French, German leaders provide fresh top cover for new warplane, tank projects

COLOGNE, Germany — German and French officials emerged from a meeting in Toulouse, France, this week with fresh promises that a next-generation aircraft program and new European battle tank spearheaded by the two countries would advance soon.

The summit declaration follows repeated reports that both projects are at risk of failure due to political and industry-related differences. In the case of the Future Combat Air System — a next-generation fighter jet with sidekick drones — Berlin and Paris have long been at odds about the exportability of the future weapon, with Germany favoring a more restrictive stance than France. Airbus and Dassault are the two main industry players in FCAS.

The Main Ground Combat System — the two countries' idea for a European tank ready for action in the late 2030s — had been caught up in a maneuver by German manufacturer Rheinmetall to take over the Franco-German industry team of Nexter and Krauss-Maffei Wegmann, called KNDS. According to a report in Germany's newspaper Frankfurter Allgemeine Zeitung, officials recently came to an agreement in which Rheinmetall would become a subcontractor in the project, receiving 25 percent of the work share, with Nexter getting 50 percent and KMW getting 25 percent.

The aircraft and tank projects made it into the Toulouse declaration only in passing, expressed in the typical diplomatic rhetoric of bilateral enthusiasm meant to mask whatever problems brew underneath.

The envisioned cooperation “requires mutual trust and common rules,” the document read. Specifically, both sides negotiated a binding agreement on arms exports in Toulouse that would be implemented once unspecified “final steps” are taken, it added.

French newspaper La Tribune reported that the Oct. 16 meeting reiterated the objective of awarding study contracts for an FCAS demonstrator early next year. That means the financial commitments will now begin to grow larger, eventually reaching a level of billions of Euros in just a few years' time.

German lawmakers, meanwhile, are still awaiting details on exactly how the government plans to proceed. A formal spending request to the appropriations and defense committees was still outstanding as of this week, and a Defence Ministry spokeswoman declined to be specific on the envisioned timing in a statement to Defense News.

    By: Todd South Army researchers are speeding up development on key conventional munitions, from field artillery to long-range missiles, and making them more deadly when they land. At a panel hosted by Defense News at the annual Association of the United States Army annual meeting, commanders with the Army's Research, Development and Engineering Command, Program Executive Office-Ammunition and the Long-Range Precision Fires Cross-Functional Team gave a few updates on those efforts. Brig. Gen. Alfred Abramson III, head of PEO Ammo and Picatinny Arsenal, New Jersey, told audience members that his researchers are finding the quickest ways to go after extending ranges, saying that the XM1113 round will be “critical” for the conventional artillery in the Extended Range Cannon Artillery program, a centerpiece of artillery modernization. Abramson noted that the existing M795 High Explosive artillery round, the base of the 155mm munition portfolio, includes about 614,000 rounds in the nation's stockpile. But those rounds only reach out to about 30 kilometers. The problem developers face in pushing the ranges of conventional rounds is keeping them both accurate and having a real effect when they strike, he said. “You want to push it out to 70 kilometers and ensure it's not just a long-range paintball,” Abramson said. The XM1128 pushes those ranges to about 40 kilometers currently. But work with “lithographic fragmentation technology,” Abramson said, makes the round more lethal on target. Col. John Rafferty, director of the LRPF CFT, said that recent testing has gotten 155mm artillery rounds to the 60-kilometer range at the Yuma, Arizona, testing facility. Abramson said that his organization has seen a significant spike of about $2.5 billion for fiscal years 2017 to 2022 funding for ammunition and armament systems products. Another $1.5 billion has been allotted to update the aging ammunition manufacturing plants across the Army, he said. Recent Overseas Contingency Operations funding for 2019 was marked at about $4.1 billion simply to replenish munitions consumed during combat. What's being done to advance the science? Maj. Gen. Cedric Wins, commanding general of U.S. Army Research, Development and Engineering Command, said that over the past year, $900 million was realigned for science and technology development for the LRPF initiatives, and another $500 million was also realigned for the Air Missile Defense CFT. His organization just completed a six-month study of energetics propulsion that included a detailed study of adversary capabilities and advancements over the past two decades. It also looked at how those advances were achieved and what gaps exist in the United States' armaments, he said. While the study has not yet been released to the public, he said two non-technical gaps that the United States must correct are in their ability to collaborate with global partners and science, chemistry and energy experts within government. Further down the development pipeline he said was a shortfall in transitioning the research to the PEOs for development and fielding. One tech challenge is the existing stockpiles.     Shawn Snow While the Corps plans to scrap its tank battalions the Marines are still in pursuit of a new armored reconnaissance vehicle to replace the legacy light armored vehicle. It's called the Advanced Reconnaissance Vehicle, and Marine Corps Systems Command noted in a news release that prototypes from two vendors should be ready for evaluations by the fourth quarter of fiscal year 2020. The Corps says it expects a final request for prototype proposal by spring 2021. In 2019, the Corps announced it had selected two vendors, General Dynamics and SAIC, to design and build full-scale prototypes of the new ARV vehicle. Marine Corps Systems Command detailed in the news release that an assessment had “identified shortfalls and gaps in capability” when the legacy LAV was pitted against a peer threat. Commandant of the Marine Corps Gen. David Berger has said that current light armored reconnaissance battalions across the Corps are outmoded for the high-end fight against adversaries like Russia and China. “Light Armored Reconnaissance today is built great for another Desert Shield, Desert Storm,” Berger said previously said. “I don't see that likelihood as being very great.” But the top Marine noted that reconnaissance and counter reconnaissance was vital to a fight against near-peer rivals. “No question in my mind” when going up against a capable adversary “that it pays to be spread out and dispersed,” Berger told reporters in April. “What we have to do now is transition to a lighter footprint, more expeditionary, more in support of a littoral environment,” Berger said. The top Marine said a future LAR unit should be able to collect information even potentially offshore. Marine Corps Systems Command said in the news release that it wants a “battle management system, enhanced vision technologies for increased situational awareness, and target tracking and engagement capabilities,” for its new ARV.
