    Here’s who will build and integrate the first hypersonic weapon system prototype

    By: Jen Judson WASHINGTON — Dynetics Technical Solutions will be the first to manufacture a set of hypersonic glide body prototypes while Lockheed Martin will serve as the weapon system integrator, according to a U.S. Army announcement. The other transaction authority, or OTA, contract awards mark an important step forward in getting a prototype of the Army's Long Range Hypersonic Weapon, or LRHW — capable of flying at five times the speed of sound — that will launch from a mobile ground platform fielded by fiscal 2023. An OTA is a congressionally mandated contracting mechanism that makes it easier to prototype capabilities. The Army's No. 1 modernization priority is Long-Range Precision Fires, and hypersonic development falls into that category. “Delivering hypersonics to a unit of action will provide a critical combat capability for the Army in support of the National Defense Strategy,” Lt. Gen. L. Neil Thurgood, director of hypersonics, directed energy, space and rapid acquisition, said in an Aug. 30 statement. “With a collaborative effort by our partners in industry and the Department of Defense, we will advance this strategic weapon system and fulfill a critical mission for our nation.” Dynetics, based in Huntsville, Alabama, will get $351.6 million to produce the “first commercially manufactured set of prototype Common-Hypersonic Glide Body (C-HGB) systems,” according to the statement. This means the company will get the first crack at building the C-HGB, but it is likely others will subsequently receive awards to learn how to manufacture the C-HGB developed by the federally funded Sandia National Laboratories in an effort to build up the currently nonexistent hypersonic industrial base in the United States. Dynetics and future award winners will work with the lab to learn how to build the C-HGB. As hypersonic missiles become a reality, industry must relearn how to effectively, efficiently and economically produce them. While companies have developed warheads, glide bodies and other components, there is no industrial base equipped to manufacture hypersonic weapons. By giving multiple companies a chance to learn how to build the glide body, the hope is the process will build that vital industrial base. Lockheed Martin will integrate a launcher that can accommodate the C-HGB onto a mobile truck. That contract is worth $347 million. The OTA awards cover the design, integration and production work that will bring about a series of flight tests starting in 2020, which will lead to a fielding of a prototype LRHW battery, consisting of four trucks, launchers, hypersonic missile rounds and a command and control system. The Army is in charge of producing the LRHW C-HGB as part of a collaboration with the other services. "Dynetics has been developing enabling technologies for many years,” Steve Cook, the company's president, said in a statement. “Our team is pleased the Army saw that our highly-skilled engineers and technicians can bring this technology rapidly and affordably to the warfighter.” DTS will lead “a world-class team for the project, including established and proven defense industry contractors” like General Atomics Electromagnetic Systems, Lockheed Martin and Raytheon. “Each of these companies will bring decades of experience and will join science and technological capabilities to make a modern prototype and eventually become a program of record,” Cook said. General Atomics Electromagnetic Systems will provide cable, electrical and mechanical manufacturing. Lockheed will support the manufacturing, assembly, integration, testing, systems engineering and analysis. And as a principal subcontractor, Raytheon will provide its “extensive experience” in advanced hypersonic technology to build control, actuation and power-conditioning sub-assemblies that control flight, and it will help assemble and test the prototype. Lockheed Martin's integration team also includes Dynetics, which will develop launchers with hydraulics, outriggers, power generation and distribution for the ground platform. Other members of Lockheed's team are Integration Innovation Inc., Verity Integrated Systems, Martinez & Turek, and Penta Research. “We believe our relationships offer the Army unmatched expertise and puts us in the best position to deliver this critical capability to the nation," Eric Scherff, vice president for hypersonic strike programs for Lockheed Martin Space, said in a statement. Lockheed Martin's hypersonic strike contract awards already exceed $2.5 billion. The Army plans to deliver a hypersonic missile and launcher to a unit in the fourth quarter of fiscal 2021. The unit will train for an entire year without live rounds, Thurgood said earlier this month at the Space and Missile Defense Symposium in Huntsville, Alabama. He noted that the canisters the unit will use will be filled with cement to match the weight.     Army looks for a few good robots, sparks industry battle

