Lockheed Martin, Canadian UAVs to improve beyond visual line of sight operations

The ability to fly unmanned aerial vehicles (UAVs) beyond the visual line of sight (BVLOS) significantly improves their effectiveness and potential. The increased range of BVLOS operations requires real-time airspace situational awareness for the UAV pilot and support crew to ensure safe, repeatable operations.

Canadian UAVs and Lockheed Martin Canada CDL Systems have signed a memorandum of understanding to provide an unmanned traffic management solution to meet this challenge. This solution will build a complete airspace picture necessary to conduct unmanned operations beyond visual line of sight in Canada and beyond.

“A complete airspace picture is an absolute necessity to conduct unmanned flights beyond visual line of sight,” said Dustin Engen, Lockheed Martin Canada CDL Systems business development manager. “When combined, Canadian UAV's Sparrowhawk radar and our VCSi product will offer all users this complete picture and provide the necessary situational awareness for BVLOS flights in Canada and abroad.”

Lockheed Martin Canada CDL Systems will provide integration support for the vehicle control station software called VCSi, a universal ground control system based on more than 1.5 million flight hours in military and commercial flight operations. Canadian UAVs will integrate their low-cost, ground-based radar, Sparrowhawk, into VCSi to provide users with a complete airspace picture of manned and unmanned aviation tracking with collision avoidance. Sparrowhawk has been instrumental in Canadian UAVs' first permitted BVLOS flights outside of restricted airspace in Canadian history. The company will also develop hardware and artificial intelligence software as part of Project Skysensus, a five-year investment from Canada's Industrial and Technological Benefit (ITB) Policy.

“With Canadian UAVs' advanced market position in BVLOS operations, we are seeing a lot of gaps in what the general market offers to solve fundamental technological issues in unmanned aviation,” said Sean Greenwood, president of Canadian UAVs. “As a result, we developed a technology road-map that invests in a comprehensive tool set to increase flight safety and repeatability as these operations increase in volume and airspace complexity.     Artificial intelligence at border could infringe on human rights: report

    By Anna Desmarais Using artificial intelligence at Canada's official points of entry can lead to serious human rights violations, according to a new report. Released Wednesday by the University of Toronto's International Human Rights Program (IHRP) and the Citizen Lab at the Munk School of Global Affairs and Public Policy, the report says the use of artificial intelligence (AI) at regular points of entry is “quite risky” without appropriate government oversight. “We know that, in other contexts, AI is not neutral,” report author Petra Molnar told iPolitics. “It's basically like a recipe. If your recipe is biased, then the result that is going to come out of the algorithm is also going to be biased.” What these technologies could do, according to the report, is decide whether a marriage is genuine, an application is complete, or whether someone entering the country is deemed “a risk” to public safety. If the government doesn't provide more oversight, such decisions could rely on appearance, religion, or travel patterns as “proxies” for more relevant data normally gathered by immigration officials. This could compromise some quintessential human rights for immigrants and refugees at the border, including the right to equality and to be protected from discrimination under the law. The report says AI machines could be taught algorithms for how to assess “red flags,” “risks,” and “frauds” based on pre-existing biases in some of the immigration and refugee system's current regulations. For example, the report said the Designated Country of Origin list, which classifies which countries are “safe” for refugee claimants, uses an “incomplete” definition of safety that does not take into account specific risks for minority groups, such as women or members of the LGBTQ community. The use of AI technologies could mean cases are likely to be determined only based on these types of guidelines and might not include the discretion and empathy employed by immigration officials when reviewing the details of a refugee claim. “Depending on how an algorithm is designed, it may result in indirect discrimination,” the report found. “The complexity of human migration is not easily reducible to an algorithm.” If someone is triaged or flagged for early deportation, it could also affect their ability to apply for a visa, appeal a negative immigration ruling, or continue to move between borders. AI technologies also bring up procedural-rights issues, such as how a potential immigrant or refugee claimant would challenge the outcome of his case at the border. “When you introduce AI, if you don't agree with the decision, where do you appeal? And what kind of appeal are you crafting?” Molnar said. “These are all new questions we have to ask ourselves.” The report found that the government has been experimenting with artificial intelligence since 2014. Immigration, Refugees and Citizenship Canada confirmed to the report's authors in June it was already using an automated response to “triage,” or separate, simple claims from complicated ones that need further review. This summer, the government sent out an RFI (a preliminary procurement document) seeking an “Artificial Intelligence Solution” to provide legal support for migrants entering at formal points of entry. These investments fit into the federal government's $125-million Pan-Canadian Artificial Intelligence Strategy to “develop global thought leadership on the economic, ethical, policy and legal implications” of AI research throughout the country. Molnar said she heard from government officials that their use of AI is “preliminary” at best. What the government is considering, she continued, is using AI technologies only for preliminary screening. After AI technologies have reviewed a case, Molnar said immigration officers should still be asked to review the decision and make any appropriate changes. Molnar said it's still too soon to tell what AI could look like at the borders, but noted the technological changes could be vast. “It can be as simple as an Excel sheet, all the way to totally autonomous robots in other sectors,” she continued. “In immigration, how this could manifest ... could include a triage system where a traveller might be designated a high risk or low risk, or streamed for high risk and low risk.” To solve these possible human-rights infringements, the report suggests installing an independent, arms-length government-oversight body to “engage in all aspects of oversight,” before the government continues to develop these technologies. This recommendation, Molnar said, is in line with the Treasury Board of Canada Secretariat's review into responsible use of AI throughout government offices. Among other recommendations, the board suggests more transparency from government offices about when AI technologies will be used during a discretionary decision-making process. The report notes this suggestion “is promising, from a human-rights perspective,” but the document is non-binding and is still subject to change.     Unlike Finland, Canada nixes cold-weather tests, fly-off among competing fighter jets

