Defense authorization bill delayed until after election

WASHINGTON — A bipartisan compromise and vote on the 2021 defense policy bill isn't likely before the Nov. 3 elections, but it should come “quickly” thereafter, the House Armed Services Committee's top Republican said Wednesday.

The vote would delay a decision from Congress about whether the Defense Department to rename military bases honoring Confederate leaders. It's defining issue for the $740.5 billion defense authorization bill, which includes must-pass provisions like military pay hikes, defense equipment purchase plans and strategic posturing of forces in coming years.

“There are more negotiations that have to occur, and part of that negotiation is talking with the White House about the shape of that provision,” Rep. Mac Thornberry, of Texas, said at the Defense News Conference. “Is there a way to get everybody to ‘good?' Of course there is. Is it likely to happen before the election? No, it's not.”

Republicans and Democrats in the House and Senate voted overwhelmingly to back language requiring the changes, though the House requires the names changed within one year and the Senate bill requires them within three years.

President Donald Trump has threatened to veto the 2021 National Defense Authorization Act over the Confederate name changes among other issues.

Trump has said Senate Armed Services Chairman Jim Inhofe, R-Okla., personally assured him that Congress will not force the Pentagon to change the names. That's fueled speculation that bipartisan negotiations to reconcile the bills could drag on.

The summer's sustained protests over racial injustice have buoyed the provision, while Trump has argued that changing the names would dishonor troops who have served at the sites and that Confederate symbols aren't racist. “We can't cancel our whole history,” he told Fox News last month.

Thornberry, who had offered a softer alternative as a House amendment, said Wednesday that both sides have political incentives not to compromise on the base renaming provision, among other issues.

“I don't know how that will come out in conference, but I do think we are in a time when neither party is rewarded for compromise, and coming together and getting things done,” he said. “On the other hand, I think we should be able to get a conference report pretty quickly after the election.”

The test helped to validate the unmanned aircraft's aerodynamics when carrying existing refueling equipment. The flight marks a significant milestone in the development of MQ-25, the first operational, carrier-based unmanned aerial refueler for the U.S. Navy. The Navy's F/A-18 fleet currently operates the same Cobham 31-301 buddy store, when fulfilling this key aerial refueling role. “This marks a significant milestone for the development of unmanned aerial refueling and we are proud that Boeing's MQ-25 test aircraft carried Cobham's underwing mounted equipment on this test flight,” said Jason Apelquist, senior vice president for business development and strategy for Cobham Mission Systems. “It is encouraging to see how proven solutions are being leveraged to further new mission capability. We look forward to supporting next-generation technology and continue to work with our customers as a key partner to deliver the aerial refueling solution of the future.” The 2.5-hour flight was conducted by Boeing test pilots operating from a ground control station at MidAmerica St. Louis Airport in Mascoutah, Illinois, on December 9, 2020. Future flights will continue to test the aerodynamics of the aircraft and the 31-301 Series Buddy Store at various points of the flight envelope.     German ministry seeks data on quicker fighter jet deliveries

    Andrea Shalal BERLIN (Reuters) - The German military has asked potential bidders in a high-stakes competition to replace its aging Tornado fighter jets about accelerating deliveries of new warplanes before an initial target date of 2025, sources familiar with the matter said. The defense ministry posed the question in early August in a follow-up to its initial request for information from Europe's Airbus (AIR.PA) and Lockheed Martin (LMT.N) and Boeing (BA.N), both from the United States, the sources said. The ministry had no comment on the latest twist in a tender that could be worth billions of euros. One of the sources said the request signaled concerns about the growing cost of servicing the current fleet of 85 operational Tornado jets. Defence Minister Ursula von der Leyen says she favors a European solution - the Eurofighter Typhoon built by Airbus, Britain's BAE Systems and Italy's Leonardo SpA (LDOF.MI) - but Lockheed and Boeing still hope for a chance to bid for the work. Airbus and the U.S. government submitted data this spring about the four fighter jet models under consideration - the Eurofighter, Lockheed's F-35, and the Boeing F/A-18E/F or F-15E. Germany is studying a number of options, including buying one type of jet to replace the Tornado jets, a split buy of two aircraft types, and a service life extension of the Tornado jets, according to multiple sources familiar with the process. Germany has also asked Washington for information about the possibility of leasing Boeing F-15 fighter jets, two sources said, although that is seen as an unlikely outcome. Von der Leyen in July said she expected a preliminary decision on the next steps by the end of the year. POSSIBLE SPLIT BUY? One proposal calls for Germany to buy 40-45 Lockheed F-35 jets to replace those Tornados that can carry nuclear bombs, and about 75 new Eurofighters to replace both the other Tornados and a first batch of Eurofighters delivered between 2003 and 2008. Buying F-35s would allow Germany to keep a mixed fleet of fighter jets, a key requirement in its military strategy, while averting costly and time-consuming modifications to the process of certifying the Eurofighter to carry nuclear bombs. Although not a nuclear power, Germany hosts some U.S. nuclear warheads under NATO's nuclear-sharing policy and operates a number of Tornado warplanes that can deliver them. The U.S. has told Germany it could take 12 to 18 months to study the Eurofighter certification issue.
