  South Korea to reboot training helicopter acquisition

  By: Jeff Jeong SEOUL, South Korea ― The South Korean military's long-sought purchase of training helicopters has been ruptured due to price issues, prompting the arms procurement agency to prepare a rebidding process for the aircraft acquisition project code-named TH-X. Bell (formerly Bell Helicopter) and Leonardo Helicopters were competing for the $155 million project to procure 41 training helicopters both for the South Korean Army and the Navy, according to the Defense Acquisition Program Administration, or DAPA. “The TH-X selection, originally due late last year, has been delayed, and a bidder failed to meet some of the TH-X requirements,” DAPA spokesman Kang Hwan-seok said. “As the TH-X acquisition is a competition basis, we're scheduled to proceed with a rebidding soon.” Multiple industry sources said the TH-X negotiations broke down mainly because of cost concerns. “Bidding price was an issue, but there are some other reasons, too,” Kang said, adding his agency would issue a request for proposals again between June and July. He declined to elaborate further. The South Korean military has sought to introduce new training helicopters to replace the older fleet of MD 500s, which have been operational for more than 30 years. The DAPA issued an RFP for the TH-X in November 2015. Bell offered its new 505 Jet Ranger light helicopter, which successfully completed its first flight in November 2014, while Leonardo suggested its SW-4 light single-engine multirole helicopter produced its Polish subsidiary PZL Swidnik.   DÉFENSE Bilan de Florence Parly : des exportations qui atteignent des sommets jamais atteints En cinq ans à l'Hôtel de Brienne, la ministre des Armées Florence Parly a permis à la France de renforcer ses exportations dans le monde, avec des montants croissants chaque année. C'est surtout en 2021 que les exportations ont atteint des sommets, totalisant plus de 65 Md€ d'exportations sur le quinquennat. En 2022, Dassault Aviation a déjà engrangé deux méga contrats (80 Rafale aux Émirats arabes unis et 42 en Indonésie) ainsi que six appareils supplémentaires en Grèce. Le ministère des Armées estime d'ores et déjà que les exportations vont s'élever pour les années 2021 et 2022 à un montant cumulé de plus de 30 Md€. Au total, depuis son arrivée au ministère des Armées en 2017, Florence Parly a aidé à la vente de 201 Rafale, sur les 285 vendus à l'export depuis 2015. Au-delà de tous ces succès, Florence Parly a souhaité faire de l'Europe une priorité des exportations d'armement françaises : la part de la zone Europe a atteint en 2019 et 2020 un niveau significatif, respectivement 45% et 25% des prises de commande.   The Army’s future tank may not be a tank

  By: Jen Judson WASHINGTON — The Army's future tank may not be a tank, Brig. Gen. Ross Coffman, who is in charge of combat vehicle modernization, told Defense News in an interview at the Association of the U.S. Army's annual show. While the M1 Abrams tank still has life in it yet, the Army is starting to begin the thinking and planning process for a future tank, “which is really exciting because it might not be a tank,” Coffman said. “It is decisive lethality and what that decisive lethality is will be determined by academia, our science and technology community within the Army and industry.” The Army will choose a path in 2023 on how it plans to replace the Abrams and some of the ideas cropping up in discussions have been “everything from a ray gun to a Star Wars-like four-legged creature that shoots lasers,” Coffman said, “but the reality is that everything is on the table. “We have to get away from these paradigms that we created that decisive lethality must come from a tank,” Coffman said. “It may be a tank in the end and that would be great, but we need choices for our soldiers, so we can really move into a position of lethal advantage over the enemy.” Coffman is spearheading that effort along with some more near-term plans to replace the Bradley Fighting Vehicle with an Optionally Manned Fighting Vehicle and bring online the Army's Armored Multi-Purpose Vehicle (AMPV) and a light tank called the Mobile Protected Firepower (MPF) system. The one-star is in charge of the Next-Generation Combat Vehicle Cross-Functional Team housed under the Army Futures Command tasked to modernize the force.
