    Mattis out: Defense secretary says his views no longer aligned with Trump

    By: Leo Shane III and Aaron Mehta WASHINGTON — Defense Secretary Jim Mattis on Thursday announced he will step down from that post by the end of the February, leaving a significant leadership void in President Donald Trump's Cabinet. In his resignation letter Thursday, Mattis told Trump he was making the move to allow the president to find “a secretary of defense whose views are better aligned with yours.” Mattis, a former Marine Corps general, is regarded highly among defense experts and is a well-respected military mind among lawmakers. On numerous occasions over the last two years, both Republicans and Democrats have lauded him as a calming presence within the turbulent Trump administration and a voice of reason for the sometimes impulsive commander in chief. He's also wildly popular among troops. A Military Times poll conducted in late September found that nearly 84 percent of troops had a favorable view of his work leading the armed forces. Among officers, the figure was almost 90 percent. But Mattis' relationship with Trump had appeared to sour in recent months as the president pushed for more aggressive military policies. Pentagon officials appeared caught unaware by sudden decisions made in the Oval Office on forming a new Space Force, sending troops to the southern U.S. border, and banning transgender recruits from the ranks. This week, Mattis and other top defense officials appeared to be surprised by Trump's plans for a rapid withdrawal of U.S. forces from Syria. On Twitter Thursday, Trump hailed Mattis for “tremendous progress” on helping to rebuild the military, including “the purchase of new fighting equipment” and “getting allies and other countries to pay their share of military obligations.” He said a new secretary of defense would be announced in coming days. Expect the names of Sen. Tom Cotton, R-Ark., and Jack Keane, a retired Army general who was an early supporter for Trump, to pop up in discussions. In his resignation letter, Mattis said he was “proud of the progress that has been made over the past two years in ... putting the department on more sound budgetary footing, improving readiness and lethality in our forces, and reforming the department's business practices.” But he also took aim at several Trump policies that caused friction between the White House and the Pentagon. In the letter, Mattis wrote that he believes America “must be resolute and unambiguous in our approach to those countries whose strategic interests are increasingly in tension with ours.” That includes “treating allies with respect” and doing “everything possible to advance an international order that is most conducive to our security, prosperity and values.” He also specifically mentioned both the defeat-ISIS coalition of 74 nations and NATO as “proof” alliances that have benefited America, The timing of the resignation — just a day after Trump ordered the withdrawal of U.S. forces from Syria, reportedly over the objections of Mattis — is noteworthy, especially given Mattis' reference to the ISIS coalition in his letter. Appearing on CNN shortly after the announcement, Trump's senior adviser Stephen Miller did nothing to quell the idea that Mattis quit over the Syria decision, saying it is time for Trump “to get a new secretary of defense who will be aligned with the president” on a variety of issues, specifically calling out Syria and burden sharing among NATO allies. Miller also reiterated Trump's statements that it is time for Syria and Russia to take over the fight against ISIS, while railing against the decision of America to stay in Afghanistan and Iraq. When asked by CNN's Wolf Blitzer if the administration intended to leave those countries as well, Miller said “I have absolutely no policy announcements of any kind to make tonight, whatsoever.” For months, speculation has swirled around whether Mattis could survive into year three of the administration, particularly after Trump labeled him as “sort of a Democrat” during an interview in October. However, he appeared to solidify his position within the administration in the days leading up to the mid-term elections, with a full-throated support for the president's decision to send troops to the border. Mattis said the February leave date is designed to ensure a new defense secretary is in place well before September's changeover of the chairman of the joint chief of staff. Just two weeks ago, Trump announced that Gen. Mark Milley, the current army chief of staff, would be his nominee to replace current chairman Gen. Joe Dunford. The announcement, coming almost 10 months before Dunford's term was over, caught many by surprise, and now sets up the military for a wholesale leadership change in 2019. It also represented another pressure point between Trump and the secretary. Both Mattis and Dunford supported the candidacy of Gen. David Goldfein, the Air Force's top officer, but Trump picked Milley instead.     Production of one of the F-35′s most anticipated bombs has been on hold for almost a year

