    Fully autonomous ‘mobile intelligent entities’ coming to the battlefields of the future

That may be part of the logic behind the Army Research Laboratory Chief Scientist Alexander Kott's decision to refer to thinking and moving machines on the battlefield as “mobile intelligent entities.” Kott pitched the term, along with the new ARL concept of fully autonomous maneuver, at the 2nd Annual Defense News Conference yesterday, in an panel on artificial intelligence that kept circling back to underlying questions of great power competition. “Fully autonomous maneuver is an ambitious, heretical terminology,” Kott said. “Fully autonomous is more than just mobility, it's about decision making.” If there is a canon against which this autonomy seems heretical, it is likely the international community's recent conference and negotiations over how, exactly, to permit or restrict lethal autonomous weapon systems. The most recent meeting of the Group of Governmental Experts on Lethal Autonomous Weapons Systems took place last week in Geneva, Switzerland and concluded with a draft of recommendations on Aug. 31st. This diplomatic process, and the potential verdict of international law, could check or halt the development of AI-enabled weapons, especially ones where machines select and attack targets without human interventions. That's the principle objection raised by humanitarian groups like the Campaign to Stop Killer Robots, as well as the nations that called for a preemptive ban on such autonomous weapons. Kott understands the ethical concern, drawing an analogy to the moral concerns and tradeoffs in developing self driving cars. “All know about self driving cars, all the angst, the issue of mobility... take all this concern and multiply it by orders of magnitude and now you have the issues of mobility on the battlefield,” said Kott. “Mobile intelligent entities on the battlefield have to deal with a much more unstructured, much less orderly environment than what self-driving cars have to do.     Comment les Rafale et véhicules aériens ont réduit le déficit commercial de la France en 2019

    Les exportations d'armements ont dopé la balance commerciale de la France en 2019. Selon des données dévoilées le 15 juin par l'Observatoire économique de la défense, les exportations de matériels de guerre ont atteint un niveau historique. En 2019, la France a réussi à diminuer son déficit commercial de 3,9 milliards d'euros. Comment ? Notamment gr'ce au succès de ses armements à l'international. Les exportations de matériels de guerre et produits liés ont atteint un record décennal de 11,3 milliards d'euros (+34 %), selon le bulletin du mois de mai de l'Observatoire économique de la défense (OED). Les véhicules aériens ont particulièrement contribué à ces résultats. Quatrième meilleur secteur en excédent commercial Le succès des armes françaises à l'export n'est pas nouveau. Début juin, le ministère des Armées rapportait un haut niveau de prises de commandes. Cette fois, on connaît la valeur totale des exportations, le type de biens exportés et également les zones géographiques vers lesquelles ils sont expédiés. Avec 2,7 milliards d'euros d'importations, l'excédent commercial lié aux livraisons de matériels de guerre s'élève à 8,5 milliards d'euros en 2019 (+2,1 milliards d'euros et +32,8 % par rapport à 2018). “Cet excédent sectoriel est une des principales sources d'atténuation du déficit commercial de la France”, fait remarquer l'Observatoire économique de la défense. Seuls trois secteurs dépassent cet excédent commercial en France : en premier l'aéronautique civile (+29,6 milliards d'euros), l'agro-alimentaire des boissons (+13,2 milliards) et l'industrie manufacturière des parfums et des cosmétiques (+12,5 milliards). L'aviation de défense repart Après une stagnation entre 2017 et 2018, les exportations d'avions et d'autres véhicules aériens repartent avec une augmentation de 24,4 % entre 2018 et 2019. Cette catégorie représente à elle seule 2,8 milliards d'euros, soit 25 % de l'ensemble des exportations de matériels de guerre. Les systèmes de propulsion (turboréacteurs, turbopropulseurs) enregistrent également une belle performance : leurs exportations ont cru de 34 % à 2,3 milliards d'euros, soit 20 % de la valeur totale exportée par la France. “Ces exportations sont principalement à destination, dans l'ordre, du Proche et Moyen-Orient, de l'Union européenne, de l'Amérique et de l'Asie”, note l'OED. L'Observatoire économique de la défense ne détaille pas les produits livrés mais l'avion de combat Rafale de Dassault Aviation a sans doute contribué à ces résultats. En 2019, les livraisons de cet appareil vers l'étranger ont explosé à 26 exemplaires. Belle croissance pour les instruments d'optique Derrière, les avions et les systèmes de propulsion les armes et les munitions comptent pour 2,1 milliards d'euros (+34,7 %), soit 18 % des exportations françaises de matériels de guerre. “Près de trois quarts de ces exportations sont des bombes, des grenades, des torpilles ou des missiles”, décrit l'OED. Les chars, les véhicules blindés, les instruments d'optique, de mesure et de précision représentent moins d'argent. En revanche ces catégories affichent les plus fortes croissances. Les exportations de véhicules blindés décollent de +56,8 % (1,1 milliard d'euros). Les instruments ont quant à eux progressé de 47 % (700 millions d'euros). “Il peut s'agir de télémètres ou encore d'appareils pour la navigation à usage militaire. 80 % des exportations sont à destination du Proche et Moyen-Orient, de l'Afrique et de l'Asie (hors Proche et Moyen-Orient)”, détaille l'OED. Pour le secteur maritime, l'année 2019 n'a pas connu de grandes livraisons à l'international. Les navires de guerre affichent une contre-performance de -20,4 % et n'ont compté que pour 128,3 millions d'euros dans les exportations. Les appareils de détection et de radiosondage (radars, sonars et leurs composants) affichent une croissance de 59 % à 1,8 milliards d'euros. Selon l'OED, ces matériels sont principalement exportés vers le Proche et Moyen-Orient. Le Proche et Moyen-Orient, principaux clients de la France De manière générale, le Proche et Moyen-Orient concentrent 42,4 % des exportations françaises (4,8 milliards d'euros, +205 %). Les résultats sont plus serrés entre les autres zones géographiques : l'Amérique représente 11,4 % des exportations (1,3 milliard), derrière l'Afrique (13,8 %, 1,6 milliard), l'Asie (15,7 %, 1,8 milliard) et l'Europe (16,7 %, 1,8 milliard).     Japan reveals record high budget request eyeing hypersonic tech, F-35s and more

