    The US Navy’s fight to fix its worn-out Super Hornet fleet is making way

Larter WASHINGTON – The U.S. Navy is slowly making progress to restore to fighting condition its hard-worn fleet of F/A-18 Super Hornet fighters, which last year had just one in three of its fighters ready to deploy. Today, almost half of the Navy's 546 Super Hornets are considered “mission capable,” a sign that the readiness investments made in the Mattis era are beginning to bear fruit. In an Aug. 7 media roundtable, Navy Secretary Richard Spencer told reporters the Navy had been chipping away at long-term down aircraft that had been clogging the aviation maintenance depots. The Navy started 2018 with 241 fully mission capable aircraft, and that number is now at 270, he said. Spencer credited the budget increases from the last two years for the turn-around, but also attributed the success to finding new processes that save time. Specifically, he highlighted a program called the Depot Readiness Initiative. As part of that program, Spencer said, the Navy is letting the depots perform regular calendar maintenance as well as depot-level maintenance at the same time, a move that cuts out redundant work by performing scheduled and depot maintenance at the same time. In the roundtable, Spencer said he was stunned at how badly degraded readiness was in the service when he took over. “I didn't have a full appreciation for the size of the readiness hole, how deep it was, and how wide it was. my analogy is you have a thoroughbred horse in the stable that you're running in a race every single day. “You cannot do that. Something's going to happen eventually. ...     Nouvelle commande pour l'Airbus A330 MRTT

    L'Occar transforme en commande ferme une option sur un Airbus A330 MRTT dans le cadre du contrat MMF qui vise à créer une flotte de ravitailleurs pour plusieurs pays européens. Quatre Airbus A330 MRTT en un mois Après la commande passée par la France pour trois Airbus A330 transformables en MRTT dans le cadre du plan de relance du gouvernement, c'est au tour de l'Occar transformer en achat ferme une des trois options prises dans le cadre du contrat MMF (Multinational MRTT Fleet) qui porte sur huit Airbus A330 MRTT fermes. Initié en 2012 par l'Agence européenne de la Défense, ce contrat est géré par l'Occar pour le compte de la NSPA, l'agence de soutien et d'achats de l'OTAN. L'objectif est de mettre le parc à la disposition de plusieurs pays européens : les Pays-Bas, le Luxembourg, la Norvège, l'Allemagne, la Belgique et la République Tchèque. Le Luxembourg veut plus d'heures Les Etats participant au programme MMF ont un accès exclusif aux ravitailleurs qui sont gérés en pool par l'OTAN. Les coûts et le personnel sont répartis en fonction du nombre d'heures de vol requises par chaque pays. C'est la demande du Luxembourg d'augmenter son quota d'heures de vol qui a d'ailleurs déclenché cette commande qui porte désormais à neuf le nombre d'Airbus A330 MRTT commandés fermes auxquels s'ajoutent deux options. Le Luxembourg veut en effet passer de 200 à 1 200 heures de vol. Des avions multimissions Comme les deux premiers exemplaires livrés, l'appareil sera configuré pour réaliser plusieurs missions : le ravitaillement en vol mais aussi le transport de personnels et de fret ainsi que les opérations d'évacuation médicale. La pandémie de coronavirus ou covid-19 a d'ailleurs été l'occasion pour les A330 MRTT Phénix de l'Armée de l'Air de démontrer ses capacités en matière d'évacuation médicale d'urgence dans le cadre de l'Opération Résilience qui a nécessité l'installation de postes de réanimation lourde pour accompagner le transport des patients. https://air-cosmos.com/article/nouvelle-commande-pour-lairbus-a330-mrtt-23664

    Four companies win contracts to build the Air Force’s Skyborg drone

    By: Valerie Insinna WASHINGTON — Boeing, Northrop Grumman, General Atomics and Kratos will move forward in the Air Force program to build an AI-enabled drone wingman known as Skyborg. Each company Thursday was awarded an indefinite-delivery/indefinite-quantity contract worth up to $400 million, but no seed money was immediately allocated as the firms will have to compete against each other for future orders. Through the Skyborg program, the Air Force wants to field a family of unmanned aerial systems that use artificial intelligence to adapt to battlefield conditions. The Skyborg drone should be cheap enough where the loss of aircraft in combat could be sustained, yet survivable enough so that it could move into a high-end fight and function as a wingman to manned fighter jets. “Because autonomous systems can support missions that are too strenuous or dangerous for manned crews, Skyborg can increase capability significantly and be a force multiplier for the Air Force,” said Brig. Gen. Dale White, who leads the Air Force's program office for fighters and advanced aircraft. “We have the opportunity to transform our warfighting capabilities and change the way we fight and the way we employ air power.” Air Force acquisition executive Will Roper has said that Skyborg could eventually become smart enough that, like R2-D2 in the Star Wars films, it can autonomously present information and conduct tasks to help decrease fighter pilot workload. The system learns from prior experiences how best to support human pilots. But in the near term, the Air Force wants to use the Skyborg program to integrate an autonomous air vehicle with open mission systems as a way to demonstrate that it can team with a manned fighter, the service said in a statement. “Autonomy technologies in Skyborg's portfolio will range from simple play-book algorithms to advanced team decision making and will include on-ramp opportunities for artificial intelligence technologies,” said Brig. Gen.
