Icarus Aerospace unveils multi-role capable TAV aircraft

ICARUS Aerospace recently introduced TAV, a clean-sheet aircraft that is a force-multiplier solution for the world's security and armed forces. The highly customizable, twin-turboprop TAV — Tactical Air Vehicle — is a multi-role capable aircraft, with a rugged, versatile, and technologically advanced design.

“We've developed TAV to be in alignment with latest international military armed overwatch and persistent presence requirements and challenges. The aircraft platform defines a niche of its own and excels in addressing all existing and future daily threats facing our troops, security forces and our world,” said Marko Ivankovic, senior product development manager and flight test engineer for Icarus Aerospace.

In its baseline configuration, TAV will deploy with two crew in a tandem cockpit that features the latest avionics configuration with sensor fusion and network centric capabilities. With a planned payload of 8,000 pounds, TAV will have an unrefuelled endurance of six and a half hours at its jet-like high-speed cruise.

Designed from the outset to be optionally-piloted, TAV can utilize its innovative software, avionics and systems to meet a wide variety of mission requirements, including battlefield management, communication relay, aerial refuelling, re-arm and re-supply, and medevac — with crew, remotely piloted or as a fully autonomous system.

TAV is the first in a family of specialized aircraft, including WASP, a mission-oriented version, focused on close-air support (CAS), maritime and coastal patrol and anti-submarine warfare, and surveillance, and BRANTA, a long endurance, high-altitude optionally-piloted/unmanned combat air vehicle (OPV/UCAV).

“We are now moving TAV into its next stage of development, to ensure that Icarus Aerospace has the financial resources to bring our exciting new program to fruition,” said Ivankovic.

    Matt Gurney: Is it any wonder the U.S. is steamed at us over our fighter jet fiasco?