    By: Valerie Insinna WASHINGTON — Deliveries of a new precision-guided bomb under development by Raytheon for the F-35 and other fighter jets have been at a standstill for about a year as the company struggles to correct a technical problem involving a key component. A fix for the issue, which brought production of the Small Diameter Bomb II to a halt in July 2019, could be approved by the government as soon as July, said Air Force spokesman Capt. Jake Bailey in response to questions by Defense News. However, a June report by the Government Accountability Office pointed out that continued technical issues have already caused a delay in fielding the munition, with Raytheon forced to redesign a key component and retrofit all 598 bombs already delivered to the Air Force and Navy. The Small Diameter Bomb II — also known as the GBU-53 StormBreaker — was designed with a tri-mode seeker that includes a millimeter wave radar, imaging infrared and semi-active laser that allow the weapon to engage targets in all weather conditions and environments where visibility is obscured by dust and debris. The Air Force and Navy plan to integrate SDB II with a range of fighter aircraft including the F-15, F/A-18 Super Hornet and F-35 joint strike fighter, but the munition has been mired in development for more than a decade. This latest stoppage in production was prompted by internal audits by Raytheon, which found that the clips used to hold the bomb's fins in place “suffered vibration fatigue over long flight hours,” Bailey said. The clips serve “as the backup fin storage device” used to keep the fins in place in case other components fail, noted Bailey, who added that there have been no incidents during tests involving the SDB II fins inadvertently deploying. However, the GAO wrote that the premature deployment of the fins, which help guide the bomb in flight, could damage the weapon as well as cause a safety hazard for the aircraft carrying it. “While this problem could affect all aircraft carrying the bomb, officials said the greatest impact is to the F-35, because the bomb is carried in the aircraft's internal weapons bay and could cause serious damage if the fins deploy while the bomb is in the bay,” the GAO stated. Raytheon declined to comment on this story, directing questions to the Air Force. Raytheon plans on mitigating the issue with a newly designed clip that reduces the vibration of the fins, and will completely pay for developing the fix and retrofitting it on the bombs that have already been delivered, the GAO said. The Air Force confirmed that testing of the new device has already been completed and is going through final reviews. But while Raytheon and the Air Force had hoped to restart production in April, travel restrictions caused by the ongoing global COVID-19 pandemic contributed to further delays. The government now hopes to approve the fix in July, after which production will restart and the retrofit process for existing bombs will begin. “The fin clip failure is the sole reason production was partially halted; once final government approval is obtained, ‘all up round' production can resume,” Bailey said, using a phrase that describes a fully assembled weapon. The Air Force estimates that retrofits will be completed by August, as Raytheon's supplier has already begun manufacturing the replacement component, which are easily installed on the outside of the weapon. “Until production resumes, the total Lot 3 deliveries remain at 204 of the 312 assets on contract,” Bailey said. All this puts initial operational capability at least a year later than the service's original timeline, which predicted IOC would occur in September 2019. The Air Force declined to name a current estimate for when IOC would be achieved, but said it would happen after a separate milestone known as the “initial fielding decision,” which involves the approval of the head of Air Combat Command and is set for the third quarter of 2020. The issue with SDB II's fins is just one of several technical problems with which Raytheon is grappling. The program completed operational tests in 2019, but hardware and software changes are needed after 11 failures were reported. Two hardware fixes have already been put in place, and eight failures were related to software problems that will be addressed in future updates, the GAO said. The sole outstanding issue involves an anomaly with SDB II's guidance system. Fixing it could require Raytheon to redesign the component and conduct retrofits on all bombs already delivered, according to GAO. A review board of the problem is in the “final stages of analysis,” Bailey said. The Air Force and Raytheon plan to establish whether a replacement component is necessary no later than June 30. Although the weapon has not even been officially fielded, some components are already becoming obsolete. A Raytheon subcontractor that makes circuit cards used in the guidance system is expected to stop producing those components years sooner than anticipated. As a result, that the Defense Department may have to order all circuit cards needed for the program of record before December, according to the GAO. That timeline has now been extended to January 2022, “which provides ample time for program office action before the new deadline,” Bailey said. Despite the bomb's ongoing problems, Raytheon continues to rake in contracts for the program. In February, the Defense Department awarded a $15 million increase to a previous SDB II contract for additional technical support. In September, the company received a $200 million contract for lifecycle support during the bomb's engineering and manufacturing development phase.     Despite Hard Times, The F-35 Program Demonstrated Stellar Performance In 2020

