House defense spending bill would give the MQ-9 Reaper drone a second life

WASHINGTON —The House Appropriations Committee is aiming to resuscitate the MQ-9 Reaper program, which the Air Force wants to curtail in fiscal 2021.

The committee's version of the FY21 spending bill, which its defense subcommittee will deliberate Wednesday in a closed hearing, would allocate $344 million for 16 MQ-9 Reaper drones.

The language is a good sign for the aircraft's manufacturer, General Atomics, which stood to lose hundreds of millions of dollars in sales if the Air Force stopped buying the aircraft. The service in FY20 had planned to buy nine MQ-9s in FY21, 17 in FY22, two in FY23 and three in FY24, but zeroed out all plans to buy additional Reaper drones as part of its FY21 budget request.

However, the Reaper isn't home free just yet. The Senate Appropriations Committee has yet to unveil its own version of the legislation, leaving it unclear whether the Senate will concur with the House committee's spending bill.

The MQ-9 wasn't the only aircraft program to get a boost from House appropriators. The committee added 12 more F-35s to the budget, for a total of 91 jets and $9.3 billion.

The lawmakers are also planning to authorize $965 million for 11 C-130J aircraft — an increase of two planes — and they boosted the number of V-22 Ospreys tilt-rotor aircraft from nine to 11.

The bill also beefs up the investment for the UH-60 Black Hawk with an additional $141 million, funding a total of 42 helicopters.

The legislation funds three P-8A Poseidon submarine-hunting planes for the Navy Reserve force. Those aircraft were not originally included in the budget. The Navy would get an additional E-2D Advanced Hawkeye, for a total of five planes costing $791 million. The committee also approved $1 billion for nine CH-53K helicopters, two more than the request.

Additionally, the legislation would allow U.S. Special Operations Command to begin its Armed Overwatch Program, but the bill summary did not state how much funding would be allotted in FY21.

The House committee fully funded most other major military aircraft programs, including money for 50 AH-64 Apache attack helicopters, five CH-47 Chinook Block II cargo helicopters and long-lead funding for additional Chinooks for the Army.

The Air Force would get 12 F-15EX fighters, 15 KC-46 tankers and 19 HH-60W combat rescue helicopters.

Meanwhile, the Navy's request of 24 F/A-18E/F Super Hornets was also fully funded by the committee.

    By: Valerie Insinna WASHINGTON — Boeing will restart production of the P-8 and KC-46 on Monday after a three-week pause in operations spurred by the spread of the novel coronavirus in Washington state. The company temporarily shut down operations in the Puget Sound region on March 25. Boeing's sites in Washington focus primarily on the development and production of commercial airliners and militarized variants of those aircraft, such as the KC-46 tanker made in Everett and the P-8 submarine hunting plane made in Renton. While the resumption of operations will focus on defense programs, the company will also reopen the facilities necessary for 737 MAX storage as well as other laboratories and functions deemed as essential. “Boeing's work supporting the Department of Defense as a part of the defense industrial base is a matter of national security and has been deemed critical. The work we do directly supports the servicemen and women protecting the nation around the clock – and they are counting on us to get it done,” the company said in a statement. The phased re-opening of Boeing facilities will help support its supply base and will ensure the company has enough protective equipment available for the 2,500 employees who will return to work, the company said. Boeing will also enact additional health checks at the Puget Sound sites, including wellness checks at the start of every shift, staggered shift times, additional handwashing stations and cleaning supplies, and a requirement that employees wear a mask at work to comply with state guidance. The company's Ridley Park, Penn.-facility remains closed. That site produces military helicopters including the H-47 Chinook cargo helicopter, the V-22 Osprey tilt-rotor aircraft as well as the MH-139A Grey Wolf, which will be used by the Air Force to defend missile fields. Monday's reopening is especially good news for the KC-46 program, as the production line is already making tankers at full rate. Boeing has delivered 33 tankers to the Air Force so far, with the production of a total 179 KC-46s expected to be produced in the program of record. Will Roper, the Air Force's acquisition executive, said in March that the pause in KC-46 production wouldn't become a problem unless it extended past a month. “We've tried to make it very clear to our industry partners that we expect them to do whatever is necessary to keep our critical defense-industrial base workforce and their families healthy,” Roper said then. “The standing back up will be important too, because that sends a message to our adversaries that a domestic crisis is not a time of opportunity nor does it create a readiness bathtub in the future.” https://www.defensenews.com/industry/2020/04/13/boeing-to-reopen-the-kc-46-and-p-8-production-lines/

    Airbus va développer la constellation d'observation de la Terre CO3D du CNES

    Avec AFP Airbus Defense and Space et le CNES, l'agence spatiale française, ont annoncé lundi avoir signé un contrat pour développer une constellation de quatre satellites d'observation de la Terre en 3D, à vocation civile et militaire. La constellation CO3D (Constellation optique en 3D) sera composée de quatre satellites électriques de 300 kilos chacun environ qui seront lancés en 2022. Elle "permettra de fournir des images stéréoscopiques (image prise par deux capteurs légèrement distants, NDLR) de résolution submétrique (50 cm), à vocation mondiale", précient le CNES et Airbus Defense and Space dans un communiqué commun. Avec les quatre satellites Pléiades Neo qui seront lancés à partir de 2020, voire avec les deux Pléiades lancés en 2011 et 2012 s'ils fonctionnent encore, "la constellation CO3D offrira une capacité de revisite inégalée pour l'imagerie à haute résolution", affirment-ils. En orbite héliosynchrone, à environ 800 km d'altitude, cette flotte de satellites permettra en effet de repasser plus fréquemment au-dessus d'un point donné pour voir l'évolution de la situation. Le budget est d'environ 200 millions d'euros, réparti pour moitié entre le CNES et Airbus, selon une source proche du dossier. Airbus Defense and Space, qui sera chargé de la construction et de la gestion des satellites, l'a emporté sur Thales Alenia Space. L'entreprise fournira notamment un "Modèle numérique de surfaces (MNS) global de haute précision" qui permet la modélisation 3D de carte ainsi que les images à "l'utilisateur final qui est le gouvernement français", à travers le CNES, selon Airbus Defense and Space. L'agence spatiale, pour qui c'est un projet dual, civil et militaire, s'en servira pour la gestion des risques naturels, la recherche scientifique ou encore pour les besoins des armées. "C'est une gouvernance très originale, un partenariat entre le public et le privé, un coinvestissement équilibré qui permet d'associer des besoins publics et des besoins commerciaux. Le CNES n'est pas propriétaire de l'infrastructure, ce qui est une première", a-t-on souligné à l'agence spatiale.     $100M contract awarded to upgrade special ops comms

    By: Chiara Vercellone WASHINGTON — U.S. Special Operations Command has awarded L3Harris Technologies a $100 million contract to upgrade about 550 satellite ground stations that support military command, control and communications, according to a Jan. 6 news release. Under the five-year contract, L3Harris will provide software and hardware to maintain and upgrade the Hawkeye III Lite very small aperture terminals, or VSAT. “This agreement extends the service life of our customer's existing terminals and highlights the priority USSOCOM places on ensuring their deployed users are equipped with the latest in VSAT technology,” said Chris Aebli, president of global communication systems at L3Harris Technologies. For its part, the U.S. Army has received 4,000 Hawkeye systems to date. In 2017, L3Harris delivered 46 Hawkeye III Lite VSATs to the U.S. Air National Guard's Joint Incident Site Communications Capability teams and trained personnel to facilitate direct communications with the satellite terminals.
