Lockheed Martin, Canadian UAVs to improve beyond visual line of sight operations

The ability to fly unmanned aerial vehicles (UAVs) beyond the visual line of sight (BVLOS) significantly improves their effectiveness and potential. The increased range of BVLOS operations requires real-time airspace situational awareness for the UAV pilot and support crew to ensure safe, repeatable operations.

Canadian UAVs and Lockheed Martin Canada CDL Systems have signed a memorandum of understanding to provide an unmanned traffic management solution to meet this challenge. This solution will build a complete airspace picture necessary to conduct unmanned operations beyond visual line of sight in Canada and beyond.

“A complete airspace picture is an absolute necessity to conduct unmanned flights beyond visual line of sight,” said Dustin Engen, Lockheed Martin Canada CDL Systems business development manager. “When combined, Canadian UAV's Sparrowhawk radar and our VCSi product will offer all users this complete picture and provide the necessary situational awareness for BVLOS flights in Canada and abroad.”

Lockheed Martin Canada CDL Systems will provide integration support for the vehicle control station software called VCSi, a universal ground control system based on more than 1.5 million flight hours in military and commercial flight operations. Canadian UAVs will integrate their low-cost, ground-based radar, Sparrowhawk, into VCSi to provide users with a complete airspace picture of manned and unmanned aviation tracking with collision avoidance. Sparrowhawk has been instrumental in Canadian UAVs' first permitted BVLOS flights outside of restricted airspace in Canadian history. The company will also develop hardware and artificial intelligence software as part of Project Skysensus, a five-year investment from Canada's Industrial and Technological Benefit (ITB) Policy.

“With Canadian UAVs' advanced market position in BVLOS operations, we are seeing a lot of gaps in what the general market offers to solve fundamental technological issues in unmanned aviation,” said Sean Greenwood, president of Canadian UAVs. “As a result, we developed a technology road-map that invests in a comprehensive tool set to increase flight safety and repeatability as these operations increase in volume and airspace complexity. We have been working with Lockheed Martin CDL Systems for several years and we are very excited by this agreement to formalize the relationship.”

    MDA Awarded $7.9 Million for Lunar Gateway Robotics Phase A Contracts

    The Canadian Space Agency (CSA) has awarded MDA two contracts related to the NASA led Lunar Gateway project which is part of the greater Artemis moon program. The contrast are a result of the Deep Space Exploration Robotics (DSXR) request for proposals the CSA had posted in April of this year. The DSXR initiative includes two Gateway External Robotic Interfaces. They include an “exploration large arm” (XLA) and an “exploration dexterous arm” (XDA). The first contract is for the development of robotic interfaces for the “exploration large arm” and is valued at $3,292,136.66. The second contract, also for the development of robotic interfaces, is for the “exploration dexterous arm” and is valued at $4,598,971.26. The Phase A work builds on the heritage of robotics MDA developed for the Canadarm on the Space Shuttles, and the Canadarm2 and Dextre on the International Space Station.     Bidding criteria for Canada's $19B fighter jet competition will emphasize strategic attack and ground-strike capabilities — seeming to favour the F-35

    David Pugliese The criteria that will govern the selection of the winning bid to provide Canada's next fleet of fighter jets will prioritize strategic attack and foreign ground-strike capabilities, according to government documents obtained by Postmedia — guidelines that are seen to favour Lockheed Martin's controversial F-35. In 2010 the Conservative government under Prime Minister Stephen Harper selected the F-35 to replace the Canadian Forces' aging CF-18s, but later abandoned the plan after concerns about the technology used for the plane and its growing cost. During the 2015 election campaign Justin Trudeau promised that a Liberal government would not purchase the F-35, at the same time vowing to hold an open competition for the purchase of the country's new jet. Once in office, however, the Liberals backed away from their promise to freeze out the F-35 and the aircraft is now seen as a front-runner in the upcoming competition, with many supporters in the Royal Canadian Air Force. Though the Liberal government has highlighted the need to buy new jets to protect Canadian airspace and meet the country's commitments to NORAD, the procurement criteria obtained by Postmedia, currently in draft form, indicate the bidding process will assign additional weight to aircraft that excel at ground attack for overseas operations. Those criteria are seen to favour Lockheed Martin's F-35 stealth jet, say industry representatives allied with Lockheed's rivals in the upcoming $19-billion competition. The evaluation criteria also place less emphasis on sustainability — something else that may play to the advantage of the F-35, which has been dogged by high maintenance bills. But Pat Finn, the Department of National Defence's procurement chief, says there is such a wide variety of requirements to meet in the competition that while some aircraft might be seen to do well in some areas, they may not excel in others. “Somebody may be better in a high-end scenario but they're worst for cost,” Finn explained. “That's why we say it's the whole piece” that will be considered in the competition. At this point four aircraft are expected to be considered: two U.S.-built aircraft, the F-35, and the Super Hornet, and two European planes, the Eurofighter Typhoon and the Gripen. Finn said bidding companies must meet mandatory requirements when it comes to long-term sustainment of the planes. But industry representatives, both from Lockheed Martin rivals and those not directly involved in the competition, point out that beyond the mandatory requirements there is little emphasis on the important area of long-term maintenance and sutainability. So a company with an aircraft that costs relatively little to maintain won't get that recognition in the competition, they claimed. Finn said discussions are still ongoing with various companies and their feedback is being assessed. The request for proposals, which will outlined the final requirements for the aircraft, is expected to be released around mid-July, he added. Royal Canadian Air force commander Lt.-Gen. Al Meinzinger said key capabilities for a new plane are survivability and having an operational advantage. “We are very confident we are actually meeting the requirements of NATO and NORAD,” he said, pointing to the requirements for the new aircraft. “Both of those missions are well represented.” Canada already changed some of the industrial benefits criteria of the competition in May to satisfy concerns from the U.S. government that the F-35 would be penalized or couldn't be considered because of how that program was set up. U.S. officials had warned that the F-35 development agreement Canada signed years ago prohibits partner nations from imposing requirements for industrial benefits. Under the F-35 agreement, partner nations such as Canada are prohibited from demanding domestic companies receive contracts for work on the fighter jet, those companies instead having to compete for work. Over the last 12 years, Canadian firms have earned more than $1.3 billion in contracts to build F-35 parts. The changes made in May would now allow some of those F-35 contracts to be considered when weighing the industrial benefits offered by the planes.     Why Canadians and Americans are buying guns during the coronavirus pandemic

