    What can Ukraine expect from Canada’s federal election?

EDMONTON, Canada — As Canadians head to the polls on Oct. 21, the Ukrainian government may be wondering how a potential change in leadership could alter relations with Kyiv's closest overseas ally. Among the numerous parties represented on ballots across the country, there are six with enough legitimacy and reach to take part in nationally televised debates, and only three — the Liberal, Conservative and New Democratic parties — which will almost certainly garner the overwhelming majority of votes. And the real contest comes down to only two: Prime Minister Justin Trudeau's Liberal Party and Andrew Scheer's Conservative Party, which have been exchanging leads or tied for almost the entirety of the parliamentary campaign. While the candidates are competing on an array of issues ranging from climate change to economic policy, this time foreign policy has played an even more substantial role than usual in how the parties have defined themselves. The 2019 campaign is different from previous ones due to an increasingly dangerous international environment and uncertainty over U.S.-Canadian relations. But no matter the election outcome, there is unlikely to be any significant change from Canada's current political stance vis-a-vis Ukraine, experts believe. The ruling Liberals put “democracy, human rights, international law, and environmental protection” at the heart of their foreign policy. In their campaign, they are calling for the establishment of the Canadian Center for Peace, Order, and Good Government, which will lend expertise and assistance to those seeking to build peace and advance justice. They also call for a continued increase in Canada's international development assistance every year until 2030 and want to ratchet up the Magnitsky sanctions regime on foreign human rights offenders. However, the Liberals do not have any specific points geared towards Ukraine. The Conservatives' promises are more detailed. They want to cut 25 percent of all foreign aid spending, strengthen ties with Japan, India, and Israel and deepen their commitment to Canada's democratic alliances — NATO and the North American Aerospace Defense Command (NORAD). Under the Liberal government, international assistance in 2018 stood at $6.1 billion and accounted for almost 1.8 percent of federal budget spending. And $57 million of that aid went to Ukraine. In its campaign, the Conservative Party has promised to refocus aid away from middle-income and higher-income countries, a category which would seem to include Ukraine. However, Scheer says a Conservative government would increase military and other aid to Ukraine. Other Conservative platform positions include supplying the Ukrainian military with lethal defensive weapons, restoring the practice of sharing RADARSAT-2 imagery with the Ukrainian army and providing additional humanitarian assistance to support internally displaced people. Fen Hampson, an international affairs expert and professor at Carleton University in Ottawa, says both candidates “are and have been strongly pro-Ukraine” and will continue to apply sanctions against Russia and provide economic assistance to Kyiv. In fact, the biggest risk to Canadian support for Ukraine is likely connected not to which party is victorious, but to the absence of a winning party. “If we have a minority government as many are now predicting, which is to say neither party wins a majority in parliament and has to work with other parties, this may mean a government that is focused on internal as opposed to international issues,” Hampson said in a written comment to the Kyiv Post. “That could have an impact on the government's ability to do things proactively, including in foreign policy.” Other experts interviewed by the Kyiv Post share Hampson's take. Andrew Rasiulis, a former director of military training and co-operation at the Department of National Defence and a fellow at the Canadian Global Affairs Institute, agrees that the two parties have “pretty much the identical position on the issue of Ukraine.” Ukraine's President Volodymyr Zelensky shifted the world's focus toward Ukraine by calling for peace in Donbas and opening negotiations with Russia in the so-called Normandy format peace talks. Canada might have a specific role to play in it, Rasiulis argues, but the new Canadian government will be very cautious in this realm. “They would not want Canada to be caught outside the game, because if there is a Normandy format summit — possibly in November — Canada has a choice to make,” Rasiulis told the Kyiv Post. “We can either be on the sidelines and won't talk to the Russians unless they leave Donbas and return Crimea. But on the other hand, if there are negotiations, then Canada could play a role in terms of offering a peacekeeping force. That force hasn't been discussed yet but I believe it will come up.” Rasiulis believes that if Ukraine implements the Steinmeier Formula as a potential way to reinvigorate negotiations with Russia over the war, which has killed more than 13,000 people in eastern Ukraine, Canada can offer its peacekeeping force to help secure the Russia-Ukraine border during local elections in Donbas and convince Russia that “this force can be objective.” Read More: What is the ‘Steinmeier Formula' and why are so many Ukrainians against it? Over the past four years of the Trudeau