    By: Matt O'Brien, The Associated Press CHELMSFORD, Mass. — The Army is looking for a few good robots. Not to fight — not yet, at least — but to help the men and women who do. These robots aren't taking up arms, but the companies making them have waged a different kind of battle. At stake is a contract worth almost half a billion dollars for 3,000 backpack-sized robots that can defuse bombs and scout enemy positions. Competition for the work has spilled over into Congress and federal court. The project and others like it could someday help troops "look around the corner, over the next hillside and let the robot be in harm's way and let the robot get shot," said Paul Scharre, a military technology expert at the Center for a New American Security. The big fight over small robots opens a window into the intersection of technology and national defense and shows how fear that China could surpass the U.S. drives even small tech startups to play geopolitics to outmaneuver rivals. It also raises questions about whether defense technology should be sourced solely to American companies to avoid the risk of tampering by foreign adversaries. Regardless of which companies prevail, the competition foreshadows a future in which robots, which are already familiar military tools, become even more common. The Army's immediate plans alone envision a new fleet of 5,000 ground robots of varying sizes and levels of autonomy. The Marines, Navy and Air Force are making similar investments. "My personal estimate is that robots will play a significant role in combat inside of a decade or a decade and a half," the chief of the Army, Gen. Mark Milley, said in May at a Senate hearing where he appealed for more money to modernize the force. Milley warned that adversaries like China and Russia "are investing heavily and very quickly" in the use of aerial, sea and ground robots. And now, he added, "we are doing the same." Such a shift will be a "huge game-changer for combat," said Scharre, who credits Milley's leadership for the push. The promise of such big Pentagon investments in robotics has been a boon for U.S. defense contractors and technology startups. But the situation is murkier for firms with foreign ties. Concerns that popular commercial drones made by Chinese company DJI could be vulnerable to spying led the Army to ban their use by soldiers in 2017. And in August, the Pentagon published a report that said China is conducting espionage to acquire foreign military technologies — sometimes by using students or researchers as "procurement agents and intermediaries." At a December defense expo in Egypt, some U.S. firms spotted what they viewed as Chinese knock-offs of their robots. The China fears came to a head in a bitter competition between Israeli firm Roboteam and Massachusetts-based Endeavor Robotics over a series of major contracts to build the Army's next generation of ground robots. Those machines will be designed to be smarter and easier to deploy than the remote-controlled rovers that have helped troops disable bombs for more than 15 years. The biggest contract — worth $429 million — calls for mass producing 25-pound robots that are light, easily maneuverable and can be "carried by infantry for long distances without taxing the soldier," said Bryan McVeigh, project manager for force projection at the Army's research and contracting center in Warren, Michigan. Other bulkier prototypes are tank-sized unmanned supply vehicles that have been tested in recent weeks in the rough and wintry terrain outside Fort Drum, New York. A third $100 million contract — won by Endeavor in late 2017 — is for a midsized reconnaissance and bomb-disabling robot nicknamed the Centaur. The competition escalated into a legal fight when Roboteam accused Endeavor, a spinoff of iRobot, which makes Roomba vacuum cleaners, of dooming its prospects for those contracts by hiring a lobbying firm that spread false information to politicians about the Israeli firm's Chinese investors. A federal judge dismissed Roboteam's lawsuit in April. "They alleged that we had somehow defamed them," said Endeavor CEO Sean Bielat, a former Marine who twice ran for Congress as a Republican. "What we had done was taken publicly available documents and presented them to members of Congress because we think there's a reason to be concerned about Chinese influence on defense technologies." The lobbying firm, Boston-based Sachem Strategies, circulated a memo to members of the House Armed Services Committee. Taking up Endeavor's cause was Rep. Seth Moulton, a Massachusetts Democrat — and, like Bielat, a Marine veteran — who wrote a letter to a top military official in December 2016 urging the Army to "examine the evidence of Chinese influence" before awarding the robot contracts. Six other lawmakers later raised similar concerns. Roboteam CEO Elad Levy declined to comment on the dispute but said the firm is still "working very closely with U.S. forces," including the Air Force, and other countries. But it's no longer in the running for the lucrative Army opportunities. Endeavor is. Looking something like a miniature forklift on tank treads, its prototype called the Scorpion has been zipping around a test track behind an office park in a Boston suburb. The only other finalist is just 20 miles away at the former Massachusetts headquarters of Foster-Miller, now a part of British defense contractor Qinetiq. The company did not respond to repeated requests for comment. The contract is expected to be awarded in early 2019. Both Endeavor and Qinetiq have strong track records with the U.S. military, having supplied it with its earlier generation of ground robots such as Endeavor's Packbot and Qinetiq's Talon and Dragon Runner. After hiding the Scorpion behind a shroud at a recent Army conference, Bielat and engineers at Endeavor showed it for the first time publicly to The Associated Press in November. Using a touchscreen controller that taps into the machine's multiple cameras, an