    The COVID-19 pandemic has caused a surge in gun sales. Estimates based on background checks show that an estimated 2.6 million guns were sold in the United States in March. That is an 85 per cent increase over the same period last year. While there are no official numbers, gun stores in Canada have also reported increased sales. This has spurred some news media to draw comparisons between the two nations' gun-sales spikes, potentially stoking the fears of the Canadian public. This angst has been echoed by gun control groups in Canada that have expressed concerns regarding the impact of “increased access to guns” on public health. But few have noted the three key differences between the American and Canadian COVID-19 gun-sales spike. No. 1: Why are they buying? Canadians and Americans buy guns for different reasons. Over the past few decades, the United States has witnessed a transformation in its civilian gun culture. While in the past, gun ownership was mainly related to hunting and sports shooting, changes in laws and gun advertising have led to a rise in gun ownership for self-defence. In the 1970s, only 20 per cent of gun owners indicated self-defence as their primary reason for gun ownership. In the 1990s, following the explosion of laws that allowed Americans to carry guns outside the home, 46 per cent listed self-protection. More recent studies have shown that 76 per cent of gun owners now report protection as their primary motivation for gun ownership. The surge in first-time buyers suggests that many Americans buying guns during the pandemic are doing so due to concerns about self-defence, given fears of looting, violence and the government's capacity to deal with the crisis. With the absence of a gun-carry movement in Canada, this same shift has not taken place. The conditions under which guns can be used for self-defence in Canada are narrow, and the government stringently regulates not only firearms ownership, but the discourse surrounding guns. Self-defence is not a legal reason to acquire a firearm in Canada, and cannot be listed as a reason for firearms ownership on a Possession and Acquisition License (PAL) application. Though no research exists at this time, owners of gun stores who were interviewed by the media noted that Canadians are likely panic-buying due to a fear of shortages rather than a fear of violence, since the Canadian supply chain is heavily dependent on the United States. That means gun owners who might have waited to buy firearms and ammunition for target shooting over the summer or hunting this fall are buying them now. No. 2: How are they buying them? Another key difference between the bump in sales in Canada versus the U.S. is the requirements to purchase guns and ammunition. South of the border, most firearms legislation is made at the state level, with big differences in gun laws across the country. In many states, the only requirement to purchase a firearm from a licensed dealer is a federal background check, though states like California and Massachusetts have much stricter laws. In Canada, the bump in sales is limited to those who have already passed through the RCMP's extensive licensing regime. This process often takes up to six months and includes a weekend-long course, passing a written and practical test and reference checks. Canadian gun owners are subject to continuous automatic background checks as long as they hold the licence. So if somebody is legally purchasing a gun in Canada, it means the RCMP could find “no reasons why, in the interest of public safety, they should not possess a firearm.” No. 3: Who is buying what? Many of the people buying guns in the U.S. during the COVID-19 pandemic reported that it was their first time purchasing a gun. Furthermore, the majority of guns sold during the current boom have been handguns rather than long guns. Though it's a bit early to speculate, this could very well lead to even less support for gun control in the U.S., given that gun owners are unsurprisingly the least likely group to support gun control. In Canada, on the other hand, it is likely that only a small minority of gun purchases during the Canadian spike were first-time buyers given the time frame required to acquire a firearm licence in Canada. Statistics on the breakdown of handguns versus long gun purchases during the Canadian pandemic spike don't exist, but we can guess that most of the new guns purchased in Canada were long guns being used for hunting or sports shooting. That's because gun owners wishing to own handguns must have a special Restricted Possession and Acquisition License (RPAL) and maintain a membership at a shooting club, which can cost hundreds of dollars per year and limits handgun ownership to serious target shooters. Of Canada's 2.2 million licensed gun owners, only about a quarter have licences that allow them to purchase handguns. And so it's clear there are major differences between the gun purchase spikes in Canada and the U.S. during the COVID-19 pandemic.
