How coronavirus is permanently changing the defense industry's culture

POLITICO spoke with managers at eight defense companies of varying sizes to see how their response to the pandemic has changed seven months in.

From Zoom meetings to mental health check-ins during the work day to reconfiguring office spaces, most defense CEOs say the changes forced by the coronavirus will be permanent even after this crisis is over.

The pandemic upended the industry in March, sending most employees who could telework home and requiring additional safety precautions for those who still had to go to the office. Companies quickly adopted best practices, such as frequent hand-washing, deep cleaning, distance between employees and eventually wearing masks.

But over the past seven months, many companies have gone beyond these initial steps to protect the health of their employees and changed how they operate in other areas of their business. That includes adding benefits for the workforce, increasing the use of virtual communications and protecting supply chains.

“We need to first calm down any sense of a focus on getting back to normal,” said Karl Hutter, the CEO of Click Bond, a supplier to defense companies. “There's not going to be a going back to normal.”

A top challenge CEOs cited is trying to maintain a company's culture and community when at least some of the workforce is working from home full-time and it's still unsafe to gather for morale-building events such as anniversary celebrations or holiday parties.

Industry leaders are also rethinking what their companies will look like in the future, including how many employees will continue to work from home full-time and how offices will be laid out.

POLITICO spoke with managers at eight defense companies of varying sizes to see how their response to the pandemic has changed seven months in.

Caring for the workforce


The coronavirus pandemic has heaped stress on employees, many of whom are trying to juggle a full-time job with full-time child care amid a crisis that can make it anxiety-inducing to step outside. As a result, industry leaders almost unanimously said they have prioritized caring for employees' mental health in a new way to try to both give workers coping mechanisms and ease whatever stress they can.

Click Bond, for example, has launched a pilot program in which about two dozen staff meet weekly for a 12-week program on wellness, including a focus on mindful movement and meditations. Hutter said he hopes the pilot, which is being used by many different demographics from younger workers to “hard-boiled tool makers,” will become a broader, long-term initiative.

To help working parents, SAIC has given employees access to online tutoring help for their children to help ease the burden of working full-time while also helping children navigate the virtual classroom, said Amy Benson, SAIC's vice president of government affairs.

United Launch Alliance and SAIC both established “leave banks,” which allow employees who won't use all of their vacation to donate that time off to colleagues who may need it. ULA CEO Tory Bruno said this will become a permanent benefit at his company once the pandemic is over.

“It forces you to take on things like this, then you learn about them,” he said. “None of these benefits I just described will stop.”

Companies have contracted with services to provide employees 24/7 virtual access to medical professionals for some health concerns. Managers are also making sure employees have access to health care. Huntington Ingalls Industries, for example, gave new hires health insurance immediately instead of making them wait 90 days, said Bill Ermatinger, the chief human resources officer at the shipbuilding company.

Some companies are also regularly testing employees for Covid-19, both to keep facilities running by quickly diagnosing and quarantining any sick people and to ease the minds of those who report to work.

“Employees have been very very grateful we're doing it,” said Mark Aslett, the CEO of Mercury Systems. “It's the only way to deal with employees at scale and get results back quickly enough to manage business continuity.”

One of the top challenges for CEOs is making up for lost in-person interactions at company-wide events. Bruno has also gotten creative to try to replicate some of the morale boosting and team building that would come from a BBQ at a space launch, for example, by paying for employees to pick up meals from local small businesses.

Hutter also stressed the importance of maintaining the culture of Click Bond, and is planning a “drive in theater event” for the company's annual holiday party as a way to safely gather and raise employees' spirits.

Embracing virtual tools


The inability to safely fly to visit vendors has forced businesses to get comfortable doing more virtually, which industry leaders say they will continue doing because it's more efficient. Anne Shybunko-Moore, the owner of GSE Dynamics, said her team can now check on the status of parts and address technical issues virtually.

“I can see that impacting the way I do business going forward,” she said. “Vendor visits and building relationships are still critical in our supply chain, but maybe it's not necessary to fly to California. ... I could meet with eight vendors a day if I had to, virtually, all over the nation.”

Some companies also had to overcome security concerns to use video meeting tools such as Zoom. United Launch Alliance did not allow employees to turn video on for virtual meetings before the pandemic out of a concern that something in the background, such as a model or a drawing of a rocket, would be either classified or controlled by international export laws.

