Les Danois votent massivement pour rejoindre la politique de Défense européenne

Appelés au vote le 1er juin, une large majorité de citoyens du Danemark, presque 67%, ont mis fin à l'exemption qui les dispensait de contribuer à la politique de sécurité et de Défense commune (PSCD) de l'Union européenne. Il s'agira donc de la fin d'un régime d'exception qui durait depuis plus de 30 ans, à la suite du rejet massif du traité de Maastricht, en 1992. « Le Danemark a envoyé un signal important à nos alliés en Europe et l'Otan » a déclaré la Première ministre social-démocrate Mette Frederiksen. Elle était parvenue à un accord en mars dernier avec cinq partis de droite et de gauche pour mettre sur pied ce référendum, ainsi que pour augmenter les dépenses de Défense de 1,4% à 2% du PIB d'ici à 2033. Ursula von der Leyen, la Présidente de la Commission européenne, a quant à elle, salué le message fort d'engagement envers la sécurité commune envoyé par le peuple danois.

    Israeli firm sells Harop, Rotem kamikaze drones to several Asian countries

Frantzman JERUSALEM — Israel Aerospace Industries on Monday announced more than $100 million in contracts for loitering munitions in three deals that include the Rotem VTOL and the Harop drones. The latter was sold in its land and naval versions. In keeping with the usual policy in Israel, the company did not reveal its customers, only saying that a foreign country acquired Rotem, while the naval and ground versions of Harop were sold in Asia. IAI said the contracts are proof of the importance that modern armies place in having accurate munitions, noting the deals may serve as a “harbinger of additional business activity.” Loitering munitions are sometimes referred to as kamikaze drones because they can be used as a weapon by crashing into a target. These weapons can also hunt down enemy air defenses, among other critical targets. The Harop maritime variant provides an operational solution for a range of vessels, IAI said. “In a complex naval theater, the Harop system gives mission commanders in a fleet of ships the capability to independently and organically collect intelligence, assess targets and strike,” the firm has said. It can also be used as an alternative to or complement sea-to-sea missiles, and is useful in both low- and high-intensity conflict as well as counterterror operations, according to the company. It is also equipped with day and night cameras. The Harop is sometimes seen in sets of nine on land vehicles but can be configured to a different format for use at sea. The electro-optical assets of the Harop aid the man-in-the-loop operator and also provide for deep strike air superiority capabilities, IAI said. The Rotem is a vertical-takeoff-and-landing drone used by several countries. “The system provides a reconnaissance, observation and attack envelope with maximum autonomous performance, integrating a simple and intuitive operation interface that can be used by a single fighter from a touchscreen tablet,” IAI said. According to Yoel Guzansky, a senior fellow at the Institute for National Security Studies at Tel Aviv University, the recent Abraham Accords that saw relations improve between Israel and its neighbors, including the United Arab Emirates and Bahrain, has opened a niche in which Israel is more “kosher” to do deals with. That opens doors in the Gulf region and to Muslim countries globally, where Israeli sales would otherwise be viewed skeptically or be very sensitive. Other events boosting sales, he noted, include tension with Iran and the Nagorno-Karabakh conflict, during which Azerbaijan used loitering munitions against Armenian forces. Israel often doesn't identify the countries to which it sells defense systems because it doesn't want to appear to be part of conflicts, Guzansky explained. But “usually in reports when they don't disclose, it can be an Arab or Muslim country or Singapore, so usual suspects could be Taiwan, Singapore, Philippines, etc.,” he added. “Israel must be sensitive, to think hard at what kind of weapon systems and to whom [it is selling],” Guzansky said, as the government doesn't want to become entangled in a conflict between rival countries or have its arms end up in the hands of those for which they were not intended. Tal Inbar, an expert on defense and missile systems and a former chief of the Space Research Center at the Fisher Institute, also pointed to the recent Armenian-Azeri conflict as showcasing the use of loitering munitions. Amid the Abraham Accords, “I believe we will see [a] dramatic increase in [sales of] Israeli products.” Three and a half decades of experience in producing UAVs has led IAI to this point. Its family of systems also include the Harpy, Mini Harpy and Green Dragon. The Harpy was developed with an anti-radiation seeker to suppress surface-to-air missile radar. IAI predicts a future where militaries will use multiple layers of unmanned and remotely operated systems.     Amentum to acquire DynCorp International

