At the request of industry, the March 30 deadline for preliminary proposals for the Future Fighter Capability Project has been extended. Eligible suppliers now have until June 30, 2020 to complete and submit their proposals. This extension supports our commitment to conduct an open, fair, and transparent competition. Procurements of this magnitude are complex, and submission of a good proposal is important for suppliers and for Canada. This extension allows eligible suppliers to address recent feedback on their security offers, ensuring that Canada receives competitive proposals that meet its technical, cost and economic benefits requirements. Officials conducted extensive engagement with Canadian aerospace and defence industries to ensure that they are well positioned to participate in the procurement. Canada is using a phased-bid compliance process, which is an additional measure to ensure that bidders will have an opportunity to address non-compliance in their proposals related to mandatory criteria. Following evaluation of preliminary proposals, a dialogue phase may be conducted with one or more compliant bidders to reduce the risk that a proposal is eliminated due to an error or omission. Proposals will be rigorously assessed on elements of capability (60%), cost (20%) and economic benefits (20%). All proposals will be evaluated according to the same evaluation criteria.     Trade tribunal rejects rival's bid to block warship contract

    Murray Brewster · CBC News The Canadian International Trade Tribunal has dismissed a complaint by one of the companies that was competing for the job of designing and helping to build the navy's next generation of warships. Alion Science and Technology Corp. and its subsidiary, Alion Canada, filed the complaint in November and asked that the signing of the contract with the preferred bidder be postponed until the matter could be heard. The trade tribunal, in a decision rendered late Thursday, said the company did not "have standing to file a complaint" before the agency. Last fall, the Liberal government announced plans to award the design contract to a group of companies led by Lockheed Martin Canada and opened negotiations with the intention of completing a full contract this winter. Alion, Lockheed Martin Canada and the Spanish company Navantia were all in the running for the Canadian Surface Combatant project, which will be built at Irving Shipbuilding in Halifax. The federal government issued a statement Friday and indicated progress towards a final contract was ongoing. "Public Services and Procurement Canada is pleased with the CITT's ruling," said department spokesman Pierre-Alain Bujold. "We have full confidence in our process, and continue to work toward awarding a contract for the design and design team for the future Canadian Surface Combatants." Alion had pitched its De Zeven Provinciën Air Defence and Command (LCF) frigate, a Dutch-designed warship, for the Canadian competition and has pointed out that the warship is already in service in other countries. The company had asked the CITT to investigate the procurement deal, saying the preferred warship design — the British-built Type 26 — would need substantial changes and and further claimed it doesn't meet the navy's requirements as outlined in the government tender. Alion also had filed a Federal Court challenge of the project last fall. The design competition went on for almost two years as Public Services officials and executives at Irving worked with bidders to ensure a fair competition and to avoid post-decision court fights.     Quebec's National Assembly unanimously adopts a motion in support of the Federal government's refresh of the National Shipbuilding Strategy

    QUEBEC, Dec. 7 2018 /CNW Telbec/ - Quebec's National Assembly unanimously adopted a motion in support of the Federal government's reform or 'refresh' of the National Shipbuilding Strategy. The motion called upon the federal government to endorse the House of Commons and Senate's recommendations to proceed immediately with the construction at Davie Shipbuilding of a second Resolve-Class Naval Support Ship as well as a new fleet of icebreakers for the Canadian Coast Guard. During 2017, the Federal government conducted a review of the National Shipbuilding Strategy in order to reform the failed strategy and begin to deliver ships for Canada in a timely and cost-effective manner. The Quebec marine industry workers and suppliers are now awaiting the widely anticipated policy refresh.