    Finland, which is considering the same aircraft as Canada, for its new jet fleet, is requiring each competing aerospace company to provide two aircraft to test at low temperatures and in real world operating conditions. DAVID PUGLIESE, OTTAWA CITIZEN Updated: January 15, 2020 Canada won't conduct a fly-off between fighter jets competing to become the country's new warplane nor conduct testing to see how such aircraft perform under cold weather conditions. The decision not to proceed with such tests under Canada's $19-billion future fighter procurement program stands in contrast to Finland, which is considering the same aircraft as Canada, for its new jet fleet. Each competing aerospace company is required to provide Finland with two aircraft to test at low temperatures and be evaluated in real world operating conditions. Public Services and Procurement Canada has confirmed that Canada will not do any fly-offs among competing jet or tests for cold-weather operations like Finland has underway. “We do not have plans for an exercise of this nature,” stated department spokeswoman Stéfanie Hamel. Finland and Canada are considering the Boeing Super Hornet, Lockheed Martin F-35 and Saab Gripen. The Finnish Air Force is also testing the Dassault Rafale and the Eurofighter Typhoon, both of which pulled out of the Canadian competition because of worries the process was rigged to favour the F-35. Finland hopes to buy 64 aircraft. Canada will purchase 88 aircraft. Canadian aerospace industry representatives say the competing companies as well as allied air forces could provide Canada with results from tests they have conducted on the competing aircraft. Finland could have taken the same route but its procurement staff want to ensure the country is getting value for money since the project will cost around $14 billion. Finnish defence ministry program manager Lauri Puranen outlined in a blog post the extensive tests that will be conducted and the reasons for not relying on tests conducted by others. “The Finnish operating environment and operating methods may differ from other users' weather and lighting conditions,” Puranen stated. “Winter conditions affect the operation of the multi-function fighter and especially the performance of electro-optical systems, but possibly other active and passive systems as well.” The fighter jet candidates will be tested on the ground, in the air, and during takeoff and landing, he added. The testing of the competing aircraft is currently underway. Another series of tests involving the jets taking part in flight operations and a simulated lengthy war game will be conducted by the Finnish Air Force later this year. Finland expects to select a winner for the aircraft program in 2021. The planes, which will replace Finland's current fleet of F-18s, are expected in 2025. The Canadian government expects bids for its fighter jet program to be submitted by the end of March. A winning bidder is to be determined by early 2022. The first aircraft would be delivered to the Royal Canadian Air Force by 2025. Information about how Canada intends to evaluate the jets is limited. But Public Services and Procurement Canada has noted that technical merit will make up the bulk of the assessment at 60 per cent. Cost and economic benefits companies can provide to Canada will each be worth 20 per cent. Concerns have been raised by Lockheed Martin's rivals that the competition has been designed to favour the F-35. This newspaper reported last year the requirements for the new jets put emphasis on strategic attack and striking at ground targets during foreign missions. That criteria is seen to benefit the F-35. In addition, the federal government changed criteria on how it would assess industrial benefits after the U.S. government threatened to pull the F-35 from the competition. The Conservative government had previously selected the F-35 as the air force's new jet but backed away from that plan after concerns about the technology and growing cost. During the 2015 election campaign, Justin Trudeau vowed that his government would not purchase the F-35. But at the same time, Trudeau stated his government would hold an open competition for the fighter purchase. The Liberal government backed away from its promise to freeze out the F-35 and the aircraft is now seen as a front-runner in the competition as it has many supporters in the Royal Canadian Air Force. Many of Canada's allies plan to operate the plane.