    Mike Yeo MELBOURNE, Australia — Japan is set to continue its recent trend of setting new records for its annual defense budgets, with the country continuing to cast a wary eye on China's military modernization and nuclear-armed North Korea's missile program. The latest budget request issued by Japan's Ministry of Defense is seeking $55 billion for fiscal 2021, which begins in April 2021. The amount is an 8 percent increase from the previous year, and makes it the eighth consecutive year the defense budget request to the Ministry of Finance has set a new record high. This is the first defense budget for the government of Prime Minister Yoshihide Suga, who looks set to continue his predecessor Shinzo Abe's push for Japan to bolster its international involvement in security matters. Unsurprisingly, the latest budget request includes potential funding for more Lockheed Martin F-35 Joint Strike Fighters. The ministry is seeking $308.5 million for four more F-35A conventional-takeoff-and-landing variants, and $249.8 million for two F-35B short-takeoff-and-vertical-landing versions. Japan has an eventual requirement for 105 F-35As and 42 F-35Bs, which makes it potentially the biggest operator of the F-35 outside of the United States. The F-35Bs will be operated onboard Japan's helicopter destroyer Izumo, which is being retrofitted domestically to operate the stealthy fifth-generation fighter jets. The budget request is seeking $218.6 million this fiscal year for the project, which will include thermally protecting the Izumo's flight deck from the jets' exhaust gases and reshaping of the ship's forward flight deck for operating the jets. As usual, the budget request also includes items related to Japan's air and ballistic missile defense capability. The country is seeking $370 million to acquire more Patriot Advanced Capability-3 Missile Segment Enhancement missiles. Japan recently backtracked on plans to acquire the ground-based Aegis Ashore system following technical difficulties with the development of the SM-3 Block IIA interceptors, and is currently looking at alternatives. Japan's local defense industry will also get funding for various defense acquisition and research projects under the budget request, with the MoD seeking $643.7 million for three more Kawasaki P-1 anti-submarine aircraft and $487.5 million for two more C-2 airlifters from the same manufacturer. Japan's land forces are seeking $180.7 million for 25 more Type 16 wheeled maneuver combat vehicles, while the Japan Maritime Self-Defense Force has asked for $937.2 million and $654.1 million respectively to acquire two more frigates and the first boat of a new class of attack submarine. Research funding for Japan's next-generation stealth fighter to replace the approximately 90 Mitsubishi F-2s currently in service is also being stepped up, with $555.8 million requested and an additional $113.6 million sought for research and development of fighter subsystems such as radars and mission systems integration. A further $218.6 million will go toward the research and development of Japan's hypersonic weapons program, while the development of a standoff long-range electronic warfare aircraft based on the C-2 airlifter will require $144.9 million and a further $67.2 million requested for the acquisition of onboard systems to equip it. The budget request also includes funding for less traditional defense, such as the research and operation of space and cyber units, as well as for new electromagnetic warfare units. The electromagnetic unit would be based at the Japan Ground Self-Defense Force's Asaka base, north of Tokyo, and an unspecified number of staff would be deployed at several army bases across the country by March 2022, mostly in southern Japanese islands including Okinawa — areas of increased Chinese maritime and air activity. The mission of such a unit would be to block electromagnetic attacks that could disrupt thing such as radio and GPS functions. The ministry is requesting $66 million to purchase RC-2 reconnaissance aircraft, and about $218 million for research into surveillance systems to counter electromagnetic attacks by drones and other weapons. Japan in May launched the Space Operations Squadron as part of the Japan Air Self-Defense Force, with 20 initial members. It is expected to grow to about 100 members once the unit is fully operational in 2023. The unit is tasked with monitoring and protecting Japanese satellites from enemy attacks or space debris. It will also conduct satellite-based navigation and communications for other troops in the field. The ministry will launch a commanding unit in western Tokyo and staff size will be increased to 70 next year. It is seeking more than $680 million to design and launch a surveillance satellite, and develop and purchase equipment compatible with its ally the United States.