But after months of no in-person meetings, Bruno said he's instead issued workers rules for what can appear alongside them on camera. This is another practice that will continue after the pandemic is over, he said.

“I started to worry about new employees never seeing their coworkers and feeling disconnected ... so we're enabling video everything and giving guidelines asking them to be careful about what's behind them,” he said.

Planning for future business


Heather Bulk, the CEO of Special Aerospace Services, said she is already knocking down walls at her company's Colorado headquarters to reconfigure the office to accommodate many who say they will feel safer coming back to work in a personal office with a door that closes. She also acknowledged she will need to update the break room, but is not yet sure what a space that is both communal and safe looks like now.

“I like the idea that you can have 75 people in one room and they can all share a coffee pot and chat, but I don't foresee this pivoting back to the way it was in 2018 and 2019 for a while,” she said. “By making these changes and making them quickly, I'm able to move forward so in January of 2021, all these office changes should be up to date.”

Bulk also said she is taking steps to bring more capabilities in-house, a trend she expects to see across the industry as CEOs work to mitigate disruptions at small businesses that produce critical parts.

Many CEOs said they intend to keep some of the enhanced cleaning and distancing policies in place post-pandemic because they will keep the workforce healthy from diseases such as colds and the flu as well.

As to what the future of telework looks like once it's safe to return to the office, CEOs are split over how much of their workforce is likely to remain at home. But most agree a hybrid model with some people in the office and some working from home at least part-time is likely to become the new normal.

“Productivity has been good. It's been great in fact,” Bruno said. “If you're working a five-day work week, why can't one or two days be at home teleworking where you're not interrupted by a bunch of meetings?”

    Study sees British defense sector hurting after Brexit

    By: Martin Banks   BRUSSELS – A report predicts that Brexit will be “more harmful and long-lasting” for the British army and U.K.'s defense sector than for the European Union. The exhaustive study by the Warsaw Institute, a leading European think tank, warns that the U.K.'s exit from the EU means existing arrangements and defense cooperation agreements “will need to be reassessed, completely changing the defense landscape of Europe.” It says, however, that an extension to the current transition period, set to end on Dec. 31, would “mitigate damage” caused by the split. Conversely for the EU side, it suggests that the British departure may have a “healing result,” as both France and Germany will be able to pursue “more comprehensive” defense policies for the remaining member countries. Such moves, it adds, was often blocked by the UK, “which believed that NATO would be sufficient as European peacekeeper.” Publication of the report by the Polish Institute is timely as the 1 July deadline set by both the EU and U.K. for deciding if there will be an extension to the talks is fast approaching. The document paints a largely grim picture for the post-Brexit defense sector, pointing out that companies from across Europe buy or sell parts to various British companies. A no-deal Brexit, which, given the lack of progress in the ongoing trade talks, most analysts currently say is by far the most likely outcome at the end of the year, “would mean price hikes and possible delays in European projects relying on British parts or know-how.” Companies likely to be impacted include industry giants like Airbus and products as “complex and important” for European security as the Eurofighter Typhoon. The independent institute, which specializes in geopolitics and international affairs, notes, “The expected crisis can be averted either by a free trade agreement or, should this option not be possible, a bilateral trade agreement between UK and several if not all EU27 states abolishing tariffs and border checks. “Should these measures not be in place, many projects run by European companies may be hit with delays or even cancellations.” The predicted consequences of Brexit for the British army and U.K.'s defense sector are more harmful and long-lasting than those expected to be felt by the EU. This, the non-profit Institute argues, is because Brexit “will strip the U.K. from valuable training opportunities and will take away some of its international power-projection abilities.” “The U.K. will no longer be able to affect the policies that are agreed upon as the part of the Common Security and Defence Policy," or CSDP. But the “biggest downside” of the divorce will be that fewer resources will be available to make up the future peacekeeping and advisory operations run by the EU worldwide. “There will also be less finances available for these operations coming from the CSDP as there will be less contribution paid towards it.” The third round of talks between the two sides concluded last Friday with little progress being made. The UK government has ruled out an extension to the transition period. David McAllister, Chairman of the Committee on Foreign Affairs in the European Parliament, said, “From the very beginning, it was to be expected that the negotiations would not be easy.     Industry protest ensnares Germany’s multibillion-dollar combat ship

