    Space Force’s stopgap polar communications system passes another milestone

    Nathan Strout The U.S. Space Force's stopgap Arctic communications system has passed another major milestone, with it's Control and Planning Segment (CAPS) ground system passing a critical design review. The Space and Missile Systems Center said officials completed a “delta critical design review” of Enhanced Polar System Recapitalization's (EPS-R) CAPS design June 25. In a press release, SMC noted the assessment included three months of review by the government and contractor teams, covering areas of risk, software and hardware requirement traceability, testing, performance, cost and schedule. Slated to launch in late 2022, the EPS-R payloads will fill a vital gap in providing secure communications for war fighters in the Arctic. The constellation it's replacing, the Enhanced Polar System (EPS) is not expected to last until the polar components of the Protected Tactical SATCOM and Evolved Strategic SATCOM are fielded in the 2030s, and so EPS-R will serve as a stopgap measure in the interim. Both EPS-R and EPS are effectively the Arctic components of the Advanced Extremely High Frequency constellation. Northrop Grumman was awarded a $429 million contract for the two EPS-R payloads in February 2018. The payloads will be hosted on two Space Norway satellites. The EPS-R payloads passed critical design review in October. Northrop Grumman was also awarded an $87 million contract in May 2019 to design and build the Control and Planning Segment (CAPS) which will manage both the EPS-R and EPS payloads. “The EPS-R program's unprecedented approach provides an advantage to warfighters in the increasingly contested Arctic region. EPS-R leverages the best practices of our industry partners, in concert with commercial space and launch vehicle providers while collaborating with our Norwegian partners. The EPS-R CAPS system will command the EPS/EPS-R constellation allowing US Space Force space operators to provide continuous communication services to Arctic users,” explained Maj. Craig Zinck, EPS-R Ground program manager, in a statement.     Marines need to equip defensive cyber teams

    By: Mark Pomerleau The Marines are looking to develop and equip specialized tactical cyber teams with a specific defensive tool set. These teams, known as defensive cyber operations-internal defensive measures (DCO-IDM) companies, are designed to help defend critical digital assets at the tip of the spear. These companies will fall under the newly established Marine Expeditionary Force Information Groups, or MIGs, and one will reside within each MEF providing MEF commanders information-related capabilities to include cyber, intelligence, electronic warfare and information operations. All three DCO-IDM companies have reached the minimum threshold for deployment,though their specific kits are not in place yet, Gregg Kendrick, executive director of Marine Corps Forces Cyberspace Command, said Dec. 6 at the Charleston Defense Contractors Association Defense Summit. In the interim, service-retained cyber protection teams — strategic-level defensive cyber teams that feed up to U.S. Cyber Command — are partnering with the companies to conduct operations and participate in exercises. These companies will serve as a “paired down version” of cyber protection teams in the cyber mission force and be employed at the Marine Air Ground Task Force level, said MGySgt Carlos Torres, senior enlisted Marine in the cyberspace division for the Deputy Commandant for Information, during the annual C4ISRNET Conference in May. The companies have used the expertise from cyber protection teams and Marine Corps Forces Cyberspace Command throughout their establishment. Kendrick said the companies and elements of a cyber protection team participated in the NATO-led Trident Juncture exercise in Norway that took place from Oct. 25 to Nov. 7. Kenneth Bible, deputy director of the C4 directorate and deputy CIO, said Trident Juncture served as a good example of giving these teams exposure to operations and commanders, who want this capability. Kendrick added that the deputy commandant for information, which oversees all aspects of information for the Corps, to include the MIGs, requested Marines with intelligence backgrounds to go to each of the DCO-IDM companies. This will allow them to begin the process of establishing an organic intelligence support ability in the defensive cyber sphere as opposed to having to rely on outside resources, such as Marine Corps Forces Cyberspace Command.     Boeing’s F-15EX jet makes its first flight

    By: Valerie Insinna WASHINGTON — Boeing's first F-15EX took to the skies for its inaugural flight on Feb. 2, a milestone that will allow the company to deliver the first two planes to the U.S. Air Force by the end of March. After a couple of hours of delays due to weather — which also held up plans to conduct a first flight on Feb. 1 — Boeing test pilot Matt “Phat” Giese took off from Lambert International Airport in St. Louis, Missouri, at approximately 1:57 p.m. EST. The flight lasted approximately 90 minutes, and the plane performed as expected, Boeing said in a news release. “Today's successful flight proves the jet's safety and readiness to join our nation's fighter fleet,” said Prat Kumar, Boeing vice president and F-15 program manager. “Our workforce is excited to build a modern fighter aircraft for the U.S. Air Force. Our customer can feel confident in its decision to invest in this platform that is capable of incorporating the latest advanced battle management systems, sensors and weapons due to the jet's digital airframe design and open mission systems architecture.” The Air Force first added the F-15EX to its fiscal 2020 budget at the behest of the Defense Department's Cost Assessment and Program Evaluation office, or CAPE. With the Air Force and Air National Guard's fleet of 1970s-era F-15C/D jets showing signs of age, the service needed to either conduct an expensive life extension or buy new planes to replace them. But with F-35 operations and sustainment costs still financially burdensome, CAPE officials argued that buying an upgraded version of the F-15E Strike Eagle — with new features developed primarily at the cost of foreign customers like Qatar and Saudi Arabia — would be a more cost-conscious option. The Air Force placed its first order for the F-15EX in July 2020, awarding a contract for the first lot of eight jets with a value not to exceed about $1.2 billion. The entire program has a ceiling value of $23 billion. The new jets come with a host of modern features, including Honeywell's ADCP-II mission computer, the Eagle Passive/Active Warning and Survivability System electronic warfare system made by BAE Systems, the Raytheon Technologies' AN/APG-82 radar, fly-by-wire flight controls, and a digital cockpit. The service expects to buy at least 144 F-15EX aircraft, but the contract includes options to allow the Air Force to purchase up to 200 jets. Congress first included funds in December to purchase eight F-15EXs through the fiscal 2020 spending bill, and lawmakers approved spending $1.2 billion to buy 12 F-15EXs in fiscal 2021. According to the Air Force's FY21 budget request, the service plans to buy another dozen planes in FY22, procuring 14 F-15EXs in FY23, and ramping up to 19 jets per year in both FY24 and FY25.
