Italian government praise for F-35 shows early doubts waning

ROME – Italy's populist government has given its clearest sign yet that it is firmly backing the F-35, following early pledges to scrap the program by the Five Star party, one of two parties making up Rome's governing coalition.

“It is obvious we cannot deprive our Air Force of a great air capability that puts us ahead of many other countries,” said junior defense minister Angelo Tofalo during a speech in Italy's parliament this week.

Tofalo is a member of the Five Star party, which formed a governing coalition in June this year with the League party after courting votes with its condemnation of the fighter program.

Last year, the party said it would cancel Italy's plans to buy 131 aircraft.

Since taking office, the new government's defense minister Elisabetta Trenta — who was tapped for office by the Five Star party — has said the government will consider slowing down orders, rather than cancelling the program.

Last month, a government source told Defense News Italy would buy six or seven aircraft in the next five years instead of the previous plan to buy around ten.

Tofolo's statement took the positive appraisal of the F-35 one step further.

“We have talked about the F-35 for many years in Italy, often in a distorted way, whereas you often need to really know and evaluate information,” he said.

“The F-35 program is now moving, and is 20 years old, and contrary to what is often said it is an aircraft which surely has the benefit of optimum technology, maybe the best in the world at this time,” he added.

Italy has so far taken delivery of 10 F-35As and one F-35B, which were assembled at the country's final assembly line in Cameri, northern Italy. The Italian aircraft based at Amendola air base have totalled 2,000 flying hours, and in a first for Europe the fledgeling fleet were given Initial Operating Capability status on Nov. 30.

    Why 5G is a big deal for militaries throughout the world

    By: William Schneider, Jr The public discussion of 5th generation (5G) mobile telephone service has been seen by many – perhaps most – in the United States as just another step in the evolution of mobile communications, a remarkable scientific and commercial development that has wrought a wide range of benefits world-wide over the preceding quarter-century. More recently, the focus has shifted to 5G as a proxy for the U.S.-China trade and technology rivalry. The Trump administration's effort to change the terms-of-trade with China has brought the subject of commercial and international trade consequences of the proliferation of advanced technologies into sharp relief. The U.S. efforts to extradite the chief financial officer of the Chinese telecommunication equipment developer and producer, Huawei from her detention in Canada for export control violations have added a geopolitical spin to what has become an increasingly tangled issue. These aspects of the story, while true, do not begin to describe why 5G is such a big deal. The technologies of 5G communication will create a backbone technology for high speed low latency telecommunication. It will serve as the basis for the global internet-based “Internet of Things” (IoT) with fundamental changes in how goods and services of every imaginable types (and many, perhaps most not yet imagined) can be developed, employed, supported, and replaced. The importance of new technologies is not their ability to do what existing technology can do now, only faster, better, and cheaper even though that is a likely consequence. In the case of 5G, its ultra-low latency (potentially hundreds of times faster than current 4G LTE) produced by its vast bandwidth that allows users to do things that previously could not be done by any practical application of existing technologies. The enormous scale of capital expenditure involved in rapidly bringing 5G technology to market – $325 billion by 2025 – to develop and produce the hardware and software needed to deliver early 5G capabilities is unlike any other infrastructure project. Reflecting its national commitment to 5G, nearly half of the world-wide investment in 5G development and employment will be made by China. The extraordinarily low latency of 5G will allow services such as augmented and virtual reality and an immersive and tactile internet that cannot be delivered by 4G or earlier technology. 5G technology also inverts the classic paradigm of computational scarcity at the network's edge (e.g. the mobile device) and computational abundance at the center. With computational abundance now at the network edge, the employment of computationally intense emerging technologies (e.g. AI, quantum computing and cryptography, facial recognition) can be performed by mobile devices throughout the network. 5G as part of China's belt-and-road initiative While Western governments have tended to see 5G as an important but incremental extension of existing telecommunications services, China has recognized the value of 5G technology with its belt-and-road initiative (BRI). That effort is China's $1 trillion global infrastructure project to expand its economic presence and support for its interests on a global scale. China sees it as a key step in becoming the world's leading economic power by 2049, the 100th anniversary of the founding of the Communist state. The project has several components, one of which has become known as the “digital road.” It anticipates projecting the deployment of China's 5G telecommunication infrastructure over the dozens of countries now affiliated with the initiative. The 5G telecommunications network would be integrated with another Chinese project, its Beidou (“Big Dipper”) precision navigation and timing system (now in the latter stage of fielding) to displace the U.S. Global Positioning System enabling China's telecommunications and PNT system to dominate the future IoT and other in areas affected by China's belt-and-road project. 5G as an instrument of China's international security policy China's global security ambitions overlap its economic aspirations. The 19th Congress of the Communist Party of China, the belt-and-road initiative and its associated activities were incorporated in the Chinese Constitution at the 19th CPC. In that context belt and road is a project of the Party, and not the State which significantly elevates its security role and importance to its national leadership. The BRI creates a global economic presence that has become a combination of commercial enablers for its “Maritime Silk Road” and forward air and naval installations for China's armed forces. These include air and naval facilities in Djibouti in the Horn of Africa, Jiwani, Pakistan (~80-km west of its large commercial port at Gwadar, and a naval base in Sri Lanka (Hambantota, which China acquired in a debt-for-sovereignty swap when Sri Lanka could not service its BRI debt to China). China's switch from a regional to an aspiring global power reflect its aspirations that have shaped the CPC's rule since Mao: the deconstruction the old-world order in favor of one which gives China its rightful place at the zenith of a new international order. The incorporation of the technology 5G telecommunication and Chinese controlled PNT parallels a trend in US military practice. DoD military communications, like China's is moving to a wireless, mobile, and cloud-based IT systems built around 5G technology. China's convergence of its 5G, BRI presence (military and civil), PNT and dominant role in the BRI member states are aimed at becoming the world's leading economic and military power by the 100th anniversary of the founding of the Communist State in 2049. 5G is both an enabler and product of China's remarkable economic growth since 1979 and is likely to become a central element of China's economic and military power for the 1st half of the 21st century.     American exodus? 17,000 US defense suppliers may have left the defense sector