engineer navigated it through tunnels, over a playground-like structure and through an icy pool of water, and used its grabber to pick up objects. It's a smaller version of its predecessor, the Packbot, which was first used by U.S. troops in Afghanistan in 2002 and later became one of soldiers' essential tools for safely disabling improvised explosives in Iraq. Bielat said the newer Scorpion and Centaur robots are designed to be easier for the average soldier to use quickly without advanced technical training. "Their primary job is to be a rifle squad member," Bielat said. "They don't have time to mess with the robot. They're going to demand greater levels of autonomy." It will be a while, however, before any of these robots become fully autonomous. The Defense Department is cautious about developing battlefield machines that make their own decisions. That sets the U.S. apart from efforts by China and Russia to design artificially intelligent warfighting arsenals. A November report from the Congressional Research Service said that despite the Pentagon's "insistence" that a human must always be in the loop, the military could soon feel compelled to develop fully autonomous systems if rivals do the same. Or, as with drones, humans will still pull the trigger, but a far-away robot will lob the bombs. Said P.W. Singer, a strategist for the New America Foundation think tank: “China has showed off armed ones. Russia has showed them off.     Nuclear modernization speeding up as arms control on the brink: report

    By: Aaron Mehta   WASHINGTON — Overall nuclear warheads in the world decreased in 2019, but broad modernization efforts by the biggest nuclear countries — along with a degradation of arms control agreements around the world — could mean a dangerous mix for the future, according to an annual report from the Stockholm International Peace Research Institute, or SIPRI. The organization estimated that at the end of 2019, nine countries possessed a total of 13,400 nuclear warheads, down from the 13,865 estimated in SIPRI's previous report, which in turn was a drop from 14,465 the year before. The reductions were primarily due to numbers dropping under the New START nuclear agreement between Russia and the U.S., which experts largely expect not to be renewed at the start of the new year. Russia is the largest holder of nuclear warheads, according to SIPRI's numbers, with 6,735 total, of which 1,570 are deployed. The U.S. follows at 5,800, with 1,750 deployed. The two countries account for over 90 percent of the world's nuclear arsenal. The United Kingdom (250 total, 120 deployed) and France (290 total, 280 deployed) are the other two nations believed to have deployed nuclear warheads. China (320 total), India (150 total), Pakistan (160 total), Israel (90 total) and North Korea, (30-40 total) round out SIPRI's list. Both the U.S. and Russia are engaged in expensive, widespread modernization efforts of its nuclear arsenal. America is upgrading both its legacy nuclear warheads with new designs, as well as updating its fleet of nuclear-capable bombers, submarines and ICBMs. Earlier this year, the Pentagon deployed for the first time the W76-2, a low-yield variant of the nuclear warhead traditionally used on the Trident submarine launched missile, and early design work is being done on another new submarine launched warhead design, known as the W93. Russia, meanwhile, has spoken openly about developing hypersonic weapons that could be nuclear equipped and has invested in novel weapons such as the Status-6, an underwater drone that could be equipped with a nuclear warhead. Moscow has also vocalized new deployment plans for its weapons and on June 2 made official a policy that it may use nuclear weapons in response to a conventional attack. Those investments by the world's two nuclear superpowers come against a backdrop of the collapse of numerous arms control agreements. 2019 saw the formal end of the Intermediate Range and Shorter Range Missiles (INF) treaty, and in May the U.S. announced its intention to withdraw from the Open Skies arms control verification agreement. The last major arms control agreement between Russia and the U.S. is New START, which is set to expire in February of 2021. In recent weeks the U.S. has announced its intention to start negotiations on a new arms control agreement that would include China. However, Chinese officials have repeatedly and categorically denied that it would be willing to join such an agreement, and experts largely view any efforts to create a trilateral nuclear arms control pact as a New START replacement are non-starters, leading to widespread agreement among analyst that New START is likely doomed under the Trump administration. “The deadlock over New START and the collapse of the 1987 Soviet–US Treaty on the Elimination of Intermediate Range and Shorter Range Missiles (INF) Treaty in 2019 suggest that the era of bilateral nuclear arms control agreements between Russia and the USA might be coming to an end,” said Shannon Kile, Director of SIPRI's nuclear disarmament, arms control and non-proliferation program. “The loss of key channels of communication between Russia and the USA that were intended to promote transparency and prevent misperceptions about their respective nuclear force postures and capabilities could potentially lead to a new nuclear arms race.” https://www.defensenews.com/smr/nuclear-arsenal/2020/06/14/nuclear-modernization-speeding-up-as-arms-control-on-the-brink-report/
