Lockheed Martin tweet on Canadian Surface Combatant creates a stir

The Lockheed Martin-BAE team pursuing the Canadian Surface Combatant created a stir on social media among defence observers when it suggested earlier this week that its bid had been qualified for the program.

Three consortiums had submitted bids for the CSC program, with a winner expected to be announced by the end of the year.

Industry is closely watching which firms might be qualified for the $60 billion project.

So on Sept. 10 a tweet by the Lockheed Martin/BAE team raised more than a few eyebrows. “BAE System's Type 26 meets all requirements in the CSC proposal, including speed.”

So was the team announcing their bid had been qualified? What was particularly intriguing is that some industry representatives have been for several months continuing to claim that the Type 26 can't meet speed requirements for the Royal Canadian Navy. It appeared that the Type 26 folks were confirming they had received the thumbs up from the CSC evaluating team. Or had they?

A spokesman for Public Services and Procurement Canada gave Defence Watch a rundown on where the program was at. The CSC evaluation is still ongoing and none of the three bidders have received any details yet on whether their proposals have been deemed “compliant.”

It turned out that the tweet was simply the view by the Lockheed Martin/BAE team that their bid would be deemed compliant.

Here is what Lockheed Martin responded with when asked by Defence Watch about the tweet: “Based on our technical and professional expertise and analysis of the requirements established for CSC, we are confident that our entire solution meets or exceeds the technical requirements established in the RFP and it is based on that degree of certainty that we have communicated our message.”

    Routine operations and patrols within Canada will continue The Canadian military has banned all foreign travel and ordered non-essential personnel to stay home — part of its sweeping response to the global outbreak of COVID-19. A formal order — known as a CANFORGEN — was issued Friday after a preliminary warning order was issued to units across the country the day before. In an interview, the country's top military commander also said a handful of troops who recently returned from an overseas operation have voluntarily gone into self-isolation at the military airbase in Bagotville, Que., but they are not considered "presumptive cases." Chief of Defence Staff Gen. Jonathan Vance confirmed that only one member of the military — a naval reservist — is in hospital in Spain after being formally diagnosed with the illness. 'Miltary operations will continue' He said those returning from deployment and leave outside of Canada will be ordered to self-isolate. "We're trying, at this point in time, to pause all things, but necessary military operations will continue," Vance said. The new travel ban will mean that the few thousand troops now serving on deployments, exercises and exchange positions will not be allowed to leave the countries where they are operating. Reservists, who serve part-time, are being encouraged to abstain from personal travel outside of Canada. Bases will be closed to visitors, including foreign delegations. Military training schools will restrict new entrants and those already on course will be confined to base. "While at home, or on leave, in Canada, I'm asking members to adopt an approach that protects themselves and their family from the virus," Vance said. "I expect our command and control headquarters to continue operations, albeit at reduced levels, and some units will be able to stand down to essential administration and command functions only." Dave Perry, a defence analyst at the Canadian Global Affairs Institute, said the orders are meant not only to halt the spread of the virus but to give the military flexibility to respond if the civilian health care system or vital infrastructure becomes overwhelmed. "The military is pre-positioning if they are called out to help the government in any significant way," he said. Troops could be deployed with transport and communications to help frontline health workers, such as the people doing virus screening. "People at the frontline of the pandemic could require a host of supports," Perry said. An order for federal government workers to stay home also could put a strain on some parts of the country's telecommunications grid. "The military has independent communications that can work around that securely," Perry added. The order follows on a series of measures the military has taken in response to the unfolding pandemic crisis. At that time, Vance said federal officials, under a worst-case scenario, were prepared for an absentee rate among government workers of 25 per cent and that the military is looking at a similar number. He added that the best defence is to not get sick at all. The biggest issue the Department of National Defence has faced thus far has been the civilian travel restrictions, which have hampered the movement of personnel. It also has prevented the full resumption of the military training mission in Iraq, a senior commander told a parliamentary committee this week. There is concern for the forces operating in war zones like Iraq, where the health care system lies in ruins. As of Thursday, Iraq reported 74 confirmed cases of COVID-19 and eight fatalities. Approximately one-quarter of the country's cases are known to be in the northern Kurdistan region, where Canadian special forces troops have been conducting an advise-and-assist mission to help root out the remaining extremist holdouts after the fall of the Islamic State. The country's second-largest city, Mosul, was largely destroyed by the fighting.     Coast guard ship breakdown ends 48-year science survey streak