    WASHINGTON — A large number of American companies supplying the U.S. military may have left the defense market, according to a study announced Thursday, raising alarm over the health and future of the defense industrial base. The Center for Strategic and International Studies study said the number of first-tier prime vendors declined by roughly 17,000 companies, or roughly 20 percent, between 2011 and 2015. The full study, due to be released in January, was authored by CSIS Defense-Industrial Initiatives Group Director Andrew Hunter, Deputy Director Gregory Sanders and Research Associate Rhys McCormick. It was sponsored by the Naval Postgraduate School and co-produced by the Aerospace Industries Association, which released an executive summary on Dec. 14, the day of its annual aerospace and defense luncheon in Washington. The authors, who used publicly available contract data, write that it's unclear — due to the limitations in the subcontract database —whether the companies have exited the industrial base entirely or still perform work at the lower tiers. “There is no doubt that a huge portion of the recent turbulence in the defense industrial base has taken place among subcontractors, who are less equipped to tolerate the defense marketplace's funding uncertainly and often onerous regulatory regime — yet it remains extremely difficult to determine the real impact of these conditions on subcontractors,” the authors conclude. Further details may yet be revealed by the Trump administration's ongoing review of the resiliency of the defense-industrial base. Defense Secretary Jim Mattis' assessment is due to President Donald Trump by mid-April 2018. The CSIS summary links 2011 Budget Control Act caps, subsequent short-term budget agreements, and Congress' “unpredictable and inconsistent” appropriations process to the “lost suppliers, changes in competition and market structure, and other turmoil” it found. The years 2011-2015 are considered a period of defense drawdown and decline. The authors, rather than focus strictly on the total decline of defense contract obligations over the entire period, chose to chart the “whipsaw” effect that struck certain sectors of the industrial base amid the imposition of sequestration in 2013 and subsequent budget caps. Though the defense budget had been declining in the years leading up to the Budget Control Act, the implementation of an across-the-board sequestration budget cut in 2013 “marked a severe market shock that had a considerable impact on the defense industry,” the authors say. Compared to the pre-drawdown fiscal 2009-2010 period, the start of the drawdown in fiscal 2011-2012, average annual defense contract obligations dropped 5 percent. When sequestration was triggered in fiscal 2013, defense contract obligations dropped 15 percent from the previous year. Average annual defense contract obligations fell 23 percent during the so-called BCA decline period, fiscal 2013-2015. The Army, which has a checkered modernization history, bore the brunt of the decline. Average annual defense contracts dropped 18 percent at the start of the drawdown, then 35 percent during the BCA decline period. Missile defense contract obligations actually gained 7 percent at the start of the drawdown and then dropped only 3 percent under budget caps. During his presidency, Barack Obama reversed course from early cuts to missile defense to spur the development and deployment of missile defense systems in Europe, Asia and the Middle East. Lockheed Martin CEO Marillyn Hewson reacted to the internally circulated findings earlier this month, saying budget cuts are responsible for the industry being “more fragile and less flexible than I've seen it, and I've been in the industry many, many years.” “What we've seen in the industry, I'll give you an example at Lockheed Martin: At the outset of budget cuts we were about 126,000 employees; today we are at 97,000 employees,” Hewson said at the Reagan National Defense Forum in California. “Our footprint has shrunk dramatically. We see some of our small and medium-sized business, some of the components that we need, there's one, maybe two suppliers in that field where there were many, many more before.” Budget cuts have squeezed the Defense Department to unduly prioritize low-cost contracts over innovation and investment. Cost “shootouts,” she said, are endangering the military's plans to grow in size and lethality. AIA Vice President for National Security Policy John Luddy said companies have coped through a variety of “healthy efficiencies,” such as mergers and acquisitions, consolidating facilities, exploring shared services, and offloading certain contracting activities. “Our companies have done an amazing job of managing the downturn, they've pulled all kinds of levels to make it work, they've shown the ingenuity of the American free market system,” Luddy said. “Nonetheless, the uncertainty of the budgeting process has become a huge challenge for us.” Army Secretary Mark Esper, formerly of Raytheon, warned lawmakers at a Senate hearing Dec. 7 that uneven funding is driving small suppliers — “an engine of innovation” — out of the defense sector. “If you're a small mom and pop shop out there, and I'm referring to my industry experience, it's hard for them to survive in the uncertain budgetary environment,” Esper said. “And we risk losing those folks who may over time decide that they're going to get out of the defense business and go elsewhere.     Navy Turns To AI To Save Billions In Fight Against Rust

