Eurosatory, le salon international consacré à la défense et à la sécurité terrestres et aéroterrestres, aura lieu du 13 au 17 juin à Villepinte, près de Paris. « La crise ukrainienne, représentative de l'évolution des combats asymétriques vers des conflits interétatiques de haute intensité, amène les États membres de l'Union Européenne à décider d'investir davantage dans leurs capacités de défense et de sécurité. Plusieurs pays ont déjà augmenté considérablement leurs budgets », précise un communiqué. « 227 délégations venues de 65 pays » sont déjà attendues, indique le général Charles Beaudouin, PDG du COGES (Commissariat Général des Expositions et Salons du GICAT), qui organise le salon Eurosatory. Il attend également le commissaire européen Thierry Breton, qui défend le projet d'une Europe de la défense. « Une révision des modèles et des capacités de leurs forces armées et de sécurité pour s'adapter aux nouvelles menaces », pourrait s'avérer nécessaire, selon le COGES. Les quelques exposants russes qui s'étaient déjà inscrits pour participer au salon ont été désinscrits.

    Cyber Command doubled its contract spending in the past year

    By Mark Pomerleau U.S. Cyber Command nearly doubled the amount of money it issued in defense contracts between fiscal years 2018 and 2019, according to figures provided in written testimony to Congress. In 2019, the command awarded $74.9 million through 81 contracting actions, Gen. Paul Nakasone, the command's leader told the House Armed Services Committee March 4. Those figures are up from the 32 contracts valued at $43 million in fiscal year 2018 that Nakasone provided in testimony in February 2019. Congress gave Cyber Command limited acquisition authority in 2016 following the model of Special Operations Command. It capped acquisition funds at $75 million per year, with a clause that is scheduled to sunset in 2021. However, some members of Congress questioned whether it needed $75 million. Nakasone lauded the role of DreamPort, a public-private partnership in Columbia, Maryland created by Cyber Command to engage with businesses, in increasing the aperture of organizations it works with. “Over the past 18 months, Dreamport has allowed the Command to engage more than 1,000 private companies, educate over 1,000 military personnel on innovative technologies, and involve more than 350 students and interns from 65 colleges and high schools on STEM initiatives,” he wrote. “It has been home to Cyber Command's effort to begin implementing the principles of zero-trust networking on the military's networks. Dreamport also hosted the public-private collaboration that resulted in kits that help enable the Cyber National Mission Force to conduct Hunt Forward operations. The traditional ways of doing business would have been too cumbersome and too slow. Dreamport is key to the command's ability to engage in public-private partnerships at the unclassified level.” Nakasone also told the committee in his written statement that the command has hired its first command acquisition executive responsible for leading the organization's acquisitions and to develop capabilities for the joint cyber force. In total, the command requested a $636 million budget for 2021, compared to the $596 million it used in fiscal year 2020. The executive is largely responsible for procuring and developing capabilities under what Cyber Command calls the Joint Cyber Warfighting Architecture, which was established in the last two years to guide capability development priorities. These capabilities fall under five buckets; Common firing platforms to be used at the four cyber operating locations of the service cyber components. These platforms will be worked into a comprehensive suite of cyber tools; Unified Platform, which will integrate and analyze data from offensive and defensive operations with partners; Joint command and control mechanisms for situational awareness and battle management at the strategic, operational and tactical levels; Sensors that support defense of the network and drive operational decisions, and; The Persistent Cyber Training Environment, which will provide individual and collective training as well as a way to rehearse for a mission. The Army is managing PCTE on behalf of Cyber Command and the joint force. The cornerstone of this architecture is the command's data tool called Unified Platform. Nakasone told the House Armed Services Committee that Unified Platform is starting to come online and over the next year it will be the central focus of building the architecture allowing the force to store data and conduct worldwide operations.     Lockheed dives into next-generation missile defense interceptor competition

