    Military Technology Could Bolster Bell’s Commercial Helicopters

    Tony Osborne October 30, 2020 Bell is pondering how to incorporate advanced technologies developed for its future military platforms into its commercial rotorcraft. Since its rebranding as more of a technology company than a helicopter OEM, CEO Mitch Snyder has been pushing the company on a course of innovation, investing in autonomous flight and electric propulsion as well as advancing defense capabilities. But there appears to be little obvious gain for Bell's line of civil rotorcraft. In the last couple of years, its commercial helicopters have received only fairly minor upgrades. The Model 407GXi light single-engine platform had its avionics upgraded so that it can fly under instrument flight rules, while the Model 412 medium twin received new avionics and uprated power. Yet both upgrades were essentially spun off from modifications for military programs. The 407 update was developed for the U.S. Navy's rotary-wing trainer requirement, which Bell lost to Leonardo, and the 412EPi was born from the type's selection by Japan for its UH-X military utility requirement. Bell's restraint in further developing commercial rotorcraft likely is due to its prolonged effort to bring the new Model 525 to market. Nor is it a great time to bring a new aircraft to market. Sales remain stubbornly slow in the aftermath of a fall in energy prices that dramatically reduced orders from the lucrative oil-and-gas support market. Progress in bringing the fly-by-wire, 9.3-metric-ton 525 super-medium to market—it was launched in 2012 and flown for the first time in 2015—has been painfully slow, in part due to the fatal loss of one prototype but also due to the need to convince certification authorities of fly-by-wire technology benefits. “The hurdle is higher now to try and get [the 525] certified,” Snyder told Aviation Week during a virtual roundtable on Oct. 19. “This technology brings all these benefits and makes the aircraft safer. . . . You have to walk them through and give them time to understand it,” he said. Snyder believes things are on track. “We feel very good about getting certified in 2021,” he added, noting that the company is finishing up testing and preparing for the submission of certification documentation to the FAA. He said Bell is continuing to evaluate new commercial platforms, although the cost of development and certification is prohibitive. “We're always looking to see if there's a clean-sheet out there that we may want to do,” he said. “But I can tell you, at least right now, our focus has been around derivatives to our military products and more about adapting upgrades to our existing models.” The approach appears to be in line with his views at last year's Paris Air Show, where he suggested Bell may not develop a new clean-sheet commercial conventional rotorcraft beyond the 525. One area of opportunity could be development of a single-engine medium helicopter, he hinted, building on Bell's Model 360 Invictus prototype for the U.S. Army's Future Attack Reconnaissance Aircraft (FARA) requirement. “Bell's got a lot of single-mediums out there,” said Snyder, noting that hundreds of Model 204/205 Iroquois helicopters remain in service with militaries, civilian operators and government agencies. Operators have become reliant on twin-engine helicopters, particularly because in some parts of the world, notably Europe, single-engine rotorcraft are banned from flying over urban areas. But Snyder said the 360 Invictus also features a supplemental power unit that can act as an auxiliary power unit as well as provide additional performance or auto-rotation power, and could be an enabler for a single-engine medium. It is possible that Bell is looking at a military utility variant of the 360 Invictus, pairing the aircraft with the attack version in the same way that its UH-1Y Venom and AH-1Z Viper platforms have built on the Huey and Cobra. Such a platform could receive interest from the U.S. special operations community, which is looking to replace the Boeing AH-6/MH-6 Little Bird family. Officials have noted that they would like to be able to adapt a FARA platform to carry troops. Sikorsky's Raider X can do so, but the Bell FARA cannot, until a more utilitarian version emerges (AW&ST June 1-14, p. 28). The Army's selection of Bell's V-280 tiltrotor as the larger Future Long-Range Assault Aircraft could enable a commercial spinoff of the platform, Snyder suggests. Bell is also looking to make commercial use of its Electrically Distributed Anti-Torque (EDAT) technology, a ducted electric tailrotor system tested on a Bell 429 light-twin. Flight tests for it were only revealed in February, despite the aircraft's flights in plain sight from its Mirabel, Quebec, facility since May 2019. Testing showed that the EDAT reduced noise levels, but there were also benefits in terms of safety, enabling the option of switching off the anti-torque system while the engines and main rotor are still turning. The EDAT eliminates complex tailrotor gearboxes and shafts and requires less costly inspections and maintenance as well. “We pulled in off-the-shelf technologies to make the demo occur within one year,” said Snyder. “Now we're evaluating what the real technology needs to be as far as repackaging it in the weight and size that we require.” Snyder said the EDAT technology will be aimed at a commercial rotorcraft, but for which product line or when it might be commercially available has yet to be decided. https://aviationweek.com/aerospace/aircraft-propulsion/military-technology-could-bolster-bells-commercial-helicopters