    By Dan Gouré In a year where the Department of Defense struggled to address a global pandemic, uncertainty at home, and multiple security challenges abroad, the F-35 program stands out as a success story. The aircraft continues to provide exceptional capability for three U.S. Armed Services and more than a dozen foreign operators. In the face of COVID-19 slamming their supply chains on the home front, the F-35 industrial team still managed to produce a near-record 123 fighters. 2020 also saw the roll-out of the first version of the Operational Data Integrated Network (ODIN), the new logistics support program. This is a remarkable record for any large, complex defense program in normal times, much less while struggling to deal with the human and economic toll caused by a global pandemic. COVID-19 has brought heartache and death to this country. It has also disrupted the operations of businesses large and small. The Department of Defense (DoD) has struggled along with every other organization to protect its people while conducting the necessary business of defending the nation, maintaining force readiness and ensuring the continuation of modernization efforts. In addition, the U.S. military deployed to support state and local governments with their pandemic responses and even helped with the development of COVID vaccines. The defense and aerospace industry also responded to the challenges posed by the virus. Protection of its workforce was and remains the number one priority. At the same time, industry knew that it had to continue to make progress on programs and plans to equip the military. An example of how well DoD and the defense industry has coped with the ravages of the pandemic is the Lockheed Martin F-35 program. For example, the pre-COVID plan called for producing 141 F-35s in 2020. This was revised downward in May to between 117 and 123, as DoD planners and industry saw what was happening. The Lockheed Martin team was proactive in changing its production plans and cleaning methods to protect workers. Nevertheless, the program reached its new goal, delivering 123 aircraft, including nearly 50 to foreign partners and countries using the Foreign Military Sales system. 2020 also saw the delivery of the 500th F-35 and the completion of more than 250,000 flight hours across the global fleet. The cost for the F-35 continues to decline, with the price for the benchmark F-35A projected to drop to under 80 million dollars by 2021. According to industry sources, the F-35's reliability continues to improve. The newest production aircraft average greater than 70% mission capable rates, and some are consistently near 75%. Last year saw F-35s from all three Services participate in numerous exercises and training events. One of the most noteworthy of these was Project Convergence, an Army Futures Command program designed to help develop an artificial intelligence and machine learning-based battle management system to direct a host of new weapons systems, such as the Extended Range Cannon Artillery. In a major exercise, the ability to conduct fire missions based on sensor data from Marine Corps F-35Bs passed to Army long-range artillery was demonstrated. Having declared the carrier-variant of the F-35 — the C model — fully operational, the Navy and Marine Corps spent 2020 getting ready to deploy it aboard U.S. aircraft carriers. Together with deployments of advanced versions of the Boeing F/A-18E/F, the Northrop Grumman E-2D Hawkeye, the Bell Boeing CMV-22B Osprey, and the new Boeing MQ-25 aerial refueling drone, the F-35C will transform the carrier air wing. Despite limitations imposed on close contact because of the pandemic, countries acquiring the F-35 continued to induct aircraft, stand up units and conduct training missions during 2020. In July, Italian Air Force F-35s returning home from an air policing mission in Iceland stopped in the United Kingdom to train alongside Royal Air Force F-35Bs. The U.S. has also participated with many partner countries and overseas allies in training exercises with the F-35. Last October, the Israeli Air Force and U.S. Air Force conducted a joint exercise in Israeli skies. Defying COVID, the United Kingdom sent its newest aircraft carrier, the Queen Elizabeth, to sea for a pre-deployment exercise in late 2020. Not only did the Queen Elizabeth demonstrate its ability to operate the short-takeoff and landing variant of the F-35, the F-35B, it also hosted a squadron of U.S. Marine Corp F-35s in a clear demonstration of how the F-35 enhances interoperability with allies. In 2020, more countries also entered the Joint Strike Fighter community. In a landmark agreement, the United States will sell the United Arab Emirates up to 50 F-35s, along with advanced unmanned aerial systems and air-delivered munitions. An agreement between Warsaw and Washington for Poland to acquire 32 F-35s was signed in early 2020. Given the impacts of COVID on virtually all the Department of Defense's activities, it would be surprising if there were no problems with the F-35 program. One such virus-related impact was the need to delay a decision on full-rate production, previously planned for March 2021 to a later date. This was not due to problems with the F-35 itself, production lines, or deployment of software. Rather, it reflected problems in operational test and evaluation, as the need for social distancing made it difficult to complete a number of required test and evaluation activities. In addition, the pandemic forced delays in completion of the Joint Simulation Environment (JSE), an extremely sophisticated virtual testing regime being built to assess the performance of advanced aircraft, particularly the F-35. According to the Office of the Secretary of Defense, a combination of technical challenges and the impact of COVID‐19 was delaying the maturation of the JSE. This will prevent the completion of F‐35 Block 3F software's Initial Operational Test & Evaluation by the original target date of March 2021. 2020 proved the resilience of the U.S military and the defense and aerospace, industrial base. Despite the COVID-19-created delay in fielding the JSE and conducting the full operation test and evaluation program, F-35s continues to roll off the production line, enter service and perform extraordinarily well in exercises and on operational deployments.
