritime areas of responsibility through [intelligence, surveillance and reconnaissance] and [electronic warfare] implemented by modular payloads,” Hernandez told USNI News. While the program is under development, the current Sea Hunter has been assigned to Surface Development Squadron 1 and is set to operate with a carrier strike group in the near future. L3 Technologies Inc., Camden, New Jersey, is awarded a $34,999,948 fixed-price-incentive-firm-target contract for the detail design and fabrication of a prototype Medium Unmanned Surface Vehicle (MUSV). This contract includes options for up to eight additional MUSVs, logistics packages, engineering support, technical data, and other direct costs, which, if exercised, will bring the cumulative value of this contract to $281,435,446. Work will be performed in Morgan City, Louisiana (72.7%); Arlington, Virginia (9.8%); Jeanerette, Louisiana (8.1%); New Orleans, Louisiana (6.6%); Worthington, Ohio (1.7%); Lafayette, Louisiana (0.9 %); and Gautier, Mississippi (0.2%), and is expected to be completed by December 2022. If all options are exercised, work will continue through June 2027.     NAVSEA: New Pentagon Strategy Putting Pressure on Private, Public Maintenance Yards to Deliver Ships on Time

    By: Sam LaGrone VIRGINIA BEACH, Va. — The Pentagon's new focus on high-end warfare with sophisticated adversaries will put increased emphasis and pressure on Navy readiness, and the service's maintenance infrastructure needs to better in fixing ships on time, the head of Naval Sea Systems Command said on Tuesday. Taking cues from Secretary of Defense James Mattis' new National Defense Strategy, all the services are focused on dialing up readiness to meet a higher-level threat, Vice Adm. Tom Moore said during a keynote speech at the American Society of Naval Engineers (ASNE) Fleet Maintenance and Modernization Symposium. “The last year has had the biggest focus on readiness that I have seen in the 37 years I've been in the Navy, and that's on all levels. Navy leadership is talking about readiness every single day, from the [chief of naval operations] on down,” Moore said. “Right now we're not delivering on everything we need delivered, and going forth we really need to deliver, and the pace of change is only going to get faster.” According to Moore, the Navy's public yards are delivering ships on-time about 45 to 50 percent of the time, while private shipyards are getting ships out on time about 35 percent of the time. “It's important to keep in mind that I have 55 ships coming into maintenance availabilities in the private sector in 2019, and in 2018 only 35 percent ships I have in availabilities are expected to move on time,” he said. “Thirty-five percent is just not going to be good enough moving forward to meet the demands that fleet has today.” He indicated that the four public shipyards are improving. “We're starting to see some results. Last year we delivered all four carriers all on time. We stubbed our toe a little bit on Ike,” Moore said referring to the maintenance availability of carrier USS Dwight D. Eisenhower(CVN-69) that has almost doubled in length. Work on nuclear submarines has also lagged in public yards, he said. “All I have to do is look at Ike, Rhode Island and Ohio and Seawolf and some of the ships that are in the yard today to know that's still a challenge for us.” NAVSEA has a plan on the books to retool and refresh its four public yards over the next 20 years and has now turned its attention to the private yards: it needs to contract in a way that promotes more efficient work, and it needs more capacity through more drydocks. “There are people who argue with me that whether we have a capacity challenge or not, but all I do is look that only 35 percent of the ships are delivered on time, and the conclusion I draw is there are not enough people working on ships,” he said. “If we're going to be successful, we have to be able to provide a stable and predictable workload for industry, and we're going to have to be competitive.” NAVSEA is taking yet another look at how it contracts with private shipyards for maintenance, with a plan to modify the Multiple Award Contract/Multi-Order (MAC-MO) contract strategy that was meant to optimize cost for the Navy. “The consensus was, after two years of running with MAC-MO, I think we agree that strategy isn't delivering the results that we need,” Moore said. To improve the process, NAVSEA is working a pilot program that would bundle availabilities on each coast that would allow companies a more predictable set of work. “We'll get bids from industry and we'll be able to lay [our] chips on the table. We'll be able to look at the bids. We'll be able to look at who has capacity and who doesn't. We'll be able to look at, hey, it's important to keep an industrial base, and we'll be able to make decisions that are not solely based on price that will allow us to deliver our ships on time and give you a little more stable and predictive work,” Moore said. “My goal is eventually that we will eventually – on each coast – bundle availabilities six months at a time... so you can know at least what work you can have in the next six months and beyond.” The Navy is set to test the scheme with a three-ship pilot program for repairs of guided-missile destroyers USS Arleigh Burke (DDG-51) and USS Bulkeley (DDG 84) and amphibious warship USS Gunston Hall(LSD-44). With the increase in predictability for bundled MAC-MO contracts, the Navy hopes private industry will invest in infrastructure to handle the planned 355-ship Navy. “The acquisition strategy we have today doesn't incentivize industry to hire and make investments that I think they need to make,” Moore said. “I think that acquisition strategy is the root cause of what I would say was a lack of capacity in the private sector today.” In another bid to expand capacity, the NAVSEA is looking to certify drydocks to Navy standards. Moore said NAVSEA has been in touch with 12 shipyards who mostly don't do work on warships that are interested in having their drydocks certified for use for repair work. Moore said he's also looking to increase private industries ability to work on nuclear submarines. Currently, there are four submarines in repairs at public yards. Overall, Moore stressed the need to improve maintenance is growing as the Pentagon strives to be more dynamic and the service grows. “We're putting strain on the ships, we're putting strain on the men and women out there wearing the uniform that are out there at the tip of the spear, and it's up to us to figure out how to generate the readiness for the force that we have: 287,” he said. “As we go up to 355, if we can't generate the readiness with 287 in terms of delivering ships on time – as you know there's a lot of skepticism that we can do that as we head to 355.” https://news.usni.org/2018/09/19/navsea-new-pentagon-strategy-putting-pressure-private-public-maintenance-yards-deliver-ships-time