government, Canada's armed forces have been present in Ukraine as part of Operation Unifier, which runs until 2022. About 200 Canadian troops working in six-month cycles have trained over 13,000 members of Ukrainian security forces to date. Though Canada is not a major military power, its troops are efficient and well-trained and “have passed on some of their knowledge to those engaged in security issues” and the war in Donbas, argues David R. Marples, a historian and professor at the University of Alberta. Liberal Foreign Minister Chrystia Freeland — who is of Ukrainian ancestry on her mother's side — has also been a consistent and outspoken supporter of Ukraine, and is banned from entering the Russian Federation as a result. “It seems clear, therefore, that Ukrainians will not be worse off if Trudeau and the Liberals are granted a second term in office,” Marples said. The historian stresses that the Conservative government's policies might be a bit harder to predict. “Though Scheer is unlikely to make any conciliatory moves toward Russia, the bigger question is whether Ukraine is on his horizon at all, insofar (as) his major focus is on China — he has demanded a much stiffer response to the recent actions of the Chinese government, which have included the arrest of three Canadian businessmen,” Marples said. “On the other hand, he has expressed concern about the lack of unity among NATO allies, with an implicit sideswipe at President Donald J. Trump and his nebulous policies and apparent kinship with dictators.” Moreover, Scheer is close to former Prime Minister Stephen Harper, who was a fervent opponent of Russian President Vladimir Putin. “Though the extent of Harper's influence in a future Conservative government is unclear, he has often appeared alongside Scheer at public events,” Marples told the Kyiv Post. “For Harper, the priority was dealing with Russia — which he often equated with Communism — rather than China.     Lockheed to double Patriot missile production as orders explode

    By: Jen Judson WASHINGTON — Lockheed Martin is planning to double its most advanced Patriot missile's production in the coming years to deal with exploding orders of the weapon from the U.S. Army and its allies, according to a company executive. The U.S. Army has dramatically increased its Patriot Advanced Capability-3 Missile Segment Enhancement, or PAC-3 MSE, orders to not just account for full-rate production of the missile but to increase the stockpile on hand as operations overseas continue to eat up the inventory. The MSE version has a larger, dual-pulse solid-rocket motor and larger control fins that double the missile's reach and improve performance against evolving ballistic and cruise missiles. Meanwhile, several new customers abroad have joined the ranks of Patriot air and missile defense owners to include Poland, Romania and Sweden this year. This includes the purchase of a number of the MSE missiles as part of the initial order. For example, Lockheed would build 576 PAC-3 MSEs just for the three European countries that recently signed on to buy Patriot. Romania plans to buy 168 PAC-3 MSEs for its Patriot system as part of its order. Poland wants to buy 208 of them. Sweden intends to buy 200. The reason for such an explosion in PAC-3 MSE buys is due to the proliferating threat both in the Middle East and in Europe as the U.S. and its allies remain embroiled in conflict in the Gulf region, and as European countries work to build up robust air defenses to deter Russia. By: Aaron Mehta A comparison of the U.S. Army's fiscal 2018 and fiscal 2019 budget justification documents show the service drastically increased its planned buys — in some cases more than doubling — across FY18 through FY22. The Army had planned to buy roughly 95 missiles per year from FY18 through FY22, but a year later the service increased the 2018 order from 93 to 240 to include those bought with overseas contingency operations funds. In FY19, the Army asked for 240 missiles again. And the base orders for the missile in FY21 and FY22 total 160 each year. The Army's plans to dramatically increase its PAC-3 MSE production going forward has seen unanimous congressional approval, although the final FY19 defense appropriations bill has yet to become law. House and Senate appropriators are fully funding the production of 179 MSE missiles in FY19 in the base budget. Lockheed is no longer selling its original PAC-3 missiles, but it is still producing them for one customer, according to Bob Delgado, director of international business development for integrated air and missile defense at Lockheed Martin, who spoke to Defense News in a recent interview at the defense conference Eurosatory in Paris. This means Lockheed can make room for PAC-3 MSE production, which received the go-ahead to move into full-rate production by the U.S. Army in April. “There is a lot of interest in [PAC-3 MSE], so much so we are doubling our capacity,” which equates to up to 500 of the missiles per year, Delgado said. This will likely mean adding an extra production line, he added.     Navy Refining How Data Analytics Could Predict Ship Maintenance Needs

