    DARPA: Expediting Software Certification for Military Systems, Platforms

    Military systems are increasingly using software to support functionality, new capabilities, and beyond. Before a new piece of software can be deployed within a system however, its functional safety and compliance with certain standards must be verified and ultimately receive certification. As the rapid rate of software usage continues to grow, it is becoming exceedingly difficult to assure that all software considered for military use is coded correctly and then tested, verified, and documented appropriately. “Software requires a certain level of certification – or approval that it will work as intended with minimal risks – before receiving approval for use within military systems and platforms,” said Dr. Ray Richards, a program manager in DARPA's Information Innovation Office (I2O). “However, the effort required to certify software is an impediment to expeditiously developing and fielding new capabilities within the defense community.” Today, the software certification process is largely manual and relies on human evaluators combing through piles of documentation, or assurance evidence, to determine whether the software meets certain certification criteria. The process is time consuming, costly, and can result in superficial or incomplete evaluations as reviewers bring their own sets of expertise, experiences, and biases to the process. A lack of a principled means of decomposing evaluations makes it difficult to create a balanced and trustworthy process that applies equally to all software. Further, each subsystem and component must be evaluated independently and re-evaluated before it can be used in a new system. “Just because a subsystem is certified for one system or platform does not mean it is unilaterally certified for all,” noted Richards. This creates additional time delays and review cycles. To help accelerate and scale the software certification process, DARPA developed the Automated Rapid Certification Of Software (ARCOS) program. The goal of ARCOS is to create tools and a process that would allow for the automated assessment of software evidence and provide justification for a software's level of assurance that is understandable. Taking advantage of recent advances in model-based design technology, “Big Code” analytics, mathematically rigorous analysis and verification, as well as assurance case languages, ARCOS seeks to develop a capability to automatically evaluate software assurance evidence to enable certifiers to rapidly determine that system risk is acceptable. “This approach to reengineering the software certification process is well timed as it aligns with the DoD Digital Engineering Strategy, which details how the department is looking to move away from document-based engineering processes and towards design models that are to be the authoritative source of truth for systems,” said Richards. To create this automated capability, ARCOS will explore techniques for automating the evidence generation process for new and legacy software; create a means of curating evidence while maintaining its provenance; and develop technologies for the automated construction of assurance cases, as well as technologies that can validate and assess the confidence of an assurance case argument. The evidence generation, curation, and assessment technologies will form the ARCOS tools and processes, working collectively to provide a scalable means of accelerating the pathway to certification. Throughout the program's expected three phases, evaluations and assessments will occur to gauge how the research is progressing. ARCOS researchers will tackle progressively more challenging sets of software systems and associated artifacts. The envisioned evaluation progression will move from a single software module to a set of interacting modules and finally to a realistic military software system.     US Navy eyes new design for next-generation destroyer

Larter WASHINGTON — The U.S. Navy is looking to build a new generation of destroyers from a clean-sheet design, following the model of one of its most successful ship classes, the Arleigh Burke-class DDG, the service's top officer said Tuesday. The idea, colloquially referred to in-house as DDG Next, is to build a new hull smaller than the nearly 16,000-ton Zumwalt-class destroyer but still big enough to accommodate a larger missile magazine, Adm. Michael Gilday told a virtual audience at Defense One's State of the Navy event. “I don't want to build a monstrosity. But I need deeper magazines on ships than I have right now,” the chief of naval operations said. “I'm limited with respect to DDG Flight IIIs in terms of what additional stuff we could put on those ships. ... So the idea is to come up with the next destroyer, and that would be a new hull. The idea would be to put existing technologies on that hull and update and modernize those capabilities over time.” The Navy is supposed to start buying the new ship in 2025, according to the service's 2020 30-year shipbuilding plan, though it's unclear how its forthcoming force structure assessment will affect those plans. In his recent speech on the Defense Department's plan for a 500-plus ship Navy, Defense Secretary Mark Esper made no mention of the future large surface combatant. To avoid another costly failure, such as the canceled next-generation cruiser or severely truncated DDG-1000 program, the service is harkening back to its successful Arleigh Burke program, the mainstay of the Navy's surface combatant program for the past 30 years, Gilday said. Much like on the forthcoming Constellation-class frigates, the service plans to install fielded systems on the new ship and upgrade them over time. “So think DDG-51 (that's exactly what we did): We had a new hull but we put Aegis on it,” Gilday said. “We put known systems that were reliable and were already fielded out in the fleet. That's kind of the idea. I call it DDG Next to kind of right-size it. Smaller than a Zumwalt but packing some heat nonetheless.” The Navy estimates it would need $22 billion annually in constant year 2019 dollars to execute its old shipbuilding plan, though the Congressional Budget Office put the estimate more than 30 percent higher. A major driver in the difference between the CBO and Navy estimate was the cost of a future large surface combatant, according the Congressional Research Service. The emergence of hypersonic missiles has been a driving factor in the Navy's desire to field a new large surface combatant since such weapons wont fit in the current vertical launch system cells on Burke-class destroyers and existing cruisers.     Pat Host, Washington, DC - Jane's Defence Industry 02 May 2020 For the first time since the coronavirus (Covid-19) reached the United States, more defence contractors re-opened than closed over the past week, according to the Pentagon's top weapons buyer. Ellen Lord, under-secretary of defence for acquisition and sustainment (A&S), told reporters on 30 April that out of the 10,509 companies tracked by the Defense Contract Management Agency (DCMA), 93 are closed, which is 13 fewer than last week. Of these, 141 had re-opened, 73 more than last week's tally of 68.
