Morocco cleared for massive F-16 fighter buy

WASHINGTON — The U.S. State Department has cleared Morocco for a major increase to its F-16 fleet, including both sales of new planes and upgrades to older models.

The two potential deals cover the purchase of 25 F-16C/D Block 72 fighters, estimated at $3.787 billion, as well as upgrades to the country's existing 23 F‑16s to the more advanced F‑16V Block 52+ configuration, estimated at $985.2 million. Combined, the two sales could net American contractors roughly $4.8 billion.

The new F-16 request represents the single largest notification of fiscal 2019. It is also the second largest purchase requested by Morocco, which in November requested new Abrams tanks.

In addition to the 25 new jets, the larger package includes 29 Pratt & Whitney F100-229 engines; 26 APG-83 active electronically scanned array radars; 26 modular mission computers; 26 Link 16 systems; 40 Joint Helmet Mounted Cueing Systems; 30 M61 Al Vulcan 20mm guns; 40 AIM-120C-7 Advanced Medium Range Air-to-Air Missiles; 50 GBU-49 bombs; 60 GBU-39/B Small Diameter Bombs; and assorted other equipment.

The upgrade package includes much of the same equipment, with similar quantities of AESA radars, Link 16 systems and weapons. The configuration improves the radars and avionics on the older jets.

Per the Defense Security Cooperation Agency, the potential sales “will improve interoperability with the United States and other regional allies and enhance Morocco's ability to undertake coalition operations, as it has done in the past in flying sorties against ISIS in Syria and Iraq. Morocco already operates an F‑16 fleet and will have no difficulty absorbing this aircraft and services into its armed forces.”

Work will be performed primarily by Lockheed Martin, and any industrial offsets “will be defined in negotiations between the purchaser and the contractor.”

As with all DSCA announcements, the sale must pass through the Senate, at which point negotiations can begin; total quantities and dollar totals often change from the original DSCA announcement and final sale.

    David B. Larter WASHINGTON — A rash of technical and safety problems has left the U.S. Navy's fleet short by about 90 fighter pilots. Fixing the issue is an uphill battle, a top aviator said last week. The Navy has seen a slew of issues, including problems with the oxygen flow to the pilots causing negative and unsafe physiological responses in pilots and trainees, as well as readiness and engine trouble with aircraft. All of this has extended the time it takes to create a fighter pilot from three to four years, and the issues have created a gap in the number of pilots in the fleet, naval air training chief Rear Adm. Robert Westendorff said at a virtual Tailhook symposium on Saturday. “We can't just snap our fingers and produce those immediately. The time to train of a strike fighter pilot is about three years; due to the bottlenecks we've had, its getting closer to four years,” Westendorff said. “We're doing everything we can to get that back down to the three-year mark. But the recovery plan is a three-year plan. And if we stay on track, it should take us about three years.” An issue with the T-45′s engines “dramatically reduced” the availability of the aircraft this year, but the program is getting back on track, Westendorff said. Additionally, the general shortfall of F/A-18 Super Hornets throughout the fleet has impacted training, but Naval Aviation has been focused on bringing those numbers back up in recent years by fixing jets unable to fly for mechanical reasons. Naval air training has been beset in recent years with controversy over the so-called physiological episodes, the cause of which has been very hard to pin down.     Marines want a better way do force-on-force tactical shooting training

    After decades of using laser-type devices for shooting simulations and force-on-force tactical warfighting, the Marine Corps is asking for a new way to do fake shooting. A recent request for information is asking the commercial industry to bring ideas to the Corps that would help it make simulated shooting more realistic for up to a battalion-size force and improve current systems. Some versions of those systems have been in operation since Nintendo's Duck Hunt video game was considered high-tech shooting and laser tag advertisements dominated Saturday morning cartoons. This won't hit every Marine Corps installation but many will have it. Based on the RFI, the systems would be employed “to provide turnkey instrumented exercises with After Action Review (AAR) at 29 Palms, Camp Lejeune, Camp Pendleton, MCB Hawaii, MCB Okinawa or MCB Quantico within 3 weeks of notice, as well as support additional exercises upon request at Camp Fuji, Japan, Marine Corps Mountain Warfare Center, MCB Yuma, and specified reserve locations.” And the Marines are not doing this alone. They will be leveraging the Army's Live Training Engagement Component software. That's a tactical training framework so that simulations can be on the same standards and work jointly with other services and potentially foreign partners. One of the key cross functional teams that the Army formed last year included simulated training environment work. The goal is to incorporate better simulations for training at all levels, beginning in the design and procurement of future weapons and other equipment systems. The Corps wants a system that would be able to simulate all weapons and vehicles typically seen in a battalion, which would include at least: M4/M16; M9 or sidearm, the M27 Infantry Automatic Weapon; hand grenades; rocket propelled grenades; Light Anti-Tank Weapon; 60mm mortars; 81mm mortars; Claymore antipersonnel mine; Mk-19 grenade launcher; Russian machine gun; AK-47 variants; M41 TOW; Javelin missile and the Carl Gustaf recoilless rifle. It would distinguish between a hit, wound or miss and record information for after-action reviews. Marine Corps Times first reported news of this initiative last year following an interview with then-program manager for Training Systems at Marine Corps Systems Command, Col. Walt Yates. At the time, Yates described some of the shortfalls of using lasers when gauging accuracy and real-world effects. “A laser is at the speed of light, and the bullet is not,” he said. Yates previously said that though the current shooting systems are a generational change from old MILES, or multiple integrated laser engagement system, lasers have fundamental flaws for realistic battle scenarios. For example, laser-based systems shoot line-of-sight, making arcing weapons such as mortars and grenade launchers more difficult to simulate. Lasers can also be deflected by light concealment such as tree leaves and thin walls. And the number of troops and shooting ranges will change with new systems. The first generation ITESS accommodated 120 Marines and opposition forces, the second generation expanded to 1,500 with a communication radius of 5 to 8 km. The third seeks to track up to 2,500 Marines, making it capable of battalion on battalion exercises envisioned by the commandant, Yates said in the November interview.
