L'Australie crée une agence de défense spatiale

Le gouvernement australien a annoncé ce mardi la création d'un commandement militaire de l'espace, nommé Space Command. Il sera formé sur le modèle de la Space Force des Etats-Unis (USSF), qui existe depuis décembre 2019. Dans un discours prononcé devant l'armée de l'Air australienne, le ministre de la Défense, Peter Dutton, a souligné que l'espace « prendra une plus grande importance militaire au cours de ce siècle ». « L'espace est de plus en plus encombré et déjà contesté notamment parce qu'entre concurrence et conflit, les frontières deviennent de plus en plus floues », a-t-il déclaré, indiquant que le Space Command aura pour objectif de contrer les ambitions militaires de la Chine et de la Russie dans l'espace, ainsi que tous les « pays qui considèrent l'espace comme un territoire à prendre, plutôt qu'un territoire à partager ».

    DARPA wants to arm ethical hackers with AI

    By: Brandon Knapp The Defense Advanced Research Projects Agency (DARPA) wants to leverage human-artificial intelligence teaming to accelerate the military's cyber vulnerability detection, according to agency documents. The task of securing the Pentagon's diverse networks, which support nearly every function of the military's operations, presents a nightmare for defense officials. The current time-intensive and costly process involves extensively trained hackers using specialized software suites to scour the networks in search of vulnerabilities that could potentially be exploited, but the scarcity of expert hackers makes detecting cyberthreats a challenge for the Defense Department. DARPA's Computers and Humans Exploring Software Security (CHESS) program seeks to bolster existing cyber defenders with a new tool that would render much of the current toolkit ancient history: artificial intelligence. The program aims to incorporate automation into the software analysis and vulnerability discovery process by enabling humans and computers to reason collaboratively. If successful, the program could enhance existing hacking techniques and greatly expand the number of personnel capable of ethically hacking DoD systems. To achieve its goal, DARPA will solicit proposals from industry across five technical areas, including developing tools that mimic the processes used by expert hackers and ultimately transitioning a final solution to the government. “Through CHESS, we're looking to gather, understand and convert the expertise of human hackers into automated analysis techniques that are more accessible to a broader range of technologists,” the DARPA program description reads. “By allowing more individuals to contribute to the process, we're creating a way to scale vulnerability detection well beyond its current limits.” While DARPA sees artificial intelligence as an important tool for enhancing cybersecurity efforts, officials emphasize the essential role humans play in the collaborative process. “Humans have world knowledge, as well as semantic and contextual understanding that is beyond the reach of automated program analysis alone,” said Dustin Fraze, the I2O program manager leading CHESS. “These information gaps inhibit machine understanding for many classes of software vulnerabilities. Properly communicated human insights can fill these information gaps and enable expert hacker-level vulnerability analysis at machine speeds.” The CHESS program will span three phases lasting a total of 42 months.     Polish defense minister: F-35 acquisition ‘not far away’

    By: Jarosław Adamowski WARSAW, Poland — Polish Defence Minister Mariusz Blaszczak said April 29 that the Polish government aimed to sign a deal to station U.S. troops in Poland this year, and a contract to purchase F-35 fighter jets was “not far away” from being signed. Blaszczak's announcement in an interview with local broadcaster TVP indicates that Warsaw could aim to negotiate on the potential troop deployment in parallel with the aircraft acquisition. Poland has pitched for the United States to build a permanent military base in the country, offering to pay at least $2 billion toward the project, dubbed “Fort Trump.” On April 25, during her visit to Warsaw, Air Force Secretary Heather Wilson said that a U.S. Air Force team was to be sent to Poland in May to demonstrate the capabilities of the F-35 to Polish defence ministry officials, as reported by local news agency PAP. Last February, Blaszczak said the planned acquisition of 32 fifth-generation aircraft would be carried out as part of the country's military modernization program. Under the initiative, Warsaw aims to spend 185 billion zloty ($48.5 billion) on new weapons and equipment by 2026.     US Air Force gets ready for decision on commercial aerial-refueling services

    By: Valerie Insinna ORLANDO, Fla. — The U.S. Air Force will know by the end of this month whether it will kick-start a competition for aerial-refueling services, the head of Air Mobility Command told Defense News. The service is in the final stages of a feasibility study that is evaluating whether the Air Force should buy commercial tanking services to support day-to-day needs for training and testing, said Gen. Maryanne Miller in an exclusive Feb. 28 interview. “The interest is high on the commercial side. The commercial companies who are considering this are really waiting to see the feasibility study, which will be completed in March,” she said. “The interest is high on the outside. I talked to a few vendors yesterday that was asking me when the study is going to be done. We're all waiting for that.” The study will help the Air Force determine whether it is cost-effective to use commercial aerial-refueling services as well as help set parameters on how a contract could be structured. However, Miller said, industry-operated tankers would not conduct combat or other overseas operations, and instead would be used exclusively for tasks in the continental United States such as augmenting training or for test and evaluation missions that AMC does not always have the capacity to fill. AMC believes its requirement will amount to about 6,000 hours per year, although the study could influence that number. Currently 14 companies have indicated interest in competing for the opportunity, she said. If the service decides to move forward with a competition, it believes it will be able to move from a contract award to an initial operating capability using a few aircraft in about a year, Miller said. “I love the idea. I hope the feasibility proves positive for us. That way we can get our requirements out there, we can start receiving proposals and then work that process as defined. We're optimistic,” she said. “That would be exciting to relieve some of the tension and stress on our force.” Getting Congress to agree to fund aerial-refueling services could be a hard sell, especially as the service considers paring back some of its own capacity. To free up funds for other priorities, the Air Force proposed retiring 16 KC-10s and 13 KC-135s in fiscal 2021. However, the idea has come under fire from U.S. Transportation Command — which has sought funds to buy back 23 of those tankers — as well as lawmakers who question whether the Air Force would be taking on too much near-term risk. But Miller contended that having the flexibility of commercial aerial-refueling services could relieve pressures on the military's own tankers, filling the gap for U.S. missions when there is high demand abroad. “It really just relieves and fills that market of the service missions we just don't get to today. Some of that is readiness-related,” she said.
