    Air Force begins to roll out special cyber defense teams

    By: Mark Pomerleau The Air Force is beginning to build specialized cyber teams across the service whose primary mission is to defend local installations and critical mission tasks from cyberattacks. These teams will ensure that a particular wing or smaller organization can complete their mission from a cyber perspective, Maj. Gen. Robert Skinner, commander of 24th Air Force/Air Forces Cyber, told Fifth Domain in a November interview. For example, Skinner said if a wing has an F-16 unit that's responsible for offensive counter air or defensive counter air support, mission defense teams will understand those weapon system and everything that goes into making those air sorties successful as a way to defend that mission from a cyber standpoint. As an example, an eight-man team at the 2nd Weather Group within the 557th Weather Wing monitors the network and recently discovered several “bogus” account requests. The commander, Col. Patrick Williams, said the team was able to figure out that many of the requests were either bots or foreign requests that “had no business being on that network.” By working with the Network Operations and Security Center to eliminate that activity, the number of requests dropped by 80 percent, a huge win, Williams said. He added this was done with just a nascent mission defense team given that the teams are just being filled out across the major commands now. Skinner said each major command is at a different point in activating the teams. In addition, Air Force leaders said the service hopes to achieve efficiencies within its entire IT and cyber defense enterprise. The officials pointed to the Air Force's “enterprise IT as a service” pilot, which examines what efficiencies can be gained by having commercial companies conduct the IT services as opposed to having airmen maintain the IT infrastructure. One benefit of such a move could be that it frees up personnel to spend more time on cyber defense. “Our core strategic theme is moving from IT focused delivery into mission defense teams,” Bill Marion, deputy CIO of the Air Force, said during a keynote presentation in early December. Skinner said the service will likely be able to “re-mission” workers from their IT positions and assign them to these more active defensive roles such as mission defense teams. These mission defense teams are different from cyber protection teams that the Air Force, and other services, provide to U.S. Cyber Command. “In my eyes the [mission defense team] is a [cyber protection team] lite,” Skinner said.     China cozies up to Japan and South Korea as ties with U.S. sour over coronavirus

As relations with Washington are expected to worsen at least until the U.S. presidential election later this year, Beijing has been making friendly overtures toward Tokyo and Seoul with an eye on economic revival after the pandemic passes, diplomatic sources said. Many foreign affairs experts are carefully watching what kind of foreign policy China will adopt at the postponed annual session of the country's parliament, the National People's Congress, scheduled to be convened next Friday. Recently, the administration of U.S. President Donald Trump has accused Beijing of failing to curb the spread of the virus, first detected late last year in the central Chinese city of Wuhan, and of not sharing relevant information in a timely manner. Trump has said the United States could even “cut off the whole relationship” with China, while threatening to impose tariffs as punishment for Beijing's alleged mishandling of the epidemic in the critical early months. Amid growing uncertainties over ties with the United States, “China is really eager to strengthen cooperation with Japan to revive the economy, which was hit hard by the virus outbreak,” a diplomatic source said. “For Japan, China is an essential trading partner. Japan also thinks the economy cannot rebound without cooperation with China. They are unlikely to be willing to ignite a controversy,” he added. In March, the Chinese Foreign Ministry abruptly announced a temporary ban on foreigners entering the country. The measure has applied even to those who hold a valid visa or residence permit. Beijing, however, has sounded out Tokyo on partially easing the restriction so that businesspeople who test negative for the new virus can travel between the countries, Japanese government sources said. China has already started to allow the entry of South Korean businesspeople meeting certain conditions in an attempt to ensure a smooth supply chain, which has been seriously disrupted in the wake of the virus spread. President Xi Jinping was quoted by the Chinese Foreign Ministry as telling South Korean President Moon Jae-in during a phone conversation on Wednesday that Beijing and Seoul “were the quickest to set up a joint response mechanism, and have maintained a track record of zero cross-border infections.” “The two sides also opened the first ‘fast-track lane' for urgently needed travels without compromising control efforts to facilitate the unimpeded operation of the industrial chain, supply chain and logistic chain in the region,” Xi told Moon. A source familiar with the situation in East Asia said, “For the time being, China's diplomacy may be determined by how much some countries can contribute to the economy. I'll be paying attention to what Foreign Minister Wang Yi says at the National People's Congress.” Tokyo has also taken a softer stand against China than other nations, as the governments of the world's second- and third-biggest economies have been trying to improve their ties by effectively shelving bilateral rows. Japanese Ambassador to Canada Yasuhisa Kawamura was quoted by China's Embassy in the country as telling Ambassador Cong Peiwu on May 8 that Tokyo is opposed to politicizing the pandemic and will work in tandem with Beijing to prevent infections. Earlier this month, the Japan Coast Guard said two China Coast Guard ships had approached and chased a Japanese fishing boat in Japanese territorial waters around the Senkaku Islands in the East China Sea. The group of uninhabited islets, called Diaoyu in China, are controlled by Tokyo but claimed by Beijing. Relations between the two countries have been often frayed by the territorial dispute, but strains did not escalate this time. Globally, more than 4.5 million cases of infection with the new virus have been confirmed, with the number of deaths exceeding 300,000, according to a tally by Johns Hopkins University. Meanwhile, China is facing some pressure over other countries regarding the virus outbreak, including Canberra that has asked for an independent investigation into the origins of the new coronavirus, prompting China to suspend beef imports from four major Australian meat processors, citing labeling and certification issues, in an apparent retaliatory move. “We will need an independent inquiry” to “learn the lessons,” Australian Prime Minister Scott Morrison told reporters on April 23. Australia is one of China's largest trading partners. “Now people are aware of my view about having the sort of authorities that would enable independent public health inspectors to be able to go into areas where a virus of potential pandemic implications can be understood quickly,” Morrison added. The Chinese Embassy in Canberra released a statement on April 28 saying Ambassador Cheng Jingye has “called on Australia to put aside ideological bias, stop political games and do more ... to promote the bilateral relations.” The Chinese Commerce Ministry has indicated that, following an 18-month investigation, it will impose anti-dumping tariffs on Australian barley. The punitive step would deal a stunning blow to Australia's agricultural sector. “If an independent inquiry is conducted, China may be blamed for the virus outbreak. China is worried that the proposal will be raised at the WHO's general assembly that will begin Monday,” a diplomatic source said, referring to the World Health Organization. China is also at odds with the United States, Europe, New Zealand and others over Taiwan's participation in the WHO as an observer. Beijing has long considered the self-governing, democratic island a renegade province awaiting reunification. The WHO has been criticized by the United States and some of its allies for having turned a blind eye when China allegedly withheld information that could have helped limit the epidemic. The global body's director general, Tedros Ghebreyesus, has strenuously rejected such accusations. Trump, who is believed to be attacking Beijing to gain public support ahead of the presidential election, has been one of the strongest critics of the WHO, calling it “a puppet for China.” In recent weeks he has frozen funding to the U.N. agency.     US considers new ways to detect and track enemy missiles