    By: Ben Werner WASHINGTON, D.C. – Extending the lifespans of existing ships using data-driven maintenance efforts is the best strategy for achieving a 355- ship navy, said the Naval Sea Systems Command chief engineer. The key to maintaining ships and enabling the Navy to extend their lifespans is data analytics, Rear Adm. Lorin Selby, the chief engineer and deputy commander of ship design, integration and naval engineering at NAVSEA, said Thursday at the American Society of Naval Engineers' annual Technology, Systems & Ship symposium. “I have ships with a number of sensors on them, measuring things like reduction gears, showering components, turbines, generators, water jets, air conditioning plants, high packs, a number of components, and we're actually pulling data off those ships, in data acquisition systems,” Selby said. At the Naval Surface Warfare Center Philadelphia Division, Selby's team is analyzing data gleaned from smaller ship component operations to determine how often such components need servicing, oil changes, filter changes, other maintenance actions and replacement. The process is called condition-based maintenance plus (CBM+), and Selby wants CBM to drive improvements in maintaining ships. “That's one of the things we're doing to get after utilizing the technology we have today to operate the ships we have today more efficiently and more effectively,” Selby said. The Navy has dabbled with CBM for years. A 2008 Department of Defense Conditions Based Maintenance Plus guidebook mentions NAVSEA efforts. However, two years ago at the ASNE TSS symposium, NAVSEA Commander Vice Adm. Tom Moore told USNI News that the Navy's use of CBM had perhaps gone too far and was disrupting the shipyards' ability to plan for large maintenance jobs properly. During previous attempts at incorporating CBM, there was a thought that, if major efforts like refurbishing tanks were only done when needed, rather than on a predetermined timetable, the Navy could avoid spending time and money on work ahead of need. However, that also meant that shipyards wouldn't have a clear work package before a ship showed up at the pier, adding uncertainty and, ultimately, more time and cost into the maintenance availability. This time around, Selby sees condition-based maintenance as a way to address smaller maintenance items in such a way that data analysis points a ship crew to components that are experiencing minor performance issues or otherwise showing signs they are about to fail before the failure actually occurs. This summer, a pilot program using enterprise remote monitoring will occur on an Arleigh Burke-class destroyer, he said. Data collected will be sent for analysis, and operators will learn how to use the data to understand how their systems are performing and if maintenance or repairs are needed. Selby wants to have a system of apps the Navy can use to collect data from ship components, analyze the data, share it with operators and schedule work. He wants to hold a competition for app developers to create apps the Navy will test for use in the fleet. Describing his vision, Selby said, “the systems that will be monitoring, say the turbine; it will tell the operators when a work procedure has to be performed and it will also then tap into the work package side of the house and generate a work package that gets sent to the ship, to the work center, to do the work. And if there's a part involved, it will be able to pull a part from the supply system.” Testing is occurring now, but Selby concedes there are some obstacles the Navy has to overcome before large-scale deployment. The Navy is struggling with how to transmit data securely, something Selby discussed during an earlier session at the symposium. The data also has to be secured. “The performance of any given asset is something we want to hold close. So I think what you have to do is you have to architect this from kind of the get-go with that kind of security mindset in mind,” Selby said. “You can harvest that data and you could potentially discover vulnerabilities, so you have to protect that. That's part of my project: as I do this, we're bringing that security aspect into the program.” Extending the lifespan of the Navy's current fleet is essential if the Navy is going to grow to 355-ships, Moore said during his keynote address after Selby spoke Thursday. The Navy, military planners at the Pentagon, the White House and lawmakers are all anxious to reach 355 ships as soon as possible because Moore said current forces are stretched too thin. “We in the Navy, we don't have enough forces to go everywhere we need to go, and we have a pretty fragile mix of ships, so that when we miss an availability coming out on time, or we don't build something to the schedule they're supposed to build to, there are real-world consequences to that,” Moore said. The true determining factor of whether a ship's lifespan can be extended, Moore said, is the platform's flexibility. The Arleigh Burke-class is the Navy's workhorse today because, during the past 30 years, the Navy has successfully updated its operating systems. Moving forward, Moore said extending the life of the ships in this class means back-fitting many of the older Flight I and Flight II with a scaled-back version of the AN/SPY-6(V) Air and Missile Defense Radar (AMDR) to keep these ships relevant to current and future mission needs. “If you're willing to do the maintenance on the ships, from a hull and mechanical perspective, you absolutely can keep them longer,” Moore said. “The issue is really not can you keep them 50 years; the issue is can they maintain combat relevance.