    By: Jen Judson WASHINGTON — Lockheed Martin said it will compete to build the Missile Defense Agency's Next-Generation Interceptor designed to protect the homeland against intercontinental ballistic missile threats from North Korea and Iran. The company is “excited to confirm that we are putting in a bid for the Next-Generation Interceptor,” Sarah Reeves, Lockheed's vice president of missile defense programs, told reporters Aug. 3. Bids were due July 31. Boeing and a Raytheon-Northrop Grumman team have already announced their intentions to compete to develop and field the agency's new interceptor following the cancellation of the Redesigned Kill Vehicle meant to replace the warhead on the current Ground-Based Interceptors. Those missiles are part of the Ground-based Midcourse Defense System, which is operational at Fort Greely, Alaska, and Vandenberg Air Force Base, California. The RKV program was paused in May 2019 and then abruptly terminated in August 2019 due to insurmountable technical issues resulting in delayed schedules and cost increases. The Defense Department announced at the time that it would embark on an entirely new program to field a future interceptor. MDA now plans to downselect to two companies, which will then compete for the right to build the interceptor. While MDA struggled with RKV, Lockheed invested the last two decades on multi-kill vehicle technology,” Reeves said. Lockheed had one of three small contracts to design a kill vehicle that could take out multiple warheads several years ago that would lead to a program that would replace the RKV called the Multi-Object Kill Vehicle (MOKV) program. Raytheon and Boeing had won the remaining two contracts. Reeves stressed the need for the new interceptor to be able to go after threats that disperse multiple objects including decoys. “We are looking carefully at the lessons learned from RKV including parts survivability testing which, in that program, was done too late and caused a major system redesign, as well as ensuring early-and-often testing and fly-before-you-buy mentality,” Reeves said. Lockheed plans to conduct two successful flight tests before going into production, Reeves said, which as an MDA program requirement. “The time is right now,” Reeves said. “We have significant investments and the technology a couple of decades ago, when this was initially a vision of MDA, wasn't quite there, but now it is ready to go.” The company plans to take elements from its existing capabilities such as the Terminal High Altitude Area Defense (THAAD) system, which Reeves said has had a 100 percent mission success rate, and the Aegis missile defense system. Lockheed also will garner experience from its partnership with the U.S. Navy on its Trident II submarine-launched ballistic missile system, which “has to survive these more hostile environments,” she said. And Lockheed's experience with space is another asset that will contribute to understanding technology needed for an NGI, which will need to travel through space, according to Reeves. Lockheed is also optimistic, Reeves said, that it can meet a faster schedule for NGI than currently planned. Some Defense Department officials said NGI could not be fielded until the 2030s but the MDA director and U.S. Northern Command's commander believe it is possible to move that timeline to at least 2028 or earlier.     Proposed rule banning Chinese tech needs to consider small contractors, senators warn

    Andrew Eversden Two U.S. senators called on the Office of Management and Budget to ensure that federal regulation banning the government's use of Chinese telecommunications technology include “explicit processes” to help small businesses with compliance. In a May 4 letter sent to acting OMB Director Russ Vought, Sens. Marco Rubio, R-Fla., and Ben Cardin, D-Md., asked Vought to carefully consider to the needs of small businesses while the agency reviews a proposed rule. The senators' concern is in response to a proposed rule under review by OMB implementing Section 889(a)(1)(B) of the fiscal 2019 defense policy law — a provision that bans federal agencies from procuring or doing business with companies using “covered telecommunications equipment or services" in an effort to block Chinese tech companies like Huawei and ZTE from entering the U.S. government's supply chain. Rubio and Cardin are the top two senators on the Senate Committee on Small Business and Entrepreneurship. According to the letter, OMB is currently reviewing the draft proposed rule, statutorily required to be implemented Aug. 13. Because smaller companies don't have access to the same resources as larger suppliers, they may need “more assistance and time,” the senators wrote. The pair called the guidance for small businesses “vita,l” given that small businesses make up about one-quarter of federal procurement, worth $120 billion. “By providing these small firms with a clear path toward compliance and a reasonable time frame, we believe that the goal of securing the United States supply chain will be better achieved,” Rubio and Cardin wrote. Outside interest groups representing federal contractors have also pushed Congress to delay the implementation of Part B of Section 889. In a joint letter in late March, the National Defense Industrial Association and the Professional Services Council asked Congress to delay the Aug. 13 date to February 2021. They also cited the ongoing coronavirus pandemic as reason for a delay. “Part B will impose significant financial and operational costs on medium and small-sized firms at a moment of substantial uncertainty and hardship. While we agree that Part B addresses a significant problem in defense supply chains, and that additional measures are needed to protect [Department of Defense] information assets from covered equipment, COVID-19 has made the current implementation timeline infeasible,” the groups wrote. The United States government alleges that Huawei's 5G technology allows for Chinese government espionage and poses a threat to national security. Senior U.S. officials have traveled the globe, urging allies not to include Huawei's technology in their 5G networks. But the effort has been largely unsuccessful, particularly after the United Kingdom announced in January it would allow Huawei to build noncritical pieces of its 5G network. That decision was met with scorn by lawmakers on Capitol Hill.