    US approves $7.5 billion in foreign weapons sales in one day

    By: Aaron Mehta WASHINGTON — It was a happy Independence Day for American defense companies, with the U.S. State Department announcing Monday it has approved almost $7.5 billion in potential foreign military sales to five different countries. The potential sales, announced on the website of the Defense Security Cooperation Agency, involve UH-60M Black Hawk helicopters for Lithuania, E-2D Hawkeye aircraft for France, MV-22 Osprey aircraft for Indonesia, Stryker infantry vehicles for Argentina and aviation fuel for Israel. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but is not a guarantee the sales will to happen in their announced forms. Once approved by Congress, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations. Israel: The biggest price tag, at $3 billion, is 990 million gallons of petroleum-based fuel for Israel, including JP-8 aviation fuel, diesel fuel and unleaded gasoline. Vendors will be selected “using a competitive bid process through Defense Logistics Agency Energy for supply source,” according to the announcement. Israel operates the American-made F-35I Joint Strike Fighter, among other aviation assets. France: The French request to purchase three E-2D Advanced Hawkeye aircraft comes with an estimated price tag of $2 billion. The aircraft is to replace France's legacy E-2C Hawkeye fleet. In addition to the aircraft, the country wants 10 T-56-427A engines, three AN/APY-9 radar assemblies, four AN/ALQ-217 electronic support measure systems and one Joint Mission Planning System, among other technologies. “The E-2D aircraft will continue and expand French naval aviation capabilities and maintain interoperability with U.S. naval forces,” the DSCA announcement read. “As a current E-2C operator, France will have no difficulty absorbing this equipment and support into its armed forces.” Primary work will be done at Northrop Grumman's Melbourne, Florida, location. There will be industrial offsets required in the future, but those have not been defined at this point. This is the first DSCA notification of an arms sale to France since at least September 2017, as the country prefers to rely on its domestic arms industry. Indonesia: Indonesia was cleared to spend an estimated $2 billion to buy eight MV-22 Block C Osprey aircraft. Also included are 24 AE 1107C Rolls-Royce engines; 20 each of the AN/AAQ-27 forward-Looking infrared radars, AN/AAR-47 missile warning systems and AN/APR-39 radar warning receivers; and 20 each of the M-240-D 7.64mm machine guns and GAU-21 machine guns, among other gear. The potential sale is announced at a time when the U.S. is seeking to beef up both its presence and the capabilities of partner nations in the Pacific in order to blunt Chinese interests in the region. This is the first DSCA notification of an arms sale to Indonesia since at least September 2017. “This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of an important regional partner that is a force for political stability, and economic progress in the Asia-Pacific region. It is vital to U.S. national interest to assist Indonesia in developing and maintaining a strong and effective self-defense capability,” the DSCA notification read, adding the sale will “enhance Indonesia's humanitarian and disaster relief capabilities and support amphibious operations.” Primary work will be done by Bell Textron in Amarillo, Texas, and Boeing in Ridley Park, Pennsylvania. Lithuania: The Baltic nation of Lithuania plans to spend $380 million to procure six UH-60M Black Hawk helicopters. The standard U.S. configuration requested includes 14 T700-GE-701D engines, 12 M240H machine guns, night vision goggles, a number of radios and thousands of rounds of ammunition. “The proposed sale of these UH-60 helicopters to Lithuania will significantly increase its capability to provide troop lift, border security, anti-terrorist, medical evacuation, search and rescue, re-supply/external lift, combat support in all weather,” per the DSCA. “These UH-60 helicopters will allow for interoperability with U.S. and NATO forces in rapid response to a variety of missions and quick positioning of troops with minimal helicopter assets. Lithuania intends to use these defense articles and services to modernize and expand its armed forces to provide multi-mission support in its region and combat terrorism threats.” The Black