    By: Robert Burns, The Associated Press WASHINGTON — The Trump administration is considering ways to expand U.S. homeland and overseas defenses against a potential missile attack, possibly adding a layer of satellites in space to detect and track hostile targets. Details on how far the administration intends to press this in a largely supportive Congress are expected to be revealed when the Pentagon releases results of a missile defense review as early as Thursday. The release was postponed last year for unexplained reasons, though it came as President Donald Trump was trying to persuade North Korea to give up its nuclear weapons. A review might have complicated the talks. The Trump approach is expected to include emphasis on stopping missiles either before they are launched or in the first few minutes of flight when their booster engines are still burning. Congress already has directed the Pentagon to push harder on this "boost-phase" approach, which might include the use of drones armed with lasers. Any expansion of the scope and cost of missile defenses would compete with other defense priorities, including the billions of extra dollars the Trump administration has committed to spending on a new generation of nuclear weapons. An expansion also would have important implications for American diplomacy, given longstanding Russian hostility to even the most rudimentary U.S. missile defenses and China's worry that longer-range U.S. missile defenses in Asia could undermine Chinese national security. Senior administration officials have signaled their interest in developing and deploying more effective means of detecting and tracking missiles with a constellation of satellites in space that can, for example, use advanced sensors to follow the full path of a hostile missile so that an anti-missile weapon can be directed into its flight path. Space-based sensor networks would allow the U.S. to deal with more sophisticated threats such as hypersonic missiles. "I think that makes a lot of sense," said Frank Rose, a former Pentagon and State Department official and now a senior fellow for security and strategy at the Brookings Institution. "This could make a real improvement in our missile defense capabilities." Current U.S. missile defense weapons are based on land and aboard ships. Republican presidents starting with Ronald Reagan, who proposed a "Star Wars" system of anti-missile weapons in space, have been more enthusiastic about missile defense than Democrats. In recent years, however, both parties have argued that better defenses are needed, if only against emerging nuclear powers such as North Korea. Trump's detailed views on this are not well-known. The national security strategy he unveiled in December 2017 called "enhanced" missile defense a priority, but it also said it was not intended to disrupt strategic relationships with Russia or China, whose missile arsenals the U.S. sees as the greatest potential threat. John Rood, the undersecretary of defense for policy, said last year that a space-based layer of missile-tracking sensors would not mark a big shift in American policy or as a security threat to others like Russia or China. "It watches, it detects what others are doing. I don't regard it as a provocative act to observe the missile flights of missiles that are potentially threatening to the United States," Rood said in September. "I don't think having a sensor capability is a sea change for the United States," he added, without stating directly that the Trump administration will pursue this. Such a system is different than the more provocative idea of putting missile interceptors aboard satellites in space, which is not expected to be part of the Trump strategy. Congress has ordered the Pentagon to study it and some senior Pentagon officials have said recently that space-based interceptors are feasible and affordable. However, Rood in September strongly suggested that that Pentagon is not ready to move ahead with that. "Those are bridges yet to be crossed, some time away," he said. Daryl Kimball, executive director of the Arms Control Association, said he expects the missile defense review to endorse an expanded role for missile defenses to counter certain Russian and Chinese missiles, especially those that could threaten U.S. allies in Asia and Europe. “This is likely to stimulate them to accelerate offensive missile programs, like hypersonic vehicles, that can evade our missile defense,” Kimball said. https://www.militarytimes.com/news/pentagon-congress/2019/01/16/us-considers-new-ways-to-detect-and-track-enemy-missiles