    Matt Gurney One can only imagine the astonishment in Ottawa when a letter arrived from Washington, reminding the Canadian government that military procurement projects are about procuring military equipment, not creating Canadian jobs. I like to imagine flabbergasted bureaucrats reading the letter over and over, before finally putting it down, rubbing their temples and musing aloud, “Don't the Americans realize how things are done here?” They do, it seems. And they don't like it. On Monday, the Macdonald-Laurier Institute published a new report, “Catastrophe: Assessing the Damage from Canada's Fighter Replacement Fiasco.” The title tells you most of what you need to know about the tone of the report. Author Richard Shimooka recaps the long and embarrassing history of Canada's inability to properly replace our rapidly aging and slowly attritting fleet of almost-40-year-old CF-18 jets. The report mostly covers a story that's been oft-told, including here in the National Post. But it did break some news: apparently, Washington's frustration with Canada is boiling over, and it's not keeping quiet about it anymore. Shimooka recaps the long and embarrassing history of Canada's inability to properly replace our rapidly aging ... CF-18 jets Shimooka's report reveals the existence of two letters previously unknown to the public, sent last year by American officials to Canadian counterparts. The specifics of the complaints involve fairly legalistic and technical aspects of Canada's membership in the international consortium that helped finance the development of the F-35 stealth fighter. Suffice it to say that Canada, as a participating nation, gets access to a rock-bottom price for the fighter (meaning the same cost paid by the U.S. military) and Canadian firms have been part of the production of the planes from the very beginning. That's the deal. It's a pretty good one. But Canada wants a different deal. Specifically, it wants the same kind of deal it always insists on when buying military equipment from abroad. We want any foreign company we're purchasing equipment from to invest heavily in Canada, so that even a contract signed with a foreign supplier can be shown to have helped Canadian jobs, and the middle class, and those working hard to join it. Even this is only a second-best option, a procurement Plan B. Canadian politicians would much rather have stuff built in Canada by Canadians, no matter how much that ends up costing us in terms of cost overruns and delays. But when that's simply not possible, we'll settle for industrial offsets from foreign companies. You'll note that in the above paragraph on military procurement, there was very little emphasis on actually successfully procuring equipment for the Armed Forces. Ottawa is much too sophisticated for that kind of concern. The real action is in the jobs, the industrial benefits, the gigantic novelty cheques, the ribbon cuttings, the question period talking points and the partisan mailers crowing about all the money flowing to Canadian firms. That's what military procurement is really for, at least in the eyes of Canadian officials. That's why our national shipbuilding strategy was to first build out a shipbuilding industry and then build some ships, almost as an afterthought, when we could have bought them faster and almost certainly cheaper from an ally. The Americans, it seems, have had enough, and are threatening to pull the F-35 from consideration in Canada's upcoming program to select our next fighter. To their mind, Canada has already been offered an objectively good deal: access to one of the world's most advanced fighter jets at the same cost the U.S. military pays, and billions in industrial benefits. It's true that the F-35 program has been troubled, but most of those problems are now behind it. These jets are entering service in large numbers in the U.S. military and in allied forces, as well. The F-35 isn't perfect but it's available, now, and Canada has already paid the cost of entry to the club. Angling for a better deal than everyone else is getting, is a slap in the face to the Americans and all the other allied nations who are part of the process. There's nothing wrong with Canada trying to get the best deal for itself. In general, I have an open mind to this kind of argument. But Canada isn't a business. It's a country that has signed alliances and agreements with our democratic peers, theoretically in good faith. We have our own interests, to be sure, but we also have obligations. Canada's membership in the F-35 consortium does not obligate us to buy F-35s. We'd retain the industrial benefits even if we select another fighter. But certainly it obligates us to at least honour the agreement we've already made? The Liberals have never been keen on the F-35. Before the past election, they actually pledged to never purchase them, before realizing that that was an impossible pledge to keep if we actually intended to hold a fair and open competition to select the next plane. The prime minister himself once dismissively described the F-35 as a plane that didn't work, even as the United States was putting its first squadron into active service. Part of me wonders if the Liberals are deliberately structuring our selection process to make it impossible for the U.S. to sell us F-35s. That would certainly solve that particular problem for the Liberals. Alas, the more realistic answer is probably, as ever, the simplest one. The Canadian government is probably baffled that the Americans would object to us behaving as we always do. Military procurement in Canada isn't about procurement, or the military, or honouring our commitments to our friends. It's about political booty that can be flung around the country come election time. That's just the way we do things here.     