    UK F-35s Clear IOC For Land-Based Ops; UK Spending Big on Defense

    By PAUL MCLEARY WASHINGTON: The UK is ready to start deploying the first batch of its new F-35 fighter overseas the country's top defense official said Thursday, while introducing a slew of new cruise and attack missiles for its Typhoon jets. The announcement of Initial Operational Capability (IOC) for nine F-35Bs comes weeks after the Royal Navy performed its first F-35 landings aboard the new Queen Elizabeth-class of aircraft carrier, built specifically to accommodate the F-35B. The head of Lockheed Martin UK, Peter Ruddock, noted that the IOC pertains to “land-based aircraft.” That seems sensible given that Joint Strike Fighter operations from the carrier just began. But questions surround the overall health of the UK's military, as it embarks on an expansive modernization program that is facing brisk headwinds in the form of an uncertain withdrawal from the European Union and looming budget shortfalls in the coming years. On Thursday however, Defence Secretary Gavin Williamson stood in front of a hangar full of F-35s and Typhoons at the RAF Marham air base, which has just undergone a major facelift to accommodate the F-35 — including new runways and a training center — to declare a new era in UK power projection. “The incredible F-35 jets are ready for operations, a transformed Typhoon has the power to dominate the skies into the 2040s and we continue to look even further into an ambitious future,” he said. “The RAF has long shown Britain at its great and global best, and today it lifts our nation to even greater heights.” Alongside the F-35 were Typhoon jets, soon to be equipped with a slew of new capabilities developed under the three-year, $540 million Project Centurion. Chief among them is the Storm Shadow air-to-ground cruise missile which boasts a range of 350 miles, the precision guided air-to-air Meteor missile with a 62-mile range, and the air-to-ground Brimstone precision attack missile. All of the missiles are made by Paris-based defense firm MBDA, a joint venture between European defense leaders Airbus, BAE Systems, and Leonardo. Air Marshal Sir Stephen Hillier, chief of the Air Staff, added: “The successful integration of Storm Shadow, Brimstone and Meteor on Typhoon completes and enhances the transition of world-class capabilities” from the retiring Tornado jets, which will “offer a step-change in our ability to employ air power around the world.” After the HMS Queen Elizabeth makes its first deployment in 2021, it will be followed two years later by the HMS Prince of Wales, bringing to a close a gap in carrier capability that Britain has experienced since retirement of the Invincible and Ark Royal. Royal Navy officials have said they're eager to get back into carrier operations, which will allow the UK to project power with fifth generation aircraft across the Middle East, Pacific, and in the Arctic, which is emerging as a major flash point as Russia and China rush to push assets north. The deployments will come as a welcome relief for the US Navy, which is struggling with maintenance on its own 11-carrier fleet. The American ships have been strained over the past 17 years of war in the Middle East and growing tensions with China in the Pacific. But the uncertainties over Brexit hangs over all of these plans. “Our nation is moving into a new era outside the EU, and our huge achievements in air capability make our commitment to a role on the world stage clear to both our allies and our enemies,” Williamson said. The UK's Director for Strategic Planning Will Jessett told reporters in Washington earlier this week that the MoD's ability to pump money into new defense programs will be affected by any deal reached between Britain and the rest of Europe, since their defense industries are intertwined. “Amongst the reasons we started to face this affordability delta in 2017 were because exchange rates did fall, relative to where they were in 2015,” he said. If we get a [Brexit] deal that's OK, I can imagine, personally, exchange rates not just stabilizing but somewhat improving.     Lockheed-Boeing team pitch Defiant X, its candidate for the Army’s long-range assault helo competition