    Paul Withers · CBC News North Atlantic Fisheries Organization meeting highlighted unreliability of Canada's research vessels For the first time in 48 years, Canadian fisheries scientists failed to complete an annual summer survey off Nova Scotia because of a mechanical breakdown on their coast guard research ship, adding to concerns over the reliability of Canada's research vessel fleet. "There have been instances in the past where we have been unable to do sections of a survey, but we've been usually able to cover most of the area in question," said Kent Smedbol, regional manager of population ecology at DFO Science Maritimes. "This is the first time that a substantial portion of the survey we were not able to complete." The 36-year-old coast guard ship Alfred Needler was scheduled to carry out the summer survey, which involves bottom trawling for multiple species and environment data collection, on the Scotian Shelf from Cape Breton to Georges Bank. The information would have been used to predict commercial fish stocks that support fisheries worth tens of millions of dollars. The Department of Fisheries and Oceans has been conducting the survey since 1970 from its base at the Bedford Institute of Oceanography in Halifax. Salt water knocks out motor, generator But even before the survey started in July, salt water in rough seas got into — and burned out — the Needler's trawl motor and generator, rendering the vessel unusable, said deputy coast guard commissioner Mario Pelletier. "That's critical equipment in order to conduct the survey, so they needed to come back to repair it," Pelletier told CBC News. "And given what just happened we wanted to make sure to prevent it so it doesn't happen in the future. So we put some extra work to make sure it would be protected from future salt water exposure should the ship be in rough seas again." 'We do what we can with the resources' DFO tried, but was unable, to charter a commercial fishing trawler. Another coast guard research vessel, the Teleost, was pressed into service for an abbreviated mission. The southern Scotian Shelf from Yarmouth to Halifax was sampled but two-thirds was missed entirely. "It is difficult. This is what we are asked to do by the department. So we do what we can with the resources we have at hand," said Smedbol. Stock assessment for species north of Halifax will not be updated this year. The Teleost broke off the survey at the end of July to carry out a scheduled ecosystem survey in Quebec. "Given our survey was already delayed, we didn't want to impact the survey in another region by trying maintain the use of the Teleost. It was best to have a full survey uninterrupted in the other region," said Smedbol. Same ship missed another survey in 2018 This was the second time in 2018 the Needler was sidelined and unavailable for a scheduled science survey. It also missed the annual winter survey on Georges Bank because it was stuck in an extended refit. Wasted steel decking had been discovered. The Teleost was expected to fill in on the Georges Bank mission. However, it was also unavailable because its scheduled refit had to be extended. In that case, DFO was able to charter the Mersey Venture at cost of $300,000 for an abbreviated 11-day mission. International criticism of Canadian 'deficiencies' The unreliability of Canadian government research vessels, including the Needler, was highlighted at a science council meeting of the North Atlantic Fisheries Organization this past June. Canada provides scientific survey data in areas off its coast to the international fisheries management agency. The NAFO science council report said "substantive mechanical issues with the Canadian research vessels resulted in very poor coverage of [Division 3L]" off southern Newfoundland in 2017. "This marks the second time in three years that the spring survey coverage of Division 3L has been very poor." The council report said that in 2017, for the third time in four years, a deepwater survey off Labrador was not covered, and for the fifth time in six years, a deepwater survey was not covered in southern Newfoundland. The scientists said the data holes make it harder to evaluate trends in biomass and abundance for a number of species. Manufacturers and exporters in Canada supply a vast range of equipment to public works projects in the U.S. from school buildings to wastewater treatment facilities. But Biden's promise to prioritize U.S.-based suppliers and products made on American soil could hurt Canadian companies by blocking them from bidding for work, especially after he unveils an infrastructure plan next month. The Made-in-America endeavour could disrupt the Canada-U.S. supply chain and lead to significant trade tensions, experts say. Yet the hardest hit firms will be those directly involved in U.S. government contracts, they say. “If you're in the business of supplying government procurement projects like municipal infrastructure, those are the companies most at risk,” said Dennis Darby, president and CEO of the Canadian Manufacturers and Exporters. Stricter Buy American rules for federal procurement could hurt manufacturing on both sides of the border, he said. “Manufacturers are so integrated across North America,” Darby said, noting that a lot of what Canadian companies make are the “bits and pieces” that go into the continental supply chain. “When U.S. manufacturers do well, so do Canadian manufacturers. We're all part of the same supply chain.” The biggest losers in an era of greater U.S. protectionism are likely to be a broad cross-section of Canadian firms supplying products to American municipalities, rather than specific sectors, experts say. Companies that supply pumping equipment for municipal water facilities, pipes for new sewage lines, or play structures for new playgrounds could all suffer, they say. Meanwhile, both Canada the U.S. already have “buy national” provisions carved out of existing trade agreements. Military procurements, for example, exclude foreign suppliers. Donald Trump pursued his own Buy American policies but it's unclear how much further Biden can expand these provisions without facing a legal challenge, said trade expert Lawrence Herman. “The question will be whether the expansion of the Buy American provision is permissible within the scope of the (World Trade Organization) agreement," said Herman, international trade lawyer at Herman and Associates. Yet the impact of the Buy American agenda on Canadian businesses could be widespread, he said. “There are a lot of Canadian companies that supply products to American municipalities,” Herman said. “They could all be affected.” Colin Robertson, one of the negotiators of the original Canada-U.S. Free Trade Agreement and North American Free Trade Agreement, said Canada should come to the table with solutions. “If Biden goes through with this, you're going to hear from Canadian companies that feel they're being excluded from U.S. projects,” said Robertson, vice-president and fellow at the Canadian Global Affairs Institute. “You're almost better to deal with it on a one-by-one basis,” said the former Canadian diplomat. “If the guy who builds playsets in Ontario can't bid on a new playground, what you want to do is try and get the province and state to work something out.” If Biden's massive stimulus package is approved, the demand for construction materials – especially steel and aluminum – could be huge, Robertson said. But if the Buy American plan is ramped up and starts to affect materials from Canada, he said negotiators need to point out that ultimately they'll get better value including materials produced in Canada. “If you want maximum value for these dollars, it's better to open up bidding,” Robertson said. “The challenge with these sorts of Buy American programs is you can get cartels forming within your locality that drive up prices.” This report by The Canadian Press was first published Jan. 20, 2021.
