Le budget des armées 2019 va augmenter d'1,7 milliard d'euros

La ministre des Armées Florence Parly a annoncé que le budget des armées 2019 qui sera présenté lundi sera de "35,9 milliards d'euros, soit 1,7 milliard de plus qu'en 2018", dans un entretien au Parisien paru vendredi.

"Cette année, ce sera la première fois que l'on démarre une nouvelle programmation sur des bases très saines," se réjouit la ministre qui précise que la part des investissements dans ce budget s'élèvera à 19,5 milliards d'euros.

"Un budget sincère"

Mme Parly affirme qu'en 2025 "l'engagement pris par le président de la République de consacrer 2% du PIB à notre défense (NDLR : 1,82 % aujourd'hui) sera bien atteint."

Elle assure également qu'il ne devrait pas y avoir de surcoût lié aux opérations extérieures et à Sentinelle. "Dans le budget 2019, la provision sera de 850 millions d'euros. Nous aurons un budget sincère", précise-t-elle en relevant que "sous la précédente mandature, une provision notoirement insuffisante avait été inscrite en 2017."

A l'époque, c'est l'actuel ministre des Affaires étrangères, Jean-Yves Le Drian, qui était à sa place à la Défense.

Six drones armés en 2019

La ministre a également annoncé la livraison de six drones armés en 2019, l'arrivée en octobre à Istres du "premier avion ravitailleur de nouvelle génération, un Airbus A330", ainsi que de 89 véhicules blindés "Griffon" (nouvelle génération) en 2019.

    by Samantha Ehlinger The Defense Digital Service and Army Cyber Command's growing partnership is getting its own workspace in downtown Augusta, Georgia, DDS announced Thursday. Dubbed Tatooine, the new workspace located at the state-owned Georgia Cyber Center is the expansion of the Jyn Erso pilot project launched last year to join DDS staff and Cyber Command soldiers to solve hard problems. The new space officially opened Thursday with a day-long hackathon “for cyber soldiers and the local tech community,” according to a press release. “Tatooine will be a beacon for technical talent across the military — a place to write code and solve problems of impact,” DDS Director Chris Lynch said in an announcement. “Through this partnership, we are setting our best technical warfighters against our toughest problems with support and training from our DDS software engineers and experts. Together, men and women in uniform and tech nerds are finding new ways to rapidly solve high-impact challenges.” The Army is gradually relocating its Cyber Command headquarters to nearby Fort Gordon. The state's CIO Calvin Rhodes said this week that the center will play host to the unclassified training sessions for personnel who are waiting for their security clearances to be completed, a process that can often take at least six months, sister publication StateScoop reported. The National Security Agency, which has an outpost at Fort Gordon, will also have a presence at the Georgia Cyber Center. Officials said the $100 million development is the single-largest investment by a state in a cybersecurity facility. Tatooine will join Army officers and soldiers with DDS technologists to tackle hard problems in unclassified “startup-like spaces” using private sector tools and methodologies, according to the Pentagon. “For instance, project teams are using concepts of continuous software iteration and user-centered design, which are common in the tech sector, but not in the military,” the department said. Tatooine is a way for DDS and Army Cyber Command to create more pilot teams without having to relocate Cyber Command personnel to Washington D.C. Other planned uses for Tatooine include supporting initiatives like the Hack the Army bug bounty program. Army's Cyber Command and Cyber Center of Excellence are providing the technical soldiers to staff teams and Professional Military Education credit for time spent in the program, according to the announcement. Senior Army officers from the center and the Army Cyber Institute will oversee day-to-day operations in the workspace and report to DDS. “To help the Army resolve its toughest talent management and technical challenges, DDS and U.S. Army Cyber Command (ARCYBER) have partnered to bring technically-gifted soldiers together with private sector civilian talent to rapidly develop immediate-need cyber capabilities,” Lt. Gen. Stephen Fogarty, head of the command, said in a statement. “This innovative partnership will solve tough problems and serve as a powerful retention and recruitment tool.” Through the Jyn Erso program, project teams have already tackled a few projects, such as a program to develop, produce and deploy a capability to combat commercial drones. “The team developed a low-cost software system that is flexible enough to adapt to newly identified targets and easy for operators to use and transport in austere conditions,” the announcement said. DDS and the Cyber Center of Excellence also launched a training pilot earlier this year as part of Jyn Erso to streamline cyber training courses. In its first iteration, DDS cut down the training time for a subset of Army soldiers from six months to just 12 weeks.     By: Aaron Mehta WASHINGTON — The Army's Improved Turbine Engine Program is facing a “critical” stretch which will determine whether testing on the engine will occur on time or be delayed, thanks to challenges related to the COVID-19 pandemic, a pair of Army officials said Wednesday. Patrick Mason, the program executive officer for Army aviation, and Brig. Gen. Walter Rugen, the director for future vertical lift inside Army Futures Command, said that the service has finished its component critical design review (CDR) process, and has moved on to its full program CDR, a key milestone before moving into testing. However, “given COVID and all of the factors that have gone on with COVID,” the plan to have the full CDR done during second quarter has been pushed to third quarter, Mason said at an event hosted by the Heritage Foundation. ITEP is “the number one watch item we've had across the future vertical lift portfolio for COVID impacts,” Mason said, because “hardware needs to be coming in the latter part of this year so we can test at the component level, assemble into the engine, and then go to first engine test.” “So that's going to be critical over the next month to two months, to see where we stand on hardware deliveries with that, and then whether or not we will reach first engine test at the time that we had originally stated,” he said, noting the plan is for engine tests to proceed in 2021. Mason also noted that the delay is less dramatic than it may seem, because the original plan for ITEP called for the full CDR to be completed in the fourth quarter of this year; the Army felt it was ahead of schedule enough to shift that target to second quarter, until COVID caused the delay. In other words, CDR being completed in Q3 still means the program is ahead of its original baseline. General Electric Aviation won the $517 million award for the engineering, manufacturing and development phase in February 2019. The requirements included developing a 3,000 shaft horsepower engine that reduces fuel consumption by 25 percent and increases service life by 20 percent compared to the legacy T700 currently used in the Army's AH-64 Apache and UH-60 Black Hawk helicopters. In addition to replacing the engines on those two leacy platforms, ITEP is expected to power the Future Attack Reconnaissance Aircraft, or FARA design. For the heavier future rotorcraft known as the Future Long-Range Assault Aircraft, or FLRAA, the Army is looking at a heavier engine design, although the companies competing for the design will have the ability to pick their own engine designs as part of their pitches. “We really think the efficiencies there with a two engines strategy across all of Army aviation's tactical fleet would be a powerful way to go at both readiness and affordability concerns,” said Rugen. https://www.defensenews.com/land/2020/06/10/the-next-few-months-are-critical-for-the-armys-new-helicopter-engine/