    By: Jen Judson WASHINGTON — Lockheed Martin-owned Sikorsky and Boeing have pitched a tweaked version of the team's coaxial technology demonstrator — the SB-1 Defiant — which it plans to submit for the U.S. Army's Future Long-Range Assault (FLRAA) competition, according to the companies. The modified, competition-ready aircraft design is being called Defiant X, taking the same surname as little brother Raider X, which is Lockheed's submission for the Army's other helicopter competition — the Future Attack Reconnaissance Aircraft (FARA) program — running nearly in parallel. Both aircraft build off and scale up from Sikorsky's X2 demonstrator which flew for the first time in 2008. Lockheed Martin came out with Raider X roughly two years ago at the Association of the U.S Army's annual trade show. “One thing that always comes out is the importance of this aircraft at the X,” Tim Malia, Sikorsky's FARA director, said at the time. “The ‘X' is defined by the Army as the terminal area where they actually have to go do the work, do the reconnaissance, do the attack mission. The operation at the X is really critical for this program and for this platform.” And according to the Lockheed-Boeing team, it's no different with Defiant. Modernizing its vertical lift fleet is the Army's third-highest priority behind Long-Range Precision Fires and Next-Generation Combat Vehicle development. The Army intends to field both a FLRAA and FARA by roughly 2030. Defiant X made its public debut Jan. 25 featuring changes to the outer mold line compared to the demonstrator airframe, such as a sharper nose cone; a tricycle-style landing gear; changes to the exhaust system and an integrated mission systems package. The “enhancements to the design” are born from roughly 1,500 hours running algorithms in a systems integration lab, 135 hours logged in the Propulsion Systems Test Bed, and 31 flights, adding up to 26 hours of flight time, the companies reported. Some of the changes to the airframe were made to reduce thermal signature and improve aerodynamic handling. The exhaust system alterations also reduce thermal signature, the team conveyed. The landing gear changes are meant to improve stability, landing and taxiing in combat and more austere environments, according to the companies. Adding integrated mission systems is a requirement for the FLRAA competition in order to upgrade and continuously improve aircraft capability through a modular open system architecture. The MOSA will allow the systems to stay relevant in a Joint All Domain Operations environment and on the battlefield in 2035 and beyond. Defiant X will also come with “fly-by-wire flight controls integrated with autonomy capability leading to safety and workload reduction for the crew and operations in complex and degraded visual environments,” the team noted. Lockheed and Boeing are claiming that, as of now, Defiant X is the only offering that can sling-load equipment during missions “at an operationally relevant distance.” “One of the key words here is versatility,” Heather McBryan, Boeing's director of sales and marketing for future vertical lift, told reporters during a Jan. 22 roundtable held in advance of Defiant X's public debut. “Although the FLRAA mission is about more than just flying fast, and although we know the pacing mission is the air assault mission, this aircraft is going to be asked to do a whole lot of other things on a daily basis and our design and capability really provides that extreme lifting power for those types of missions.” To date, the SB-1 Defiant helicopter — as part of the Army's technology demonstration and the ongoing follow-on competitive risk reduction effort — has reached 211 knots in straight-and-level flight and 232 knots in a descent. “During the [competitive development and risk reduction], we've done hundreds of trade studies to refine this transformational capability and worked closely with our Army partner,” Jay Macklin, director of Future Vertical Lift business development with Sikorsky, said in the same call with reporters. “The design you're going to see today is a result of those studies. The CDRR has provided a great vehicle to share data back and forth to help the Army again understand and come to a decision on exactly what they are looking for,” he said. The team, according to Macklin, continue to also run tests in a digital combat environment that allows the ability to look at and test designs and maintenance procedures, fly and run operational analysis in order to ensure the best design. While Defiant X came out looking a certain way, according to newly released renderings and animations, that doesn't necessarily mean something won't change before the actual aircraft is built and ready to fly, according to McBryan. The Army released a draft request for proposals in December for FLRAA, announcing its unsurprising intentions to limit the competition to the Sikorsky-Boeing team and Bell because they are the only ones that can meet all of the service's technical and production requirements after spending years building and flying Joint Multi-Role Technology Demonstrator aircraft meant to help define requirements and the realm of the possible for a next-generation medium-sized helicopter. Bell is expected to submit a tiltrotor that would likely not stray too far from its V-280 Valor aircraft flown in the technology demonstration. Bell's demonstrator first flew in December 2017. Defiant took longer to get off the ground due to challenges in manufacturing its complex rotor blades. Defiant's first flight took place in March 2019.     USAF Picks B-21 For Software Learning Demo Challenge

    By Steve Trimble The U.S. Air Force has selected the Northrop Grumman B-21 to demonstrate a potentially revolutionary approach to flightworthy software. The future stealth bomber will demonstrate a software architecture running the operational flight program (OFP) that learns and adapts as it flies a mission, says Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics. Such an approach potentially “allows them to land with better code than they took off with,” Roper tells Aerospace DAILY. The architecture enables the code to update itself during a mission. Asked if the demonstration involves software code in the OFP, the operating system of a military aircraft, Roper replied affirmatively: “Within the OFP. That kind of adaptability is what we want to aspire to.” As a special access program, details of the B-21's schedule, capabilities and even cost are kept secret. But Roper says he is able to discuss what he calls the “digital bullet challenge,” albeit within strict limits. Asked if the B-21 software demonstrations imply the insertion of a deep learning technique known as a neural network, Roper declined to answer. “Details of how I won't go into,” Roper says. “But B-21 is trying to not just do agile software. They want to blaze new territory, a new trail for the Air Force. The idea that one of our most complicated airplanes with one of the most challenging missions is also taking on one of the most challenging software approaches to make their software living [and] breathing on the plane itself is inspiring. “They're going to be pushing the boundaries of how aircraft software should work in this century, and increasingly the software is where the cutting edge—the winning edge—is going to come from,” he explained. Roper's description appears to push the boundaries of software used in the flight computers of a commercial or military aircraft. Aircraft certification standards demand a highly rigid approach to software architecture, with the function of each line of code validated and verified on the ground before it is allowed to be used in flight. The challenge set for the B-21 could lead to altering or even adding software lines of code in the OFP during a flight. The Air Force launched the B-21 program in 2015 by awarding a $21.4 billion contract to Northrop. Air Force officials have previously announced that first flight is scheduled around December 2021.