Hawks will replace the nation's Soviet-made Mi-8 fleet. The U.S. is helping fund Lithuania's purchase through the European Recapitalization Incentive Program, or ERIP, a tool developed in 2018 alongside U.S. European Command to speed up the process of getting allied nations off Russian gear. The State Department kicked in $30 million of ERIP funding to help complete that deal. So far, three of the eight countries to receive ERIP funds have used them to purchase Black Hawk helicopters. Work will primarily be done at Sikorsky's Stratford, Connecticut, location and General Electric Aircraft Company in Lynn, Massachusetts. Argentina: The South American nation seeks 27 M1126 Stryker infantry carrier vehicles, with an estimated $100 million price tag. In addition to the vehicles themselves comes a pile of equipment, including 27 M2 Flex .50-caliber machine guns, radios and smoke grenade launchers. In addition, the vehicles come with special de-processing services outside of the continental United States as well as contractor-provided training. “The proposed sale will improve Argentina's capability to meet current and future threats by increasing operational capabilities and force availability,” per DSCA. “Argentina will use the Stryker vehicles to conduct stability operations in support of disaster relief and international peace keeping obligations.” Primary work will occur at the General Dynamics Land Systems facility in Anniston, Alabama.     Afghanistan deployment proves One World Terrain is more than a training tool

    Jen Judson WASHINGTON — The U.S. Army began building an entire virtual world a few years ago for its Synthetic Training Environment (STE) to bring accuracy and a real-life feel to training, but a deployment of One World Terrain in Afghanistan has proved it's not just a training tool, according to Maj. Gen. Maria Gervais, who is in charge of the service's STE development. One World Terrain, or OWT, compiles realistic and, in some cases, extremely accurate virtual maps of territory all over the globe. The idea is to be able to click on any place on a virtual globe and go there. Soldiers can then train virtually in an exact environment in which they can expect to operate in reality. “We're seeing now there are better uses for operational capability,” Gervais told Defense News in an Oct. 8 interview ahead of the Association of the U.S. Army's annual conference. “And it's helping us inform how do we now expand this to meet training, operational and also targeting requirements.” It all began with a unit that used OWT for training at the National Training Center on Fort Irwin, California, and saw value in it, Gervais said. When the unit deployed to Afghanistan, the soldiers asked to take the system — which included a drone and software — she said. The unit was able to capture terrain for the purpose of mission-planning rehearsal and route planning. But the soldiers also used it to take an in-depth look at the forward-operating base to see how it was set up and analyze it for vulnerabilities. “I will tell you from that usage, they figured out they had to make some changes,” Gervais said. “And then they went out and they started looking at other operating bases within their area. They expanded it.” The system “immediately started proving its utility to them,” she said, “but from that unit from what they were able to do, we then were able to take the next unit that was coming in behind them and provide all that information to them and allow them to understand how One World Terrain could be used.” The Army's 82nd Airborne Division also used the system prior to deploying to another theater. The division captured the terrain, using it for predeployment planning and mission rehearsals, including how and where to set up a base and where to position electronic warfare systems. OWT also helped the 25th Infantry Division out of Hawaii prepare for a Joint Training Readiness Center rotation, and its members also plan to use it during the exercise. These uses have led the Army to provide more drones and software for more units, Gervais said. Starting in December and January, the Army will begin fielding “a little bit more capability,” she added. In March, the STE team went to Germany to observe an assured position, navigation and timing exercise that included a sensor-to-shooter, live-fire drill. The team worked with the 1st Cavalry Division's intelligence analysts and put OWT on the Distributed Common Ground System-Army (DCGS-A) system, which is an intelligence analysis platform. “We showed them the capability, and what came out of there was pretty astounding,” Gervais said. With 3D terrain from OWT in the system, decisions could be made more quickly because there was no need to compare two different databases and reason against it, she said. That cut workload by about 60 percent, she added. OWT was on a DCGS-A system at Project Convergence at Yuma Proving Ground, Arizona, this year, Gervais said, and it showed the realm of the possible from a targeting perspective.