From the Royal Canadian Air Force The Royal Canadian Air Force's Joint Unmanned Surveillance and Target Acquisition System (JUSTAS) project was established to procure an unmanned aircraft system (UAS) for the Canadian Armed Forces (CAF). The project is currently in the options analysis phase. This fall, the project's name was changed to Remotely Piloted Aircraft Systems (RPAS) project. This change is consistent with recent changes in the lexicon and classification systems of our allies, and is a more accurate reflection of how the systems are operated. As outlined in Strong, Secure, Engaged, released in June 2017, Remotely Piloted Aircraft Systems (RPAS) have become integral to modern military operations. Remotely piloted aircraft (RPA) such as the RCAF's CU-170 Heron and other unmanned aircraft have been deployed on Canadian military operations in the past and offer several advantages including the ability to remain airborne significantly longer than current strategic surveillance platforms. The use of remotely piloted aircraft also reduces the risk to CAF personnel operating the aircraft from a distance and within a lower threat environment, and will also aid in identifying potential threats to CAF personnel in area of operations. Remotely piloted aircraft will be equipped with a variety of payloads and sensors to detect items of interest in all-weather operations including into Canada's Arctic, and will be able to assist in a range of missions from persistent surveillance to supporting search and rescue, to combat operations. The RPAS project anticipates that remotely piloted aircraft can in fact be employed in all eight core missions outlined in Strong, Secure, Engaged, both domestically and overseas. Directly, the RPAS project supports initiatives 91 and 92, which state the government will also “invest in a range of remotely piloted systems” and “conduct research and development of remotely piloted land, sea and aerial capabilities.” The RPAS project Although the name has changed, the RPAS project's aim remains to provide an integrated persistent long-range, intelligence, surveillance, target acquisition and reconnaissance capability. The project will operate as part of a system-of-systems network and will be capable of providing near-real time information to tactical, operational and strategic commanders to support both domestic and deployed operations, and when required, provide a precision strike capability to support operations. The project will complement existing capabilities within the CAF, such as the CP-140 Aurora long range patrol aircraft. The RPAS project is not a platform replacement. Project phases The RPAS project is currently in the options analysis phase: Options analysis allows departmental senior management to make informed decision on the best way to implement a project, attempting to achieve the capability identified in a manner that is acceptable to the Government. During this phase, options are formulated, cost and benefits assessed, and a business case for the options developed. The definition phase of a project marks the transition from determining what should be done to deal with a lack of a capability, to determining how the preferred option will be implemented. A project is planned during this phase. Activities include carrying out a detailed review of the project requirements and risk assessment as well as costing and planning for the implementation phase and a preferred procurement strategy selected. Projects in the implementation phase have received the approvals required to enter into contracts and commit to the expending funds and resources for the project to proceed to completion. Initial operational capability, when the ability to employ the capability is first attained, is planned for the 2025-2026 fiscal year, based on direction contained in Strong, Secure, Engaged. Project costs Costs are being evaluated as part of the options analysis phase and will be further refined during the definition phase. The estimated cost will depend on the approved procurement strategy, infrastructure and the type of platform(s) chosen. Costs will include associated sensors, ground elements and infrastructure. Number of aircraft No decision has been made concerning the number of aircraft. The number of RPASs will be sufficient to meet three simultaneous lines of tasking and may be affected by the procurement strategy, infrastructure, and specific platform(s) chosen. Economic benefits The Industrial and Technological Benefits Policy, including the Value Proposition will apply to this procurement, requiring that the prime contractor on this project invest 100 percent of the contract value back into Canada's economy. The Value Proposition is the economic commitment that bidders make to Canada up front at bid time, which is a scored and weighted factor in winner selection. This becomes a contractual commitment for the winning bidder. Value Proposition requirements are tailored to each procurement to allow the government to steer investments and take advantage of the unique economic opportunities offered by each project. RPAS uses Domestically, the RPAS will provide a strengthened ability for surveillance of the maritime and northern approaches to Canada and support to search and rescue operations. The RPAS will allow the CAF to assist other government departments in support of special security events, such as international summits, aid to the civil authorities – such as response to forest fires or floods – and Assistance to Law Enforcement Agencies operations. Overseas, the RPAS will be capable of detecting, recognizing, identifying, and tracking targets of interest in complex environments and integrate with the systems required to process and fuse the collected information into actionable intelligence. RPAS precision strike capability Strong, Secure, Engaged indicates that the RPAS will have a precision strike capability – it will be capable of being armed. The ability to target and execute precision strikes ensures that if a threat is detected that it can also be addressed at that time. As with any use of weapons systems, the CAF will operate in accordance with domestic and international laws. Operations will be conducted in strict accordance with all the controls, procedures, and rules of engagement that govern the use of force or any other weapon. All of these systems would be remotely piloted by CAF personnel who would be directly involved in the decision making process to execute a strike. However, the RPA(s) will be armed only if necessary for the assigned task(s). Operating environments The RPAS will be able to operate worldwide, in all weather conditions, at any time of day with the range and endurance to cover all of Canada's airspace from any suitable operating location. The system will also need to be able to operate in low-to-medium threat environments, within joint environments with other government departments, and as part of a coalition with our allies. The Royal Canadian Air Force ensures the sovereignty of Canada through its ability to respond rapidly to any threat. The investment in the RPAS project, as outlined in Strong, Secure, Engaged, enhances the RCAF's capability to continue to provide agile, integrated air power with the necessary reach to fulfill any requirement asked by the Government of Canada.