    By KELSEY ATHERTON ALBUQUERQUE: The Navy is using Google Cloud to speed up a basic but time consuming task: finding and identifying rust. This approach has already been applied to inspect wind turbines and find potholes in roads, and promises advantages both in speed of inspection and in future predictive maintenance. “The AI technology behind this enabled the US Navy to quickly and seamlessly examine tens of thousands of images to prioritize the needs to be repaired immediately and or later on,” Mike Daniels, vice president of Global Public Sector, Google Cloud, told me in an interview. While Google was unwilling to disclose the exact value of the contract, the promise is that speedy, AI-enabled inspections will lower labor and material costs of inspection and repair enough to more than justify the expenditure on inspection AI. “The tools we're providing can not only save the Navy billions each year, but significantly improve readiness and speed deployment,” said Daniels. “And this is a physical job right now. We're improving results for the inspectors.” If AI-facilitated rust inspection can reduce the amount of time a ship needs to stay in harbor for repairs, it can narrow the window in which catastrophic disasters, like the fire which tore apart the Bonhomme Richard, can happen. This work is being done through Simple Technology Solutions (STS), who was awarded the work as a Phase 1 Small Business Innovation Research project. To train the AI, STS flew a drone on inspections to get images of rust. Next, STS combined these drone-filmed images with public domain images of ships, and uploaded both sets to a Google Cloud server. Specifically, the inspections will look for broad area rust and corrosion, as well as subtler damage that human eyes might skip over, like pitting or focused damage. Using native machine learning built into the Google Cloud, STS could then train the algorithm to process, understand and identify rust in the images. This is an iterative process, one where every uploaded inspection improves the accuracy of the next inspection. “There's no classified data that's going to be handled as part of this project,” said Daniels, noting that Google offers a high level of protection for images stored in its cloud by default. As we have seen in the past, aggregated unclassified data can sometimes be enough to reveal classified information, but the immediate utility of cloud-powered inspections should offset any distant concern of weakness revealed through corrosion maintenance. Most importantly, the inspection tool promises savings in time. A widely-cited 2014 report from the US Navy attributed the cost of fighting rust and corrosion at $3 billion. Some of that cost is hard to shake: the paint used to cover rust-scrapped areas can cost as much as $250 a gallon.