    By: Sebastian Sprenger COLOGNE, Germany — The losing bidder for Germany's MKS 180 large-frigate program has filed a protest against the government's pick of Dutch shipyard Damen for the $6.7 billion job. German Naval Yards, based in Kiel, Germany, on Monday said it had “serious doubts about the legality of the decision” and would “exhaust all legal possibilities at our disposal” to have the decision overturned. The Defence Ministry announced Jan. 13 it selected Damen to build an initial four copies of the new multipurpose combat ships. The pick capped a source-selection process that had become controversial because the government decided to compete the project throughout the European Union. The strategy followed the bloc's principle of a unified market, but it left the domestic shipbuilding lobby miffed. The protest by German Naval Yards and its bid partner ThyssenKrupp Marine Systems kicks off a dispute process that begins with the Defence Ministry reviewing the complaint and then, if it remains unresolved, could wind its way through the German court system. There is no telling how long the process will take — some protests get resolved within weeks, but the process can take a year or longer. The Defence Ministry is expected to offer an indication later this month on whether its attorneys believe the Damen pick can withstand legal scrutiny. Damen has said it wants to build the ships at the shipyards of its German bid partner Lürssen, vowing to invest 80 percent of the contract's value in Germany. The protest comes at a time when Berlin is adopting a new policy that grants an exception to the EU competition mandate when national security is at stake. Specifically, the construction of surface warships would be designated as a “key technology area” so worthy of protection that future programs would be automatically awarded to German manufacturers. For that to be the case, however, two political initiatives have yet to play out: The German parliament must approve a revision of national source-selection rules from October 2019, which formally enable EU acquisition exceptions on national security grounds. In addition, the Cabinet has to greenlight a draft strategy document on nurturing domestic security- and defense-related industries, currently in interagency review, that confers the rank of “key technology area” to naval surface combatants. The strategy document, overseen by the Federal Ministry for Economic Affairs and Energy, is expected to be ready for Cabinet consideration within weeks, as Defense News reported last week. Legal experts said the “key technology” debate has no immediate bearing on the German Naval Yards protest.     Statement attributed to Lt. Col. Mike Andrews, Department of Defense spokesman: "The Department continues to aggressively partner with the defense industry to mitigate impacts from COVID-19. Under Secretary of Defense Ellen Lord's Acquisition and Sustainment leaders in Industrial Policy, Defense Pricing and Contracting, Defense Logistics Agency (DLA), and the Defense Contracting Management Agency (DCMA) have made significant progress this week in addressing specific concerns outlined by defense industry leaders. During the 4 daily COVID-19 update calls with defense industry associations leaders this week, led by Deputy Assistant Secretary of Defense for Industrial Policy Ms. Jennifer Santos, several key concerns identified by industry included 1) critical defense contractor workforce ability to continue working; 2) ensuring cash flow to the defense industrial base; and 3) getting standardized guidance out to industry. On Friday the Department issued two memos that address all three concerns. After working closely with the Hill and the Department of Homeland Security, Under Secretary Lord issued a Defense Industrial Base Essential Critical Infrastructure Workforce memo that defined essentiality in the Defense Industrial Base (DIB) workforce, ensuring the defense industrial base's critical employees can continue working. The memo also reiterated her commitment to the safety of the workforce and support of the national security mission. In addition, on Friday Mr. Kim Herrington, Director of Defense Pricing and Contracting, issued a Deviation on Progress Payments memo, which stated that once in contracts, the progress payment rate that contracts can get paid for will increase from 80% of cost to 90% for large businesses and from 90% to 95% for small businesses. This is an important avenue where industry cash flow can be improved. DCMA will work on mass modifications to contracts where applicable (vs one by one) using DCMA authorities. In addition, the Department is accelerating payments through several means to prime contracts and directing prime contracts to expedite payments to subcontractors. Vice Admiral David Lewis, DCMA Director, has worked closely with the contracting workforce and the Defense Finance and Accounting Services (DFAS) to ensure that invoices are continuing to be paid in a timely manner. On Friday, the Acquisition and Sustainment Small Business Office reached out to defense industry small businesses, and is working with the Small Business Administration and their small business emergency loan program to help protect these companies. The Department is fully engaged with the interagency to leverage the Defense Production Act to help reinforce critical elements of the DIB. It is especially important to understand that during this crisis the DIB is vulnerable to adversarial capital, we need to ensure companies stay in business without losing their technology. The Department will be discussing this in more detail next week.
