    US Navy eyes new design for next-generation destroyer

    David B. Larter WASHINGTON — The U.S. Navy is looking to build a new generation of destroyers from a clean-sheet design, following the model of one of its most successful ship classes, the Arleigh Burke-class DDG, the service's top officer said Tuesday. The idea, colloquially referred to in-house as DDG Next, is to build a new hull smaller than the nearly 16,000-ton Zumwalt-class destroyer but still big enough to accommodate a larger missile magazine, Adm. Michael Gilday told a virtual audience at Defense One's State of the Navy event. “I don't want to build a monstrosity. But I need deeper magazines on ships than I have right now,” the chief of naval operations said. “I'm limited with respect to DDG Flight IIIs in terms of what additional stuff we could put on those ships. ... So the idea is to come up with the next destroyer, and that would be a new hull. The idea would be to put existing technologies on that hull and update and modernize those capabilities over time.” The Navy is supposed to start buying the new ship in 2025, according to the service's 2020 30-year shipbuilding plan, though it's unclear how its forthcoming force structure assessment will affect those plans. In his recent speech on the Defense Department's plan for a 500-plus ship Navy, Defense Secretary Mark Esper made no mention of the future large surface combatant. To avoid another costly failure, such as the canceled next-generation cruiser or severely truncated DDG-1000 program, the service is harkening back to its successful Arleigh Burke program, the mainstay of the Navy's surface combatant program for the past 30 years, Gilday said. Much like on the forthcoming Constellation-class frigates, the service plans to install fielded systems on the new ship and upgrade them over time. “So think DDG-51 (that's exactly what we did): We had a new hull but we put Aegis on it,” Gilday said. “We put known systems that were reliable and were already fielded out in the fleet. That's kind of the idea. I call it DDG Next to kind of right-size it. Smaller than a Zumwalt but packing some heat nonetheless.” The Navy estimates it would need $22 billion annually in constant year 2019 dollars to execute its old shipbuilding plan, though the Congressional Budget Office put the estimate more than 30 percent higher. A major driver in the difference between the CBO and Navy estimate was the cost of a future large surface combatant, according the Congressional Research Service. The emergence of hypersonic missiles has been a driving factor in the Navy's desire to field a new large surface combatant since such weapons wont fit in the current vertical launch system cells on Burke-class destroyers and existing cruisers. We are pleased to announce that the deadline to apply to the Green Heat Test Drive Call for Proposals (CFP) has been extended by three weeks. The deadline for application is now Tuesday, September 28, 2021. In extending the deadline, the Department of National Defence (DND) is maximizing its chances of getting the best technology to solve the challenge of finding ways to convert its buildings to low carbon heating without requiring a major building retrofit, and address greenhouse gas (GHG) emissions. About the challenge: The Department of National Defence and the Canadian Armed Forces (DND/CAF) are looking to Test Drive creative energy generation solutions to pair up with existing heating systems to help lower our carbon footprint. Specifically, DND/CAF are seeking a large-scale, low carbon energy generation/transfer system for heating existing buildings by integrating with their current hydronic heat distribution systems. A test building has been selected in Kingston, Ontario, for a Design-Build team to design and install an innovative system, in order to assess the effectiveness and the costs of these integrated technologies, with the aim of reducing the energy demand and carbon footprint of DND/CAF's infrastructure portfolio.     Boeing Is Refurbishing Harpoon Missiles for U.S. Navy Submarines

Burgess, Senior Editor ARLINGTON, Va. — Boeing has begun work to return the Harpoon cruise missile to operational status in the U.S. Navy's submarine force after a more than 20-year absence. Boeing received an $10.9 million Naval Sea Systems Command contract late last month to refurbish 16 Harpoon missile capsules and four all-up rounds of encapsulated Block 1C Harpoon missiles for the Navy's submarines. Work is scheduled for completion by December 2022. The UGM-84A Harpoon Block 1C missiles will be integrated on the Navy's Los Angeles-class submarines. The UGM-84A is encapsulated to be fired from a torpedo tube and has a rocket booster to propel it above the surface of the water and into flight. “I am happy to report that we will have the first refurbished [Harpoon] missiles delivered to the fleet in [fiscal] ‘21,” said Rear Adm. Thomas Ishee, director of undersea warfare in the Office of the Chief of Naval Operations, speaking Nov. 7 at the Naval Submarine League's annual symposium in Arlington. In a demonstration in the 2018 Rim of the Pacific exercise, a Harpoon was fired from the Los Angeles-class attack submarine USS Olympia at a target ship, the first time one was fired from a U.S. Navy submarine since the UGM-84A Harpoons were withdrawn from the force in 1997. The UGM-84A is encapsulated to be fired from a torpedo tube and has a rocket booster to propel it above the surface of the water and into flight. “The Navy has a deep inventory of Harpoon Block IC missiles,” said Sally Seibert, director, Cruise Missile Systems at Boeing, in a statement. “These missiles can be refurbished and reintegrated into the fleet in a shorter timeframe, and at a fraction of the cost, compared to purchasing new missiles — and that is exactly what our team is doing.” The Harpoon cruise missile is a combat-proven, all-domain anti-ship missile used by the Navy and more than 30 international customers, a statement from Boeing said. “Evolving over the years to keep pace with emerging threats, the Harpoon Block II includes a GPS-aided guidance system that allows for autonomous, all-weather capability — and can execute both anti-ship and land-strike missions. The more advanced Harpoon Block II+ adds a data link that allows for in-flight targeting updates.” “The shelf life of the Harpoon missile allows us to maximize existing capability by bringing this weapon back to the submarine fleet,” Seibert said. “Customers who currently have Harpoon missiles in their inventory are prime candidates for refurbishments, or even upgrades, to add this extremely viable and cost-effective weapon to their arsenal.” Currently, more than 600 ships, 180 submarines, 12 different types of aircraft and several land-based launch vehicles across the world are integrated with Harpoon missiles, Boeing said. https://seapowermagazine.org/boeing-is-refurbishing-harpoon-missiles-for-u-s-navy-submarines/