    Joe Gould WASHINGTON ― An affiliate of government contractor Amentum will buy DynCorp International, the global services provider, the companies announced Thursday. The deal, for undisclosed terms, is expected to close in the fourth quarter of this year. In a joint release, the companies billed the deal as creating a mission-critical support services powerhouse, as they have had, collectively, $6 billion in revenue over the last 12 months. The new entity would employ 34,000 people in more than 30 countries. “The combination of our two companies will accelerate our growth into key new markets such as aviation support services, contractor logistics support, intelligence solutions, and training,” said Amentum CEO John Vollmer. Earlier this year, Amentum launched as a privately held company after the sale of the AECOM Management Services business to affiliates of Lindsay Goldberg and American Securities LLC. The new firm provides mission support and equipment sustainment, information technology, intelligence, nuclear and environmental remediation, among other services. “We look forward to welcoming DynCorp's employees to the Amentum family," Vollmer said. "Our complementary capabilities and cultures will propel Amentum to the top of our market as a leader with differentiated solutions to support our clients' most challenging missions.” In April, DynCorp won a $185 million, nine-month extension to support Army Sustainment Command in Southern Afghanistan under the Logistics Civil Augmentation Program (LOGCAP) IV contract.     House passes $983 billion spending package 226-203, bucking White House

    By: Joe Gould WASHINGTON ― The Democratic-controlled House passed a $985 billion appropriations package for fiscal 2020 that aims to fund national security at $17 billion less than the White House requested, end the post-2001 war authorizations after eight months, pull military support in Yemen and defund the W76-2 nuclear warhead. The vote was 225-203, with seven Democrats voting with the Republican minority. Zero Republicans voted for the bill. It's a salvo from Democrats in FY20 budget negotiations with the GOP-controlled Senate and White House, and the White House has threatened that President Donald Trump would veto the massive bill. Beyond the above provisions and others, the administration strongly objected to language meant to block Pentagon funds being applied to a wall on the southern border. The threat foreshadows pushback from the Senate and the White House, in part because both advocated for a $750 billion national defense budget, while the House-passed bill is consistent with a $733 billion national defense budget. (The House bill would fund the Pentagon alone at $8 billion less than the White House request.) The four-bill “minibus” contained the two largest of the 12 annual appropriations bills; the Labor, Health and Human Services, Education, and Related Agencies bill and the Defense bill. For the defense, it totaled $645.1 billion in base-defense funding, and $68.1 billion in the budget-cap-exempt wartime funding account. House Appropriations Committee Chairwoman Nita Lowey, D-N.Y., emphasized the package's investments outside the Pentagon, including a 4 percent increase in State Department funding. “This bill rejects the administration's unacceptable budget request and irresponsible policies and, rather, strives to uphold many bipartisan congressional priorities,” Lowey said when the bill was introduced. “America's foreign policy is strongest when diplomacy, development and defense are well-funded and equally prioritized, as many of today's global challenges cannot be addressed by military intervention alone.” Republicans have opposed the minibus as an empty exercise because Congress lacks a bipartisan deal to ease spending caps and avoid across-the-board sequestration cuts. Nor does the bill contain border wall funding sought by conservative Republicans. “Moving these bills as-is is a wasted opportunity because the bills are far from what the president has requested and will support,” said the House Appropriations Committee's ranking member, Rep. Kay Granger, R-Texas. “Defense spending does not meet the request while nondefense spending greatly exceeds the request in current levels. This could lead to a veto and another government shutdown, something both [parties] agree would be devastating ― in addition to these funding concerns.” The White House issued a veto threat last week that spelled out its objections to provisions in the bill that would end the post-2001 war authorizations after eight months and pull military support in Yemen―and because the House parked less defense spending in the budget-cap skirting war fund. The language surrounding the authorization for the use of military force, Granger said, could jeopardize the Pentagon's ability to conduct military operations worldwide. “It's a bad policy that will force the DoD to unwind counterterrorism operations overseas if the Congress and the president cannot agree on a new authorization,” she said. To avoid another government shutdown, 12 appropriations bills must pass Congress and get the president's signature by Oct. 1. Negotiations between the White House and lead lawmakers on a deal to ease budget caps has been ongoing, according to a statement last week by Senate Appropriations Committee Chairman Sen. Richard Shelby, R-Ala.. (The Senate Appropriations Committee hasn't yet moved any of its bills.) Another likely sticking point in budget talks with the GOP-controlled Senate and the White House is the minibus' bill's prohibition on the Defense Department spending funds to implement its policy on open transgender service. The vote to approve an amendment that contained the prohibition broke mostly along party lines, 234-183. The amendment targets a March 12 memo that would largely bar transgender troops and military recruits from transitioning to another gender, and require most individuals to serve in their birth sex. The House defeated Republican amendments that would have added back $19.6 million for the W76-2 low-yield submarine-launched nuclear warhead and would have added back $96 million for “conventional missile systems” in the range of the Intermediate-Range Nuclear Forces Treaty. However, it also defeated a Democratic amendment that would have barred funding for research on the Long Range Standoff weapon. The bill was passed out of committee with language to restrict the Pentagon's authority to transfer money between accounts to $1.5 billion ― a response from Democrats to the administration's use of defense funds for Trump's proposed border wall.
